Dayal began systematically to articulate the principles of<br />

"Hardayalism," a program for change based on the idea of<br />

three successive stages through which "an enslaved people<br />

must pass ... before it can again establish itself as a member<br />

of the community of nations": education, revolution, and<br />

reconstruction (shorthanded in the phrase "after Mazzini,<br />

Garibaldi; after Garibaldi, Cavour;' alluding to key figures<br />

in the Italian unification). The first was "moral and intellectual<br />

preparation. During this period the workers must<br />

elevate the character of the people and instruct them in the<br />

principles that govern an efficient social organization." The<br />

people must be purged of all cowardice, selfishness, and<br />

greed; "the spirit of the slave must disappear before slavery<br />

can be ended." He continued, "The second stage is that of<br />

war. The way must be declared for the establishment of a<br />

free and sovereign state managed by the people. The debris<br />

of the old regime must be removed. And the only agent<br />

that can accomplish this work is the sword. No subject nation<br />

can bring freedom without war ... with its alien rulers."<br />

And finally, ''After the war the work of reconstruction<br />

and consolidation commences."10 It's clear that he was still<br />

thinking in classically nationalist terms. Ye t even here he<br />

was starting to suggest that not just a transfer of political<br />

power but also a comprehensive social, psychological, and<br />

cultural transformation was the goal.<br />

Less than a year later, in July 1910, Har Dayal decided<br />

to leave Paris. He tapered offhis writing fo r the Bande<br />

Ma taram, ceasing after 1911. Various writers have speculated<br />

about his motivations: despair at Savarkar's arrest<br />

perhaps, mingled with general philosophical/political
