programs, and certificates for foreign legal consultants. <strong>The</strong><br />

office provides support to the Board of Bar Examiners and the<br />

Board of Commissioners on Character & Fitness.<br />

In 2009, the office processed more than 3,300 applications,<br />

including 1,519 law student registrations, 1,751 bar exam<br />

applications and 78 applications for admission without<br />

examination. <strong>The</strong> office also issued 511 legal intern certificates,<br />

five new temporary certifications and one renewal certification.<br />

<strong>The</strong> office administered the bar exam to 1,564 applicants —<br />

387 in February and 1,177 in July.<br />

Additionally, office staff worked closely with the Office<br />

of Network & Technology Resources to implement a new<br />

computer application for the office. <strong>The</strong> office tested and<br />

implemented a new docket system for character and fitness<br />

cases. Work on this major project continues.<br />

<strong>Supreme</strong> <strong>Court</strong> Authorizes Expanded<br />

Representation by Legal Interns<br />

Amendments to Gov. Bar R. II, which became effective<br />

Aug. 1, permit legal interns to represent individuals in<br />

low-level felony matters as well as juveniles, if the crime<br />

would be a fourth- or fifth-degree felony if committed by<br />

an adult, as long as a supervising attorney accompanies<br />

the legal intern to all court proceedings. For first-,<br />

second- or third-degree felonies, supervising attorneys<br />

would serve as co-counsel to legal interns in all court<br />

proceedings.<br />

Board of Commissioners on Character & Fitness<br />

<strong>The</strong> Board of Commissioners on Character & Fitness<br />

performed its duties pursuant to Gov. Bar R. I. During the<br />

year, the board conducted 26 hearings regarding the character<br />

and fitness of applicants for admission to the bar. <strong>The</strong> board’s<br />

review committees reviewed applicant files throughout the year,<br />

and the board considered reports on 30 applicants who had<br />

merit hearings before board panels.<br />

Board of Bar Examiners<br />

<strong>The</strong> Board of Bar Examiners performed its duties pursuant to<br />

Gov. Bar R. I, drafting and reviewing essay questions for the bar<br />

examinations and engaging in calibration sessions to prepare<br />

for grading exams. Members of the board also graded exams<br />

for the February and July 2009 bar examinations.<br />
