A Regular Meeting of the Board of Education of the <strong>Toms</strong> <strong>River</strong> <strong>Regional</strong> <strong>Schools</strong><br />
took place at <strong>Toms</strong> <strong>River</strong> High School North, 1245 Old Freehold Road, <strong>Toms</strong> <strong>River</strong>,<br />
New Jersey on Tuesday, June 19, 2012 at 6:15 P.M.<br />
Board President Edward Gearity read the following Opening Statement:<br />
“Good Evening, Welcome to a Regular Meeting of the Board of Education of the<br />
<strong>Toms</strong> <strong>River</strong> <strong>Regional</strong> <strong>Schools</strong>.”<br />
“This meeting was announced to the public through a notice published in the<br />
Asbury Park Press on May 25, 2012 which constituted at least 48 hours notice as required<br />
by law under the Open Public Meetings Act.”<br />
A roll call of attendance indicated the following Board Members were present: Mr.<br />
Ben Giovine, Mr. Michael Jedziniak, Mr. Gus Kakavas, Mr. Alexander Pavliv, Mrs.<br />
Loreen Torrone, Mr. Jack Reuther, and Mr. Edward Gearity.<br />
Mr. Thomas Baxter was absent.<br />
Mrs. Jamie Jubert was absent.<br />
Also in attendance were Superintendent Roselli, Board Secretary Saxton, Assistant<br />
Superintendents McKenna, Hauenstein, Pizza, Business Administrator Doering, Board<br />
Attorney Monahan, guests and press were also present at the meeting.<br />
EXECUTIVE SESSION RESOLUTION<br />
A motion was made by Mr. Giovine, seconded by Mr. Reuther and carried that the<br />
following Executive Session Resolution be approved:<br />
Resolved, that the Board of Education, at this time, move to a closed session to be<br />
held at the executive session meeting room at <strong>Toms</strong> <strong>River</strong> High School North, <strong>Toms</strong><br />
<strong>River</strong>, New Jersey, for the purpose of:<br />

academic and athletic successes taking place at their respective schools, as well as events<br />

Budget & Finance – Mr. Kakavas<br />
The Budget & Finance Committee of the Board of Education of the <strong>Toms</strong> <strong>River</strong><br />
<strong>Regional</strong> <strong>Schools</strong> met on June 11, 2012 at 1144 Hooper Avenue, <strong>Toms</strong> <strong>River</strong>, New<br />
Jersey in Conference Room A at 6:30 P.M.<br />
Committee Chair Gus Kakavas read the following Opening Statement:<br />
“Good Evening, Welcome to the Budget & Finance Committee Meeting of the<br />
Board of Education of the <strong>Toms</strong> <strong>River</strong> <strong>Regional</strong> <strong>Schools</strong>. Notice of this meeting was<br />
published in the Asbury Park Press on May 25, 2012 which constituted at least 48 hours<br />
notice as required by law under the Open Public Meetings Act.”<br />
In attendance were Committee Members Jamie Jubert and Loreen Torrone. Guests<br />
present included Board Members Ed Gearity, Jack Reuther, Tom Baxter as well as<br />
Superintendent- Frank Roselli, Assistant Superintendents- Jim Hauenstein and Joe Pizza<br />
and Business Administrator- Bill Doering. The meeting was open to the public.<br />
Members of the public were present for the meeting and were given the opportunity to<br />
make comment.<br />
As we do every month, the committee reviewed the expenditures listed on the<br />
Purchasing Agenda. The Purchasing agenda also included change notices, items of zero<br />
value, permission to advertise, bids and resolutions. Questions were asked by various<br />
individual board members, which were answered by Mr. Doering and other members of<br />
our administration. The Purchasing Agenda for this month is in the amount of<br />
$2,572,883.67 for the 2011/2012 school year and $51,986,002.25 for the 2012-13 school<br />
year. Additionally, the board was notified that we are accepting bids for the potential<br />
occupancy of suite 206 in 1144 Hooper Avenue and may be in a position to award the<br />
lease on June 19, 2012. The Budget & Finance Committee is recommending the<br />
approval of the Purchasing Agenda by the full Board this evening.<br />
The Committee went on to review facility lease and corporate sponsorship<br />
agreements, which are on the agenda and also recommended for approval tonight.<br />
Finally, the auditors will be coming to the August Budget and Finance meeting to<br />
present their review of the set up of the Community Center enterprise fund.<br />
Super Safe Drug Free <strong>Schools</strong> Committee – Mr. Kakavas<br />

The culminating meeting for this year‟s Super Safe and Drug Free <strong>Schools</strong><br />
Committee was held on May 23, 2012.<br />
Mrs. McKenna opened the night with a brief review of the year‟s goals, activities<br />
and accomplishments.<br />
The meeting was extremely well attended. This provided a great audience for our<br />
students from all three intermediate schools who presented segments from their antibullying<br />
program “Stop the Drama”. These programs were presented and well received<br />
by fifth grade students at all of our elementary schools over the last few weeks.<br />
Additionally, all eighth grade students viewed the anti-bullying videos made by our high<br />
school students. These videos speak directly to the power of the bystanders. The<br />
students who created the videos wanted to promote tolerant and respectful environments<br />
at our high schools.<br />
Following the presentations, Dawn Aulisi, SAC from High School East, spoke of<br />
the <strong>Toms</strong> <strong>River</strong> <strong>Regional</strong> <strong>Schools</strong> philosophy with regard to alcohol and drug use and<br />
other school safety concerns. Mrs. Aulisi gave many examples of worthwhile programs<br />
that were offered to our students and school community this year.<br />
Mr. Terry Farley shared updates on current drug use in youth.<br />
After a brief discussion about goals for next year Mrs. McKenna concluded the<br />
meeting.<br />
Building & Grounds Committee – Mr. Jedziniak<br />
The Building and Grounds Committee of the Board of Education of the <strong>Toms</strong><br />
<strong>River</strong> <strong>Regional</strong> <strong>Schools</strong> met on June 11, 2012 in Conference Room A at 1144 Hooper<br />
Avenue, <strong>Toms</strong> <strong>River</strong>, New Jersey at 7:00 P.M.<br />
Acting Committee Chair Jamie Jubert read the following opening statement:<br />
“Good Evening, welcome to the Building and Grounds Committee Meeting of the<br />
Board of Education of the <strong>Toms</strong> <strong>River</strong> <strong>Regional</strong> <strong>Schools</strong>. Notice of this meeting was<br />
published in the Asbury Park Press on May 25, 2012 which constituted at least 48 hours<br />
notice as required by law under the Open Public Meetings Act.”<br />

Guests present included Board members Ed Gearity, Jack Reuther, Tom Baxter,<br />
Gus Kakavas and Loreen Torrone as well as the Superintendent- Frank Roselli, Assistant<br />
Superintendents- Jim Hauenstein and Joe Pizza, Business Administrator- Bill Doering<br />
and Educational Facilities Manager- Mark Wagner. The meeting was open to the public.<br />
Members of the public were present for the meeting and were provided with an<br />
opportunity to make comment.<br />
The committee discussed the many projects and ongoing work in and around our<br />
buildings, including the following:<br />
John Bennett Athletic Center („JBAC‟) –<br />
1) Mr. Wagner presented a final draft of the sign for the front of the John<br />
Bennett Athletic Center. The sign will not require any electric, and will cost<br />
approximately $6,000-7,000 dollars. The Facilities Department will continue to<br />
review the options in terms of adding solar panels which could be used to<br />
illuminate the sign in the evening.<br />
2) With regards to the potential warranty claim for the JBAC heating unit, the<br />
Board Attorney‟s office has reviewed all warranty information and maintenance<br />
records, and has concluded that we are well beyond the warranty period and<br />
will not be able to recoup any costs. It was noted that this unit needed to be<br />
replaced regardless of the whether we were still under warranty as heat is<br />
needed in the bubble during the winter season.<br />
The district is accepting the second round of bids for energy conservation on June<br />
13, 2012. It is anticipated that the administration will make a recommendation at<br />
the June 19, 2012 board meeting, which will be on the purchasing addendum. The<br />
district is hopeful for a more favorable amount of shared savings and lower fees as<br />
compared to what we received in the first round of bids.<br />
Phase II of the solar project is nearing completion, and is going well. Work is<br />
being completed at the final sites, including 1144 Hooper Avenue, and should be<br />
completed prior to school opening in September 2012.<br />
Mr. Wagner is continuing to review the grant application process to assist in<br />
replacing some district generators. Grant applications are due in November.<br />

High School East, Tennis Courts- The project is complete, including the replacing<br />
of the galvanized fence surrounding the courts, and we are very much satisfied<br />
with the outcome of the project.<br />
High School South- this summer, the men‟s and women‟s bathrooms in F wing are<br />
scheduled be renovated. The committee also discussed potential maintenance and<br />
improvements to the field house and concession stand.<br />
Intermediate North - Regarding the Parkway Exit 83 Connector Road Project, a<br />
meeting was attended by the Business Administrator, Educational Facilities<br />
Manager and the Board Attorney, with the County Engineer and the County<br />
Attorney on June 11, 2012 to negotiate the amount of paving the district is willing<br />
to accept in lieu of payment for the district property that needs to be taken to<br />
complete the road project. After prioritizing the areas in need of paving, the<br />
County Engineer is going to cost-out the revised proposal and get back to us within<br />
a couple of weeks.<br />
Joseph A. Citta Elementary School - The Board is being asked on June 19, 2012 to<br />
approve the final resolution to memorialize easements for Citta Elementary School<br />
in conjunction with the drainage basin project.<br />
Finally, the district was notified of a potential project to expand Western<br />
Boulevard through Berkeley Township, with the road running along the back edge<br />
of a portion of our Beachwood Elementary School property. Although this<br />
proposed project is not being undertaken in any of our constituent municipalities,<br />
due to the proximity to Beachwood Elementary School, the district will have a<br />
representative attend the June 19, 2012 meeting at the Berkeley Township<br />
Municipal Building where the project will be discussed in greater detail.<br />
Insurance – Mr. Jedziniak<br />
The Insurance Committee of the Board of Education of the <strong>Toms</strong> <strong>River</strong><br />
<strong>Regional</strong> <strong>Schools</strong> met on June 11, 2012 at 1144 Hooper Avenue, <strong>Toms</strong> <strong>River</strong>, New<br />
Jersey in Conference Room C at 6:00 P.M. This meeting is not publicly advertised as<br />
the committee reviews workers compensation and liability billing information which<br />
includes names and case information for individual staff members.<br />
In attendance was the committee‟s Chair Jamie Jubert, Superintendent- Frank<br />
Roselli and Business Administrator- William Doering.<br />

The Insurance Committee reviewed the CompServices bills for May 1-10<br />
totaling $124,647.41 and the May 11-31 bill totaling $84,630.17, with regards to the<br />
detail of claim payments for the workers compensation and liability programs.<br />
Questions were asked by committee members regarding payments, which were<br />
answered by the administration. The committee is recommending payment of the<br />
both May 2012 bills. The committee also reviewed the CompServices Workers<br />
Compensation Program Report for May 2012, which has much relevant data and<br />
claim analysis.<br />
The committee then reviewed a summary of the proposals for received on June<br />
8, 2012 for insurance claim administrator, or TPA, services for 2012-13. After a<br />
detailed review of all proposals, AJ Gallagher is recommending awarding a contract<br />
to Inservco for a fee of $123,000 for 2012-13. This is the same fee level we are<br />
currently paying in 2011-12. The administration concurs with the recommendation of<br />
AJ Gallagher and will be seeking approval from the Board at the June 19, 2012 board<br />
meeting for the award of a contract to Inservco for 2012-13.<br />
Curriculum – Mr. Reuther<br />
A Curriculum Committee Meeting of the Board of Education of the <strong>Toms</strong> <strong>River</strong><br />
<strong>Regional</strong> <strong>Schools</strong> took place at the Administrative Offices, 1144 Hooper Avenue, <strong>Toms</strong><br />
<strong>River</strong>, New Jersey on May 17, 2012, at 6:00 p.m.<br />
Committee Chair Jack Reuther read the following Opening Statement:<br />
“Good Evening, Welcome to a Curriculum Committee Meeting of the Board of<br />
Education of the <strong>Toms</strong> <strong>River</strong> <strong>Regional</strong> <strong>Schools</strong>.”<br />
“Notice of this meeting was published in the Asbury Park Press on May 15, 2012<br />
which constituted at least 48 hours notice as required by law under the Open Public<br />
Meetings Act.”<br />
In attendance was Committee Member, Jack Reuther. Board Members, Ed<br />
Gearity, and Jamie Jubert. Superintendent, Frank Roselli, Assistant Superintendents,<br />
James Hauenstein and Debra McKenna, Interim Assistant Superintendent, Joseph A.<br />
Pizza, Business Administrator, William Doering, John Coleman and Estee Mailot.<br />
Supervisor of the High School English Department, Rosemary Hardie and Elaine Taff,<br />
Supervisor of Instruction, Silver Bay Elementary School.<br />

Elaine Taff, Instructional Supervisor at Silver Bay Elementary School and the<br />
supervisor who oversees the math area for the elementary schools presented the rationale<br />
for the purchase of an updated version of the Everyday Math Program. The updated<br />
version aligns the district with the Common Core Content Standards. Mrs. Taff<br />
explained our reasons for staying with this series and the strength of improvement in our<br />
math scores since the original purchase in 2001. The adoption of the Common Core<br />
Content Standards is a national standard adopted by 48 of our states. It is mandated to be<br />
gradually introduced through the various subject areas. She was successful in convincing<br />
the publishers to include six days of professional development for teachers to guide them<br />
through the series changes. In addition, there is an online component for parental<br />
assistance, teacher assistance and continual updates in future editions. The purchase of<br />
this new edition brings us up to alignment for the math area by September 2012 for what<br />
is in essence an unfunded state mandate.<br />
Mr. Hauenstein, assisted by High School English Supervisor, Rosemary Hardie,<br />
spoke about the summer reading initiative for our secondary students. The goal was to<br />
ultimately improve our reading scores and more importantly improve the enjoyment of<br />
reading for all students. He explained the layout of the programs which will be initiated<br />
this summer with many incentives for students to read so they will be better prepared in<br />
September. The students have tremendous ability to access much of the program online.<br />
A Barnes and Noble Book Fair will be held on Wednesday, June 6, 2012. A percentage<br />
of sales on this day will be able to be credited to our school organization which in turn<br />
can be utilitized by the department for additional purchases.<br />
The meeting continued with the recommendation to purchase a revised 9 th grade<br />
English text also aligned with the new Common Core Content Standards. As with the<br />
Everyday Math series, these publishers are making additional concessions for online<br />
support in order to secure our continued satisfaction with this product. The common<br />
goal for all of these acquisitions remain to attain the best value for our funds, stay up-todate<br />
with national standards and to increase our use of online resources while eventually<br />
purchasing fewer hard cover text books.<br />
Mr. Coleman spoke next about the AP offerings and student performance on AP<br />
tests for 2010-2011. Even though we are admitting more students into our AP programs,<br />
their test results are constantly rising. He was also able to compare our AP results within<br />
our state and nationally showing favorable score increases.<br />

The Committee Meeting proceeded with Mr. Coleman updating everyone on our<br />
grant application to be a pilot district for the 2013-14 state teacher observation evaluation<br />
model. He also included awareness of the previously obtained funding “Race To The<br />
Top” money which will be utilized for professional development and training in the areas<br />
of Common Core Content Standard alignment as well as the state mandated teacher<br />
observation/evaluation model.<br />
Mr. Roselli concluded the meeting by presenting the <strong>Toms</strong> <strong>River</strong> <strong>Regional</strong> School<br />
District‟s Goals and Objectives for the 2012-2013 school years. He delineated the district<br />
goals step by step. There are four overall goals ranging from Health and Safety of our<br />
students and staff, to continuing maximizing student achievement through best practices<br />
in curriculum, instruction and assessments, to implementing as well as investigating<br />
financial and operational efficiencies in overall performance and finally investigating and<br />
pursuing alternate sources of revenue for our district. Mr. Roselli proceeded to describe<br />
each goal more specifically and in more detail for the education and edification of the<br />
Board Members present. These goals were conveyed as they apply to each educational<br />
level; elementary, intermediate and high school as well as overall performance<br />
expectations in financial and operational efficiencies. In order to solicit community<br />
input, it was suggested that these goals be placed on the district website so that<br />
community members may be made aware of them and may make appropriate<br />
contributions.<br />
Policy Committee – Mr. Reuther<br />
A Policy Committee Meeting of the Board of Education of the <strong>Toms</strong> <strong>River</strong><br />
<strong>Regional</strong> <strong>Schools</strong> took place at 1144 Hooper Avenue, Conference Room A, on Thursday,<br />
May 17, 2012.<br />

The following policies were reviewed by the Committee members present:<br />
Policy 9181- Volunteer Athletic Coaches and Co-Curricular Activity<br />
Advisors/Assistants – This revision of an existing policy expands the personnel<br />
covered under the requirements of this policy to include extra-curricular advisors<br />
and assistants.<br />
Policy 2431 – Athletic Competition – is a revision of a mandated policy focusing<br />
on athletic competition. This policy does not permit homeschooled students, who<br />
are not registered in the <strong>Toms</strong> <strong>River</strong> <strong>Schools</strong>, to participate in interscholastic<br />
athletics. This policy re-inforces the past practice of the district and meets the<br />
required language as outlined by N.J.S.I.A.A.<br />
Policy 9270 – Homeschooling and Equivalent Education Outside the <strong>Schools</strong> –<br />
is a revision of a mandated policy that echoes policy 2431 and continues the past<br />
practice that homeschooled students are not eligible to participate in school-based<br />
activities, including athletics.<br />
These three policies are being recommended to the full board this evening for<br />
adoption.<br />
Additional discussion was held on the possibility of providing an on-line link to the<br />
trschools.com website which would allow the public to hear the audio tapes of board<br />
meeting. This idea is being successfully used in Manasquan, NJ.<br />

Pursuant to N.J.A.C. 6A:22.1.11(c), I, Wendy Saxton, Board Secretary, certify that<br />
as of April 2012, no budgetary line items account has obligations and payments<br />
(contracted orders) which exceed the amount appropriated by the District Board of<br />
Education pursuant to N.J.S.A. 18A:22-8-1, that the district‟s accounts have been<br />
reconciled and are in balance.<br />
Through the adoption of this resolution, we the <strong>Toms</strong> <strong>River</strong> Board of Education,<br />
