Introduction<br />
Overview<br />
The Maryland Department of Labor, Licensing and Regulation (DLLR), Division of<br />
Occupational and Professional Licensing, State Board of Barbers (Board) licenses<br />
and regulates individuals who practice the trade of barbering in the State of<br />
Maryland.<br />
The Board has contracted with <strong>Prometric</strong> Inc. to conduct its barber licensing<br />
examination program. The Board examination is designed to test a candidate’s<br />
knowledge, skills and abilities to practice and to determine whether a candidate is<br />
prepared to assume responsibility for the safety and welfare of the public.<br />
This bulletin is your guide to taking the Maryland Barber and Master Barber<br />
Examinations. Follow these main steps if you are interested in obtaining a license<br />
from the DLLR.<br />

To obtain your license<br />
1 Once you receive your letter of eligibility, (NOTE: letter of eligibility only<br />
needed for Barber Apprentice) complete and submit the exam application<br />
form, fee(s) and any required documentation to <strong>Prometric</strong>.<br />
2 Schedule your exam following the procedures outlined in this bulletin—Page 3.<br />
The easiest way to schedule is online at www.prometric.com/maryland.<br />
3 Prepare for the exam using the content outlines in this bulletin—Page 11.<br />
4 Appear for your exam on the scheduled day and bring appropriate identification<br />
and materials—Page 6.<br />
5 Once you have passed both the theory and practical exams, your results will be<br />
sent to the State. The DLLR and the Board will determine your eligibility for a<br />
license.<br />

Understanding license requirements<br />
To be eligible to take an exam, you must meet the following training requirements,<br />
and fill out the appropriate section(s) of the exam application form. Incomplete<br />
application packages will not be processed and will be returned to you.<br />
Barber<br />
Students who wish to take a Barber exam must first complete 1,200 hours of<br />
training in a Barber school approved by the Maryland Higher Education Commission<br />
or the Maryland State Department of Education. The Student Training section of the<br />
exam application form, Page 16, must be completed by the director or licensed<br />
instructor of the school you attended, and notarized.<br />
<br />
Note This notarized form provides proof that you completed the required hours<br />
of training in a school approved by the Maryland Higher Education Commission or<br />
the Maryland State Department of Education.<br />
Apprentices. If you have worked as a registered apprentice in a licensed<br />
barbershop and wish to take a Barber exam, you must:<br />
Have submitted monthly training reports to the Board each month and a final<br />
report within 90 calendar days of completion of a total of 2,250 hours;<br />
Have your licensed supervisor complete the Apprentice Training Certification<br />
section of the exam application form (on Page 16); and<br />
Mail both the application form and the original letter of eligibility to <strong>Prometric</strong>.<br />
Cosmetologists. If you currently hold a cosmetologist license and wish to take a<br />
Barber exam, you must:<br />
Complete 600 hours of instruction in a Barber school approved by the<br />
Maryland Higher Education Commission or the Maryland State Department of<br />
Education;<br />
Complete the exam application form (on Page 15);<br />
Have the director or instructor of the school you attended complete the<br />
Student Training section of the exam application form (on Page 16); and<br />
Attach a copy of your current cosmetologist license to the exam application<br />
form and mail to <strong>Prometric</strong>.<br />
Master Barber<br />
Out-of-State<br />
candidates<br />
If you wish to take the Master Barber exam, you must provide proof that you have<br />
held a Barber license for at least 15 months and complete the Master Barber<br />
Experience Verification section of the exam application form (on Page 16).<br />
If you completed your training outside of Maryland, or you are licensed and practice<br />
in another state, you must obtain a letter of eligibility from the State of Maryland<br />
before you can take a Maryland Barber exam. To obtain a letter of eligibility, you<br />
must submit a certification letter from your state board to the State of Maryland.<br />
The certification letter must have the out-of-state board seal, and it must<br />
demonstrate that you have completed equal training to the State of Maryland or<br />
that you have tested and have a current license in that state.<br />
Upon approval, a letter of eligibility will be mailed to you. Complete the exam<br />
application form and mail both the application and original letter of eligibility to<br />
<strong>Prometric</strong>.<br />

<br />
Important If you take an exam without prior approval from the State of<br />
Maryland, your test scores will be invalidated and you will not receive a license.<br />
If you take an exam unnecessarily or before you have been approved, the exam<br />
fee will not be refunded.<br />
Foreign trained<br />
If you trained abroad, you must obtain a letter of eligibility from the State of<br />
Maryland before you can take a Maryland Barber exam. To obtain a letter of<br />
eligibility, you must submit to the State of Maryland:<br />

A letter of certification;<br />
A sworn affidavit of training;<br />
A notarized letter of work experience; and<br />
A copy of your current license.<br />
Any foreign credentials must be translated into English and notarized. Upon<br />
approval, a letter of eligibility will be mailed to you. You may then complete the<br />
exam application form and mail it, credentials from your country, and the letter of<br />
eligibility to <strong>Prometric</strong>.<br />
Registering and scheduling your exams<br />

Follow the instructions in this section to register and schedule an appointment to<br />
take your exam.<br />
Before you can test, you must:<br />
1 Mail the completed exam application form on Page 15, along with all fees, to<br />
<strong>Prometric</strong>.<br />
If required, be sure to include the original letter of eligibility that you received<br />
from the state.<br />
2 Approximately 10 days after mailing your exam application materials and fees,<br />
contact <strong>Prometric</strong> to schedule an appointment.<br />
Note All first-time test takers should apply to take both the theory exam and the<br />
practical exam.<br />
Accommodations. If you require ADA accommodation or ESL consideration, see<br />
“Special test considerations” on Page 5 before registering.<br />
Scheduling<br />
your exams<br />
<br />
After you mail your application materials, please allow 10 days for <strong>Prometric</strong> to<br />
receive and process it.<br />
Once <strong>Prometric</strong> has received and processed your exam application form, you will<br />
need to schedule an appointment to take your exam. You are encouraged to<br />
schedule your exam using the <strong>Prometric</strong> Internet scheduling system. Scheduling is<br />
also available by phone.<br />

To schedule an exam by phone<br />
1 Call 800.805.9124 between 8 a.m. and 9 p.m. (Eastern Time), Monday through<br />
Friday. You must schedule your practical exam at least 10 business days prior to<br />
the date you wish to test.<br />
2 At the end of the call, you will be given a number confirming your appointment.<br />
Record and keep this confirmation number for your records.<br />
Holidays. Testing generally does not occur on the following holidays:<br />

Additional state holidays may be observed in the state where you schedule your<br />

Test centers<br />
The theory exam is given on a computer. You may take your theory exam at any<br />
<strong>Prometric</strong> test center in the United States. A complete list of test center locations<br />
may be found by going to www.prometric.com/maryland/mdbarber and<br />
clicking on the “Do More” button. Alternatively, you may call 800.853.5448.<br />
The practical exam consists of actual demonstrations. Practical exams are given<br />
only at the test sites listed below.<br />

and turn left. Take Security Blvd. to Lord Baltimore<br />

side of the street.<br />
Take 495 to exit 34. Follow 355 south past NIH<br />
(National Institute of Health). Bear right onto<br />
Woodmont Avenue, second traffic light turn right<br />
into Public parking garage. Bring quarters for<br />
meters.<br />
Test center locations are subject to change. Be sure to verify the address of and<br />
directions to your destination before you leave for your exam.<br />

Rescheduling<br />
your<br />
appointment<br />
Important You must pass both the theory and the practical exams within<br />
12 months to be eligible for licensure with the Board.<br />
Retaking an exam<br />
If you allowed your exam registration to expire or did not pass your exam, you must<br />
re-register using one of the methods above. Another exam registration fee is<br />
required.<br />
To avoid an additional fee, you must contact <strong>Prometric</strong> to reschedule an exam at<br />
least three full business days before the day of your originally scheduled theory<br />
exam appointment, and at least 10 full business days before the day of your<br />
originally scheduled practical exam appointment.Rescheduling fees are as follows:<br />

No fee if you reschedule your theory exam on or before the fourth business<br />
day prior to your appointment date.<br />

No fee if you reschedule your practical exam on or before the 11th business<br />
day prior to your appointment date.<br />
$40 fee if you reschedule your theory exam less than three days before<br />
your exam.<br />
$40 fee if you reschedule your practical exam less than 10 days before<br />
your exam.<br />
<br />
Note This schedule does not include holidays since holidays are not business<br />
days. You will need to call earlier if a holiday is involved.<br />
You may pay any additional fee with Visa or MasterCard and reschedule your<br />
appointment online or by calling <strong>Prometric</strong> at 800.805.9124.<br />
If absent or late for your appointment<br />
If you miss your appointment or arrive late and are not allowed to test, you must<br />
pay a $40 rescheduling fee before choosing another appointment. This fee will allow<br />
you to use your original exam registration.<br />
If you are unable to attend your scheduled exam due to illness or emergency, call<br />
<strong>Prometric</strong>. Under certain circumstances, the fee to reschedule may be waived.<br />
<strong>Prometric</strong> reserves the right to request documentation to support any illness or<br />
emergency claim.<br />
Emergency closings<br />
Severe weather or an emergency could require canceling scheduled exams. If this<br />
occurs, <strong>Prometric</strong> will attempt to contact you by phone or e-mail; however, you may<br />
check for testing site closures by calling <strong>Prometric</strong>. If the site is closed, your exam<br />
will be rescheduled without a rescheduling fee.<br />
If a test center is open for testing and you choose not to appear for testing, your fee<br />
will be forfeited and you will need to pay another application fee and another full<br />
exam fee.<br />
Special test<br />
considerations<br />
ADA accommodation. If you require testing accommodations under the Americans<br />
with Disabilities Act (ADA), please call <strong>Prometric</strong> at 888.226.9406 to obtain an<br />
accommodation request form. Reasonable testing accommodations are provided to<br />
allow candidates with documented disabilities recognized under the ADA an<br />
opportunity to demonstrate their skills and knowledge.<br />
Submit professional documentation of your disability with your form to help us<br />
determine the necessary testing arrangements. Thirty days’ advance notice is<br />
required for all special testing arrangements. There is no additional charge for these<br />
accommodations.<br />
ESL accommodation. Candidates for whom English is a second language and<br />
require a word-to-word translation dictionary for the theory exam should call<br />
<strong>Prometric</strong> at 800.805.9124.<br />

Taking your exam<br />
Knowing what to expect when taking your exam may help you prepare for it.<br />
This section contains:<br />

What to bring<br />
to the exam<br />
Arrival. You should arrive at least 30 minutes before your scheduled exam<br />
appointment. This will allow time to verify your identification, have your photo taken<br />
and sign in.<br />
Identification required. You must present a valid form of identification before you<br />
can test. That identification document must:<br />
Be government-issued (e.g., driver’s license, state-issued identification card<br />
or military identification card).<br />
Contain both a current photo and your signature.<br />
Have a name that exactly matches the name used to register for the exam<br />
(including designations such as “Jr.” and “III”).<br />
<br />
Important If you do not provide correct identification at the time of the exam,<br />
it is considered a missed appointment. You will be required to pay a $40<br />
rescheduling fee before choosing another appointment.<br />
If you cannot provide the identification listed above, contact <strong>Prometric</strong> before<br />
scheduling your appointment to arrange an alternative way to meet this<br />
requirement.<br />
Practical exam additional items. Besides the identification listed above, if you<br />
are taking a practical exam, you must bring the following with you to the exam site:<br />
Your Candidate admission letter.<br />
Barber supply/equipment kit (see list on Page 13) with enough supplies to<br />
complete all exam services.<br />
Model and mannequin (see specific requirements on Page 7).<br />
Theory exam<br />
overview<br />
Your theory exam will be given by computer at a <strong>Prometric</strong> test center. Before you<br />
start the exam, you will receive a personalized introduction to the testing system.<br />
You can also take an introductory lesson on the computer.<br />
You do not need computer experience to use this system. You will use a computer<br />
mouse to select answers. There is no way you can damage your test by accidentally<br />
touching a wrong key.<br />
The theory exam content outlines beginning on Page 11 of this bulletin are the basis<br />
for the exams. Questions on the exam are in a multiple-choice format with one<br />
correct answer and three incorrect responses.<br />

Practical exam<br />
overview<br />
The practical exam consists of actual demonstrations. You will be given instructions<br />
before beginning each service. You will then have a specified time to set up your<br />
supplies and equipment before the timed service begins. The practical exam content<br />
outline is shown in this bulletin on Page 12.<br />
During the practical exam, you must follow all appropriate rules for client protection<br />
to ensure the health, safety and welfare of the public. This includes personal<br />
preparation and infection control, wet draping or chemical draping of your model<br />
between each demonstration, wearing gloves for all chemical demonstrations, and<br />
being in control of your supply kit at all times.<br />
Supply kit<br />
You are responsible for bringing your own supplies and equipment in sufficient<br />
quantities (see the list on Page 13). All supplies and equipment must be in sanitary<br />
condition and in proper working order. You may not borrow from another candidate<br />
or from the exam site location. Your kit will be used during the exam as a dry<br />
sanitizer.<br />
Blood spill procedures<br />
If a blood spill should occur, you must immediately stop the service and follow<br />
<strong>Prometric</strong>’s blood spill procedure as outlined on Page 14. The procedure will also be<br />
posted at the test site. If you do not stop the service immediately, you will<br />
automatically fail that service. If you fail the blood spill service, you will have to<br />
retake the entire practical exam. You are required to bring all first aid materials<br />
needed to safely handle a blood spill.<br />
Model and mannequin requirements<br />
A model is required for the shave and haircut sections of the practical exam.<br />
Make sure that your model reads and understands this portion of the bulletin.<br />
Your model must be at least 16 years old. The model must not have any knowledge<br />
of or affiliation, in any capacity, with any barber, cosmetology or special professions<br />
regulated by the Board.<br />
Your model’s face must be clean, have no makeup and be free of skin disease.<br />
Your model must be dressed in neat, clean, professional attire. The model may not<br />
participate in any way during your exam, such as talking to you or handing you<br />
supplies. You are responsible for your model’s actions.<br />
Your model must submit to a haircut that is even all over and conforms to the shape<br />
of the head. Your model must understand that you will be required to cut at least<br />
1/8 inch of hair from the model’s entire head. To demonstrate the shave, your<br />
model must be unshaven and have sufficient and visible facial hair.<br />
Your model will be required to agree to and sign the following certification:<br />
I, the model, certify that:<br />
1 I am at least 16 years of age.<br />
2 I will neither discuss nor divulge the contents of the exam or the procedures<br />
involved in the exam with anyone.<br />
3 I will not assist the candidate in any way or speak to the candidate during the<br />
exam.<br />
4 I am neither a student, current licensee or past licensee as a barber, master<br />
barber, cosmetologist, senior cosmetologist, nail technician or esthetician; nor<br />
do I have any knowledge of or affiliation with any of these professions regulated<br />
by the State Board.<br />

5 The candidate has fully explained the procedures to take place during the<br />
practical exam.<br />
6 I have reviewed the Candidate Information Bulletin concerning the procedures<br />
to take place.<br />
7 I agree to permit the candidate to perform the procedures outlined in the<br />
Candidate Information Bulletin.<br />
8 I will have a current, government-issued photo identification (e.g. driver’s<br />
license) with me when I appear at the test site with the candidate.<br />
If your model does not appear at the site on time, does not have the proper<br />
identification, or if your model will not sign the Model Affidavit Form, you will be<br />
required to reschedule your exam.<br />
Mannequins may be used for the chemical demonstration. If you choose to use a<br />
mannequin, you must supply your own mannequin and stand. Mannequin heads that<br />
have been purchased pre-sectioned indicating the sections by various colors with<br />
notches are not allowed.<br />
<br />
Note After the exam, the testing facilities will not be available for clean up of<br />
mannequins or models.<br />
Test center<br />
regulations<br />
To ensure that all candidates are tested under equally favorable conditions, the<br />
following regulations and procedures will be observed at each test center. Failure to<br />
follow any of these security procedures may result in the disqualification of your<br />
examination. <strong>Prometric</strong> reserves the right to audiotape and videotape any<br />
examination session.<br />
References<br />
<br />
No reference materials, papers or study materials are allowed at the test<br />
center. If you are found with these or any other aids, you will not be allowed<br />
to continue the exam and your answers will not be scored.<br />
Personal items<br />
<strong>Prometric</strong> is not responsible for items left in the reception area of the test center.<br />
While lockers are provided, it is recommended that personal items not be brought<br />
into the test center. Note the following:<br />

Electronic equipment— cell phones, PDAs, pagers, cameras, tape recorders,<br />
etc.—is not permitted in the testing room and must be powered off while<br />
stored in a locker.<br />
Other personal items—watches, outerwear that is not being worn while testing<br />
(sweater, jacket, etc.), briefcases, purses, etc.—are not permitted in the<br />
testing room.<br />
Every time you enter the test room, you will be asked to turn your pockets<br />
inside out to confirm that you have no prohibited items. The test center<br />
administrator will collect any materials that violate the rules.<br />
Breaks<br />

If you leave the testing room while an exam is in progress, you must sign<br />
out/in on the roster and you will lose exam time.<br />
You are not allowed to use any electronic devices or phones during breaks.<br />
No guests, visitors or family members are allowed at the test center.<br />

Misconduct or<br />
disruptive behavior<br />
Weapons<br />
<br />
<br />
Candidates who engage in any kind of misconduct or disruptive or offensive<br />
behavior may be dismissed from the examination. Examples are: giving or<br />
receiving help, taking part in an act of impersonation, removing test materials<br />
or notes from the testing room, using rude or offensive language and behavior<br />
that delays or interrupts testing.<br />
Weapons are not allowed at the test center.<br />
Copyrighted questions. All test questions are the property of <strong>Prometric</strong> Inc. and<br />
are protected by copyright. Federal law provides severe civil and criminal penalties<br />
for the unauthorized reproduction, distribution, or exhibition of copyrighted<br />
materials.<br />
If questions arise. Test center administrators are not allowed to answer any<br />
questions pertaining to the exam content. If you do not understand a question on<br />
the examination, you should answer the question to the best of your ability.<br />
Your exam<br />
results<br />
Your score report will provide you with information regarding the next step in the<br />
licensure process. Score reports are generated differently depending on whether you<br />
are taking a computerized exam or a practical exam.<br />
Theory exam. At the end of your exam, your score will be shown on the screen and<br />
you will receive a printed score report. The report will indicate Pass or Fail and your<br />
overall percentage. A score of 70 percent or above is required to pass.<br />
Practical exam. To pass the practical exam, you must receive a score of<br />
70 percent or above on the total exam. If you do not pass the blood spill task line,<br />
you will automatically fail and you will need to retake the entire exam. Your score<br />
report will detail if you fail as a result of not passing the blood spill line. Practical<br />
exam results will be sent to you within 10 business days of the exam date.<br />
Applying for a license. Once you have passed both your theory and your practical<br />
exams, your results will be sent to the State of Maryland. Only the DLLR and the<br />
Board may determine your eligibility for a license. For more information regarding<br />
barber-related licensing requirements, please contact the Board at the address on<br />
Page 1 or online at www.dllr.state.md.us/license/barbers.<br />

Our goal is to provide a quality exam and a pleasant testing experience for every<br />
candidate. If you are dissatisfied with either and believe we can correct the problem,<br />
we would like to hear from you. We provide an opportunity for general comments at<br />
the end of your exam. Our personnel will review your comments, but you will not<br />
receive a direct response.<br />
If your concern is regarding the exam content, or you feel your concern was not<br />
resolved at the test center, you must mail your comments in writing to the DLLR.<br />
Your appeal letter must provide your name and identification number, the exam<br />
title, the date you tested and the details of your concern, including all relevant facts.<br />
Be sure to include your signature and return address. Mail your appeal letter to:<br />

the two parties will arrive at a resolution. You will receive a response in writing from<br />
the Appeal Committee within 10 business days of receipt of the concern by<br />

Maryland Barber Practical Exam Content Outline<br />
Approximate Time: 84 minutes<br />
The Maryland Barber practical exam is a closed-book,<br />
demonstration exam. A score of 70% or above is<br />
required to pass the exam.<br />
The content outline below shows the services that will be<br />
tested; the number of tasks within each service; the time<br />
allowed for each service, including set-up time; and a<br />
brief description of the service. If you do not complete<br />
the work within the time limit, you will be graded<br />
appropriately.<br />
You will have 15 minutes after the exam to clean your<br />
chair, including under the cushion and base. Leave the<br />
chair in the down position. Clean the mirror and station,<br />
and sweep around the chair.<br />
I. Basic Blended, Tapered Haircut - 21 tasks,<br />
30 minutes<br />
You will remove 1/8 inch of hair by performing a<br />
regular, uniform tapered haircut. You will be rated<br />
on safety, sanitation and infection control, and<br />
proper draping of your model.<br />

EXAM CONTENT OUTLINES<br />
You will:<br />
Taper the nape of the neck following the<br />
natural hairline.<br />
Make sure the hair is evenly blended<br />
throughout the haircut.<br />
Shave the neck and ear area with a razor so<br />
it is free of loose hair and lather.<br />
Demonstrate the use of clippers, shears and<br />
comb.<br />
Be responsible for cleaning your work area<br />
after the haircut has been checked.<br />
II. Shave - 21 tasks, 30 minutes<br />
You will prepare your model for the shave service,<br />
and perform a basic shave using an ejector<br />
(detachable) straight razor. You will be rated on<br />
safety, sanitation and infection control, and proper<br />
draping of your model.<br />
You will:<br />
Lather your model and then apply a steam<br />
towel.<br />
Next, apply a second lather and proceed<br />
with the shave.<br />
III. Permanent Wave - 20 tasks, 15 minutes<br />
You will be observed and scored on safety,<br />
sanitation and infection control; and proper<br />
draping of your model or mannequin.<br />
You will:<br />
Prepare the crown section of the head for a<br />
permanent wave using rods that are<br />
appropriate for the length of the hair being<br />
waved.<br />
Place five rods in the section you prepared<br />
being consistent in your rod placement.<br />
Prepare the head for applying the waving<br />
lotion.<br />
Step back to have your wrapped section<br />
checked by the rater.<br />
When instructed by the rater, use water to<br />
demonstrate the application of waving<br />
lotion.<br />
Perform a test curl.<br />
V. Final Clean Up - 15 minutes<br />
Barber Practical Exam Supply List<br />
You are responsible for bringing your own supply kit to<br />
the exam. You should bring a sufficient quantity of<br />
supplies and instruments, in sanitary condition, to<br />
complete all services. All bottles, jars and containers<br />
must be labeled. Handwritten labels are acceptable.<br />
You must bring simulated products for the chemical<br />
services. Examples of simulated products are cholesterol,<br />
either colored or plain; colored gel; and water. <strong>Prometric</strong><br />
does not recommend any specific product.<br />
The kit will be used during the examination as a dry<br />
sanitizer. You may not borrow from another candidate or<br />
from the test site location.<br />
Your kit should include:<br />
1 One mannequin head with mannequin<br />
stand/clamp. Pre-sectioned mannequins are<br />
prohibited. (For chemical demonstration, unless<br />
you choose to use a model).<br />
2 Protective drape(s) for haircutting<br />

Blood Spill Procedures<br />
If a blood spill occurs, you must immediately stop the<br />
service and follow the blood spill procedures outlined<br />
below. If you do not stop the service immediately, you<br />
will automatically fail that service.<br />
You are required to bring all first aid materials needed to<br />
safely handle a blood spill. All products used during a<br />
blood spill incident must be applied with an applicator.<br />
Every attempt must be made to ensure that articles do<br />
not come in contact with the skin or the wound.<br />
If Your Model is Cut During the Exam, You Must:<br />
1 Stop the service immediately and clean the<br />
injured area using gloved hands.<br />
2 Apply an antiseptic and/or styptic to the injury<br />
using an applicator.<br />
3 Cover the injury with an adhesive dressing.<br />
4 Clean affected work area with a disinfectant.<br />
5 Dispose of contaminated material in a double bag<br />
marked with a biohazard label.<br />
6 Clean/sanitize hands with an antibacterial soap.<br />
7 Proceed with the service when you have finished<br />
tending to the injury.<br />
Steps to Take if a Blood Spill Occurs<br />
1 A bandage (if necessary) as well as a form of<br />
styptic and/or antiseptic must be available to the<br />
injured party.<br />
2 All contaminated material should be disposed of<br />
in a double bag marked with a biohazard label.<br />
If You are Cut During the Exam, You Must:<br />
1 Stop the service immediately and clean the<br />
injured area.<br />
2 Using an applicator, apply an antiseptic and/or<br />
styptic to the injury.<br />
