Meeting Minutes
March 18, 2002
Chairman Ronnell Sprenkle called the regular monthly meeting of the York Township
Water & Sewer Authority to order at 7:03 P.M. with the following in attendance:

Minutes:
On motion of Ms. Bosserman, seconded by Mr. Sprenkle, the minutes of February 18,
2002 were approved. All were in favor.
Visitors and Public Comments:
None
Public Works Report:
Mr. Clark reported that while doing regular inspections on an interceptor that runs
through Snyder’s Park, the sewer crew found that in the 2,474’ of main. There were 29
areas that needed repair. There were also 2 areas that they could not inspect. Mr. Clark
requested that the Board of Commissioners to fund replacing the entire line with PVC
pipe. The board directed him to proceed with the bidding process. His plans are to
advertise in April and award the bid at the May meeting.
Solicitor’s Report:
Mr. Jones reported that Raby Corporation has deposed Joseph Boldaz and is in the
process of scheduling a deposition for Ray Hovis.
The solicitor’s office is awaiting the signed agreement for the Royal Court Apartments
R-O-W Resolution.
New Plan Reviews:
Kenneth Stoltzfus – Sage Hill (P2002-3-1) – The plan was presented by Lee Faircloth
of Gordon L. Brown & Associates, Inc. The plan was returned to address the March 7,
2002 engineer’s comments.

Plan Resubmittals:
Chestnut Ridge – Phase II (P02-2-4) – The plan was presented by Lee Faircloth of
Gordon L. Brown & Associates, Inc. On motion of Ms. Bosserman, seconded by Mr.
Sprenkle, the plan was approved subject to the March 7, 2002 engineer’s comments. All
were in favor.
Engineer’s Report:
Mr. Resh reported that the Springettsbury Township Intermunicipal Agreement will
require another meeting to wrap up the draft agreement.
The work has begun at Equine Meadows-Phase II to replace the main and laterals.
The Chapter 94 report has been revised to address the potential restaurant in Cape Horn
Square and to correct a mistake that was found.
Rutter’s Inc. has offered the sewer line on their property for dedication to the authority.
Mr. Clark will televise and retest the line before any action will take place.
Requisitions and Checks:
On motion of Ms. Bosserman, seconded by Mr. Sprenkle, checks 655-656 were
authorized for payment. All were in favor.
Adjournment:
On motion of Ms. Bosserman, seconded by Mr. O’Donnell, the meeting was adjourned at
7:50 P.M. All were in favor.
