12. Minutes of Previous Meeting and Matters Arising
RESOLVED that the minutes of the meeting of the Committee held on 4 July 2012 be
approved as a correct record.
13. Revenue Budget 2013/14
The Committee considered a report presenting a revised draft revenue budget for the
both Edgbarrow and Sandhurst Sports Centres for the 2013/14 Financial Year.
It was noted that the projected expenditure 2012/13 for cleaning at Edgbarrow Sports
Centre was £21,000 rather than the stated figure of £25,640.
In response to Members’ questions, it was reported that:
• the cost to the Council of running the Sports Centres, as shown in the draft
revenue budgets, included the costs to both Children, Young People and
Learning and to the Environment, Culture and Communities Departments.
• The projected costs of publicity and marketing in 2012/13 funded large mail
shots, the printing of leaflets for Borough and other schools and advertising in
the local press. Members reiterated their previous suggestion that the free
advertising opportunities in the Crowthorne Eye magazine and Sandhurst
Pride website be utilised.
• The birthday party income was lower at Sandhurst than at Edgbarrow as the
halls at Sandhurst had been consistently hired out for alternative recreational
bookings leading to less availability for party bookings.

RESOLVED that the Committee recommends the revised budgets set out in Annexes
A and B of the report for submission to the Executive.
14. Review of Charges
The Committee considered a report setting out a review of the facility charges for
Edgbarrow and Sandhurst Sports Centres. The report set out the current and
proposed prices and the percentage increase and drew comparisons with facilities at
Bracknell Leisure Centre and council owned facilities at St Crispins, Arena and
Frogmore.
It was noted that it was the Borough Council’s policy to charge market rates for all
services. Prices had been set in accordance with this guidance as far as possible
without making the Centres uncompetitive.
RESOLVED that the proposed customer charges at Edgbarrow and Sandhurst
Sports Centres detailed in Annexe A of the report be recommended for acceptance to
Bracknell Forest Council for implementation in April 2013.
15. Capital Wish List
The Committee considered a report detailing the smaller projects on the current wish
list for Edgbarrow and Sandhurst Sports Centres. The Committee noted that budget
pressures would impact on the availability of funding for projects of this nature.
It was reported that the lighting repairs for external signage and redecoration of the
gym at Sandhurst Sports Centre had been completed.
Member requested an update on the lighting improvements to the Edgbarrow Sports
Centre car park.
RESOLVED that the report be noted.
16. Meeting Management Objectives (April 2012 - September 2012)
The Committee considered a report detailing the progress made towards delivering
the Management Objectives agreed at the meeting of the Committee in July 2008.
The Committee noted the summary of progress made against each of the objectives
for the period April to September 2012.
17. Progress Report (April 2012 to September 2012)
The Committee received a progress report for the period April to September 2012.
Whilst performance at both sports centres was generally positive, with total
attendances up on 2011/12 it was reported that fitness room usage had declined as
customers sought to reduce their monthly expenditure in a challenging economic
time. New initiatives had been introduced to attract new users and retain existing
ones.
At Members’ request, it was agreed to include percentage occupancy figures as well
as total numbers in the annual usage figures to illustrate more clearly team sport
usage.
The Committee noted the report.

18. Future Meetings
It was noted that future meetings of the Committee would be held as follows:
Tuesday 9 July 2013 at 5pm at Sandhurst School
Tuesday 10 December 2013 at 5pm at Edgbarrow School.
