develop an indigenous industrial base; but ifindustrialization<br />

is part of the problem, then an alternate mode of socially<br />

and ecologically sustainable production must be sought.<br />

Second, the tribal and regional separatist movements<br />

are saying precisely that they are undergoing development<br />

fo r someone else's benefit, fo r extraction and incorporation<br />

into the capital accumulation process. The attribution<br />

of classical colonial practices to the central state is in this<br />

case aptly applied. In fact, only according to a nationalist<br />

logic is it possible to limit the differences between a collective<br />

"you" and a collective "someone else" to nationality.<br />

Such differences can also be based in class, gender, region,<br />

and minority status. But the nationalist logic equates "your<br />

nation's benefit" with "your benefit:' even if it asks you to<br />

sacrifice personally.<br />

Many of these mobilizations have been linked-at<br />

least communicationally, if not operationally-through<br />

loose networks of the National Alliance ofPeoplc's<br />

Movements, defined in 1992 as an emerging "process" in<br />

the context of the dual trends of intensified liberalization<br />

and the rise of the Hindu right wing. It was fo rmalized in<br />

1996 as<br />

an alliance of progressive people's organisations<br />

and movements, who while retaining their autonomous<br />

identities, are working together to bring the<br />

struggle for primacy of rights of communities over<br />

natural resources, conservation and governance,<br />

decentralised democratic development and towards<br />

a just, sustainable and egalitarian society in
