Case Details:<br />
On 14 Septemeber 2007, at around 2:00pm, victim Rakesh Sharma, age 26, went with his<br />
friend to meet another man regarding a debt. Sharma’s friend and the other man began<br />
fighting, and the other man called the Delhi Gate Police Chowki Officer-in-Charge.<br />
A drunk Delhi Gate Police Chowki police officer arrived on the scene. The police officer beat<br />
Sharma, and then took Sharma to the police station, where he continued the beatings. Later,<br />
Delhi Gate Police Chowki SI Shankar took Sharma into custody and slapped him. After three<br />
hours, Sharma was released without any case being filed against him.<br />

Case Details:<br />
On 14 December 20<strong>06</strong>, Abdul Hafiz, Imran, Mohammad Ali, Adnan, Azar and Darmender<br />
were playing cricket at Moti Katla at 10.00pm. A PC who was on patrol asked them to stop<br />
playing and told them to go home. When they ignored his orders, the PC beat them with his lathi.<br />
Abdul suffered injuries to his head and neck and Abdul’s friends also were injured. The PC<br />
abused all of them with filthy language.<br />
The injured boys went to the Darga PS with the President of Akhil Bhartiya Manav Adhikar<br />
Samiti, S.N. Akbar, to complain about the incident. Victims met the CI of the station who asked
them to return the next day. A case was not registered that day because victims did not know the<br />
name of the PC who hit them. The next day, the CI and victims’ parents suggested they<br />
compromise the case. Consequently, victims did not file an FIR.<br />

On 27 June 2007, the forest department, UIT and police started removing the encroachments<br />
in Ananthpura, Kota. They cleared the main roads and then went to Ananthpura Kachi Baxti.<br />
The officials issued a one-hour warning to the residence to vacate the area. However, the<br />
residents were not willing to vacate, and called their assembly member, Amin Pathan. Amin<br />
also is a BJP member. Unfortunately, Amin was not in Kota.<br />
However, Amin received the message and went to Kota, reaching there at about 4.00pm.<br />
When Amin arrived, the police already were moving JCB machines to demolish the houses.<br />
The residents gathered in protest and started throwing stones at the police. They burnt one of the<br />
JCB machines and broke the remaining two. The police lathi charged the residents, and a<br />
major altercation followed. When Amin Pathan went to meet Sumeeth Sharma to resolve the<br />
issue, he was blocked by the police. The police beat Amin, fracturing his hand. Similarly, Daulat<br />
Ram suffered a broken leg and Kalu Lal’s eye was injured.<br />

Members of Dadwadi wards 17-21 faced a severe water problem. On 19 May 2007, they<br />
presented their problem to the water works department and they were promised a rectification<br />
within 4-5 days. Since the problem persisted, about 50 residents went to the water works<br />
department on 29 May 2007. Among those present were victim Assembly Member and BJP<br />
member Arjun Khangar, who was from a scheduled caste, women and children.<br />
Because the Department Head M.K. Goyal was not there, second-in-charge D. R. Mittal said he<br />
would look into the issue and visit the site. However, before D.R. Mittal could leave, the Police<br />
stopped him and told the people to hold a discussion in an upstairs office. Even though the<br />
discussion was proceeding smoothly, the Dadwadi CI forcefully interrupted the meeting.<br />
SI Chuttan Lal and PCs Abdul Hayed and Pyarelal grabbed Arjun by his hair and abused his<br />
caste. The POs told Arjun to stop his public service and “shut-up”. The POs forced others out<br />
of the office, leaving Arjun alone with the POs. Many women and children were injured when<br />
they were pushed outside the office. The POs beat Arjun and then pushed him outside. Abdul<br />
Salam, a 35 years-old handicapped male, was injured when he was pushed into the police jeep.<br />
Arjun went to the PS to file a case, but the police refused to register it. He, therefore, filed a case<br />
in the court.

On 22 September 2007, victim Arun Tamboli and his brother and friend went to a fair located in<br />
Subhash Udhyan. At the fair, two police officers – Constable Shammulal Meena and ASI<br />
Radheyshyam Sharma – beat Tamboli with a lathi. Tamboli attempted to escape but he was<br />
knocked down by a lathi blow and injured both of his hands. He attempted to escape a second<br />
time, but the police officers again beat him.<br />

Victim Asha, age 45, is a resident of Harijan Basti, Longiya Mohalla, Ajmer. With her husband<br />
Sunder Das, she runs an STD shop. They had a photocopying contract with government<br />
officers, because of which Sunder Das had to remain out of the shop for long periods in order to<br />
take new orders. In his absence, Asha used to sit in the shop.<br />
The shop was usually open until 9.30pm but sometimes stayed open later for urgent tasks;<br />
when police officers saw the shop open later, they used to demand Rs. 500 per day to permit<br />
such activity. Asha typically refused such requests for bribes. However, the police began to<br />
arrive daily at 8.00pm, demanding that Asha shut the shop. When Asha replied that she still had<br />
work to do, the police would threaten to throw her property outside.<br />

On 1 October 2007 at 8.30pm, a PC and another officer came to the shop and asked Asha why<br />
it was open. The officers asked for a bribe, and provided examples of other shopkeepers who<br />
paid bribes to keep their shops open late. Asha refused to pay. The officers responded by<br />
using their lathis to break things in the shop, including the shop glass and a Photostat machine.<br />
Asha called Sunder Das; together, they went to the Ganj Thana. There, ASI Ram Narayan<br />
Pareek refused to file a report, instead insulting them and sending them away.<br />
On 5 October 2007, Asha and Sunder Das attended the condolence for a resident of their<br />
locality. Four policemen suddenly arrived and began a lathi-charge against the people there.<br />
One of the officers recognised Asha and hit her with a lathi four or five times. Asha ran into her<br />
house.<br />
Asha and Sunder Das went to the Ganj Thana to file a report, but the police refused to accept it.<br />
DSP Naresh Kumar assured Asha and Sunder Das that he would take action. No action was<br />
taken.<br />
The police continue to trouble Asha at her shop.<br />

Victim Vagta Ram, age 44, is an agriculturist. Ram is a Dalit.<br />
On 19 October 2007, a man severely beat Ram’s son and directed caste-based insults to him.<br />
In response, Ram attempted to lodge a complaint with the Rathore PS, but the police refused to<br />
register the complaint. Instead, Rathore PS SHO Ramchandra directed caste-based insults<br />
towards Ram and knocked him to the ground. Another police officer kicked and slapped Ram<br />
several times.<br />
On 20 October 2007, Ram again attempted to lodge a complaint with the Rathore PS. He was<br />
again met with caste-based insults and the police refused to register his complaint.

Victim Bhagchand, age 45, is of the Valmiki caste. He resides in Harijan Basti.<br />
On 4 October 2007, Bhagchand and thirty-five to forty other residents of Harijan Basti attended<br />
a condolence following the death of another resident.<br />
At 9.30pm, four policemen arrived and asked about the gathering. The officers then told the<br />
crowd to disperse, saying that they knew the residents were involved in gambling. Then the<br />
officers began a blind lathi-charge. Bhagchand’s left hand was fractured.<br />
On hearing the screams of the attendees, women and children came out of their houses to see<br />
what was happening. The police hurt them as well.<br />
Many of the residents went to the Ganj Thana to file a report, but the police refused to accept their<br />
complaint. The residents proceeded to complain to DSP Naresh Kumar, who assured them<br />
that appropriate proceedings would be undertaken against the policemen involved. No action<br />
was taken.<br />

Victim Bhagwat Singh, age 22, is a taxi driver.<br />
On 18 September 2007, Bhagwat Singh was driving his taxi from Beawar to Sendara when he<br />
came across an accident. The police stopped his vehicle and asked to see his papers.<br />
Bhagwat Singh’s papers were incomplete. SI Babulal, outraged, hit Bhagwat Singh. To avoid<br />
being hit more, Bhagwat Singh moved his seat forward, thus hurting his legs. The SI continued<br />
to hit Bhagwat Singh’s head. Then he humiliated Bhagwat Singh in the presence of his<br />
passengers and threatened him not to file a complaint.<br />

On 15 July 2007, victim Chotu Ram was sitting in his mobile service shop. He received a<br />
telephone call from his brother Sh. Asoo Ram, asking to meet him at a nearby liquor shop.<br />
Chotu Ram met Sh. Asoo Ram at the shop, and was chatting with him when a police jeep<br />
arrived. Between five and seven officers got out and started to beat the people there with batons<br />
before forcing some of them into the jeep.<br />
Chotu Ram was amongst those who were beaten and forced into the jeep – without being<br />
permitted to lock his shop first. A policeman slapped Chotu Ram hard on his cheeks and kicked<br />
his back.<br />
The police asked Chotu Ram why he had been at the liquor shop. Chotu Ram replied that he did<br />
not consume alcohol, but had gone to meet his brother.<br />
Later, a medical test confirmed that Chotu Ram had not consumed any alcohol.<br />
The police detained Chotu Ram until midnight before releasing him.<br />

9:15pm, between five to seven Phalodi PS police officers entered the store and began beating<br />
everyone, and they ordered everyone in the shop into their police jeep. One of the officers had<br />
a silver star on his shoulder and the remaining officers were constables.
In the jeep, the police officers beat their prisoners. A police officer beat Ram’s leg with a baton<br />
three times. At the Phalodi PS, a police officer slapped Ram. At 1:30am, the police released<br />
Ram.<br />

Radeyshyam beat Suresh with a stick and ordered him to leave the fair. When Suresh asked<br />
ASI Radeyshyam for a reason, ASI Radeyshyam beat him again.<br />

On 7 June 2007, there was a one day agitation near the Collector’s office at Jodhpur which was<br />
organized by Dalit Ekta Manch against <strong>Rajasthan</strong> Government concerning the repealing of S/<br />
42-B of the <strong>Rajasthan</strong> Agriculture Act and the affected SC/ST lands.<br />
About 500 people took part in the agitation. At around 2.00pm, the protestors were marching to<br />
the Collector’s office to give him a memorandum. People from various institutions accompanied<br />
them.<br />

Previously, Dalit Ekta Manch organized many protests and had given memoranda regarding<br />
Dalits issues. The protestors did not previously misbehave with the police, nor did they cause<br />
traffic jams.<br />
But on 7 June 2007, the police stopped the protestors and told them that only 4-5 persons could<br />
enter. Some of the leaders of the group said that all the people shall enter up to the railings of the<br />
Collector’s office, but that only the representatives would go beyond it to meet the collector. They<br />
assured the POs that there would be no chaos.<br />

The POs opened the main gate, but then stopped the protestors and began pushing them.<br />
Some POs in civilian clothes pushed women and abused dalits by calling them names and<br />
beating them. The POs pushed women and girls, causing them to fall down. A stampede<br />
ensued, injuring several people. Those who tried to negotiate with the POs were falsely<br />
charged for creating a traffic jam.<br />

On 29 August 2007, CI Rajendra Singh demanded money from victim Dharmpal Jain, age 26.<br />
Jain refused to pay. Consequently, CI Singh threatened to kill Jain if Jain opened his shop after<br />
8:00pm.<br />
On 2 September 2007, between 8:45pm and 9:00pm, CI Dharmpal came to Jain’s shop and<br />
beat and slapped Jain in the presence of Jain’s customers.<br />
Subsequently, the residents of UTI colony and an advocate complained to ASI Jagdish Prasad<br />
who informed them that CI Singh was not at the PS. The ASI promised to conduct an investigation<br />
the next day.

Victim Devendra Singh, age 22, resides in Kamla Bawri Ganj, Ajmer District.<br />
On 6 October 2007 at 11.00am, Devendra Singh was going to the doctor in Shastri Nagar on his<br />
bike with his friend Ashwani Joshi. On their way, in Savitri Chauraha, traffic policemen Sahiram<br />
and Raghuver Dayal stopped him. Devendra Singh immediately stopped his bike and parked<br />
it at the side of the road. The officers became angry and pushed the bike forward; Devendra<br />
Singh and Ashwani Joshi fell down. The bike’s glass broke, and Devendra Singh’s elbow and<br />
knee were hurt. Both of the officers proceeded to beat Devendra Singh, and then they took his<br />
license and his bike.<br />
Devendra Singh followed the officers to the Kotwali PS. There, he tried to lodge a complaint, but<br />
he was ignored. The officers threatened him with imprisonment if he acted against them.<br />
The officers did not give Devendra Singh’s bike or license back. Instead, they made a challan<br />
that he had had neither a license nor any papers with him while driving, before sending him out<br />
of the station.<br />
Devendra Singh is still without his bike; his studies have been affected.<br />

On 20 September 2007 at 7.00pm, Dilip Kumar closed the office as usual (he would often close<br />
the office and then reopen it the next morning) and went to his room. The accountant Girdhari had<br />
already left for his home.<br />
On 21 September 2007, when Dilip Kumar opened the factory, he found the windows broken and<br />
the furniture and files strewn about. The Almirah locker was open. It looked as though a thief had<br />
searched for something. Dilip Kumar immediately informed Girdhari.<br />
Later, Girdhari arrived with police and began to search for any missing documents. The police<br />
departed. Gidhari told the employees to go to work and that he would handle the matter.<br />
At 9.00pm, Girdhari and the police came to Dilip Kumar’s house and asked him to admit that he<br />
had committed the theft, promising to help him if he admitted it. Dilip Kumar refused to do so.<br />
The police forcibly took Dilip Kumar to the Christain Ganj PS, where they detained him for two<br />
days. They neither fed him properly nor gave him enough to drink. They beat him and made him<br />
sign blank papers, despite Dilip Kumar’s efforts to convince them that he was not a thief.<br />
Later, Ranidranath arrived, told the police that Dilip Kumar was his old servant and that he was<br />
innocent, and stated that nothing had been stolen from the office.<br />
No action was taken against the police.<br />

lodge a complaint with the police regarding his missing scooter. Police officer Jitendra Singh<br />
refused to register his complaint. Instead, police officer Singh kicked Vyas on his thighs and<br />
slapped him several times.

Victim Gobind Tailor ran a tailor shop that was attached to his house.<br />
On 14 th August 2007, Dhulet PS police officers Shyamlal and Ramprakash dragged Tailor by<br />
his shirt collar from his house. Officers Shyamlal and Ramprakash then slapped Tailor in the<br />
street. The officers were angry that Tailor had not paid them a bribe.<br />
Tailor lodged several complaints against the two officers, but the police have not taken any followup<br />
action.<br />

Case Details:<br />
On 9 October 2007, the electricity board disconnected the electricity connection of Yojana<br />
colony. As a result, the people of this locality were deprived of their basic necessities. During<br />
their festival celebration, the people arranged for temporary electricity connections. However,<br />
the electricity board disconnected these connections as well.<br />
About 100 people of the locality protested, blocking the roads and causing traffic disruptions.<br />
Udyog Nagar Policemen charged the protestors with lathis, and hit many of the protestors.<br />
Ruskanan, Salma Bi, Bagu Lal and Foola were the severely injured by the police attack. A false<br />

Victim Fazni Moinuddin had a legal dispute with a relative over Rs. 50,000 he was owed. The<br />

On 3 November 2007, Moinuddin was discussing the matter in court with his advocate when<br />
ASI Nand Singh and SHO Ramchandra, dressed in civilian clothes, came to arrest him. The<br />
officers did not have an arrest warrant, but returned fifteen minutes later with one.<br />
The police officers took Moinuddin to the police station and locked him up. The officers beat<br />
Moinuddin on his hands, knees, and shoulder with a stick, causing severe injuries and causing<br />
his entire body to be swollen. Moinuddin’s injury marks are visible on his body.<br />

At the station, the police beat Shahnawaz on her legs and hands, and pushed her to the ground.<br />

the root cause of the problem. The police arrested Jagadish and took him to the Baab Thana<br />
PS. At the police station, they beat Jagadish with their belts and they also kicked him. Jagadish’s<br />
entire body was swollen as a result. The police detained Jagadish for one whole day and night<br />

Victim Usha Rathi, age 42, is a teacher and the mother of victim Piyush Rathi and victim Alok<br />
Rathi, who is a journalist. The three live at “Matra Chhaya” New Amba Bari Colony, Dorai Kekri,<br />
Amjer.<br />
On 14 September 2007, at around 6:00am, police officers Ratan Singh Gaud, Satish, and other<br />
police officers forcibly entered Rathi’s home and ransacked her belongings. The police officers<br />
knocked Usha to the ground when she asked for a warrant. The police officers slapped Piyush,<br />
and threatened to kill Alok. The police then took Rs. 10,000 from Usha, and demanded Rs.50,000<br />
more. The police officers threatened to kill Alok if Usha did not pay them the Rs. 50,000.<br />
The police also booked false charges against Lok because had highlighted stories of police<br />
atrocities in his newspaper. The police continue to visit Usha’s house, torment her family<br />
members, and demand money.<br />

Chowdhry. The principal used to make Fusaram Meghwal sign documents relating to the<br />
school’s dietary programme without letting him know the pertinent information.<br />
On 6 August 2007, following a dispute over the dietary programme, Baldevram Chowdhry<br />
insulted Fusaram Meghwal’s caste, hit him, and pushed him down.<br />
When Fusaram Meghwal’s wife and children came to Baldevram Chowdhry’s office, he also<br />
insulted their caste.<br />

There, the officers insulted him. When he asked to meet the CI, a PC slapped him, saying that<br />

Fusaram Meghwal finally met CI Promod Sharma. He also requested his MP and MLA to help<br />
him. No action was taken.<br />
Fusaram Meghwal submitted an application before the court, which gave inspection orders to<br />
DYSP Buglal Meena. An FIR was written, and the matter was settled without taking any further<br />

Constable Vishamber beat Singh with an iron rod. Singh was injured.<br />
Singh lodged a complaint against Constable Vishamber with the Mahaveer PS. At the station,<br />
Constable Singh again beat Singh. ASI Govindra, witnessed the event, and tried to mediate the<br />
dispute. However, Constable Vishamber misbehaved with the ASI, which led to a police case<br />

The mosque at Ghode Wale Baba was an old mosque under the control of Wakf Board. The<br />
roof of the mosque was made of tin sheet and was very old. The Board decided to change it into<br />
a RCC roof. Though it was just a renovation of the mosque, the board filed an application for the<br />
same at the UIT/ municipality.
On 26 May 2007, the construction of the roof began at night. When 90% of the construction was<br />
completed, the additional collector, accompanied by a police force, ordered them to terminate<br />
construction. About 300 people gathered around the mosque. The JCB was brought to take<br />
away the cement mixer. The people <strong>watch</strong>ing the scene thought the JCB was going to destroy<br />
the walls of the mosque. They protested and the police used force to push them aside. This<br />
caused the crowd to start throwing stones at the police. In order to control the crowd, the police<br />
lathi charged.<br />
Many were injured in the charge, motorbikes were confiscated, and protestors were<br />
arrested. They were released on bail six days later.<br />

Victim Govind Singh, age 35, is a resident of Shahpura Mohalla, Bearwer.<br />
On 15 September 2007, Govind Singh went with his wife to workshop at the Suraj Pole Temple.<br />
The Temple ground was crowded, so Govind Singh drove to the Subhash Udhyan, which was<br />
also crowded. Govind Singh’s vehicle became stuck in the crowd and could not move.<br />
PC N.R. Chowdhary arrived and told Govind Singh to take his vehicle away. The PC became<br />
angry and hit Govind Singh with a stick on his hand and back. When Govind Singh tried to turn<br />
his vehicle, the PC hit his head and pushed him. The PC insulted him.<br />
The PC also hit Govind Singh’s wife.<br />
Govind Singh and his wife returned home and took medical treatment.<br />
The PC and the ASI have denied that this incident happened.<br />

admitted the theft and was produced in court on 22 March 2007. He was remanded to jail for<br />
two days. While in custody, the police beat Hari. Hari’s tongue was cut and bleeding and he<br />
vomited blood. On 23 March 2007, Hari was taken to JLN hospital for treatment. He was<br />
treated and released.<br />
Since his release, police regularly call him to the PS whenever a theft occurs in the area.

of his relative and stopped to speak with him.<br />
Two police officers – namely, Noor Mohd and a PC – passed by. They thought that Hemaram<br />
was selling his goods on the road. Noor Mohd slapped Hemaram and the PC pushed his<br />
goods onto the ground.<br />
Hemaram felt humiliated and insulted. He returned home and could neither eat nor sleep.<br />
The police have denied slapping Hemaram.<br />

On 2 September 2007, at around 5.00pm, victim Sheruram Vishnoi was attacked by two men<br />
on bikes (hereinafter, “the attackers”). Victim Kailash came to Sheruram’s aid.<br />
Later in the day, a fight broke out between the attackers and Sheruram’s and Kailash’s friends<br />
and family, including victims Gorakhram and Omprakash. One of the attackers was injured<br />
during the fight.<br />

On 3 September 2007, the attacker lodged a complaint with the Susagar PS against Sheruram,<br />
Kailash, Omprakash, Gorakhram and others involved in the fight. The Susagar PS police<br />
officers then immediately arrested Sheruram, Kailash, Gorakhram, Omprakash, and Dholuram<br />
without conducting an investigation. Susagar PS ASI Hema Ram slapped the men. He also<br />
pulled Kailash’s hair and beat them with his hands.<br />

Case Details:<br />
Victim Kamal Kishore, age 25, is a resident of Gehlot Dunri, Gulab Bari, Ajmer. He runs a dairy<br />
shop.<br />
On 15 October 2007 at around 7.30am, PC Anil Kumar arrived to buy milk and bread. When<br />
Kamal Kishore asked him for payment, the PC said that he had Rs. 100 that he would give later.<br />
One hour later, when the PC passed the shop, Kamal Kishore asked him politely for the bread.<br />
The PC replied that he would pay that evening.<br />
Four days passed, but the PC did not pay.<br />
On 19 October 2007, the PC returned to the shop to buy goods on credit. When Kamal Kishore<br />
asked him for the money owing, the PC told him that he would pay everything at once. Kamal<br />
Kishore refused to let him buy the new goods. The PC became angry and asked Kamal<br />
Kishore how he dared to refuse him. The PC took milk and bread and made to leave. When<br />
Kamal Kishore tried to stop him, the PC pushed him aside, punched him, and threatened to beat<br />
him and to take away all the goods in his shop.<br />
Kamal Kishore went to the Alwar Gate PS to file a report. There, he saw the PC sitting under a<br />
tree. The PC asked Kamal Kishore why he had come, and whether he had not had enough that<br />
morning. Kamal Kishore replied that he had come to file a case against the PC.<br />
The PC took Kamal Kishore inside the station, where he slapped Kamal Kishore four or five<br />
times and then hit him with a stick on his back and hand. Kamal Kishore shouted in pain.
The PC detained Kamal Kishore in a barrack.<br />
At 10.00pm, the PC returned and asked whether Kamal Kishore had learned his lesson.<br />
Kamal Kishore asked the PC to spare him and to let him return to his mother. The PC released<br />
Kamal Kishore, warning him never again to ask for money for the PC’s purchases from his<br />
shop. The PC also threatened to beat Kamal Kishore until he could not walk if he complained<br />
against the PC.<br />
Afterwards, the PC would frequently come to Kamal Kishore’s shop and take goods without<br />
payment. No action has been taken against him.<br />
SHO Aas Mohd has denied that such incidents happen.<br />

Gulab Singh was Kishan Kumar Gurjar’s family friend. She asked Kishan to apply to the<br />
<strong>Rajasthan</strong> police force and promised to get him a job. On 29 May 2007, Kishan received a call<br />
from Gulab’s phone. When he answered, the caller abused him. In return, Kishan abused the<br />
caller, and then hung up. That evening, Kishan was at restaurant when he saw POs patrolling<br />
the area. He started running and the POs caught him.<br />
The POs arrested Kishan under section 151c. At the PS, Kishan was beaten by the POs. PC<br />
Gulab Devi kicked Kishan, jumped on his stomach, and forced her dirty shoe into his mouth.<br />
PC Satish Kumar kicked Kishan in his genitals and threatened to pour petrol and burn his<br />
genitals. Madan Meena pushed Kishan to the ground and forced him to eat mud. He then<br />
kicked him several times. Another PC punched Kishan in the face. While Mohan Ram<br />
punched Kishan in the chest, Ghanshyam Yadav kicked him and beat him with a belt. Ram<br />
Prasad Vishnoi also kicked and punched Kishan. CI Khan Mohammad witnessed the entire<br />
event but took no action.<br />

Kishan was presented in court, and remanded to jail. After Kishan was released on bail, he was<br />
taken to the hospital for treatment. The doctors recommended surgery, as both his eardrums<br />
were damaged during the police beating.<br />
According to police, Gulab denied any association with Kishan’s family. She alleges that she<br />
was receiving prank phone calls from an unknown caller. On the date of the incident, the police<br />
received information that youths were fighting at a public telephone booth near Ajmer road. A few<br />
PCs including Gulab Singh were sent to investigate. When the youths saw the police, they<br />
dispersed. Kishan started running and the police caught him. When he was searched, the POs<br />
found that Kishan’s mobile phone that matched the number of the prank caller. The POs denied<br />
they beat Kishan.<br />

On 14 September 2007, victims Kishore Kumar, age 45, Nemika, age 18, and Kasturi Devi,<br />
age 6, attempted to lodge a complaint with the Alwar Gate PS against Kumar’s uncle for domestic<br />
violence. Kumar’s uncle had been physically abusing Devi and Nemika.<br />
Instead of lodging the complaint, Alwar Gate PS ASI Bhagwan Gurjar abused the three and<br />
started misbehaving with Kumar. ASI Gurjar told the three to settle their dispute with Kumar’s<br />
uncle, but Nemika refused. In response, ASI Gurjar threatened them that he would kill them if<br />
they did not leave.<br />
Afterwards, ASI Gurhar constantly pressured Kumar to settle the dispute with Kumar’s uncle.<br />
When Kumar refused, ASI Gurjar slapped him.<br />
Devi and Nemika have complained to the SP about ASI Gurjar’s behavior, but no subsequent<br />
police action has been taken.

liquor. He was released on bail.<br />

On 15 April 2007, POs Ajay Kant Sharma and Om Prakash Dhankad went to Lakhan’s house<br />
at 6.30am. They arrested him while he was sleeping and took him to the PS. There, Lakhan<br />
was beaten until 8.00am. The POs would not allow his family to meet with him. At 1.00pm, POs<br />
took Lakhan’s wife’s signature on a few blank papers. At 5.00pm, Lakhan was again beaten.<br />
Lakhan’s waist turned blue as result of being beaten by a belt.<br />
At 7.15pm Lakhan was transferred to Clock Tower PS and then transferred to Adharsh Nagar<br />
PS. There the SHO slapped Lakhan during the interrogation. Lakhan was kept in the Adarsh<br />
Nagar PS from 15 April 2007 to 20 April 2007.<br />
On 21 April 2007, Lakhan was produced at Kekdi Court under charges of illegally selling liquor.<br />
The Kekdi Magistrate scolded the policemen for falsely implicating a case on Lakhan, as he<br />
was at the PS on the day mentioned in the FIR. He was released on bail the same day.<br />
On 19 April 2007, at 4.00am POs went to Lakhan’s house and threatened his family to stop the<br />
legal action against the police. The POs also confiscated Lakhan’s bank pass book.<br />

Victim Nasirabad City Police Constable Laxman Sanariya, age 30, had a misunderstanding with<br />
SHO Mahaveer Singh. SHO Singh filed a false report regarding Sanariya, and, as a result,<br />
Sanariya was suspended.<br />
On 15 September 2007, SHO Singh stripped off Sanariya’s clothes and beat him. SHO Singh<br />
also threatened to kill Sanariya and his wife. Furthermore, SHO Singh and ASI Om Prakash<br />
threatened to plant opium in Sanariya’s house and file a false claim against the couple.<br />
On 18 September 2007, Sanariya complained about SHO Singh’s conduct to the Chief Minister,<br />
Home Minister IG, and the SP. However, no follow-up action was taken.<br />

Victim Laxman Singh, age 35, is a resident of Kalyan Singh Ki Sidh village, Phalaudi Tehhsil.<br />
On 23 October 2007 at around 3.00pm, the police at Baap PS reciecevd information that a riot<br />
had taken place in Kalyan Singh Ki Sidh village. Accordingly, approximately eight officers –<br />
including SHO Ramchandra Singh and HC Kishnaram Meghwal – went to the village. There,<br />
they arrested Laxman Singh for breach of the peace. The officers also accused Laxman Singh<br />
of voluntarily hurting Baratram Meghwal and his son, and of engaging in anarchism. The officers<br />
kicked, slapped, and punched Laxman Singh.<br />
The police detained Laxman Singh in the station all night without food.<br />
Laxman Singh filed a complaint against the officers.

Singh was not a part of the protest.<br />
Dadabari PS SI Ghuttan Lal ordered a lathi charge against the crowd. The police proceeded to<br />
beat the protestors. The Dadabari PS police officers grabbed Singh and beat him. He sustained<br />
a head injury and lost substantial amounts of blood. Singh fainted from the blood loss.<br />

Victim Laxmandas, a 70 year-old resident of Dadwada, Kota, works as a travel agent. On 9<br />
October 2007, one of his buses was coming from Indore to Kota. As the bus arrived Excise<br />
stopped the bus on information that it contained Rajnigandha. At the sight of the Excise official,<br />
one of the passengers fled. Director of central production cost Dhiraj Shukla seized two cartons.<br />
Some of the packets inside contained Rajnigandha and the rest contained sweet supari.<br />

On 26 October 2007 at 10.00am, Excise officers told Laxmandas that the Excise office intended<br />
to seize all the goods in the cartons. Laxmandas said he would go to the Excise office at 12.00pm<br />
to receive a receipt for the items seized. When excise officers opened the cartons to check the<br />
goods, they found packets of Rajnigandha and sweet supari. The Excise officers seized the<br />
rajnigandha and sweet supari.<br />

Later, Excise officers Ashok Sharma, Dhiraj Shukla and seven other persons went and forcibly<br />
pushed Laxmandas into the vehicle and took him to the Excise Office. Laxmandas’s friends<br />
Rahish Khan and OM Nagar followed. Laxmandas was led into Mageranjan Nanda’s room, but<br />
his friends were prevented from entering. The Excise officers kicked and punched Laxmandas.<br />
Laxmandas screamed in pain. Rahish rushed in when he heard Laxmandas screaming.<br />
Mageranjan Nanda said he would kill Mageranjan Nanda, and then sent Laxmandas to Dadawari<br />
Thana.<br />
Laxmandas attempted to file a complaint to the CI at Dadawari Thana, but he directed him to the<br />
Nayapura Thana. At 3.00pm, Laxmandas reached the Nayapura Thana and submitted his<br />
written complaint. The police took no action on the complaint. On 27 October 2007, Laxmandas<br />
filed a complaint in the Court. Still no action has been taken.<br />

the matter mutually. The POs also abused victims by caste name and pushed victims. The<br />
POs kicked Gokul Ram and ordered them out of the station, scolding them for coming to the PS<br />
for trivial matters.<br />
However, they told the victims that they would look into the matter.<br />

On 3 November 2007, the Vishnoi Tiger Force, investigating a case chinakara (deer) hunting,<br />
told the DFO (Forest dept.) B.R. Bhadn that victim Mohabbat Singh was a suspect in the case.<br />
On this basis, DFO Bhadn ordered Phalandi Ranger Madansingh Boda to form a team and<br />
arrest Mohabbat Singh.<br />
Mohabbat Singh, a 49 year-old resident of village Chandsabha, was Sarpanch of the Chandsabha<br />
village and was physically handicapped. Forest Officers arrested Mohabbat at the bus stand at<br />
approximately 4.00pm on 3 November 2007. The Forest Department officers beat Mohabbat at<br />
the bus stand and in the PS.<br />
Under the guidance of Shergarh Assembly member Baby Singh, the villagers protested at the<br />
Dechu PS. The Forest Officers fled.<br />

On 4 October 2007, at 1.00pm, 38 year-old Mohanlal was riding his motorcycle, returning from<br />
the store. The traffic policemen on the Chauraha attempted to stop Mohanlal, but he did not hear<br />
them. When the traffic policeman shouted at him, he stopped his motorcycle. Three traffic<br />
policemen, Ramful, Hitesh Singh and Rambabu started abusing Mohanlal for not stopping the
vehicle. Mohanlal apologized for breaking the traffic laws, but the policemen started beating him<br />
for not wearing a helmet and not carrying original documents. The POs slapped his face and<br />
punched his back. When Mohanlal attempted to defend himself by covering his face, he<br />
accidentally knocked HC Ramphul’s mobile phone from his hand, damaging it. The POs were<br />
more outraged.<br />
The POs arrested Mohanlal. In the PS two PCs beat Mohanlal and detained him until evening.<br />
Mohanlal was too afraid to file a complaint.<br />

Mohammad Arif, age 16, is from Sarwar. He sells handkerchiefs in a shop at the Dargah<br />
Bazaar in Phool Gali.<br />
On 26 April 2007, two Dargah PS constables accused Arif of attempting to steal a customer’s<br />
mobile phone that was found on the floor of Arif’s shop. The two constables beat Arif and dragged<br />
him by his hair and collar to the Dargah PS. Arif’s knees were severely bruised as a result.<br />
Arif was detained at the Dargah PS for around one hour, and then was released with a warning<br />
from SI Ram Avatar.<br />

Victim Naresh Kumar is a 45 year-old resident of Bhagwan Ganj Radhaswami Satsang Bhawan,<br />
Ajmer. On 25 September 2007 at 2.30pm, a police jeep went to Naresh’s house on information<br />
that he was involved in the illegal liquor business. Six to seven policemen entered Naresh’s<br />
house and asked where he kept the raw liquor.<br />
Naresh denied allegations that he manufactured liquor, though he admitted to selling it. The POs<br />
took Naresh to the Excise PS, where he was detained for three days. At the PS, the officers beat<br />
and kicked Naresh. On the third day, Naresh was released. The POs told Naresh not to tell<br />
anyone about his beating, and threatened that if he did, he would be sent to prison. Naresh<br />
remained silent because he was scared of police and feared that the police would return to arrest<br />

Victim Prem Devi, age 62, lives in Bairwa Basti, Pushkar Road.<br />
Devi and her neighbors had a dispute regarding the repayment of a loan that Devi had borrowed<br />
from them. After being beaten by her neighbors, Devi filed a case against them. On 23 March
2007, one day before the hearing in the case, the neighbors called the Aanasagar PS claiming<br />
that Devi was fighting with them. By the time the police officers arrived, the neighbors had<br />
picked a fight with Devi. Aanasagar PS Contable Jai Singh and another Kotla PS constable<br />
intervened, and pulled Devi by her hair, beat her, and forcibly took her to the Aanasagar PS.<br />
At the station, the Aanasagar PS, the police officers demanded that Devi give them the money<br />
she had been planning to pay the advocate in her case against the neighbors. The police<br />
officers also beat her with a stick and verbally abused her, calling her a prostitute.<br />

Case Details:<br />
Victim Laxman Samariya, age 30, is a member of the Samariya caste. He resides in the<br />
Nasirabad Police Quarter with his wife Nirmala and father Ramlal, as he was a PC with the<br />
Nasirabad Police Thana.<br />
SHO Mahaveer Singh troubled Laxman Samariya by insulting his caste, switching his duty<br />
shifts, and filing a false report of negligence against him.<br />
On 13 September 2007, Laxman Samariya was conductively suspended on the basis of the<br />
report filed by the SHO.<br />
The SHO then began pressuring Laxman Samariya to vacate the police quarters. Laxman<br />
Samariya agreed to vacate the quarters on receipt of his suspension orders.<br />
On 15 Septeber 2007, in front of other officers, the SHO took off Laxman Samariya’s clothes and<br />
beat him.<br />
On hearing Laxman Samariya’s screams, Nirmala and Ramlal arrived. However, the SHO<br />
threatened to kill Laxman Samariya if she and he did not vacate the quarters. The SHO used<br />
caste-related insults.<br />
At 10.30pm, ASI Om Prakash and SHO Ramswaroop arrived, took Nirmala’s house keys,<br />
and threw their belongings out of the Quarter. They threatened to place opium in the house and<br />
to trap Laxman Samariya and Nirmala with a false case if they did not vacate the premises.<br />

On 18 September 2007, Nirmala and Ramlal filed complaints with the Chief Minister, the Home<br />
Minsiter, the IG, and the SP. The SP assured them that an impartial enquiry and appropriate<br />
proceedings would take place. No action has been taken.<br />
ASI Bhivaram and the SHO have stated that Laxman Samariya is an alcoholic who had arrived<br />
drunk for his duties on several occasions, despite the SHO’s admonitions. He has also stated<br />
that on 15 September 2007, Laxman Samariya arrived drunk at the Thana, began screaming,<br />
and took off his own clothes.<br />

At around 8.00pm, a boy at the fair teased a girl. The police began to disperse the crowd and to<br />
beat the boys there. RAC Jawan Jamnalal caught Ramesh by the hair and hit him with a stick.<br />
A PC insulted Ramesh.<br />

Case Details:<br />
Victim Ramlal, age 35, resides near the Baba Randeo Temple, Kota.<br />
On 21 September 2007 at around 7.00pm, Ramlal was returning home with Amrilal and Laxman.<br />
Two policemen, one in uniform and a PC in civilian clothing, stopped the three men and questioned<br />
them about their purpose in being there. Ramlal, Amrilal, and Laxman replied that they were<br />
returning from work.
The PC took Rs. 50 from Ramlal’s pocket and Rs. 10 from Amrilal’s. Ramlal asked the PC to<br />
return the money. The policemen became angry. They hit Ramlal’s stomach and kicked him<br />
several times. Ramlal fell down unconscious. The policemen ran away.<br />
Amrilal took Ramlal to the <strong>Rajasthan</strong> Patrika Office and reported what had happened.<br />
The next day, news of the incident was published, as was a photograph of Ramlal. Ramlal’s<br />
money was later returned.<br />

On 6 September 2007 at 8.00pm, victim Mohd. Sadik Khan, aged 28, went to the PS to file a<br />
report of his bike being stolen. At the PS, ASI Kishan Singh blamed Mohd. Sadik Khan for<br />
giving the bike to a stranger. When the victim insisted on filing a report, ASI Singh grabbed him<br />
by his collar and punched and kicked him. The POs threw the victim out of the PS without<br />
accepting his report.<br />

Case Details:<br />
Victim Sajjan Singh was a 55 year-old farmer living in village Kavlai, Pushkar. On 5 September<br />
2007, Sajjan’s wife Anandi Bai was alone at home, when Sajjan’s neighbour Vikram Singh<br />
broke into Sajjan’s house, scattering their items and stealing Rs. 10,000/- from a grain container.<br />
When Anandi saw him, she grabbed him and yelled for help. Vikram pushed her away and<br />
escaped before her neighbors arrived.<br />
Sajjan’s neighbour Matadeen informed Sajjan of the theft while he was working in the field.<br />
Sajjan rushed home and found his wife weeping. Sajjan went to the Pushkar PS to file a<br />
complaint. There, SHO Hanuman Rao Vishnoi asked Sajjan how much was stolen. Sajjan told<br />

him that Rs. 10,000/- was stolen. SHO told Sajjan to bring Vikram to the PS. Sajjan explained<br />
that he was unable to compel Vikram to come the station and told SHO Vishnoi that it was his duty<br />
to catch Vikram. SHO Vishnoi told Sajjan to return the next day. The next day, Sajjan returned<br />
to the PS with his wife, but the SHO again told him to come the next day. This continued for a few<br />
days.<br />
On 8 September 2007, Sajjan went to the PS. SHO Vishnoi asked Sajjan how much money<br />
was stolen from his house, and where he obtained the money. SHO Vishnoi accused Sajjan of<br />
stealing the money and threatened to beat Sajjan until he admitted where he stole the money.<br />
Sajjan refuted SHO Vishnoi’s allegations. SHO Vishnoi was angered and punched Sajjan in his<br />
face, causing his nose to bleed. SHO Vishnoi grabbed a stick and hit Sajjan three or four times<br />
on his back and pelvis. Sajjan escaped from SHO Vishnoi, who threatened Sajjan not to return<br />
to the PS or he would be locked up.<br />
Sajjan retained an advocate who filed a complaint on behalf of Sajjan in the court. When SHO<br />
Vishnoi learned of the complaint, he went to Sajjan’s house and threatened file a false case<br />
against him and lock him in jail for life.<br />

Victim Samradh Singh, age 56, lives in Jagadhamba Colony.<br />
On 3 January 2007, Singh’s youngest son was involved in a fight in which he fired some bullets.<br />
At around 9:00pm, some police officers, including Constable Amar Singh, forced themselves<br />
into Singh’s house, grabbed Singh and his eldest son by their throats, and beat them. The<br />
officers then dragged Singh and his eldest son to the station where they beat the two again. The<br />
police officers said they were searching for Singh’s youngest son. The police then released<br />
Singh and his eldest son.<br />
Later, Singh and his eldest son were again detained. The police secured a written statement from<br />
Singh that stated he had come to the police station voluntarily. Singh’s lawyer filed an affidavit at<br />
the court, and Singh and his eldest son were released on 4 January 2007.

Case Details:<br />
Victim Setha Devi, aged 24 years, married Surendra. Surendra and his family regularly<br />
physically and mentally abused Setha to procure more dowry. Surendra regularly came home<br />
drunk and beat her, demanding Rs. 25000/-. Setha left Surendra and returned to her father’s<br />
house. Because he was old and could not earn the money, Setha’s father was incapable of<br />
giving more dowry. He brought Setha back to Surendra’s house. Setha’s in-laws attacked<br />
Setha’s father and injured him.<br />
On 4 March 2007, Setha and her father went to the Christian Ganj PS to file the report but ASI<br />
Puranmal told them to go to the Anasagar Chowki. Setha and her father went there reported the<br />
incident to PC Bhagchand Rawat. PC Rawat said he wouldn’t file a report unless there was a<br />
witness. Setha’s father said he could not produce any witnesses. PC Rawat started shouting<br />
at them and told them to leave the PS.<br />
Setha and her father returned to Christian Ganj PS where the ASI ridiculed them and told them<br />
the police could do nothing if Setha was tortured by her in-laws. Setha’s father insisted on writing<br />
a report. ASI Puranmal scolded him and pushed Setha’s father, who fell on the stairs. ASI<br />
Puranmal kicked Setha’s father and said that he was looking for a thief and Setha’s father was<br />
a thief. ASI Puranmal grabbed Setha’s father, pushed him into the jail and locked him inside.<br />
Setha begged ASI Puranmal to leave her father. ASI Puranmal made Setha sit in a corner for<br />
an hour, and then ordered her to leave the PS. Setha’s father was released about five hours<br />
later. There were injury marks all over his body.<br />
Setha’s father filed complaint through an advocate, and the court rendered a decision in favour<br />
of Setha, but still Setha’s in-laws continued to threaten her and her family. Setha is too afraid to<br />
seek help from the police.<br />

Victim Roshan Kathat is a taxi driver. Kathat’s taxi did not have a number on it.<br />
On 19 September 2007, two police officers stopped Kathat while he was driving in Beawar.<br />
Kathat provided the police officers with all the relevant documentation, but did not exit the car as<br />
the police officers requested. The police officers became very angry, and pulled Kathat out from<br />
the taxi by his hair, and slapped him.<br />

Victim Anna Ram, age 30, and his brother Shravan Kumar, age 35, are residents of Ranchi,<br />
Bilara, Jodhpur.<br />
On 18 September 2007, Anna Ram and Shravan Kumar drove a truck towards Kota. At the<br />
Bundi Flyover, an RTO stopped them and demanded a Rs. 500 entry fee, which they paid.<br />
On 19 September 2007 at around 6.00pm, RTO Nishant Gupta stopped them and demanded<br />
the entry fee. Anna Ram and Shravan Kumar replied that they had already paid at the Bundi<br />
Flyover. The ASI responded by insulting them and ordering them to come to the police station.<br />
The RTO and SI Digvijai took Anna Ram and Shravan Kumar to a village and beat them. Anna<br />
Ram said that he would file a complaint against the officers. One officer threw a stone towards a
piece of glass, which broke and hit Anna Ram’s eyes. Another officer hit Shravan Kumar with<br />
a lathi on his head.<br />
Later, Anna Ram and Shravan Kumar reached Badgaon Chawki and informed the police of<br />
what had happened. They were made to wait three hours, and then the police did not register the<br />
complaint.<br />
Anna Ram and Shravan Kumar went to the Thana and informed the police of what had happened.<br />
The police told them to go to the MBS Hospital for treatment. Shravan Kumar received two<br />
stitches on his head. Anna Ram underwent an eye operation.<br />
After three days, Anna Ram and Shravan Kumar were discharged.<br />

He is a driver.<br />
On 13 March 2007, Amjer City PS ASI Suraj Bhan took Pandit to the City PS with regards to a<br />
complaint filed by Pandit’s father.<br />
At the police station, the police officers beat up Shyam and warned him not to disturb his father<br />
or grandfather. The police officers did not have an arrest memo and they did not file a case<br />
against Shyam.<br />

railway line when PC Singh grabbed her hand and tried to sexually harass her. Sita opposed<br />
him. Angered, PC Singh pushed her to the ground. He then came on her, but she screamed for<br />
help. Other people came running, and PC Singh ran away. Sita was persuaded by railway<br />
officers not to file a complaint, so she remained silent.<br />
At 6.00pm that evening, Sita was going to the contractor to receive her wage at Buda Pushkar.<br />
PC Singh stopped Sita and verbally abused her for not having sex with him. He grabbed Sita,<br />
twisted her hands, and pushed her into to chowki, causing bruising injuries. PC Singh accused<br />
Sita of indulging in prostitution and yelled at her for rejecting him.<br />
Sita’s husband Laxman Singh was informed of the incident and went to the chowki. He asked PC<br />
Singh why he detained Sita. PC Singh said that Sita engaged in prostitution. Laxman told PC<br />
Singh to speak properly. Outraged, PC Singh started beating Laxman and threatened to arrest<br />
him and file a false charge against Laxman. At around 8.00pm, several villagers went to chowki<br />
and protested the arrests. PC Singh then released Sita and Laxman.<br />
On 11 October 2007, PC Singh attacked Laxman and threatened to arrest him for assaulting a<br />
PO.<br />
Sita filed a complained against PC Singh for sexual assault, but ASI Prakash Meena only filed a<br />
case for bruising her. No action was taken against PC Singh.<br />

Victim Sohan Lal Valmiki, age 34, owns a pig farm on Mal Road, near G.R.P line, Ajmer. For<br />
around fifteen years, Valmiki went to the nearby school to collect the student’s left over food for his<br />
pigs. Valmiki had been collecting this food with the permission of the school for years<br />
On 27 August 20<strong>06</strong>, Valmiki was at the school collcting the left over food. Constable Harijander<br />
Singh shouted at Valmiki and knocked the box of food from Valmiki’shands. Constable Singh<br />
then kicked Valmiki to the ground, and then punched and kicked Valkimi on the ground. Constable<br />
Singh then took Valmiki to the mess office and beat him there as well. After a few minutes,<br />
Subaidar Major B.C. Biswas came to the office in a drunken state and beat Valmiki. The beating<br />
lasted for half an hour.

At the house, Ramnivas sexually harassed Goyal. Goyal’s father asked Ramnivas to vacate<br />
the house.<br />
On 10 February 2007, Constable Ramnivas again sexually harassed Goyal while she was<br />
retrieving a newspaper.<br />
Goyal’s father went to the Aanasagar PS to confront Constable Ramnivas. At the station,<br />
Constable Ramnivas beat up Goyal’s father.<br />

On 21 October 2007 at 7.00pm, victim Trilok Chauhan, a 24 year-old BA student at Jai Narayan<br />
College, Jodhpur, was at the Chabutra Maidan to see the Rawan. While the programme was<br />
going on, some people in the crowd started yelling and demanding that the chief guest Ashok<br />
Gehlot leave the stage.<br />
The police started a lathi charge on the crowd. Trilok was caught in the crowd. The police beat<br />
him with a lathi causing injuries to his back. Though the media covered the incident, no action<br />
was taken against the responsible POs.<br />

Victim Versha, age 14, is of the Bagariya caste.<br />
On 10 August 2007 at around 4.00pm, Versha was talking with an auto driver named Sunil<br />
Kesarganj Chowki when SI Sunita Gurjar and some PCs arrived and took them both into<br />
custody. Versha’s and Sunil Kesarganj Chowki’s family members were not informed of the<br />
arrest; they later learned of the event in the newspapers.<br />
Versha and Sunil Kesarganj Chowki were kept in police custody at the Kesargani PS for two<br />
days. During this time, they were insulted and beaten. The SI took Versha’s gold necklace and<br />
earrings.<br />
On 12 August 2007, Versha and Sunil Kesarganj Chowki were produced before the court.<br />
On 14 August 2007, Verhsa and Sunil Kesarganj Chowki were released on bail.<br />
On 16 August 2007 at around 2.30pm, Versha went to the police station to recover her jewellery.<br />
However, the SI refused to return the jewellery. She slapped Versha.<br />
At around 4.30pm, the SI took Versha to the Clock Tower PS and filed a false case against her<br />
u/s 151 IPC.<br />
Versha was later released on bail.<br />

Victim Vijay Singh, 28 years-old, owned Shivam Footwear in Police Line Chouraha, Ajmer.<br />
Vijay worked with his brother victim Jindel Singh. On 12 October 2007 at around 5.30pm, while<br />
Jindel was away having dinner, RAC policemen Shambhu Singh, Hawa Singh and Satyaveer<br />
Singh entered the shoe store. All of them were very drunk and speaking loudly. The RAC<br />
Officers said they wanted shoes, and after selecting shoes for 30 minutes, started to leave<br />
without paying.<br />

Vijay asked them to pay for the shoes. The RAC officers threatened Vijay, telling him that he<br />
would lose his business if he asked for payment. Vijay told the RAC officers that he had many<br />
customers that were POs, and they paid for their purchases. All the RAC officers started beating<br />
Vijay. Vijay fell to the ground from the beating. Just then Jindel returned. Jindel asked the RAC<br />
officers why they were beating Vijay. The RAC officers started beating Jindel. They punched<br />
him in the nose, which started bleeding, and they constantly kicked him. Hearing the noise,<br />
nearby shopkeepers gathered and rescued Vijay and Jindel.<br />
Vijay and Jindel went to Civil Lines Thana, Ajmer, to report the matter. They told SHO Ramchandra<br />
Chowdhary about the incident. He directed one PC to provide victims medical attention, and<br />
then directed victims to leave the PS. Victims insisted that they wanted to register a complaint.<br />
SHO Chowdhary refused to file the complaint for some time, but finally told PO Meethu Singh to<br />
file the report. The police have refused to take any action against the three RAC Jawans.<br />

ChotuRam Meghwal belongs to a SC community, and he is a mobile phone mechanic.<br />
On 15 th July 2007, at around 9:00pm, between five and seven Phalodi PS police officers,<br />
including CI Sant Kumar and ASI Kishan Singh, confronted Meghwal and other customers in a<br />
liquor shop. One of the policemen had a Star symbol on his shoulder. The policeman ordered<br />
everyone to get into the jeep. The policemen beat everyone and made them enter the jeep. One<br />
policeman hit Magwhal with a baton thrice on his legs.<br />
At the Phalodi PS, a police officer slapped Megwhal on both cheeks and made caste-related<br />
insults.<br />

ON 27 November, 2007, Vyas went to Khanda Falsa PS to register a complaint regarding his<br />
missing two wheeler.<br />

On 6/8/07 between 1:00pm and 2:00pm, Singh was walking to a class with some friends. Two<br />
professors, Mr.Gadiya and Mr.Bhagchand, accused the boys of ragging and started beating<br />
them. The professors also called the police.<br />
Chand Gate PS Constable Manoj Yadav came to the school and beat Singh with a stick and<br />
pulled his hair. Constable Yadav then took Singh to the Chand Gate PS until evening, and the<br />

Victim Basant Kumar lives in Kanakhedi village and works in Nasirabad.<br />
On 27 July 2007, at around 8:00pm, Kumar was waiting for a bus to take home from work.<br />
Adarsh Nagar PS ASI Bhairu Singh asked Kumar to come to the Adarsh Nagar PS for an<br />
inquiry, telling Kumar that there had been many thefts in that area. Kumar requested that the<br />
inquiry take place at the bus stop. ASI Singh then grabbed Kumar by the hair to his jeep and<br />
drove him to the Adarsh Nagar PS. At the police station, ASI Singh told the other officers that he<br />
had arrested Kumar because Kumar had been quarreling with some vendors.<br />

a drunken state. ASI Singh beat Kumar for fifteen minutes with his hands, and then kicked him.<br />

Victim Manjeet Singh is a student who was attempting to become police officer. Victim Kalu<br />
Singh was also attempting to become a police officer<br />
On 28 October 2007, Manjeet and Kalu (unrelated and not traveling together) were waiting at the<br />
Beawar Railway Station for a train so that he could take his police recruitment examination. Other<br />
students at the station began creating chaos, to which the Railway Police and City Police<br />
responded. Some of the students then began throwing stones. Neither Manjeet nor Kau Singh<br />
was part of the group of students causing trouble.<br />
The police chased the students and started hitting them. Constable Mahendra Singh and<br />
Constable Narendra Singh caught Singh and beat him on his back, legs, thighs, and knees. As<br />
a result, he sustained bruises all over his body and he has difficulty walking.<br />

Kalusingh is from Jodhpur but he was staying in Beawar with his friends for the purpose of<br />
studying. On 28 th of October 2007, he was going for police recruitment with his friend Devi Singh.<br />
He was waiting for the Bhuj-Bareilly Express at the Railway Station. The station was crowded<br />
with the other students who were also going for the same examination. Under the excitement, the<br />
students started making chaos. The Railway police had to be called to control it, at which the<br />
crowed was outraged and so they got down on the track and started throwing stones. To control<br />
the crowd, the Railway Police called the City PS. The City police immediately took joint action<br />
with the Railway police and they drove the students from there.<br />
When police were chasing the students, Kalusingh was on the platform and he was totally<br />
unaware of what is happening. Suddenly Rajendra Singh and another policeman came near<br />
him and started beating him and his friend Devi Singh. Somehow he ran into the railway office to<br />
hide and when situation got better, he came out of the office. He went to the bus stand and than<br />
took a jeep to go to Ajmer. He felt pain on his back, hand and legs and because of that he was not<br />
able to perform well in the exam but somehow he completed the recruitment.<br />

Versha’s competitor’s complained that Versha’s low prices were hurting their business.<br />
Consequently, the Kesarganj PS police officers told Versha not to sell brooms there.<br />
On 10 August 2007, Kesarganj PS Si Sunita Gurjar arrested Versha and one of her customers<br />
and locked them up for two days. During the detention, SI Gurjar stole Versha’s jewelry and beat<br />
her on her back and thighs, causing visible injury marks.<br />
On 16 August 2007, Versha returned to the Kersarganj PS and demanded her jewelry. SI<br />

On 21 September 2007, Ramesh and his friend went to a fair Subhash Udyan.<br />
At some point, the crowd became wild, and the police responded.<br />
RAC Jawan Jamnalal caught Ramesh by his hair and hit him with a stick. Another constable<br />
wearing a star also joined in the beating. They drove Ramesh away from the fair with their sticks.
Ramesh found another police officer to complain to, who told Ramesh: “Are You insane, go<br />
away from here have you not received enough beating?”<br />
On 22 September 2007, Singh went to the same fair in Subhash Udyan with his brother. At the<br />

Narendra singh unnecessarily got hurt. The culprit might have escaped. The whole day was<br />
spoiled for Narendra singh and his brother. They got back home. Narendra singh’s friends told<br />
him that he should have run after the first blow from the police man rather than waiting like a fool<br />
over there asking him to explain the truth and get more hits. They did not reveal the incident to<br />

slapped Khan and warned him not to be so daring. ASI Bankelal then ordered four other police<br />
officers to beat Khan. They then took Khan to the police station, where he was kicked and beaten<br />
with batons on his back, waist, and legs.

Victim Ladbai, age 15, worked as a laborer.<br />
One day, her employer refused to pay Ladbai her wages. He then raped Ladbai. Ladbai was<br />
rendered unconscious. When Ladbai regained consciousness, he took her a shop where<br />
some other men gang raped her.<br />
Later, the employer sold Ladbai to Sarona PS police officer Mau Vorda. The employer and<br />
another man again raped Ladbai several times.<br />
Ladbai’s father attempted to lodge a complaint with the Kanwas PS when his daughter did not<br />
return home. The police demanded Rs. 5,000 to file the complaint. The police warned Ladbai<br />
and her parents not to make any more complaints about the rape.<br />
