Residency <strong>and</strong> Reciprocity Students<br />
If a student is not an Ohio resident, this student will<br />
be charged out-of-state instructional <strong>and</strong> general fees.<br />
However, there are occasions when students who are not<br />
Ohio Residents are eligible for in-state instructional <strong>and</strong><br />
general fees. To find out if a student is eligible for in-state<br />

Estimate of Annual Academic Expenses<br />
The estimated cost of the average two-year degree program, based on<br />
current in-state fees, is outlined below. The example assumes the student<br />
is following the required program of study <strong>and</strong> is enrolled full-time for<br />
two semesters.<br />

Payment of <strong>Fees</strong><br />
A non-adjustable registration fee is assessed each semester.<br />
For all registered students, full payment of tuition <strong>and</strong> other fees must be<br />
made by established due dates. Each semester, due dates are available at<br />
the Office of the Bursar or online at www.owens.edu/bursar/.<br />
If a student registers after the payment due date, payment is due upon<br />
registration. Failure to make payment by the established due dates, the<br />
<strong>College</strong> reserves the right to withdraw the student from that semester of<br />
classes.<br />
A student will not be able to register for the future semester until all<br />
prior balances have been paid in full or payment arrangements have<br />
been made. Transcripts are withheld if all obligations to the <strong>College</strong>,<br />
financial or otherwise, are not fulfilled.<br />
Students receiving financial aid are advised to carefully review the<br />
financial aid information provided by the Financial Aid Office. Compliance<br />
with the deadlines will help ensure prompt receipt of financial aid, less<br />
any amount due to the <strong>College</strong>.<br />
<strong>Owens</strong> <strong>Community</strong> <strong>College</strong> accepts payment in the form of cash, checks,<br />
money orders, MasterCard, VISA, DISCOVER <strong>and</strong> AMEX credit cards. The<br />
<strong>College</strong> also accepts the above credit cards for credit card payments<br />
<strong>and</strong> check payments via the Internet. A $30 returned check fee may be<br />
assessed for any check returned unpaid by any bank.<br />
The <strong>College</strong> also enters into contracts to directly bill employers of <strong>Owens</strong><br />
<strong>Community</strong> <strong>College</strong> students, or other third parties, for tuition <strong>and</strong> fees.<br />

Deferred Payment Plan<br />
The Deferred Payment Plan offers eligible students the opportunity to<br />
defer payment of tuition <strong>and</strong> fees over a four-month period for fall <strong>and</strong><br />
spring semesters <strong>and</strong> a three-month period for summer semester.<br />

A cosigner may participate in the Plan with a student who does not meet<br />
the eligibility requirements. Students who receive financial aid may also<br />
be eligible for the Deferred Payment Plan.<br />
A non-adjustable Payment Option Fee is assessed to each participant<br />
each semester based on the total of tuition <strong>and</strong> fees deferred.<br />
Payment Option Fee: $25<br />
To apply, complete, sign <strong>and</strong> return an Application/Promissory Note to<br />
the Office of the Bursar with the first payment. Applications are available<br />
online at www.owens.edu. A $20 late payment charge will be assessed<br />
for each installment not paid in full on or before the due date.

Higher One Inc.<br />
<strong>Owens</strong> <strong>Community</strong> <strong>College</strong> partnered with Higher One Inc. to process all student<br />
refunds. All eligible registered students receive a MasterCard-br<strong>and</strong>ed debit card<br />
that allows them to select how they want to receive their refunds. Students have the<br />
options of using the debit card itself (Easy Refund), receiving an ACH direct deposit<br />
to their personal bank account or receiving a paper check. To expedite the refund<br />
process, it is the student’s responsibility to activate their refund preference at<br />
www.owensdebitcard.com. <strong>Owens</strong> <strong>Community</strong> <strong>College</strong> <strong>and</strong> Higher One Inc.<br />
comply with Title IV Regulations regarding refund disbursement.<br />
Replacement Card Fee: $25.<br />
Refund of <strong>Fees</strong><br />
Refunds of tuition <strong>and</strong> other refundable fees, less any amount owed, will be made<br />
on the following basis for the first four weeks of 16-week classes for Fall <strong>and</strong> Spring<br />
Semesters: 1<br />
1. Credit hours dropped prior to the beginning, or during the first five class days, of<br />
either semester - 100% of tuition <strong>and</strong> fees will be refunded.<br />
2. Credit hours dropped during the second week (6th - 10th class days) of either<br />
semester - 70% of tuition <strong>and</strong> fees will be refunded.<br />
3. Credit hours dropped during the third week (11th - 15th<br />
class days) of either semester - 60% of tuition <strong>and</strong> fees will<br />
be refunded.<br />
4. Credit hours dropped during the fourth week (16th - 20th class days) of either<br />
semester - <strong>40</strong>% of tuition <strong>and</strong> fees will<br />
be refunded.<br />
Students enrolled for 15-18 credit hours who drop courses will be subject to the<br />
following guidelines:<br />
• Depending on the refund period in which the drop occurs, the college will charge<br />
either a 30%, <strong>40</strong>%, 60% or 100% penalty for every credit hour dropped between<br />
15-18 credit hours.<br />
• There will be no refunds of tuition <strong>and</strong> fees for students who drop credit hours<br />
after the fourth week of classes.<br />
• Students should be aware that schedule changes, either adding or dropping credit<br />
hours, might affect fees. Students may wish to determine the impact on tuition,<br />
fees <strong>and</strong> financial aid before changing schedules.<br />
All officially registered students are subject to the <strong>College</strong>’s refund<br />
policies, as detailed in the <strong>College</strong> Catalog. To be eligible for a<br />
refund, students must follow the official withdrawal procedures.<br />
The date of withdrawal processed through the Office of the<br />
Registrar is the date used to determine the amount of tuition <strong>and</strong><br />
fees that are refunded. Lack of attendance does not constitute<br />
eligibility to receive refunds, or guarantee the waiver of college<br />
fees. Information on refund deadlines for specific courses is<br />

For students receiving Title IV federal financial aid assistance, the<br />
Higher Education Amendments of 1998 contains new regulations<br />
governing what must happen to your federal financial aid if you<br />
completely withdraw from or stop attending classes during the<br />

Delinquent Account Policy<br />
In accordance with Ohio Revised Code 126.30 (E), the student<br />
is responsible to pay all interest charges to his/her account<br />
in addition to all collection fees/expenses incurred by <strong>Owens</strong><br />
<strong>Community</strong> <strong>College</strong> in the collection of this debt or any part of it.<br />
The student will, in addition, be responsible for the payment of all<br />
other expenses incurred in the collection of this debt including,<br />
but not limited to, any expenses as a result of litigation in an<br />
effort to collect this debt. The <strong>College</strong> is m<strong>and</strong>ated by the State of<br />
Ohio to send any outst<strong>and</strong>ing balance to The Ohio State Attorney<br />
General’s Office for collection.<br />
