<strong>Agriculture</strong> <strong>in</strong> <strong>the</strong> <strong>Central</strong> <strong>Plateau</strong> <strong>of</strong> <strong>Haiti</strong>:<br />
An International Approach to <strong>the</strong> Onl<strong>in</strong>e Masters <strong>in</strong> Agricultural and Life Sciences<br />
S<strong>in</strong>ce <strong>the</strong> January 2010 massive<br />
7.2-level earthquake, with its epicenter<br />
beneath <strong>the</strong> capital <strong>of</strong> Port-au-Pr<strong>in</strong>ce,<br />
<strong>Haiti</strong> has faced a cholera epidemic that<br />
cont<strong>in</strong>ues today.<br />
Beh<strong>in</strong>d <strong>the</strong> headl<strong>in</strong>es, lies a nation <strong>of</strong><br />
people struggl<strong>in</strong>g to secure a livelihood<br />
for <strong>the</strong>ir families. <strong>Haiti</strong>, occupy<strong>in</strong>g <strong>the</strong><br />
western third <strong>of</strong> <strong>the</strong> island <strong>of</strong> Hispaniola,<br />
has had a different history from <strong>the</strong><br />
Dom<strong>in</strong>ican Republic, which also shares<br />
<strong>the</strong> island. Development <strong>of</strong> agriculture<br />
has been h<strong>in</strong>dered by environmental<br />
degradation caused by deforestation. In fact, eighty percent <strong>of</strong> <strong>Haiti</strong>’s population lives <strong>in</strong> poverty with<br />
two-thirds <strong>of</strong> <strong>the</strong> people <strong>in</strong>volved <strong>in</strong> agriculture, mostly on small hold<strong>in</strong>gs.<br />
Rob Slaughter, a Virg<strong>in</strong>ia <strong>Tech</strong> graduate student enrolled <strong>in</strong> <strong>the</strong> onl<strong>in</strong>e Masters <strong>of</strong> Agricultural and<br />
Life Sciences program, is conduct<strong>in</strong>g an economic analysis <strong>of</strong> farm families on <strong>the</strong> <strong>Central</strong> <strong>Plateau</strong><br />
<strong>of</strong> <strong>Haiti</strong>, <strong>in</strong>clud<strong>in</strong>g factors affect<strong>in</strong>g pest management. As with most <strong>of</strong> <strong>the</strong> students <strong>in</strong> this program,<br />
Slaughter, a resident <strong>of</strong> Norfolk, Va., ma<strong>in</strong>ta<strong>in</strong>s a full-time job <strong>in</strong> addition to his degree work.<br />
The impetus to enroll <strong>in</strong> <strong>the</strong> master’s program stemmed from Slaughter’s return from an Army<br />
Reserve tour <strong>in</strong> Iraq, dur<strong>in</strong>g which his assignment <strong>in</strong>volved work<strong>in</strong>g <strong>in</strong> agriculture, one <strong>of</strong> <strong>the</strong> areas<br />
<strong>of</strong> focus <strong>of</strong> <strong>the</strong> U.S. reconstruction effort. “The fasc<strong>in</strong>at<strong>in</strong>g experience abroad rek<strong>in</strong>dled my life-long<br />
<strong>in</strong>terest <strong>in</strong> agriculture and motivated me to look for an onl<strong>in</strong>e opportunity to pursue,” says Slaughter.<br />

Learn<strong>in</strong>g and Summer Sessions<br />
Peter Macedo was appo<strong>in</strong>ted director <strong>of</strong><br />
Distance Learn<strong>in</strong>g and Summer Sessions at<br />
<strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> <strong>the</strong> spr<strong>in</strong>g 2011 semester,<br />
with direct report<strong>in</strong>g to Daniel Wubah, vice<br />
president and dean for undergraduate<br />
education.<br />
Macedo, who formerly served as <strong>the</strong><br />
associate director for <strong>the</strong> Institute for<br />
Distance and Distributed Learn<strong>in</strong>g, serves as<br />
a member <strong>of</strong> <strong>the</strong> executive staff responsible<br />
for <strong>the</strong> coord<strong>in</strong>ation <strong>of</strong> <strong>the</strong> university’s distance learn<strong>in</strong>g activities,<br />
<strong>in</strong>clud<strong>in</strong>g university-wide program plann<strong>in</strong>g, course development<br />
and delivery, eLearn<strong>in</strong>g systems development and <strong>in</strong>tegration,<br />
student and faculty support services, as well as course and program<br />
assessment.<br />

In addition, Macedo will promote quality synchronous and<br />
asynchronous teach<strong>in</strong>g and learn<strong>in</strong>g experiences and provide<br />
collaborative leadership <strong>in</strong> <strong>the</strong> development <strong>of</strong> new, scalable models<br />
<strong>of</strong> distance and distributed learn<strong>in</strong>g.<br />
“I’m excited for <strong>the</strong> challenge and look forward to what we can do<br />
as a department to support Virg<strong>in</strong>ia <strong>Tech</strong> <strong>in</strong> <strong>the</strong> areas <strong>of</strong> distance<br />
learn<strong>in</strong>g and summer sessions,” says Macedo. “I feel confident that<br />
through established partnerships and new <strong>in</strong>itiatives we can all grow<br />
and cont<strong>in</strong>ue to be a leader <strong>in</strong> all our strategic efforts.”<br />

The genesis <strong>of</strong> Slaughter’s project orig<strong>in</strong>ated from a visit he made to <strong>the</strong> <strong>Haiti</strong>an<br />
American Friendship Foundation, a Christian missionary organization located <strong>in</strong> <strong>the</strong><br />
<strong>Central</strong> <strong>Plateau</strong> village <strong>of</strong> Bohoc. “I was drawn to help <strong>the</strong> impoverished Bohoc farm<br />
families, who display an upbeat spirit and remarkable ability to survive on meager<br />
resources,” notes Slaughter.<br />
Three trips to <strong>Haiti</strong>, <strong>in</strong>clud<strong>in</strong>g a week visit <strong>in</strong> October 2010, allowed Slaughter <strong>the</strong><br />
opportunity to see firsthand <strong>the</strong> challenges farmers face, as well as occasions to discuss<br />
improvements. Dur<strong>in</strong>g <strong>the</strong> latter visit, Slaughter was jo<strong>in</strong>ed by Doug Pfeiffer, Virg<strong>in</strong>ia<br />
<strong>Tech</strong> pr<strong>of</strong>essor <strong>of</strong> entomology and program director for <strong>the</strong> onl<strong>in</strong>e masters program.<br />
Dur<strong>in</strong>g his previous trips, and with <strong>the</strong> help <strong>of</strong> language tapes, Slaughter became<br />
familiar with basic Creole, <strong>the</strong> language commonly spoken <strong>in</strong> <strong>Haiti</strong> (while French is one<br />
<strong>of</strong> two <strong>of</strong>ficial languages, Creole is more generally spoken). This ability <strong>in</strong> Creole helped<br />
establish rapport with farmers, while a local <strong>in</strong>terpreter was relied upon for <strong>the</strong> more<br />
technical communication.<br />
Pfeiffer and Slaughter ga<strong>the</strong>red critical <strong>in</strong>formation on <strong>the</strong> crops grown, <strong>the</strong> yearly<br />
plant<strong>in</strong>g cycle, prices for seed and o<strong>the</strong>r supplies, and how much crop is used by <strong>the</strong><br />
family versus be<strong>in</strong>g sold locally. In addition, <strong>the</strong> pair documented <strong>the</strong> perceived losses<br />
from pests such as aphids, scale <strong>in</strong>sects and mealybugs.<br />

Farmers expla<strong>in</strong><strong>in</strong>g to Rob Slaughter<br />
seasonal development <strong>of</strong> planta<strong>in</strong> crops.<br />
Data ga<strong>the</strong>red will be used to estimate impacts <strong>of</strong> various changes <strong>in</strong> <strong>the</strong> farm<strong>in</strong>g<br />
system, such as <strong>the</strong> advent <strong>of</strong> new pest management approaches, and to aid <strong>in</strong><br />
<strong>the</strong> adoption <strong>of</strong> appropriate cost-effective farm<strong>in</strong>g practices <strong>in</strong> this region.<br />
Slaughter will complete his f<strong>in</strong>al project and graduate at <strong>the</strong> end <strong>of</strong> <strong>the</strong> year,<br />
represent<strong>in</strong>g a four-year academic journey. “The courses have been <strong>in</strong>terest<strong>in</strong>g<br />
and challeng<strong>in</strong>g, and <strong>the</strong> pr<strong>of</strong>essors have been knowledgeable, accessible, and<br />
accommodat<strong>in</strong>g,” surmises Slaughter. “Students are allowed to proceed at <strong>the</strong>ir<br />
own pace which has been critical for me, consider<strong>in</strong>g <strong>the</strong> busy jobs I have held. I<br />
proved that <strong>the</strong> courses can be taken from anywhere as I completed part <strong>of</strong> <strong>the</strong><br />
program from Afghanistan.”<br />
