<strong>SAMNA</strong> <strong>Mixed</strong> <strong>By</strong>-<strong>laws</strong><br />

<strong>Mixed</strong> Premier League and Social Grades


Day to day interpretation of these by-<strong>laws</strong> shall be the responsibility of the most senior match official<br />

present at the time. Appeals against interpretation shall be lodged with the <strong>SAMNA</strong> board.<br />

1. Rules:<br />

1.1 All Australian Netball Association Rules shall apply unless otherwise provided for in<br />

these by-<strong>laws</strong>.<br />

2. Forfeits:<br />

2.1 Monday Games; forfeits advised no later than the preceding Friday by 4pm, will incur<br />

no penalty. Thursday Games; forfeits advised no later than the preceding Monday by<br />

4pm, will incur no penalty.<br />

2.2 Un-notified forfeits will incur a penalty of $66.00 Social mixed, $120.00 Premier league.<br />

2.3 If a team does not have five players on the court and ready to play within 7 minutes of the<br />

scheduled starting time, it shall lose the match on a forfeit and be required to pay a forfeit<br />

fine of $46.00 Social, $55.00 Premier, being the current game fee's applicable.<br />

2.4 For every minute or part thereof that play is late in commencing the opposing team will<br />

be awarded 1 goal until the seven minutes has expired. The score sheet must be<br />

completed and signed by the captain and umpire. Players for the opposing team can be<br />

listed on the scorecard, which will be count towards player qualification for the finals. A<br />

scratch match may be played if the team gaining the forfeit so desires.<br />

2.5 The final score awarded for a forfeit will be 20 - nil.<br />

2.6 The forfeiting team will be required to pay for the forfeit within 7 days. Should the fines<br />

be unpaid at this time, the team can be withdrawn from the competition forthwith and<br />

replaced by another team thereafter. A team withdrawn under such circumstances will not<br />

be permitted to enter any other competition conducted by <strong>SAMNA</strong>.<br />

3. Team Uniforms:<br />

3.1 All players in each team are required to present themselves in conforming uniforms for<br />

each match. Each team is required to take court in identical uniforms, however the<br />

minimum requirement is identical playing tops, identical shorts preferred but for men<br />

shorts of the same colour and similar style as specified in your nomination form will be<br />

accepted. Female players are required to wear skirts or shorts are accepted as long as all<br />

female players wear either shorts or skirts. A combination of both will not be accepted.<br />

3.2 Three weeks grace will be allowed from the commencement of a season for players to<br />

procure conforming team uniforms. After this period players not in correct uniform will<br />

not be permitted to participate in programmed matches (except for clause 3.3 and 3.4).


3.3 New Players joining a team during the course of a season will be allowed two weeks to<br />

procure conforming team uniform.<br />

3.4 Any team replacing another team at any time during the season in progress shall be<br />

allowed three weeks grace to procure conforming team uniforms.<br />

3.5 The wearing of tracksuit bottoms is not permitted<br />

3.6 The wearing of bike pants is permissible provided that they are black and the appropriate<br />

conforming team uniform is worn over the top.<br />

3.7 In order to preserve a reasonable balance between individual player comfort and safety to<br />

opposing players the following conditions shall apply:<br />

3.7.1 Medical alert bracelets may be worn provided that a suitable padded<br />

sweatband covers them or otherwise padded and taped so as to fully cover<br />

the bracelet.<br />

3.7.2 One flat ring (excluding engagement and dress rings) may be worn<br />

provided that the ring is suitably padded and taped so as to fully cover the<br />

ring. No other jewellery is permitted to be worn during a game.<br />

3.7.3 Fingernails that have not been manicured to comply with the All<br />

Australian Netball Association Rules must be cut to comply with the rules,<br />

before being allowed to take court.<br />

3.7.4 The use of gloves isn't allowed, except for medical reason's i.e. dermatitis<br />

and a legitimate doctors certificate must be supplied prior to the start of<br />

the game. Any player permitted to wear gloves, must still comply with the<br />

rules of Netball related to the length of fingernails.<br />

3.7.5 Players are expressly warned against participation with excessive length<br />

fingernails as this may lead to your own personal injury.<br />

3.7.6 All piercing must be removed prior to commencing a game or the player<br />

will not be allowed to take part in the game until it is removed.<br />

3.7.7 For piercing which isn't obvious, the onus will be on the individual to<br />

remove any concealed piercing prior to the game. No responsibility will be<br />

taken by either ETSA Park Stadium, <strong>SAMNA</strong> or by any <strong>SAMNA</strong> officials<br />

for any injury resulting from playing with any concealed piercing.<br />

3.7.8 If piercing isn't removable, a release form must be completed and lodge<br />

with the <strong>SAMNA</strong> secretary prior to taking court.


3.8 Please Note: In each of the conditions listed above the player where applicable<br />

must have the protective padding and covering inspected by the match official.<br />

4. Duration of Game:<br />

4.1 All matches shall consist of four 12-minute quarters. One minute break at quarter and<br />

three quarter time, with three minutes at half time. Injury time 2 minutes.<br />

4.2 In the event of a draw in any final match, after a rest of three minutes, the teams will play<br />

two rounds of five minutes without rest, but changing ends between rounds. If a draw still<br />

occurs after this extra time, further periods of five minutes will be played until a winner<br />

emerges.<br />

5 Scoring:<br />

5.1 Two points shall be awarded for a win.<br />

5.2 In the event of an equal score at the conclusion of full time, in minor round matches, the<br />

match will be considered a draw and each team will be awarded one premiership point.<br />

5.3 The <strong>SAMNA</strong> Board will determine decisions in relation to the outcome of abandoned<br />

matches.<br />

6. Eligibility<br />

6.1 A team is required to ensure that only the names of players present and ready to play in<br />

the match are written on the official scorecard. Maximum number of players permitted to<br />

be listed on the scorecard is twelve (12).<br />

6.2 Penalty for including the names of players who are not present and ready to play in the<br />

match is loss of premiership points for the match.<br />

6.3 Late arrival players who are ready to play may have their names included on the official<br />

scorecard.<br />

6.4 Should it be discovered during the course of a match that the name of an on court player<br />

does not appear on the scorecard, this players name may be added without penalty.<br />

6.5 A substitute player who is present and ready to play but does not actually participate in<br />

the match shall be considered as a legal player.<br />

6.6 A player is not permitted to play in more than one game within the same program<br />

session. (Exception male players competing in the Men's competition)


6.7 Any club that has two or more teams in the same grade shall not be permitted to<br />

interchange players from one team to another after the fourth match of the season. After<br />

this time, the teams are classed as separate teams with no interchanging.<br />

6.8 To qualify for finals match selection a player must have played a minimum of three (3)<br />

minor round matches during the season for the team that is participating in the finals.<br />

6.9 A player substituted shall be entitled to re-enter the game at any quarter time break, or<br />

any other break in the game, e.g. injury time.<br />

7. Team and Player Responsibilities:<br />

7.1 All teams must provide their own scorer/timekeeper for the duration of the match.<br />

Penalty for infringement of this rule is five goals added to the opponent's score at the<br />

time the infringement is noticed. If neither team has a scorer a player from each team will<br />

take on the scoring/timekeeping responsibilities.<br />

7.2 Each team must ensure that the scorecard is completed correctly and legibly, signed by<br />

both scorers, both captains and umpires. Teams must ensure that all players are listed on<br />

the scorecards prior to the match start.<br />

7.3 A team shall be held responsible for the conduct of its members and spectators.<br />

7.4 Whilst we recognize the need for teams to introduce new players during a season, we<br />

reserve the right to not allow teams to increase their playing strength beyond the<br />

compatibility of the grade in which they play, by the introduction of such players.<br />

7.4 Each team is to provide its own playing bibs; match balls are supplied by <strong>SAMNA</strong>.<br />

8. Player Reports:<br />

8.1 Players and team officials shall be subject to report by the umpire or any other official of<br />

the association for any form of misconduct.<br />

8.2 Any player or team official that has been reported will be advised in due course by the<br />

<strong>SAMNA</strong> Board to the following facts:<br />

8.3 Date that the report emanated.<br />

8.4 Date, time and venue of the tribunal hearing.<br />

8.5 Any person reported will be required to answer the allegations made, either by letter or<br />

by appearing in person at the tribunal hearing. A reported person can be accompanied by<br />

a club official who may be interviewed should the tribunal deem it necessary.


8.6 Non-attendance at a tribunal hearing by the reported person without prior notification<br />

shall be interpreted as an admission of guilt.<br />

8.7 Umpires during the course of a game can issue warnings to players, depending on the<br />

severity of the complaint a formal warning can be listed on the official scorecard. Any<br />

player receiving three carded warnings in a season will be automatically suspended for<br />

one match. Each subsequent warning during that season will incur one match suspension.<br />

8.8 Any player, who is sent off court during a match, will receive an automatic one-week<br />

suspension.<br />

Please Note: This is a social competition and the <strong>SAMNA</strong> Board will not tolerate any unduly<br />

rough play, swearing, disputing umpiring decisions or any abuse directed towards opposing<br />

players, umpires or officials.<br />

9. Illegal Players<br />

9.1 The penalty for playing illegal players is automatic forfeiture of the match or matches in<br />

which the offence occurred.<br />

9.2 Illegal players will be defined as follows:-<br />

Failing to pay <strong>SAMNA</strong> player registration fee (payable on a players third game)<br />

Non-observance of transfer regulations<br />

Playing in more than one game within the same program session<br />

Non-observance of qualification criteria for finals matches<br />

Playing whilst under suspension by <strong>SAMNA</strong><br />

Playing under an assumed name<br />

9.3 A player knowingly playing under an assumed name, or a coach playing as player under<br />

an assumed name, will be reported for misconduct.<br />

10. Team and Player Nomination / Registration:<br />

10.1 Each team must have paid their team nomination by the third round of the competition.<br />

Any team, whose nomination is not paid by this time, will be removed from the<br />

competition.<br />

10.2 Every player must be registered to <strong>SAMNA</strong> by their third game; teams using unregistered<br />

players will forfeit the current game and any other games breached<br />

10.3 All teams may use fill in players for two games without having to register the player,<br />

during minor round games. However if the same player is used again they must pay their<br />

registration fee to <strong>SAMNA</strong>.


11 <strong>Mixed</strong> Netball Competition - Social Division - Game Conditions<br />

11.1 <strong>Mixed</strong> competition matches can start with a minimum of one male player.<br />

11.2 No more than six female players or three male players are allowed on the court at any one<br />

time.<br />

11.3 Matches can be played with three male players and three female players.<br />

11.4 Matches can start with three male and two female players.<br />

11.5 If all male players are injured play may continue with a maximum of six female players.<br />

Netball is a physical sport, all players participate at their own risk; neither ETSA Park nor<br />

<strong>SAMNA</strong> accept liability or responsibility for any injury or damage incurred while playing.<br />

Damage<br />

Any damage caused to ETSA Park facilities will be charged to the individual or the<br />

team/s concerned. In particular damage to goal posts or nets as a result of goal<br />

tending will incur the team/s or individual/s the cost of repair as billed to <strong>SAMNA</strong><br />

by ETSA Park stadium.<br />

Under the revised rules of Netball it is now an automatic penalty to the opposing team<br />

for any contact to the pole or net


Premier <strong>Mixed</strong> League - Rules & Conditions<br />

<strong>SAMNA</strong> <strong>Mixed</strong> Premier league shall be limited to a minimum of 6 teams to a maximum<br />

of 9 teams. Each team shall play each other twice through the minor round, with the top 4<br />

teams competing in a 3 round finals series.<br />

Entry Conditions; Team Nomination $110.00 per season<br />

Player <strong>SAMNA</strong> & AIMMNA registration $5.50 per player<br />

Weekly game fee<br />

$55.00 per team<br />

Each team, to be accepted into the competition must with its nomination form also<br />

provide an umpire of a suitable standard to officiate each week and must be prepared to at<br />

least umpire both Premier league time slots of 8.15 and 9.35pm.<br />

Umpires will go into a pool and will be allocated Premier league or Social mixed games<br />

at the 8.15 and 9.35pm timeslots and 7pm Men's games optional if interested.<br />

Umpires will be paid by <strong>SAMNA</strong> at the end of each night's competition;<br />

Umpiring rates applicable Men's $20.00 per game<br />

Premier <strong>Mixed</strong><br />

$20.00 per game<br />

Social <strong>Mixed</strong><br />

$15.00 per game<br />

♦ Each team is limited to a maximum playing list of 12 players for the season.<br />

♦ Player's names must be included on the nomination form<br />

♦ Changes to playing list may be made up to 30 minutes prior to the first round<br />

♦ Uniform details must be forwarded with nomination<br />

♦ Umpires details must be provided with nomination<br />

♦ Nomination fee to be forwarded with nomination<br />

♦ Player registration fee to be forwarded with nomination<br />

♦ In the circumstance that there are more than 9 teams seeking to participate, a ballot<br />

will take place for the 9 places, one week prior to commencement of the season.<br />

♦ The only exceptions to the ballot will be the highest-grade Grand finalists from the<br />

previous season, both teams will have automatic entry if they nominate and meet the<br />

above criteria.


Premier League Rules and <strong>By</strong>-Laws;<br />

12 Rules:<br />

12.1 All Australian Netball Association Rules shall apply unless otherwise provided for in<br />

these by-<strong>laws</strong>. Current AANA rulebook available from duty room.<br />

13 Forfeits:<br />

13.1 Forfeits to advised no later than the preceding Friday by 4pm, will incur no penalty.<br />

the same colour as registered. State or Association uniforms other than <strong>SAMNA</strong> state<br />

procure conforming team uniforms. After this period players not in correct uniform will<br />

not be permitted to participate in programmed matches.<br />

will be at the discretion of the umpires. If one team makes a substitution through injury,<br />

the opposing team will be given the opportunity to also make changes.

16.2 In the event of a draw, 1 point will be awarded to each team through the minor round.<br />

16.3 In the case of forfeits, 2 points shall be awarded to the opposing team<br />

session, excluding participation in the Men's Division. (Premier league players<br />

cannot play for any social team during a Premier league season)<br />

Please Note: This is an elite competition and the <strong>SAMNA</strong> Board will not tolerate any unduly<br />

rough play, swearing, disputing umpiring decisions or any abuse directed towards opposing<br />

players, umpires or officials. Further all teams should familiarize themselves with the new rules<br />

that have come into force from this season which give umpires much stronger controls over on<br />

court behaviour and from the sidelines.<br />

20 Illegal / legal Players<br />

20.1 The penalty for playing illegal players is automatic forfeiture of the match or matches in<br />

which the offence occurred.<br />

20.2 Illegal players will be defined as follows:-<br />

Failing to pay <strong>SAMNA</strong>/AIMMNA player registration fee (payable before the first game)<br />

Non-observance of transfer regulations, clearances required if players are changing<br />

clubs/teams between seasons. No<br />

Playing in more than one game within the same program session, exception Men's<br />

division.<br />

Non-observance of qualification criteria for finals matches<br />

Playing whilst under suspension by <strong>SAMNA</strong><br />

Playing under an assumed name<br />

20.3 A player knowingly playing under an assumed name, or a coach playing as player under<br />

an assumed name, will be reported for misconduct.<br />

20.4 Only players nominated at the beginning of the season to a maximum number of 12, can<br />

compete in this competition. If you nominate only 10 players, you may not add to your<br />

playing list as the season continues. The players that are nominated when your team is<br />

nominated are your players for the season.<br />

20.5 Changes to a team list can be made right up to half an hour prior to the first game.<br />

All changes must be submitted in writing, as after the commencement of the first game,<br />

the team list is deemed as being final no changes will be accepted under any<br />

circumstances.<br />

21 Team and Player Nomination / Registration:<br />

21.1 Each team must have paid their team nomination prior to the first round of the<br />

competition. Any team, whose nomination is not paid by this time, will be removed from<br />

the competition.<br />

21.2 Every player must be registered to <strong>SAMNA</strong> / AIMMNA prior to the first game; teams<br />

using unregistered players will forfeit the current game and any other games breached<br />

21.3 All teams may only use the 12 players throughout the season that appear on their team<br />

nomination form.


22 <strong>Mixed</strong> Netball Competition - Premier League - Game Conditions<br />

22.1 Each team may only have a maximum of 3 male players and a minimum of 2 male players<br />

on court at any time.<br />

22.2 In the event that a team is reduced to only one male player through any circumstances,<br />

the game will be stopped and the points awarded to the opposing team.<br />

22.3 No restrictions apply to where any male players can play<br />

22.4 No more than five female players or three male players are allowed on the court at any<br />

one time.<br />

22.5 Matches can be played with three male players and three female players.<br />

22.6 Matches can start and be played with three male and two female players.<br />

22.7 Matches can start and be played with two male and three female players.<br />

22.8 If all male players are injured play will cease, and the game awarded to the opposing<br />

team<br />
