Celebrating 30 Years
2012: Celebrating 30 years of successes<br />
The year 2012 was a time of great reflection<br />
at the <strong>Greater</strong> <strong>Yellowstone</strong> <strong>Coalition</strong>.<br />
As we looked back on 30 years of serving as<br />
America’s Voice For A <strong>Greater</strong> <strong>Yellowstone</strong> and<br />
looked to the next three decades, we realized<br />
just how far we’ve come — thanks to your<br />
loyal support — since that first meeting in<br />
a small room at the Teton Science Schools<br />
outside of Jackson, Wyo., in 1983.<br />
At that time, the term “ecosystem” had yet<br />
to be uttered in any official capacity and the<br />
federal government had visions of drilling for<br />
oil and gas in <strong>Greater</strong> <strong>Yellowstone</strong> wilderness<br />
areas. Today, “<strong>Greater</strong> <strong>Yellowstone</strong><br />
Ecosystem” is as much a part of the region’s<br />
imprint as geysers and grizzly bears. And<br />
wilderness not only emerged unscathed, in<br />
2012 we were making earnest strides to add<br />
more in <strong>Greater</strong> <strong>Yellowstone</strong>.<br />
Speaking of grizzly bears, in 1983 they<br />
were on the brink of extinction in <strong>Greater</strong><br />
<strong>Yellowstone</strong>, with an estimated population<br />
of fewer than 200. Today, because your<br />
voices were heard, more than 600 roam the<br />
ecosystem and our conversations in 2012<br />
revolved around helping communities coexist<br />
with this symbol of <strong>Yellowstone</strong>’s wildness.<br />
the Northern Rockies, and <strong>Greater</strong> <strong>Yellowstone</strong><br />
is one of the last great largely intact temperate<br />
ecosystems on Earth. Wyoming, Montana and<br />
Idaho now manage the wolf, which continues to<br />
prove its resilience and permanence.<br />
And 2012 saw a light at the end of another<br />
long GYC tunnel: resolution of the winter-use<br />
issue in <strong>Yellowstone</strong>. Officials introduced a plan<br />
calling for a modest number of cleaner, quieter<br />
snowmobiles in the park — a dramatically<br />
improved picture from the days when an<br />
unlimited number of noisy, foul-smelling<br />
machines careened across the landscape.<br />
Cycle <strong>Greater</strong> <strong>Yellowstone</strong>, set to debut in<br />
August, went public in June 2012. The event<br />
was created to heighten awareness of GYC,<br />
build rapport with key communities in and<br />
out of the region, and raise substantial funds<br />
to support our work. Reaction has been<br />
overwhelmingly positive, and we believe CGY<br />
will become a signature event while providing a<br />
very public stage for GYC’s work.<br />
What sets us apart at GYC is that we truly<br />
are America’s Voice For A <strong>Greater</strong> <strong>Yellowstone</strong><br />
— the only advocacy group dedicated solely to<br />
protecting the <strong>Greater</strong> <strong>Yellowstone</strong> Ecosystem.<br />

These aren’t the only examples of how your<br />
voices have helped us serve as guardians for<br />
the region’s lands, waters, and wildlife .<br />
Where once wild, genetically pure<br />
<strong>Yellowstone</strong> bison were confined to the park<br />
and routinely slaughtered when they crossed<br />
the invisible boundary, in 2012 the State of<br />
Montana opened 75,000 acres north of the<br />
park to free-roaming bison. The state has<br />
identified four other landscapes for bison in<br />
<strong>Greater</strong> <strong>Yellowstone</strong>, and it is a matter of time<br />
before this genetic treasure is used to establish<br />
wild conservation herds across the West.<br />
Thirty years ago the howl of a wolf was a<br />
distant memory. Now more than 1,700 roam<br />
Two other notable landmark moments<br />
reflected 2012’s place as a watershed year<br />
for GYC: The announcement of a transition<br />
in leadership and creation of Cycle <strong>Greater</strong><br />
<strong>Yellowstone</strong>, a week-long bicycle tour<br />
expected to bring 1,000 cyclists to the region.<br />
Executive Director Mike Clark, an iconic<br />
conservation figure in the region, announced<br />
he is stepping down after two tours as the<br />
nationally respected face of GYC. He is to be<br />
succeeded by Caroline Byrd, who takes the<br />
reins at GYC after successful tenures in <strong>Greater</strong><br />
<strong>Yellowstone</strong> with The Nature Conservancy and<br />
Wyoming Outdoor Council.<br />
Our work in 2012 led to significant progress on<br />
a number of fronts:<br />
<strong>Yellowstone</strong> Bison: 2012 saw Montana<br />
wildlife and livestock agencies agree to<br />
a significant shift in their management<br />
paradigm. For the first time in a century,<br />
bison are tolerated and accommodated in the<br />
Gardiner Basin, north of <strong>Yellowstone</strong>. When<br />
the livestock industry attacked this landmark<br />
decision with multiple lawsuits, we intervened<br />
and our efforts were instrumental in securing<br />
a favorable court decision that upheld the<br />
state’s changed management.<br />

A final Word from our Executive Director<br />
Thirty years ago the term <strong>Greater</strong> <strong>Yellowstone</strong><br />
did not exist except in the minds of a few people<br />
who were concerned about wildlife issues around<br />
<strong>Yellowstone</strong> Park. Grizzly bears were considered<br />
likely to go extinct within 100 years. Wolves were a<br />
distant memory of people who had grown up in the<br />
1920s. Much of the federal land was chopped up by<br />
the checkerboard ownership patterns of public and<br />
private lands that dated back to the coming of the<br />
railroads. Mining, logging and ranching dominated<br />
discussions about a regional economy. And the<br />
Sagebrush Rebellion was in full storm, with the<br />
old love-hate relationship that Westerners have<br />
with the federal government in full display across<br />
Montana, Wyoming and Idaho.<br />
We celebrate our 30th anniversary this year<br />
with the knowledge that the <strong>Greater</strong> <strong>Yellowstone</strong><br />
region is one of perhaps a dozen fully intact large<br />
landscape ecosystems left on the face of the Earth.<br />
And we are determined to keep it intact for future<br />
generations to experience and enjoy.<br />
Today grizzlies are thriving, having rebounded<br />
to three times the number that existed when GYC<br />
was born. Wolves are now a permanent part of the<br />
natural, cultural and political landscape. And most<br />
residents of this region now understand that people<br />
live and visit this region because of the attraction<br />
and value of public lands. The experience of living<br />
in, visiting, and enjoying the magnet of wild lands<br />
is now the dominant engine that drives <strong>Greater</strong><br />
<strong>Yellowstone</strong>’s vibrant economy.<br />
Times have changed. This <strong>Annual</strong> <strong>Report</strong><br />
describes our work across the <strong>Greater</strong> <strong>Yellowstone</strong><br />
Region and talks about current and emerging issues<br />
in a period in which concerns about climate change<br />
and the shrinking role of the federal government<br />
now seem to dominate much of the public<br />
discourse about the future of this region.<br />
One key lesson of our work over thirty years<br />
is that the issues we grapple with – wildlife<br />
management, human population growth, industrial<br />
threats to a vast wild region, fragmentation of private<br />
lands that provide winter habitat for large mammals,<br />
and energy development – cannot be solved quickly.<br />
In fact, some defy solution and must be managed<br />
and monitored permanently as our society continues<br />
to put new pressures<br />
on this wild kingdom<br />
that we call <strong>Greater</strong><br />
<strong>Yellowstone</strong>, a region<br />
ten times larger than<br />
<strong>Yellowstone</strong> Park<br />
and a refugia for both<br />
wildlife and people in a time of societal change.<br />

Grizzly Bears: We have a strong program<br />
for reducing conflicts between grizzly bears<br />
and humans, which are a significant threat<br />
to long-term sustainability of bears in<br />
<strong>Greater</strong> <strong>Yellowstone</strong>. There were 54 known<br />
grizzly bear mortalities in 2012 in <strong>Greater</strong><br />
<strong>Yellowstone</strong>, two-thirds caused by humans.<br />
We are partnering with agencies to reduce<br />
conflicts in three key locations around the<br />
ecosystem: Island Park, Idaho, and Wyoming’s<br />
Bridger-Teton and Shoshone national forests.<br />
Wolves: We organized public support aimed<br />
at prohibiting or limiting wolf hunting along<br />
national park boundaries. We were initially<br />
successful in securing a ban on hunting and<br />
trapping in Montana adjacent to <strong>Yellowstone</strong>,<br />
although wolf opponents were able to<br />
overturn that decision on a legal technicality.<br />
We will continue engaging with state agencies<br />
to obtain no-hunting buffers.<br />
Wolverines: A long-running effort by<br />
GYC came to fruition when the U.S. Fish<br />
& Wildlife Service proposed protection for<br />
wolverines under the Endangered Species<br />
Act. We joined litigation in 2008 to force<br />
consideration of the impact of climate<br />
change, and shrinking snowpacks, on the<br />
long-term viability of wolverines.<br />
<strong>Yellowstone</strong> Cutthroat Trout:<br />
We have joined the National Park Service<br />
and the U.S. Geological Survey to reduce lake<br />
trout and restore <strong>Yellowstone</strong> cutthroats. In<br />
2012, we supported research efforts that led<br />
to the removal of approximately 300,000 lake<br />
trout – bringing the number in three years<br />
to 800,000. Cutthroat numbers already are<br />
rebounding — good news for grizzly bears<br />
and other wildlife that depend on native trout.<br />
Climate ChanGE: In 2012, we launched<br />
a collaborative effort in Montana called the<br />
Madison Valley Climate Adaptation Project<br />
to identify 15 streams where we can restore<br />
watershed function and increase resilience to<br />
climate change. We convened a group of local<br />
stakeholders and experts to discuss shared<br />
watershed values, climate change projections<br />
and key areas that have been degraded. That<br />
discussion resulted in projects on three creeks<br />
that will increase stream flows, improve<br />
habitat, lower stream temperatures, and<br />
increase aquatic and terrestrial connectivity.<br />
Phosphate Mining: We initiated some<br />
outstanding national publicity, including a<br />
full segment of “The Daily Show with Jon<br />
Stewart”, on the effect of phosphate mining<br />
on the waters and fish of <strong>Greater</strong> <strong>Yellowstone</strong>.<br />
While the J.R.Simplot Co. sought to<br />
bury that information in appendices to an<br />
application for a “site-specific exemption”<br />
to selenium pollution standards, we gave it<br />
national publicity that, combined with our<br />
lawsuit, sent a message that we are serious<br />
about defending water quality.<br />
Absaroka-Beartooth Front: We<br />
are midway through two substantial federal<br />
land-use management plans that will guide<br />
development decisions for 20 years. We were<br />
heartened by recommendations issued by the<br />
Bureau of Land Management and Shoshone<br />
National Forest. In both cases, our advocacy<br />
efforts led directly to supportive comments<br />
from Wyoming Gov. Matt Mead that<br />
encouraged the BLM and Forest Service to<br />
adopt stronger restrictions against oil and gas<br />
development over much of the Front.<br />
