Chairman’s Notes<br />

MARKS AND SPENCERS OPENING<br />

As I write my column I have just heard that our new<br />

neighbour, in the <strong>Town</strong> Centre is opening on June 29th<br />

<strong>2006</strong>. We have invited M & S to provide an article for the<br />

interest of our readers.<br />

THE HISTORY OF ST NEOTS<br />

In the last edition of Priorities we had an article on Loves<br />

Farm, one of the largest UK archaeological digs in recent<br />

times. They found a lot of interesting artefacts that will<br />

take years of research to evaluate to tell us a lot more about the people who first lived<br />

here. There is a lot they can tell now, having finished the dig, and this is why we will be<br />

putting on a joint exhibition, with our partners, the Cambridge Archaeology Field Unit,<br />

on SATURDAY the 14th OCTOBER <strong>2006</strong> in THE PRIORY CENTRE. As well as information<br />

on the Loves Farm excavation we will be exhibiting all the available information on<br />

the famous, but unfortunately invisible, <strong>St</strong> <strong>Neots</strong> Priory, that is covered by the new<br />

development. This important religious centre gave <strong>St</strong> <strong>Neots</strong> its name and the monks’<br />

creation of the Market Square is an asset we value today; as one of the finest Market<br />

Squares in the country. Our Promotion and Tourism Group, under the Rev Roger Arguile<br />

as Chairman, are bringing these historic projects together. We are very fortunate to<br />

have the enthusiastic help of a local historian, Peter Ibbett. Peter offers historic walks for<br />

visitors. Details from the <strong>Town</strong> Centre Manager.<br />

We have applied for funding from the Heritage Lottery Fund for the exhibition and to<br />

facilitate additional work in the local schools. In addition we hope for funding for a high<br />

tech investigation (ultrasound) of the foundations of The Priory. For years historians have<br />

tried to work out what it looked like from occasionally uncovered areas. Now we will<br />

hope to find out some hard evidence. If we do have a big redevelopment project in this<br />

area it would be valuable to everyone involved if we knew what was actually under this<br />

area and help to properly conserve it for future generations.<br />

THE OLD FIRE STATION<br />

We have welcomed this planning brief to improve the frontage on Huntingdon <strong>St</strong>reet,<br />

provide an attractive tree lined route from the car park into Huntingdon <strong>St</strong>reet and some<br />

housing and small business units, plus an extension to the free car park. This depends on<br />

finding a new site for the current Recycling Centre. If that happens this whole area will<br />

be upgraded.<br />

Christmas Lights Switch-On<br />

The Youthworx Scheme wi l be running again this<br />

Easter. Youthworx offers a free holiday activity scheme<br />

to young people in the town between the ages of<br />

10-14. We are building on successful schemes run in<br />

the town last summer and in February schemes wi l be<br />

running throughou the school holidays.<br />

The <strong>St</strong> <strong>Neots</strong> Over Tens Partnership, is the organiser of<br />

severa local statutory and voluntary groups working to<br />

improve the opportunities for young people.<br />

It is run by qualified professional staff who are either youth<br />

work trained or work with children in a specific field such as<br />

sport. All staff are CRB checked within the Partnership.<br />

This Easter the programme wi l run from 9.00am to<br />

5.00pm from Monday 3rd April to Thursday 13th April. The<br />

programme wi l be based a the Priory Centre, although we<br />

will be using other venues for activities around <strong>St</strong> <strong>Neots</strong>.<br />

Flyers and posters wi l be available from early March<br />

through local Schools, libraries, health centres and the<br />

Priory Centre.<br />

This name was created by the participants on the scheme<br />

at half-term.<br />

The New Mayor<br />

a message from<br />

Paul Ursell, Mayor of <strong>St</strong> <strong>Neots</strong><br />

It is a great honour and privilege to serve and represent you as Mayor of <strong>St</strong><br />

<strong>Neots</strong> and I pledge that I will carry out my duties to the best of my ability.<br />

As this is my first article for the Priorities, I would like to start by telling<br />

you a little about myself. I am 53 years old and work as Company Surveyor<br />

for a development company based in Bedford. Prior to moving to <strong>St</strong> <strong>Neots</strong><br />

with my family from Eastbourne on the South Coast 15 years ago I was<br />

a founding member and subsequently Chairman of a large community<br />

association. I have been a <strong>Town</strong> <strong>Council</strong>lor representing Eynesbury Ward<br />

since 2000, a District <strong>Council</strong>lor from 2001 to 2003 and Deputy Mayor<br />

during 2004/5.<br />

As Mayor and Chairman of the <strong>Town</strong> <strong>Council</strong> I, along with all my fellow <strong>Council</strong>lors, have a<br />

vision for <strong>St</strong> <strong>Neots</strong> – that it be recognised for what it is - a large, growing town that is attractive,<br />

prosperous and vibrant. A town worthy of respect and admiration. The <strong>Town</strong> <strong>Council</strong> can<br />

realise that vision, by becoming more pro-active and encouraging local community involvement.<br />

I believe the way forward is two fold:<br />

Firstly, by improved communications between the various councils, organisations and agencies<br />

that has an input into our town. Nurturing a co-ordinated approach to our future is the key to<br />

our success.<br />

Secondly, to encourage every member of our community to take a more active role. Whilst<br />

most people have a responsible attitude, it is the actions of the few that affect the many. My<br />

heartfelt gratitude goes out to those who already put in so much effort, often with little thanks<br />

and no reward.<br />

Over the coming year the <strong>Town</strong> <strong>Council</strong> will be staging various events including a Charity Ball<br />

in the Priory Centre on 7th October that I hope will be well supported.<br />

I have great aspirations for the <strong>Town</strong> over this coming year and I hope that you will join me, in<br />

making <strong>St</strong> <strong>Neots</strong> a town that we can all be proud of.<br />

You responded to the article “Local Government – Who does what?” with some contrasting views.<br />

Here are two examples:<br />

Dear Sir<br />

In my view local government should remain local<br />

where appropriate. The present structure of town<br />

district and county has worked well and I would<br />

be strongly opposed to any tampering with the<br />

existing arrangements on the vague promise of<br />

neighbourhood accountability.<br />

Although I have lived in <strong>St</strong> <strong>Neots</strong> for almost forty<br />

years, I cannot say that I feel any allegiance to<br />

Huntingdon or Huntingdonshire. I think most<br />

residents look towards Cambridge or London.<br />

Having said that, I believe that HDC has performed<br />

well in recent years and should continue its generally<br />

sensible policies for the benefit of the district.<br />

Hi,<br />

It seems to me that there is no one approach<br />

that fits all areas of the UK. My preference for<br />

a rural area would be to focus on the Market<br />

<strong>Town</strong>s and abolish the District <strong>Council</strong>. The<br />

services of the District would then be split<br />

between the County and the <strong>Town</strong>, for example<br />

with Revenues and Benefits going to County<br />

were economies of scale can be achieved.<br />

However I would like to see education devolved<br />

down to the towns which have the secondary<br />

schools. On this basis, the villages surrounding<br />

the Market <strong>Town</strong>s would need some<br />

representation on the <strong>Town</strong> <strong>Council</strong>s.<br />

Join the Fight Against Crime<br />

and Anti Social Behaviour<br />

Huntingdonshire Business Against Crime<br />

(HBAC) was launched in <strong>St</strong> <strong>Neots</strong> in November<br />

2005 in a bid to reduce business crime and antisocial<br />

behaviour within the town. A business<br />

members organisation, the initiative started in<br />

Huntingdon in March 2004 and now represents<br />

businesses in <strong>St</strong> <strong>Neots</strong>, Huntingdon and <strong>St</strong> Ives.<br />

During 2004/5, shop theft reported to the<br />

police in Huntingdon dropped by 27%<br />

whilst the percentage of shoplifting arrests<br />

significantly increased, thanks to partnership<br />

working. The scheme is already proving<br />

successful in <strong>St</strong> <strong>Neots</strong> and the aim is to achieve<br />

similar results through partnership working,<br />

making the town a safer place for people to live,<br />

work and shop.<br />

<strong>St</strong> <strong>Neots</strong> will continue to benefit from two-way<br />

radios linking to members, with the added<br />

benefit of allowing immediate information and<br />

real-time back up in an emergency situation.<br />

Over 35 photographs of known offenders will<br />

be shared with HBAC members, giving them<br />

an immediate opportunity to stop retail crime<br />

and anti-social behaviour. One of the main<br />

weapons in the HBAC arsenal is a sophisticated<br />

crime database, used to record crime and antisocial<br />

behaviour. Currently, there are over 600<br />

incidents and 180 offenders on the database.<br />

Persistent prolific offenders are excluded from<br />

all HBAC members’ premises.<br />

A new website has also been launched, which<br />

gives a comprehensive insight into all the<br />

benefits of the scheme – www.hbac.org.uk<br />

HBAC has proved that working in partnership<br />

with Huntingdonshire Community Safety<br />

Partnership and Cambridgeshire Constabulary,<br />

brings significant results in the battle to reduce<br />

crime and anti social behaviour. HBAC has<br />

been upheld as a scheme of ‘best practice’ both<br />

regionally and nationally, and holds the Safer<br />

Business Award.<br />

Alison Taylor, Group <strong>St</strong>ore Manager for Boots,<br />

<strong>St</strong> <strong>Neots</strong>, said, “As an existing member of HBAC<br />

in Huntingdon and <strong>St</strong> Ives, we have seen the<br />

reduction in crime and stock losses, increased<br />

staff morale and brought businesses closer<br />

together within the three towns.”<br />

<strong>St</strong> <strong>Neots</strong> Youth<br />

<strong>Town</strong> <strong>Council</strong><br />

It is a great pleasure to be asked to write<br />

this article just a few short days before<br />

my departure from <strong>St</strong>. <strong>Neots</strong> Youth <strong>Town</strong><br />

<strong>Council</strong> following three fantastic years as<br />

Chairman.<br />

In that time I think it is fair to say that a<br />

great deal has been achieved. Our most<br />

prominent achievement so far has been<br />

the production of our Youth Guide. This<br />

small booklet contains details of many of<br />

the youth organisations in the town, and is<br />

something that has achieved a great deal of<br />

national, as well as local, interest, being the<br />

first of its kind to be produced in the UK. An<br />

I have thoroughly enjoyed my time as<br />

Chairman, Robert Wagstaff and I would like<br />

Countdown to the New<br />

Marks & Spencer<br />

Simply Food, <strong>St</strong> <strong>Neots</strong><br />

Marks & Spencer is set to unveil a 6,100 sq ft<br />

Simply Food store at <strong>St</strong> <strong>Neots</strong>, on Thursday<br />

29 June <strong>2006</strong>, creating 50 new jobs in the<br />

area.<br />

The new Marks & Spencer Simply Food store<br />

will stock over 1,600 quality food products<br />

including ready meals, fresh produce,<br />

sandwiches, salads, snacks, flowers and<br />

plants. Shoppers can also choose from a<br />

comprehensive selection of wine.<br />

The store will also feature an in-store bakery<br />

which will offer a range of pastries, cakes<br />

and crusty breads freshly baked each day. A<br />

selection of sandwiches, salads and snacks in<br />

Food To Go will be available.<br />

Customers can also benefit from a small selection<br />

of clothing and home accessories along with a<br />

range gift cards and wrap, beauty product and<br />

home accessories. There will be numerous good<br />

value home essentials on offer.<br />

Also on offer is a collection of clothing for all<br />

the family, across womenswear and lingerie,<br />

menswear and childrenswear. A ‘collect by car’<br />

service will help shoppers.<br />

extremely exciting to be opening a new Simply<br />

Food store in <strong>St</strong> <strong>Neots</strong>.<br />

The Priory Centre<br />

The plans for the refurbishment of the building are progressing<br />

well. The plans are available for inspection in the foyer of the<br />

Priory Centre. It will be the first time any significant work has been<br />

done in the Centre making it an even more attractive venue.<br />

Most of the energy at the minute is getting together a wide range<br />

of well-known acts and then to start on the brochure to cover the<br />

period from September until December. Yes, they really are big<br />

names meaning that the people of the town will not have to travel<br />

to Cambridge or Bedford for good quality entertainment. Watch<br />

the local press for details.<br />

Another initiative is the <strong>St</strong> <strong>Neots</strong> Youth Film Festival 12th July.<br />

Organised by <strong>St</strong> <strong>Neots</strong> Community College in conjunction with<br />

the Centre, a series of short films will be shown that were made<br />

not just by the students of the College but also by Longsands<br />

College and other local groups.<br />

Movement in the arts continues apace with the first annual<br />

general meeting of the Arts Consultative Group being held at<br />

the Centre. The consultative group has had a successful series of<br />

meetings and the <strong>Town</strong> <strong>Council</strong> has approved their constitution<br />

It is an innovative constitution with the <strong>Town</strong> <strong>Council</strong> agreeing<br />

to consult the group not just on the constitution for the arts but<br />

also on the applications that have been received. Significantly, the<br />

group has invited two <strong>Town</strong> <strong>Council</strong>lors to attend their meetings,<br />

an invitation that was well received. All in all it should improve<br />

communication between the elected members and those who<br />

work in the arts in the town.<br />

There is further opportunity for those interested in the arts<br />

and the development of the Priory Centre. With an increased<br />

entertainments programme the Centre would like to attract<br />

volunteers to ‘man’ the reception desk and, amongst other things,<br />

to sell the tickets.<br />

Quality Award Presentation<br />

MP Jonathan Djanogly and Richard Turpin, Chairman of<br />

Cambridgeshire Association of Local <strong>Council</strong>s, seen presenting the<br />

Mayor with the Quality <strong>Council</strong> Award at a ceremony at the Priory<br />

Centre in March this year.<br />

Tree of Light Presentation<br />

Representatives of the <strong>St</strong> <strong>Neots</strong> Rotary Clubs handing over a cheque<br />

for £600 raised by the ‘Tree of Light’ at Christmas 2005, to benefit the<br />

Mayor’s chosen charities.<br />

<strong>St</strong> Mary’s Urban Village<br />

In late 2004 the Civic Trust 10 Year Vision Report<br />

was adopted by the Huntingdonshire District<br />

<strong>Council</strong>’s Cabinet. This report presented a<br />

concept for ‘The <strong>St</strong> Mary’s Urban Village’. In their<br />

words this “back land area behind the High<br />

<strong>St</strong>reet could be home to a mixed use residential<br />

and business village, linked to the High <strong>St</strong>reet,<br />

Market Place and Hen Brook to the south.<br />

A sensitively designed infill development<br />

of buildings and courtyards following the<br />

grain of existing historic developments. The<br />

magnificent <strong>St</strong> Mary’s Church gives this<br />

imaginative concept its name.<br />

There are opportunities to open up a<br />

number of passage ways down to Hen<br />

Brook which now looks very attractive.<br />

This south side of the High <strong>St</strong>reet has a<br />

lot of underused or unattractively used<br />

space and the new masterplan for the<br />

area addresses these problems. The<br />

Planning Department have used the Civic<br />

Trust Report as a guide. Much of the<br />

redevelopment is likely to be residential<br />

which will increase the footfall in the <strong>Town</strong><br />

Centre and on that side of the High <strong>St</strong>reet.<br />

Apart from the Church there are a number<br />

of very attractive older properties. One of<br />

the oldest and most attractive buildings in<br />

<strong>St</strong> <strong>Neots</strong> is Brook House, a Georgian building<br />

from the early 1700’s. It is beautiful with<br />

the lawn, trees, ornate iron railings (that<br />

survived the World War II metal scavenging)<br />

and the wisteria across the elegant front<br />

door. The Initiative have tried to interest a<br />

number of organisations in Brook House as<br />

it is so special and we would like it to have<br />

a meaningful use in the <strong>Town</strong>, as well as<br />

being the jewel in the crown for the new<br />

development.

Neat <strong>St</strong>reet<br />

<strong>2006</strong><br />

For the third year running the Eatons<br />

Community Association (ESCA) are<br />

running their popular Neat <strong>St</strong>reet<br />

Award in Eaton Socon and Eaton Ford.<br />

Past winners have been Capulet Close<br />

in Eaton Socon (2004) and Ford Close<br />

in Eaton Ford (2005). This year we are<br />

once again looking for (1) the absence<br />

of weeds on kerbs and gutters, (2) no<br />

litter, (3) maintained front gardens<br />

or frontages and (4) unobstructed<br />

pavements.<br />

MAYOR’S GOLF DAY<br />

Enter a team and come along for an enjoyable<br />

day of golf whilst helping local charities.<br />

This annual event is organised by the Rotary<br />

Clubs of <strong>St</strong>. <strong>Neots</strong> & the <strong>Town</strong> <strong>Council</strong> and has<br />

raised thousands of pounds for good causes<br />

over the years.<br />

WYBOSTON<br />

Farmers’<br />

markets<br />

Due to the success of the monthly Farmers’<br />

Markets on the Market Square it has been<br />

decided to organise such a market twice a<br />

month – on the second and fourth Saturdays<br />

between 8.30 a.m. and 1 p.m.<br />

To publicise this increased presence a special<br />

markets’ leaflet has been produced which<br />

also features the foreign markets that visit <strong>St</strong>.<br />

<strong>Neots</strong>.<br />

For an experimental period the Ouse & Nene<br />

Valley Community transport is running an<br />

extra service for their members to <strong>St</strong>. <strong>Neots</strong><br />

on the second Saturday of each month.<br />

Recently the Farmers’ Market was awarded full<br />

FARMA certification after a rigorous<br />

inspection ensuring that all producers are<br />

bonafide and that only approved ingredients<br />

are used which are purchased locally.<br />

And Places Project<br />

Ever wondered about the history of your<br />

home? Ever wanted to know when it was<br />

built and who lived there?<br />

After many years of study in Eaton Socon and<br />

Eaton Ford the Eatons Community Association<br />

has notes on almost all the older properties<br />

in the Eatons. Maps, deeds and other<br />

documents have been studied and many<br />

residents have helped to compile this massive<br />

study of thousands of houses and families.<br />

Booklets have been printed on five hamlets<br />

so far – Little End, Cross Hall Ford, Maltmans<br />

Gardens, Eaton Ford and this year Cross Hall<br />

was written and printed. In each booklet maps<br />

and drawings show the development of the<br />

hamlet and a short history of each property.<br />

The Cross Hall booklet includes information on<br />

Dirt House, Sharpes Barnes, the Haile Weston<br />

Springs Factory, Squires Farmhouse (now The<br />

Eaton Oak), Cross Hall Manor, the Trimmings<br />

Island, Saviles Close and lots more.<br />

The present area of Eaton Ford is now<br />

complete and the centre of Eaton Socon<br />

village is now being written. If you have<br />

information on buildings or their families<br />

that can be added to our study or wish<br />

more information on these booklets and<br />

other history booklets written by the Eatons<br />

<strong>St</strong> <strong>Neots</strong> Museum Summer Exhibition<br />

Our summer exhibition will be about Roman<br />

and Celtic <strong>St</strong> <strong>Neots</strong> and will focus on the recent<br />

excavations at Loves Farm, situated on the outskirts<br />

of <strong>St</strong> <strong>Neots</strong> between the railway line and the football<br />

ground. These excavations have revealed a huge<br />

amount of new evidence about how local people<br />

were living in this area 2,000 years ago.<br />

The exhibition will include many newly discovered<br />

original Roman objects including, coins, pottery, bone<br />

items, brooches, and much more. Topics covered will<br />

include housing, farming, religion and transport with<br />

hands-on activities ranging from excavate your own<br />

fragment of pot to write a Roman curse!<br />
