3. QUESTIONS<br />

3.1 RECENT TRIP TO SHANGHAI, CHINA<br />

In response to the following question submitted by Comhairleoir K. O’Flynn, which, a<br />

written reply was circulated as outlined below:-<br />

Could the Manager please break down all costs involving the recent trip made by the<br />

Lord Mayor and officials to Shanghai, China?<br />

Could the Manager inform <strong>Council</strong> how many jobs were created due to this trip?<br />

The breakdown of all costs for the Lord Mayor’s visit to Hangzhou, Beijing and<br />

Shanghai, China, from 10 th October to 18 th October 2012, accompanied by the Mr.<br />

Tim Lucey, <strong>City</strong> Manager and Mr. Patrick Ledwidge, Director of Services, <strong>Cork</strong> <strong>City</strong><br />

<strong>Council</strong>, is as follows:<br />

Dr. Michael Murphy, President of UCC, Professor Fan Hong, Director of the<br />

Confucius Institute UCC and the School of Asian Studies and Mr. Conor Healy, Chief<br />

Executive Officer, <strong>Cork</strong> Chamber also participated in the visit.<br />

The purpose of this visit to China was to:<br />

1. Promote <strong>Cork</strong> in China through meetings with individual companies, with Irish<br />

development agencies and Chinese media<br />

2. Participate in the Hangzhou International Sister <strong>City</strong> Mayors’ Conference 2012<br />

3. Meet Hanban, the Shanghai Municipal People’s Government, the Shanghai<br />

Municipal Education Bureau, the Huangpu People’s District Government and<br />

Shanghai University regarding the proposed Confucius Institute Building and<br />

Chinese Garden<br />

The visit was part of an ongoing programme to promote <strong>Cork</strong> in China. A full report<br />

on the visit has been submitted to <strong>Council</strong>. It is not possible to say how many jobs<br />

were/will be created as a direct result of this trip, although all activity in China is fully<br />

recorded and reported to <strong>Council</strong>.<br />

3.2 VACANT HOUSES UNDER REPAIR<br />

In response to the following question submitted by Comhairleoir S. Martin, which, a<br />

written reply was circulated as outlined below:-<br />

a) How many vacant houses under repair will be included in the upgrading Energy<br />

Efficient Programme 20<strong>11</strong>?<br />

b) Will all the grant be spent?<br />

c) Between 2010 and 20<strong>11</strong> how many houses will have been included in the<br />

Programme?<br />

a) We are waiting on confirmation of funding for 20<strong>13</strong> from the Department of the<br />

Environment, Community & Local Government.<br />

3.3 GLEN AMENITY PARK<br />

In response to the following question submitted by Comhairleoir P. Gosch, which, a<br />

written reply was circulated as outlined below:-<br />

To ask the Manager what is the plan for the Glen Amenity Park going forward?<br />

The Park is used on a daily basis by the retired people in the area for recreation<br />

purposes.<br />

However, the following requires to be repaired, upgraded and maintained:-<br />

a) The walkways around the river<br />

b) The steps<br />

c) The river itself requires to be cleaned and maintained.<br />

What was the construction cost of the disabled access which is not fit for purpose<br />

given the state of disrepair of the walkways (not possible for wheelchairs to operate on<br />

surface)<br />

Considerable improvement works have been undertaken at Glen Amenity Park in<br />

recent years as follows:<br />

Upgrading path network<br />

Construction of 2no footbridges<br />

Provision of steps and ramps<br />

Provision of disabled access<br />

River dredging.<br />

Provision of carparking<br />

Prior to these works the park had no provision for disabled access from either the<br />

Ballyvolane or Blackpool entrances to the park, disabled access has now been<br />

provided at both locations, cost involved was approximately €175,000.<br />

The existing path network and steps consist of bound gravel and is vulnerable to<br />

occasional erosion during periods of heavy rainfall, remedial repairs to the damaged<br />

sections will be carried out in the coming weeks.<br />

Upgrading the bound gravel with a tarmac surface is estimated to cost in the region of<br />

€200k, there is no provision in the 20<strong>13</strong> Parks Capital Programme for this work.<br />

Appropriate cleaning of the river in accordance with ecological guidelines will be<br />

undertaken throughout the year.<br />

3.4 SPEND ON CHRISTMAS IN THE PARK FOR 2012<br />

In response to the following question submitted by Comhairleoir K. McCarthy, which,<br />

a written reply was circulated as outlined below:-<br />

To ask the Manager how much was the spend on Christmas in the Park for 2012<br />

compared to 20<strong>11</strong> and 2010?<br />

The <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> spend on the event was as follows<br />

2010 - €<strong>13</strong>0,000<br />

20<strong>11</strong> – €161,835<br />

2012 - €120,190<br />

The savings achieved in 2012 reflected the changed approach taken to the<br />

management of various elements of the event, in line with the reduced funding<br />

available through sponsorship etc.<br />

The event attracted in excess of 150,000 audience and represents excellent value for<br />

money in terms of profile and attractiveness for the tourism market of the city. The<br />

subsidy in 2012 was 80 cents per person visiting the site.<br />

We are currently analyzing the shape and impact of the event in 20<strong>13</strong> with a view to<br />

achieving greater numbers and impact.<br />

3.5 BICYCLE PARKING RACKS/ BAYS AROUND THE CITY<br />

In response to the following question submitted by Comhairleoir H. Cremin, which, a<br />

written reply was circulated as outlined below:-<br />

Can the Manager inform the <strong>Council</strong>:<br />

a) Who erected the Bicycle Parking Racks/Bays around the city in the recent weeks?<br />

b) Was there any consultation with the Residents/Businesses/Sporting venues in<br />

relation to these being erected outside their particular premises?<br />

c) Why we as <strong>Council</strong>lors were not informed as to where these parking Racks/Bays<br />

were to be placed prior to them being erected?<br />

a) A project to provide bicycle parking facilities in the suburbs is being carried out as<br />

part of the National Transport Authority’s (NTA) funded schemes for <strong>Cork</strong> <strong>City</strong>.<br />

The current project also includes providing parking at 10 no. schools. A previous<br />

NTA funded scheme provided new bike parking facilities in the <strong>City</strong> Centre. These<br />

projects are consistent with <strong>Cork</strong> <strong>City</strong> <strong>Council</strong>’s policy of promoting more access<br />

to sustainable forms of transport as alternatives to car travel;<br />

b) No direct contact has been made with local businesses or residents where bike<br />

stands are being provided but they are being positioned at locations which<br />

minimises any negative effects in the locality. Generally the provision of the new<br />

bike parking facilities in the <strong>City</strong> Centre and the Suburbs has been met with a<br />

positive reaction;<br />

c) Approximately 700 cycle parking spaces are being provided at 90 locations in the<br />

Suburbs and it was not deemed necessary to inform <strong>Council</strong>lors of the exact<br />

locations of the parking facilities to be provided. <strong>Council</strong>lors would have been<br />

aware of the overall project when informed of NTA funded projects.<br />

4. EXTENSION OF SOUTH DOCKS LOCAL AREA PLAN<br />

An Chomhairle considered the report of the <strong>City</strong> Manager dated 7 th February 20<strong>13</strong>, on<br />

extension of duration of South Docks Local Area Plan. On the proposal of<br />

Comhairleoir J. Corr, seconded by Comhairleoir C. O’Leary, a vote was called for on<br />

the report of the <strong>City</strong> Manager, where there appeared as follows:-<br />

As the vote was unanimous, An tArdmhéara declared the vote carried and the report of<br />

the <strong>City</strong> Manager approved and the following resolution adopted:-<br />

An Chomhairle hereby resolves to defer the sending of a notice under section<br />

20(3)(a)(i) and publishing a notice under section 20 (3)(a)(ii) in respect of the South<br />

Docks Local Area Plan for a further period of 5 years (or less than that if An<br />

Chomhairle so decides in the future), i.e. by <strong>11</strong> th February 2018.<br />

5. ITEMS DEFERRED FROM MEETING OF AN CHOMHAIRLE HELD ON 28 th<br />

5.2 MINUTES<br />

On the proposal of Comhairleoir J. Kelleher, seconded by Comhairleoir L. McGonigle<br />

the minutes of the following meetings were considered and approved.<br />

5.3 QUESTIONS<br />

5.3.1 COST OF THE STORAGE AND TRANSPORTATION FOR THE TREES AND<br />

SHRUBS FOR THE CORK SKY GARDEN<br />

In response to the following question submitted by Comhairleoir E. O’Halloran,<br />

which, a written reply was circulated as outlined below:-<br />

Can the Manager confirm if <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> will bear the cost of the storage and<br />

transportation for the trees and shrubs for the <strong>Cork</strong> Sky Garden?<br />

What tendering process (if any) was undertaken by <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> in regard to<br />

same?<br />

The Irish Sky Garden awarded the gold medal at the 20<strong>11</strong> Chelsea Flower Show<br />

consists of hard and soft landscape elements.<br />

The soft elements amount to over 2,100 semi-mature trees and shrubs sourced from a<br />

number of specialist nurseries throughout Europe.<br />

The wide selection of individual plant species and their semi-mature nature were a key<br />

component of the award winning garden at Chelsea and therefore an essential element<br />

of the new iconic garden to be located at Fitzgerald’s Park as part of the Mardyke<br />

Gardens Project.<br />

The cost of transportation and storage of these plants is included in the overall budget<br />

for the Mardyke Garden Project.<br />

The <strong>Council</strong> was not in a position to remove and transport the plants from Chelsea for<br />

health and safety reasons, or, store and manage them on its lands because the<br />

<strong>Council</strong>’s nursery at Cloverhill was decommissioned some years ago as a cost saving<br />

measure.<br />

In that context, alternative arrangements for secure storage and competent<br />

management had to be made at extremely short notice which did not allow a formal<br />

tender process to be undertaken at that time. Procurement guidelines and practices<br />

provide for such situations to be managed in this manner.<br />

5.3.2 TOTAL FUNDING AVAILABLE TO GROUPS OR ORGANISATIONS FOR<br />

THE GATHERINE 20<strong>13</strong><br />

In response to the following question submitted by Comhairleoir M. O’Connell,<br />

which, a written reply was circulated as outlined below:-<br />

Can the Manager tell me what was the total funding available to groups or<br />

organisations for The Gathering 20<strong>13</strong>?<br />

How many applications were received for funding?<br />

How many applications were approved?<br />

What was the total amount of funding allocated to each group?<br />

What is the projected amount of visitors that these groups intend to attract?<br />

Can the Manager outline to <strong>Council</strong> the various events that these groups intend to<br />

organise in the city?<br />

The total funding available under the IPB Gathering Ireland Fund is €70,000. €40,000<br />

for 3 No. flagship events and €30,000 for 22 No. local community events. 28<br />

applications were received and 25 were approved. The total number of overseas<br />

visitors, based on figures provided by the applicants, is estimated to be 5000.<br />

Under the abovementioned Fund, 3 No. Flagship events have been approved as<br />

follows:<br />

Sportfest World Mini Games (August)<br />

Cities of the Future Seminar (March)<br />

<strong>Cork</strong> Gathering Rebel & Culture Parade (October)<br />

Details of the Local Community events are shown on the attached sheet.<br />

5.3.3 GUM REMOVAL AND WASH AND STEAM-CLEANING OF THE CITY<br />

CENTRE ISLAND<br />

In response to the following question submitted by Comhairleoir K. O’Flynn, which, a<br />

written reply was circulated as outlined below:-<br />

To ask the <strong>City</strong> Manager when was the last time Patrick Street, Oliver Plunkett Street<br />

and the side pedestrian streets were power hosed and gum removal and what are <strong>Cork</strong><br />

<strong>City</strong> <strong>Council</strong>’s plans and timeframe for the next gum removal and wash and steamcleaning<br />

of the of the <strong>City</strong> Centre Island?<br />

The street vacuum scrubber washes the surface of the new footpaths on St. Patrick’s<br />

Street during weekday mornings subject to suitable weather conditions. It is also used<br />

on the new footpaths on The Grand Parade and Oliver Plunkett Street. A power<br />

washer is used on other city centre streets subject to suitable weather conditions. It is<br />

intended to continue with these services in 20<strong>13</strong> subject to the availability of staff<br />

resources.<br />

Chewing gum was not removed from St. Patrick’s Street in 2012. However it is<br />

intended to carry out this work in late spring 20<strong>13</strong>. Other streets in the central<br />

commercial core of the <strong>City</strong> Centre will also be considered for this programme subject<br />

to cost.<br />

5.3.4 DOG FOULING<br />

In response to the following question submitted by Comhairleoir T. Brosnan, which, a<br />

written reply was circulated as outlined below:-<br />

Can the Manager please advise <strong>Council</strong> of the number of fines/successful prosecutions<br />

by <strong>City</strong> <strong>Council</strong> in relation to Dog Fouling in the 36 months to Dec 31 2012 and also<br />

advise the ward by ward split of same?<br />

Three on the spot fines were issued under section 22 of the Litter Pollution Acts 1997<br />

to 2009 in the 36 months up to the 31 st December 2012.<br />

One fine was paid. One fine was not proceeded with as the individual was a minor.<br />

One fine was not proceeded with as the offence occurred in <strong>Cork</strong> County <strong>Council</strong>s<br />

administrative area.<br />

The three fines issued were for offences in the North West area.<br />

5.3.5 HOLLYHILL LIBRARY<br />

In response to the following question submitted by Comhairleoir T. Fitzgerald, which,<br />

a written reply was circulated as outlined below:-<br />

To ask the Manager to inform me of the current progress of the new-<br />

a) Hollyhill Library, in terms of (a) funding to date and funding required to complete<br />

the project and (b) current stage of planning and design, construction.<br />

b) The current status of the application for funding for the new Boxing Club and<br />

would the Manager consider knocking the current prefabs and clearing the site as<br />

they have a negative impact on the local environment while awaiting funding.<br />

a) The proposed new Library in Hollyhill has been allocated a grant of €1.5 million<br />

by the Department of the Environment, Community and Local Government. The<br />

estimated all-in cost of construction and fit-out is €3.3 million.<br />

Work is nearing completion on the very detailed plans and specifications now<br />

required for all public projects. It is expected that tenders will be invited for the<br />

construction of the new Library in March/April 20<strong>13</strong>. A decision on the<br />

commencement of construction will be made later once tenders are received and<br />

will take cognisance of the level and source of funding that will be available.<br />

b) <strong>Cork</strong> County Boxing Board are pursuing Department sports capital grant aid for<br />

construction of a boxing hall at Knocknaheeny Avenue which would serve as a<br />

Centre of Excellence for boxing in the greater <strong>Cork</strong> area.<br />

5.3.6 COMMERCIAL RATE STRUCK EACH YEAR FROM 1995 – PRESENT DAY<br />

5.3.7 REMINDERS TO THE THOUSANDS OF HOUSEHOLDS IN RECEIPT OF<br />

THE WAIVERS FOR REFUSE COLLECTIONS<br />

In response to the following question submitted by Comhairleoir H. Cremin, which, a<br />

written reply was circulated as outlined below:-<br />

Can the Manager inform the <strong>Council</strong>:<br />

Are <strong>City</strong> <strong>Council</strong> going to give reminders to the thousands of households that are in<br />

receipt of the waivers for refuse collections, that this benefit will cease very shortly.<br />

In December 2012, Country Clean Recycling Ltd. sent leaflets to all waiver customers<br />

advising them that the Collection Charge and Waiver that they would receive from<br />

April 20<strong>13</strong> onwards, would be based on the amount of waste produced by them up<br />

until April 20<strong>13</strong>.<br />

To this end, and in order to help the waiver customers keep the cost of their waste<br />

collection to a minimum, included in those leaflets was advice on how to reduce<br />

household waste and on how to improve and increase recycling.<br />

They have also, advised all waiver customers that they would be in contact with them<br />

again in either March or April 20<strong>13</strong>.<br />

5.3.8 RENTAL ACCOMMODATION SCHEME<br />

In response to the following question submitted by Comhairleoir M. Nugent, which, a<br />

written reply was circulated as outlined below:-<br />

As <strong>City</strong> <strong>Council</strong> tenants who are housed under the Rental Accommodation Scheme<br />

(RAS) from September 20<strong>11</strong> are no longer eligible to be included on the <strong>Council</strong>’s<br />

Social Housing List, can the Manager outline what responsibility the <strong>Council</strong> will<br />

have for these tenants when the leases on their homes expire?<br />

Expiring agreements in the Rental Accommodation Scheme (RAS) will continue to be<br />

managed in the same manner. Assuming the tenancy does not cease because of the<br />

actions of the tenant an alternative will be provided as is the case at present.<br />

5.4 CORPORATE POLICY GROUP – 21 st JANUARY 20<strong>13</strong><br />

5.4.1 STATUTORY AUDIT REPORT FOR THE YEAR ENDED 31 ST DECEMBER<br />

5.6.1 PLANNING STATISTICS<br />

An Chomhairle considered and approved the report of the Director of Services,<br />

Strategic Planning & Economic Development dated 12 th December 2012 on the<br />

number of planning applications determined and deferred from 1st January 2012 to<br />

31st October 2012.<br />

5.6.2 INTERNATIONAL RELATIONS COMMITTEE<br />

5.6.2.1 RENNES FAIR 20<strong>13</strong><br />

An Chomhairle considered the recommendations of the International Relations<br />

Committee dated 17 th December 2012.<br />

On the proposal of Comhairleoir J. O’Callaghan, seconded by Comhairleoir T.<br />

Shannon, a vote was called for on the attendance of An tArdmhéara and three<br />

members of An Chomhairle at the Fair where there appeared as follows:-<br />

An Chomhairle noted the Planning Enforcement Guidance issued by the Department<br />

5.6.6 FULL PLANNING STRATEGY BE ADOPTED FOR SHANDON STREET<br />

AREA<br />

An Chomhairle considered and approved the report of the Director of Services,<br />

Strategic Planning & Economic Development dated 12 th December 2012, on the<br />

following motion which was referred to Committee by An Chomhairle:-<br />

‘That a full planning strategy be adopted for the Shandon Street area, indicating what<br />

type of shops and what restrictions should be on the premises, so we do not have<br />

further duplication of premises opening and closing continuously on the Shandon<br />

Street and Gerald Griffin Street area.’<br />

The report of the Director of Services stated that Shandon Street performs an<br />

important function in providing retail and associated services for the local area.<br />

However the supply of retail outlets is greater than is needed leading to vacancy and<br />

short-term occupation of some shops. The preparation of a <strong>City</strong> Centre Strategy is due<br />

to commence shortly with the help of consultants. One of the issues it will address is<br />

the future of commercial streets such as this on the periphery of the city centre where<br />

<strong>11</strong>


the retail function is changing and is not as strong as was in the past. The study will<br />

develop strategies and actions which will feed into the next <strong>City</strong> Development Plan.<br />

5.6.7 ASSESSMENT AND REPORT ON THE DERELICT BUILDINGS AND SITE,<br />

GOOD SHEPHERD CONVENT, SUNDAY’S WELL<br />

An Chomhairle considered and approved the report of the Director of Services,<br />

Strategic Planning & Economic Development dated 12 th December 2012, on the<br />

following motion which was referred to Committee by An Chomhairle:-<br />

‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> will carry out an urgent assessment and report on the derelict<br />

buildings and site, known as the Good Shepherd Convent, Sunday’s Well which is<br />

listed as a Protected Structure and outline the necessary works in all respects to make<br />

the complex safe under the Derelict Sites Act, and then to liaise with local residents as<br />

to the future development and needs of the area.’<br />

The report of the Director of Services stated that subsequent to the previous report on<br />

the above motions a meeting was organised between <strong>Council</strong> officials, the receivers<br />

representatives (KPMG), and the Gardai to discuss issues relating to the ownership,<br />

condition and unauthorised access to the site. A letter was then issued to KPMG on<br />

25/10/12 requiring them to carry out a list of works to secure the building and site and<br />

prevent its further deterioration. They were given 8 weeks to implement the works and<br />

I understand they were in the process of doing so. Unfortunately the building was<br />

badly damaged by fire on 12th November.<br />

Since then officials from the Building Control Section have had meetings on site with<br />

the engineers (Arup), architects (Scott Tallon Walker) and contractors (C-Field)<br />

appointed by the Receivers. The Building Control Section have confirmed that the<br />

recently damaged building is cordoned off, works are underway to clear the site of<br />

overgrown vegetation, and the process of assessing the condition of the damaged<br />

building and the other buildings on site is underway. Decisions on the future of the<br />

buildings and site will be taken following the outcome of these investigations.<br />

following motion which was referred to Committee by An Chomhairle:-<br />

‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> will assess the Good Shepherd Convent site in Sundays Well<br />

to determine if measures are needed to secure a number of buildings there, that the<br />

<strong>Council</strong> will engage with the owners to determine if the site, which as significant<br />

historical & cultural value, be eventually opened up the public.’<br />

following motion which was referred to Committee by An Chomhairle:-<br />

‘To ask the Manager to seek legal advice with a view to requesting An Bord Pleanála<br />

to hold an oral hearing with regard to the proposed development of a local retail centre<br />

at Block B Melbourne Business Park, Model Farm Road.’<br />

The report of the Director of Services stated that a planning application TP <strong>11</strong>/34947<br />

by Melbourne Management Company Ltd. for a new local retail centre in Block B,<br />

Melbourne Business Park, Model Farm Road was refused planning permission by<br />

<strong>Cork</strong> <strong>City</strong> <strong>Council</strong> on 30/<strong>11</strong>/20<strong>11</strong>. An Bord Pleanala granted planning permission for<br />

the local retail centre on 5/9/2012. Accordingly it would not be possible for the <strong>City</strong><br />

<strong>Council</strong> to request an oral hearing at this stage.<br />

5.6.10 VACANT BUILDING KNOWN AS DEELISH HOUSE<br />

An Chomhairle considered and approved the report of the Director of Services,<br />

Strategic Planning & Economic Development dated 12 th December 2012, on the<br />

following motion which was referred to Committee by An Chomhairle:-<br />

‘That <strong>Council</strong> would take immediate action to deal with the vacant building known as<br />

Deelish House at the junction of Boherboy Road and Silversprings Road / North Ring<br />

Road. This previously sound building has become an unsightly eyesore at a prominent<br />

location at the entrance to Mayfield. Now boarded up it has been vandalised and<br />

partially burnt with a gaping hole in the roof and overgrown gardens. If the owners of<br />

this property fail to act the <strong>City</strong> <strong>Council</strong> should seek to have the property added to the<br />

Register of Derelict Sites’<br />

The report of the Director of Services stated that the owners of the property at Deelish,<br />

Boherboy Road, propose to develop a Primary Care Building on the site. <strong>Cork</strong> <strong>City</strong><br />

<strong>13</strong>


<strong>Council</strong> agreed to dispose of an area of ground of approximately 99 square metres to<br />

the owners to help realize this permission.<br />

It subsequently came to light that <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> did not have sufficient title to the<br />

area of land in question, and it was ultimately decided that <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> would<br />

acquire title to this area by way of Compulsory Purchase Order (CPO). This CPO will<br />

provide <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> with full title to the area, allowing the disposal to be<br />

completed. This CPO is now complete (having been referred to An Bord Pleanála) and<br />

the <strong>City</strong> <strong>Council</strong> are awaiting for title to vested in the local authority. This part of the<br />

process should be completed in early 20<strong>13</strong>.<br />

In the meantime the owners have secured the property against unauthorized access to<br />

the satisfaction of the Building Control section of the <strong>Council</strong>. They have also sought<br />

quotations for the demolition of the property but have had significant difficulty in<br />

getting access to finance due to their bank’s reluctance to release funding while the<br />

overall site acquisition and title rectification remain unresolved.<br />

The owners’ access to finance is therefore dependent on their ability to execute the<br />

planning permission obtained, which is in turn dependent on <strong>Cork</strong> <strong>City</strong> <strong>Council</strong>’s CPO<br />

and completion of its disposal of the agreed area of land. The redevelopment of the<br />

site for the permitted Primary Healthcare Centre represents a long term solution to<br />

addressing dereliction on site.<br />

The Property Department is now in the process of preparing the vesting order and will<br />

be in a position to revert to <strong>Council</strong> with a disposal notice early in 20<strong>13</strong>.<br />

5.7 FINANCE FUNCTIONAL COMMITTEE – 21 st JANUARY 20<strong>13</strong><br />

An Chomhairle considered and approved the report of the Head of Finance dated 17 th<br />

January 20<strong>13</strong>, on the following motion which was referred to Committee by An<br />

Chomhairle:-<br />

‘That <strong>Cork</strong> <strong>City</strong> introduce an easy pay scheme for commercial rate payers to help<br />

lighten the burden placed upon commercial property owners in the current economic<br />

climate.’<br />

The report of the Head of Finance stated that <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> has operated a system<br />

of negotiated payment schedules with ratepayers for many years. These pay<br />

arrangements take into account both the ratepayer’s current financial position and the<br />

<strong>Council</strong>’s need to generate income from commercial rates. Payment methods can<br />

include, direct debit, standing order, EFT or agreed periodic payments by the<br />

ratepayer.<br />

If any ratepayer wishes to discuss a payment arrangement to cover their rates liability<br />

they should contact the Rates Office where they can discuss their position in<br />

confidence.<br />

‘That the <strong>City</strong> <strong>Council</strong> would run an annual “<strong>Cork</strong> Day” celebrating the cultural<br />

heritage the region has.’<br />

TO SHOP LOCALLY<br />

‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> launch an annual campaign to promote both <strong>Cork</strong> and Irish<br />

food and encourage shoppers to shop locally.’<br />

7.3 MOTIONS<br />

7.3.1 UNESCO WORLD MUSIC CENTRE<br />

An Chomhairle considered and approved the report of the Director of Services dated<br />

24 th January 20<strong>13</strong>, on the following motion which was referred to the Committee by<br />

An Chomhairle:<br />

‘That any bid to make <strong>Cork</strong> a UNESCO World Music Centre would include<br />

musicians, venue owners, bookers etc in the city. They would also be involved, if the<br />

city is successful, in the programme itself.’<br />

The report of the Director of Services stated that <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> will lead the bid<br />

for <strong>Cork</strong> to obtain the status of UNESCO World <strong>City</strong> of Music. We will involve all of<br />

the relevant stakeholders, musicians, venues, teachers, music schools, etc, in the bid<br />

process. The collective intellectual and artistic capital of the city, through the people<br />

who help to make <strong>Cork</strong> such a vibrant centre for music, are key to the success of the<br />

bid.<br />

There will be an initial period of research in 20<strong>13</strong> prior to any meeting of the<br />

stakeholders.<br />

7.3.2 CHRISTMAS MARKET<br />

An Chomhairle considered and approved the report of the Director of Services dated<br />

24 th January 20<strong>13</strong>, on the following motion which was referred to the Committee by<br />

An Chomhairle:<br />

‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> extends its Christmas market to include the Shandon, Cross<br />

Centre and surrounding areas for the weekend of the Christmas market 2012.’<br />

The report of the Director of Services stated that the extension of A <strong>Cork</strong> Christmas<br />

Celebration into areas such as Shandon is limited by a number of key factors.<br />

The event was created and has been promoted as a driver of footfall into the city centre<br />

during the run into the Christmas shopping season. The main retail corridor in the city<br />

is on Patrick Street and adjacent streets. Grand Parade and Bishop Lucey Park’s<br />

location are a key factor in assisting in the achievement of this aim.<br />

Expansion of the footprint of the event, outside of the city centre Island and into areas<br />

that do not have retail units associated with the typical consumer spend during the<br />

Christmas period, may lead to a dissolution of the impact of the event.<br />

There are also budget constraints on this project, and funds are not currently available<br />

to support this expansion if it requires investment from <strong>Cork</strong> <strong>City</strong> <strong>Council</strong>.<br />

However if the Shandon community itself were to development and promote an event<br />

in the area it would provide great added value to the overall seasonal offering in <strong>Cork</strong>.<br />

There could be a great deal of synchronicity and co promotion between such an event<br />

and A <strong>Cork</strong> Christmas Celebration.<br />

In order for such a project to be successful it is essential that the offering in Shandon is<br />

complementary to A <strong>Cork</strong> Christmas Celebration, and provides people with a new<br />

experience which is specific to that location.<br />

7.3.3 TOURIST PACKAGE/BASKET/HAMPER OF GOODS AT THE ENGLISH<br />

MARKET<br />

24 th January 20<strong>13</strong>, on the following motion which was referred to the Committee by<br />

An Chomhairle:<br />

‘To develop a tourist package/basket/hamper of goods at the English Market in<br />

association with the traders of the market itself – goods that can be posted to other<br />

countries; It is clear that many tourists especially on the bus tours don’t have euros on<br />

them and credit card facilities would be of assistance to any tourist that wants to<br />

purchase goods. The same basket/hamper product could be marketed online on the<br />

English Market website as well.’<br />

The report of the Director of Services stated that whilst the value of this suggestion is<br />

self evident, it is a matter for the traders themselves to market the produce which they<br />

sell. The Queens hamper was an unquestioned success and the suggestion was made<br />

at the time to the traders committee that a smaller version should be made available,<br />

just as the motion outlines. This, to the best of our knowledge, did not happen.<br />

The capacity to pay for goods purchased in the Market by credit card will be referred<br />

to the market traders committee for consideration.<br />

7.3.4 JOINT POLICING COMMITTEE<br />

24 th January 20<strong>13</strong>, on the following motion which was referred to the Committee by<br />

An Chomhairle:<br />

‘For the benefit of <strong>Cork</strong> <strong>City</strong> going forward particularly in relation to Tourism and<br />

Traffic Movement and for various other reasons that <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> would include<br />

a Taxi Drivers Representative on to the J.P.C. Committee.’<br />

The report of the Director of Services stated that The Joint Policing Committee is<br />

established under the Garda Síochána Act. Membership of the JPC is laid down in the<br />

Joint Policing Committees Guidelines issued in 2008 and it does not provide for<br />

sectoral representation per se and it is not envisaged that this will change any time<br />

soon.<br />

Taxi drivers, however, are welcome to participate in the <strong>City</strong> Centre Business<br />

Community Safety Forum which meets twice a year and which feeds into the<br />

Anglesea Street Local Policing Fora Management Committee. Notification of<br />

meetings is issued by the JPC unit Corporate & External Affairs Directorate and by<br />

way of mailshot to the different businesses. If the taxi drivers wish to be notified of<br />

future safety for a meetings they should give their contact details to the JPC unit.<br />

7.3.5 MONTHLY CLOTHING MARKET TO PEACE PARK<br />

8.4 COMMUNITY WARDEN ACTIVITY<br />

An Chomhairle considered and approved the report of the A/Director of Services dated<br />

31 st January, 20<strong>13</strong> on Community Warden Activity for 2012.<br />

8.5 REGENERATION OF BOYCES STREET<br />

An Chomhairle considered and approved the report of the Assistant <strong>City</strong> Manager<br />

dated 29 th November 2012, on the following motion which was referred to the<br />

Committee by An Chomhairle:<br />

‘Could the Housing Directorate please give a full update, together with details<br />

(including timeframe) of the remedial work proposed for the Boyces Street area, in<br />

particular when the porches will be enclosed, windows and doors upgraded to make<br />

these properties energy efficient for the coming winter period.<br />

Also please outline the current state of discussions/ negotiations between the<br />

Directorate and the Department regarding the long awaited Regeneration of Boyces<br />

Street.’<br />

The report of the Assistant <strong>City</strong> Manager stated that from the perspective of<br />

Regeneration, the works due shortly include the provision of patio type doors where<br />

required throughout the 25 no. bungalows on Boyces Street. This work is planned to<br />

start during the first week in December. Fencing works necessary to curtail anti-social<br />

behaviour have recently been carried out as required by the Regeneration Section.<br />

No other commitments can be made on any works of a regeneration nature until the<br />

Department of the Environment, Community & Local Government indicate the<br />

possibility of funding, which has been requested by the Regeneration Section on a<br />

number of occasions.<br />

8.6 ELLIS’S YARD<br />

An Chomhairle considered and approved the report of the Assistant <strong>City</strong> Manager<br />

dated 29 th November 2012, on the following motion which was referred to the<br />

Committee by An Chomhairle:<br />

‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> clean up area the known as Ellis’s yard where dumping is<br />

occurring on a regular basis also that the area be secured off as a matter of urgency to<br />

ensure no further access is available to vehicles of any kind.’<br />

The report of the Assistant <strong>City</strong> Manager stated that The Housing & Community<br />

Directorate will again endeavour to clean Ellis’ Yard of litter and dumped refuse<br />

within the forthcoming weeks. However, repeated cleaning of this area is not a long<br />

term solution. The Housing & Community Directorate is endeavouring to develop a<br />

long term response to this ongoing problem in conjunction with the <strong>City</strong> <strong>Council</strong>’s<br />

Waste Enforcement Section.<br />

The area is secured using 1.2m diameter concrete manhole rings, filled with in situ<br />

concrete. This type of barrier has proved relatively more successful in preventing<br />

vehicular access than other fencing options tried repeatedly in the past. Limited<br />

vehicle access has, however, been gained by building a makeshift ramp over the<br />

barrier. If this ramp were removed, it is probable that it would be replaced within a<br />

short period of time.<br />

Raising the concrete barrier any higher would necessitate widening the base of the<br />

existing barrier. Such work would thus be quite costly, and is not considered a feasible<br />

option.<br />

It would appear that the dumping taking place is occurring from higher ground<br />

surrounding Ellis’ Yard, and that the limited vehicular access available via the<br />

makeshift ramp is not a contributory factor to the illegal dumping.<br />

8.7 SEMINARY COURT, BLACKPOOL – PUBLIC LIGHTING<br />

dated 1 st November 2012, on the following motion which was referred to the<br />

Committee by An Chomhairle:<br />

‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> housing Department engage with all relevant bodies to get<br />

the public lighting in Seminary Court Blackpool working.’<br />

The report of the Assistant <strong>City</strong> Manager stated that the Housing & Community<br />

Directorate is engaging with the relevant departments to have the estate at Seminary<br />

Court taken in charge. This includes responsibility for public lighting. Works have to<br />

be carried out on the public lighting and this is subject to funding. Once funding has<br />

been sourced the works can be completed to allow the public lighting to be taken in<br />

charge.<br />

Investigation of the works is ongoing. It is envisaged that minor interim works to<br />

replace bulbs will be undertaken in the short-term. In the long term, placing and<br />

location of poles needs to be examined.<br />

8.8 ALLOCATION OF HOUSING BY MANAGEMENT COMPANIES/HOUSING<br />

AGENCIES<br />

relation to the allocation of housing by management company’s under contract to the<br />

city council.<br />

1 How many housing agencies have contracts with <strong>City</strong> <strong>Council</strong>.<br />

2 How many houses have been given to those agencies for allocation.<br />

3 Can the housing dept confirm that clients allocated housing by these agencies are<br />

included in the housing dept monthly report.<br />

4 Can we have up to date reports on the names and address of clients who have been<br />

housed by housing agencies over the last two years.<br />

The report of the A/Director of Services stated that The <strong>Council</strong> currently have<br />

agreements with 3 no. Approved Housing Bodies for the management of <strong>13</strong>3 no.<br />

<strong>Council</strong> properties – Túath Housing Association, Sophia Housing Association and<br />

Threshold.<br />

The properties are a mixture of unsold affordable units and <strong>Council</strong> units at the<br />

following locations:-<br />

- Coppingers Acre, Bantry Park Road – 23 Units<br />

- Dominic Street – 16 Units<br />

- Glentrasna Crescent/Avenue/Hill, Susie’s Field, The Glen – 26 Units<br />

- Hollyhill Heights, Hollyhill – 4 Units<br />

- Ard Na Rí, Banduff – 6 Units<br />

- Market Gardens – 10 Units<br />

The nominations of tenants to the Approved Housing Body for these units are taken<br />

from the <strong>City</strong> <strong>Council</strong> Social Housing list through the Allocations Section. Under the<br />

Allocations Scheme (recently amended) an offer of housing being managed by an<br />

Approved Housing Body is deemed as a legitimate housing solution.<br />

The persons allocated these properties are not currently included in the Housing &<br />

Community Directorate’s monthly report. The Allocations section is currently<br />

reviewing this and would intend that these allocations would be included in the<br />

monthly report in the near future.<br />

8.9 TAKING IN CHARGE – CHAPEL FIELD, GURRANABRAHER<br />

Directorate has arranged for the installation of speed ramps in Chapel Field which had<br />

been viewed as a priority. The matter of taking the entire estate in charge extends<br />

beyond the remit of the Housing & Community Directorate and will take a longer<br />

period to arrange. A further report will issue in due course.<br />

31 st January, 20<strong>13</strong>, on the progress of the ongoing Roadworks Programme for the<br />

month ended January 20<strong>13</strong>.<br />

On the proposal of Comhairleoir D. Cahill, seconded by Comhairleoir L. McGonigle,<br />

An Chomhairle agreed that correspondence would be forwarded to Minister Leo<br />

Varadkar, acknowledging the funding already given to <strong>Cork</strong> <strong>City</strong> <strong>Council</strong>, in addition<br />

to requesting further funding for road projects.<br />

9.2 REPORT ON THE SECTION 38 PROCESS (PUBIC CONSULTATION) FOR<br />

CORK CYCLE NETWORK PHASE 2 – UNIVERSITY COLLEGE CORK TO<br />

CORK CITY CENTRE<br />

31 st January 20<strong>13</strong> on the Section 38 process (Public Consultation) for <strong>Cork</strong> Cycle<br />

Network Phase 2 – University College <strong>Cork</strong> to <strong>Cork</strong> <strong>City</strong> Centre.<br />

9.3 REPORT ON THE PART 8 PROCESS (PUBLIC CONSULTATION) FOR<br />

PARNELL PLACE RENEWAL PROJECT<br />

An Chomhairle considered the report of the Director of Services dated 31 st January<br />

20<strong>13</strong> on the report on the part 8 process (public consultation) for Parnell Place renewal<br />

project.<br />

On the proposal of Comhairleoir T. Shannon, seconded by Comhairleoir J. Corr, An<br />

Chomhairleoir approved the report of the Director of Services dated 31 st January 20<strong>13</strong>,<br />

on the report of the part 8 process (public consultation) for Parnell Place renewal<br />

project which stated that<br />

Background<br />

<strong>Cork</strong> <strong>City</strong> <strong>Council</strong> proposes to redevelop Parnell Place and parts of the adjoining areas<br />

of Merchants Quay, Andersons Quay, Clontarf Street and Lower Oliver Plunkett<br />

Street.<br />

Parnell Place plays an important role for the distribution of traffic around the <strong>City</strong><br />

Centre. It is the centre of operations for bus services in <strong>Cork</strong> and it accommodates one<br />

of the busiest multi-story car parks in the city. This project aims to improve the street<br />

environment by catering for the needs outlined above in conjunction with providing<br />

enhanced facilities for pedestrians, cyclists and bus users.<br />

Parnell Place Renewal Project<br />

The proposed project will generally consist of the following measures as outlined in<br />

the accompanying drawing:-<br />

Footways will be widened and repaved with natural stone and concrete slabs.<br />

Street furniture and public lighting will be renewed and upgraded.<br />

Additional trees will be planted and utility services will be renewed where required.<br />

The on-street parking layout will change from perpendicular to parallel parking.<br />

Loading, taxis and buses will be catered for using parallel bays.<br />

The traffic lanes will be reconfigured. Three north bound traffic lanes will be<br />

provided and the roadway will be resurfaced.<br />

The following bus lanes will be created.<br />

- A northbound Bus Lane will be provided on Parnell Place between Lower<br />

Oliver Plunkett St and the Bus Station.<br />

- A westbound Bus Lane will be provided on Merchants Quay.<br />

- A westbound Bus Lane will be provided on Lower Oliver Plunkett Street.<br />

- A northbound Bus Lane will be provided on Deane Street and Clontarf Street.<br />

The following cycle lanes will be created:-<br />

- Two way cycle lanes will be provided between Maylor St and the South Mall.<br />

- A contra-flow southbound cycle lane will be provided between Merchants<br />

Quay and Maylor Street.<br />

Part 8 Planning Process<br />

Pursuant to the provisions of Part 8 of the Planning and Development Regulations,<br />

2001 (as amended), <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> published a notice in the Irish Examiner on the<br />

9th of November 2012 (copy attached).<br />

The Notice advised the public that the proposed scheme was available for inspection at<br />

the Reception Desk in <strong>City</strong> Hall from Monday, 12th November 2012 until Friday, 4th<br />

January 20<strong>13</strong>, between the hours of 9.00am and 4.00pm Monday to Friday. In addition<br />

it outlined how submissions should be made and the deadline for receipt of<br />

submissions was highlighted as Friday the 18 th of January 20<strong>13</strong>.<br />

An Appropriate Assessment and Environmental Impact Screening Assessment were<br />

undertaken and the proposed measures were deemed to be sub threshold in both cases.<br />

On the closing date for receipt of submissions a total of twelve<br />

individuals/organisations submitted observations/recommendations. The following is a<br />

summary of the submissions:-<br />

(1) Mr Greg O’Neill<br />

Mr O’Neill stated that he “supports almost all of the improvements now proposed”. He<br />

highlighted the importance of the street, its role in the city and he spoke about the<br />

historical underinvestment on the street.<br />

(2) An Garda Síochána.<br />

Chief Superintendent Mick Finn said that “in broad terms An Garda Síochána are in<br />

agreement with the proposals as it will improve safety for all road users”. They<br />

questioned the contra flow cycle lane on Parnell Place and opposed its introduction for<br />

safety reasons. The Gardaí also questioned the proposed layout’s compliance with the<br />

National Cycle Manual.<br />

(3) Cllr John Kelleher<br />

The submission is “fully supportive of the project as it will improve the area,<br />

particularly for cyclists and pedestrians. Any measures which improve the flow of<br />

traffic while at the same time facilitating people who walk and cycle should be<br />

supported”<br />

(4) Mr Dermot Nash<br />

Mr Nash’s submission focused on the need for additional set down facilities for<br />

patrons of the Bus Station.<br />

(5) Mr John Conlon (Merchants Quay Car Park)<br />

The submission expressed concern about the cycle lane on Parnell Place and<br />

questioned the safety of the proposal.<br />

(6) The Fire Department<br />

The submission requested additional space along the riverfront to accommodate river<br />

rescue vehicles. In addition it suggested that the proposed layout would need to make<br />

provision for fire engines turning from Parnell Place into Maylor Street.<br />

(7) Mr Austin Murphy (Taxi Driver)<br />

Mr Murphy welcomed the plans for upgrading the street but suggested that the<br />

proposed location of the taxi rank would need to be reconsidered. He suggested that<br />

the most appropriate location for the taxi rank was in front of Maher Sports. This<br />

would enable a safe and fair line of taxis and a free flow of vehicles.<br />

(8) Mr Liam Cotter (Resident)<br />

Mr Cotter’s submission stated that “for the most part the plans are very welcome and<br />

will drastically improve the appearance and functionality of the street”. The primary<br />

focus of the submission concerned the loss of parking, particularly for residents. It<br />

noted that additional disabled spaces were recently installed which reduces the<br />

available space for residents. It was suggested that consideration should be given to<br />

the introduction of “resident parking only” spaces and in addition consideration should<br />

be given to changing the loading bays on the northern portion of the street to a shared<br />

bay with resident parking. Mr Cotter acknowledged that these issues could be dealt<br />

with by a few minor modifications to the proposed design.<br />

(9) <strong>Cork</strong> Taxmen’s Association (Mr Derry Coughlan)<br />

The submission stated that the proposals “will turn Parnell Place into a major traffic<br />

route of no benefit to anyone”. It stated that no provision has been made for<br />

interconnecting services with the Airport, Train Station, rural transport etc. The<br />

submission stated that there are “far too many bus lanes, oversupply of buses” with<br />

resultant noise, fumes etc. It requested that the current taxi arrangement remain<br />

unchanged. The submission went on to suggest a number of modifications within the<br />

bus station which are outside the scope of this project.<br />

It suggested that the bus lane and bus bays on lower Oliver Plunkett St are not required<br />

and that a number of other bus measures should be modified. In conclusion the<br />

submission suggested that the scheme should be abandoned.<br />

(10) The <strong>Cork</strong> Cycle Campaign (Mr Adam Darcy)<br />

The submission discussed a number of issues concerning the needs of cyclists and the<br />

restrictions presented by one-way systems. It discussed the impact motor vehicles have<br />

and the resources used to facilitate these vehicles. It stated that there must be a<br />

balancing between the needs and facilities for motorists and cyclists. It stated that “a<br />

cycle friendly city is good for <strong>Cork</strong>, it’s good for tourism and good for the economy”.<br />

The submission outlined the benefits of contra-flow cycle lanes, advance stop lines<br />

and other measures.<br />

It acknowledged the “great strides <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> has made in progressing<br />

dedicated cycle ways between Douglas and the <strong>City</strong> Centre”. It suggested that<br />

advisory signage at regular locations is required. It highlighted the difficulties<br />

presented when cyclists merge with traffic, pedestrians, service vehicles etc.<br />

(<strong>11</strong>) Bus Éireann (Mr Joe Fitzgerald, Regional Manager)<br />

The submission stated that Bus Éireann welcomed the “improvements to public<br />

transport and the introduction of the additional Bus Lanes in the vicinity of the Bus<br />

Station as they will hopefully assist in the safe and efficient movement of buses”. Mr<br />

Fitzgerald suggested that the proposed measures will substantially reduce the capacity<br />

of the Bus Station. However he welcomed the additional Bus Bays on the river side of<br />

Merchants Quay and lower Oliver Plunkett St. The suggestion was made that some of<br />

the loading bays should be reassigned as additional bus bays. The need for<br />

coordination during construction was discussed and some other minor measures such<br />

as bollards were requested.<br />

(12) Mrs Mary Sheehan.<br />

Mrs Sheehan’s submission discussed the needs of the visually impaired. She expressed<br />

her gratitude for the engagement to date and the submission went on to make the<br />

following comments:-<br />

- The work on Parnell place is very welcome.<br />

- Access to public transport is very important for people with visual impairment.<br />

- A directional guidance strip was requested from the entrance to the Bus Station to<br />

the nearby pedestrian crossing.<br />

- A sound device on the traffic lights was requested to enable ease of location.<br />

- Measures to ease movement to and from the taxi rank were requested.<br />

- A set down area in front of the bus station was requested.<br />

- Bike parking facilities were suggested.<br />

- The final request was that all the pedestrian crossings should be installed to the<br />

highest standards.<br />

Submission Assessment and Response<br />

The following comments and proposed modifications are set out in response to the<br />

foregoing.<br />

(a) A comprehensive traffic modelling assessment is to be carried out to assess the<br />

impacts of the proposed road layout. This exercise will be carried out by the <strong>City</strong><br />

Centre Movement Strategy consultants to ensure compatibility between this<br />

project and the broader strategy emerging. The assessment will define the precise<br />

junction, lane and traffic light configuration and the recommendations will be<br />

acted upon as appropriate.<br />

(b) On completion of preliminary design, a Road Safety Audit is also to be carried out<br />

to assess the overall safety aspects of the proposed measures and the<br />

recommendations will be adopted where required.<br />

(c) The <strong>City</strong> <strong>Council</strong> will consult with the National Transport Authority (NTA) to<br />

ensure that all cycle lanes including contra flow lanes comply fully with the<br />

National Cycle Manual which as published by the NTA.<br />

(d) Additional set down facilities will be provided on Parnell Place (west side) and<br />

Clontarf Street to facilitate ease of use by patrons of the Bus Station.<br />

(e) The Maylor Street junction will be re-assessed to examine the possibility of<br />

facilitating access for fire engines.<br />

(f) The suggestion put forward by Mr Murphy concerning the location of the taxi<br />

rank will be adopted. All Taxis will now be situated on the eastern side of Parnell<br />

Place and additional space provided.<br />

(g) In response to the request for a Residents Only Parking Zone on Parnell Place, it<br />

is confirmed that this is not legally possible. It is possible to park in Loading Bays<br />

outside of the designated loading times.<br />

(h) All necessary signage and road lining will be installed to create a safe<br />

environment for all road users.<br />

(i) The scheme will be extended to incorporate the low cost safety scheme at the<br />

Clontarf Street / Lower Oliver Plunkett Street junction.<br />

Conclusion and Recommendation<br />

The issues raised by the submissions have been carefully considered. As part of the<br />

detailed design process it is envisaged that safety auditing and modelling will be<br />

completed to ensure safety, minimisation of traffic impact and compatibility with the<br />

aims of the broader <strong>City</strong> Centre Movement Strategy (CCMS).<br />

The CCMS is currently being developed and the draft strategy is the subject of public<br />

consultation at present. During the detailed design stage of the Parnell Place scheme<br />

and thereafter, account will be taken of any decisions made by <strong>Council</strong> in relation to<br />

the CCMS. It is to be noted that the basic layout of the scheme, incl footpaths, kerb<br />

lines, paving, public lighting, parking, tree planting, road surfacing etc., will remain<br />

substantially unchanged under any future development of the CCMS.<br />

The traffic lane configuration in the Parnell Place scheme does not have to be<br />

commissioned on the street until the construction work is well advanced, possibly<br />

towards the end of 20<strong>13</strong>. Accordingly any significant changes arising as a result of the<br />

detailed design process or otherwise can be incorporated into the final scheme with the<br />

Section 38 procedure being used as necessary. In the interim it is recommended that<br />

the scheme as now presented be commenced so that a substantial part of the project<br />

can be constructed in the current year.<br />

The project will create an attractive environment which in turn will improve the<br />

commercial potential of the street. The proposed measures will provide safe and<br />

efficient bus, cycle and traffic lanes. The pedestrian space and facilities will be<br />

enhanced and people will be able enjoy the amenity value of the street.<br />

The project is fully funding by the National Transport Authority under the “Regional<br />

Cities Investment Programme” for sustainable transportation projects and the<br />

proposals have been welcomed by all but one of the twelve submissions.<br />

The proposed development is consistent with the proper planning and sustainable<br />

development of the area having regard to the provisions of the Development Plan.<br />

Having considered the observations received and the response outlined above, I<br />

recommend that the proposed development proceed with the modifications outlined.<br />

9.4 REPAIR UPPER ROAD IN SIDNEY PARK<br />

‘Can <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> please inspect and if necessary repair the upper road in Sidney<br />

Park as the residents who have sought advice on this issue suggest that there is<br />

possible subsidence in areas of this road.’<br />

The report of the Director of Services stated that the possible subsidence in Sidney<br />

Park will be investigated and any necessary repairs will be carried out.<br />

9.5 REPAIR STREET LIGHTS OUTSIDE LADBROKES AT ST. LUKES CROSS<br />

An Chomhairle considered and approved the report of the Director of Services dated<br />

31 st January, 20<strong>13</strong>, on the following motion which was referred to the Committee by<br />

An Chomhairle:<br />

‘Can the street lights outside Ladbrokes at St. Lukes Cross please be repaired as none<br />

of the lights are functioning. It is vitally important that all four of the recently erected<br />

light fittings at St. Lukes Cross is fully functional at all times, particularly at this time<br />

of the year, and especially as this is a highly dangerous junction with little or no traffic<br />

regulation whatsoever.’<br />

The report of the Director of Services stated that the recently installed street lights at<br />

St. Lukes Cross will be inspected and any necessary repairs, required to ensure they<br />

are in good working order, will be carried out in the near future.<br />

9.6 DERELICT PROPERTY ON TRAMORE ROAD<br />

An Chomhairle considered and approved the report of the Director of Services dated<br />

31 st January, 20<strong>13</strong>, on the following motion which was referred to the Committee by<br />

An Chomhairle:<br />

‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> would make immediate contact with the owner of the derelict<br />

property that is next door to no 68 Woodlawn Tramore Road and ask/compel them to<br />

cut back the overgrown trees/shrubbery that is growing into the adjoining property and<br />

also across the footpath and this is a huge cause of concern for the particular<br />

resident and for pedestrians who have to walk on to the roadway in order to avoid<br />

this dangerous obstacle.’<br />

The report of the Director of Services stated that overgrown trees and hedges are the<br />

responsibility of the owner of the property involved. In the event that the owner of the<br />

property cannot be contacted, the <strong>City</strong> <strong>Council</strong> will carry out any necessary trimming<br />

of hedges which encroach onto public footpaths and will attempt to re-coup the costs<br />

from the property owner at a future date. In the case of the hedging growing across<br />

from one property to another, this is a matter for the two property owners and the <strong>City</strong><br />

<strong>Council</strong> will not be involved<br />

9.7 SPEED RAMPS IN MANGERTON CLOSE, THE GLEN<br />

31 st January, 20<strong>13</strong>, on the following motion which was referred to the Committee by<br />

An Chomhairle:<br />

‘That speed ramps would be provided in Mangerton Close, The Glen as a matter of<br />

urgency.’<br />

added to the list of areas where a request for traffic calming has been received. The<br />

area will be assessed to determine the extent of the problems that exist in order to<br />

Any identified traffic calming solutions will be put forward for consideration to be<br />

included in the Roads Programme, subject to funding being available.<br />

9.8 TRAFFIC CALMING MEASURES AT ST. OLIVERS, BALLYVOLANE<br />

The report of the Director of Services stated that the roads adjacent to St. Oliver’s<br />

Church, Ballyvolane will be added to the list of areas where a request for traffic<br />

calming has been received. The areas will be assessed to determine the extent of the<br />

problems that exist in order to identify any possible mitigation measures that can be<br />

provided there.<br />

It should be noted that the roads in the area are either within <strong>Cork</strong> County <strong>Council</strong>’s<br />

administrative area or jointly maintained by <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> and <strong>Cork</strong> County<br />

<strong>Council</strong>. Any identified traffic calming solutions will have to have the agreement of<br />

both Local Authorities and if appropriate, will be put forward for consideration to be<br />

included in the Roads Programme, subject to funding being available.<br />

9.9 ESTATES RESURFACING 20<strong>13</strong><br />

‘Given the erosive condition of many of our public lighting columns and the need to<br />

replace them under safety and health legislation and given that there is up to 30%<br />

efficiencies to be got from new lanterns, that <strong>Council</strong> calls on our own Road Design<br />

Team to encompass Public Lighting in their brief when applying to the N.T.A for<br />

funding to replace outdated and dangerous Public Lighting Fixtures.’<br />

The report of the Director of Services stated that the condition of our existing public<br />

lighting is already taken into account when we apply for grant funding from NTA and<br />

NRA for various schemes. New public lighting is a feature of the schemes recently<br />

completed or under construction, e.g. Boreenmanna Road, Skehard Road, Kyrl’s<br />

Quay, Barrack Street, Hollyhill Access Road. The NTA will generally not fund public<br />

lighting maintenance or improvement unless it is part of an overall road improvement<br />

scheme.<br />

The report of the Director of Services stated that The National Transport Authority<br />

operates, on behalf of the Department of Transport, Tourism and Sport (DTTAS), a<br />

programme of grant assistance to local authorities in regional cities for the<br />

development of sustainable transport provision in their administration areas. The grant<br />

programme is known as the “Regional Cities Investment Programme”.<br />

Since 20<strong>11</strong> we have received annual grants from the National Transport Authority<br />

under the Regional Cities Programme. The objectives of the programme include:-<br />

1. An increased mode share for walking and cycling: This increase will be mainly<br />

related to local trips to work, schools, retail and leisure within the larger urban<br />

areas;<br />

2. An increased mode share for public transport for work trips to the city centre and<br />

other urban centres within the <strong>City</strong> and its environs. There may be scope to improve<br />

public transport mode shares to these centres along the main bus and rail corridors,<br />

particularly where this improves access and interchange between bicycle and rail;<br />

3. Enhanced safety for all modes within urban areas, especially for vulnerable road<br />

users.<br />

The NTA do not fund the type of work listed in (a) to (e) above on an individual basis<br />

unless it is a part of an overall road improvement scheme which achieves the<br />

objectives listed 1. 2. & 3. above. When applying for grant funding for schemes we<br />

can consider the inclusion of work types (a) to (e) above if they form an integral part<br />

of an overall improvement scheme.<br />

9.12 PEDESTRIAN CROSSING AT THE TRAFFIC LIGHTS AT THE JUNCTION<br />

OF POULADUFF ROAD/ EDWARD WALSH ROAD<br />

31 st January, 20<strong>13</strong>, on the following motion which was referred to the Committee by<br />

An Chomhairle:<br />

‘That <strong>City</strong> <strong>Council</strong> would modify the Pedestrian Crossings at the traffic lights at the<br />

junction of Pouladuff Road/ Edward Walsh Road to bring it up to the standard that<br />

would include a high pitched sound to facilitate the visually impaired people that use<br />

this crossing regularly to access the shops/ church/credit union.’<br />

While the charge may seem inconsequential it is a further weekly bill for people who<br />

are already stretched to breaking point.’<br />

prevention measures, improve infrastructure, upgrade housing stock, invest in Job<br />

creation and Job retention, facilitate financially initiatives that support the Blackpool<br />

Village Community.’<br />

Chomhairle approved the following motion:<br />

‘That August 1 st be declared Mother Jones Day, in recognition of a famous member of<br />

the Irish diaspora who fought tirelessly to end child labour and to defend workers'<br />

rights in America during the early part of the Twentieth Century.’<br />

15.2 CUTS TO AN GARDA SÍOCHANA<br />

Allen Shatter, T.D., to rescind the recently announced cuts to An Garda Síochana,<br />

which if implemented will have a very serious negative affect on <strong>Cork</strong> <strong>City</strong> and its<br />

population.’<br />

‘<strong>Cork</strong> <strong>City</strong> <strong>Council</strong> calls on the Government to establish the Head Quarters of the New<br />

training organisation S.O.L.A.S. here in <strong>Cork</strong> <strong>City</strong>.’<br />

‘That <strong>Cork</strong> <strong>City</strong> regrets the failure of the Taoiseach to fully apologise to the surviving<br />

women of the Magdalene Laundries, this <strong>Council</strong> calls on the Government to swiftly<br />

put in place a transparent redress scheme for the women affected.’<br />

‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> would write to An Post and express the council’s<br />

disappointment at An Post decision to move the Post Office from Blackpool Village to<br />

the shopping centre. Also to request that in future that An Post would notify <strong>Cork</strong><br />

<strong>City</strong> <strong>Council</strong> of any plans to move or close Post Offices in <strong>Cork</strong> <strong>City</strong>’s o that the<br />

<strong>Council</strong> can have an input on the decision and the possible effects it may have to Area<br />

Development Plans or the community involved.’<br />

16.1 PILOT RENT TO BUY SCHEME ON NAMA PROPERTIES<br />

‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> make a submission to the Department of Environment<br />

Heritage & Local Government in order to introduce a Pilot Rent to Buy Scheme on<br />

NAMA properties for potential purchasers who are having difficulty in securing<br />

finances for purchasing a home.’<br />

Grants to the Dept of Social Protection due to the abject failure of Susi and the Dept of<br />

Education and the misery imposed on third level students.’<br />

motion passed by Kerry County <strong>Council</strong> to introduce drink driving permits.’<br />

‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> call on the Government to host a Major Meeting of E.U.<br />

Leaders in <strong>Cork</strong> <strong>City</strong> as part of its Presidency of the E.U. which Ireland holds for the<br />

next six months.’<br />

‘In light of the Good Shepherd fire, that the <strong>Council</strong> work with the HSE to secure Our<br />

Lady’s Hospital, and to remove valuable artefacts like the organ in its church and<br />

identify other aspects of value and put them aside for protection against the elements.’<br />
