Overcom<strong>in</strong>g conceptual ambiguity <strong>in</strong> <strong>developmental</strong>ist thought<br />

Social development, one aspect of the construct I am def<strong>in</strong><strong>in</strong>g more broadly as <strong>developmental</strong>ism,<br />

arises from a variety of disparate perspectives (Midgley, 2003a, 2003b; Mkandawire, 2001) that have<br />

not coalesced <strong>in</strong>to a cohesive, viable alternative to traditional economic logic. 19 Social development<br />

is not a theory (Midgley, 1995) <strong>in</strong> that it is not composed of ―a set of hypotheses or propositions,<br />

l<strong>in</strong>ked by logical arguments, and advanced to expla<strong>in</strong> an area of empirical reality or type of<br />

phenomenon‖ (Jary & Jary, 1991, p. 519). The absence of a clear def<strong>in</strong>ition prevents its rigorous<br />

theoretical and practical application to understand<strong>in</strong>g <strong>social</strong> policy. At present it offers ―no clear<br />

theory of how <strong>social</strong> policy acts on development-enhanc<strong>in</strong>g <strong>social</strong> factors so as to <strong>in</strong>duce growth,<br />

nor agreement on patterns of growth that are most appropriate to meet<strong>in</strong>g the spectrum of <strong>social</strong><br />

goals that are now on both national and <strong>in</strong>ternational agendas‖ (Mkandawire, 2001, p. 22). However,<br />

I believe it can be redef<strong>in</strong>ed and comb<strong>in</strong>ed with other perspectives to illum<strong>in</strong>ate how ―<strong>social</strong> policies<br />

can (and often do) produce the favorable <strong>in</strong>itial conditions that support economic development‖<br />

(Mkandawire, 2009, p. 3).<br />

Below are several characteristics of <strong>social</strong> development, accord<strong>in</strong>g to the classic work by James<br />

Midgley (1995, pp. 25–28):<br />

The process of <strong>social</strong> development is <strong>in</strong>extricably l<strong>in</strong>ked to economic development.<br />

Social development has an <strong>in</strong>terdiscipl<strong>in</strong>ary focus that draws on the <strong>in</strong>sights of the various<br />

<strong>social</strong> sciences, especially political economy.<br />

Social development <strong>in</strong>vokes a sense of process; it is a dynamic concept <strong>in</strong> which the notion of<br />

growth and change is explicit.<br />

The process of change is progressive <strong>in</strong> nature and reflects faith <strong>in</strong> the prospects of human<br />

betterment and <strong>social</strong> improvement.<br />

Social development is <strong>in</strong>terventionist <strong>in</strong> that rather than believ<strong>in</strong>g that <strong>social</strong> improvements<br />

occur naturally as a result of the economic market or <strong>in</strong>evitable historical forces, organized<br />

efforts will br<strong>in</strong>g about improvements <strong>in</strong> <strong>social</strong> <strong>welfare</strong>.<br />

Social development goals are fostered through various strategies to l<strong>in</strong>k <strong>social</strong> <strong>in</strong>terventions<br />

with economic development efforts; these strategies reflect different beliefs or ideologies and<br />

a pragmatic viewpo<strong>in</strong>t is required to synthesize them.<br />

Social development is <strong>in</strong>clusive or universalistic <strong>in</strong> scope and not focused primarily on needy<br />

<strong>in</strong>dividuals.<br />

The goal of <strong>social</strong> development is the promotion of <strong>social</strong> <strong>welfare</strong>, where <strong>social</strong> problems are<br />

satisfactorily managed, <strong>social</strong> needs are met, and <strong>social</strong> opportunities are created.<br />

Social development can be formally def<strong>in</strong>ed as ―a process of planned <strong>social</strong> change designed to<br />

promote the well-be<strong>in</strong>g of the population as a whole <strong>in</strong> conjunction with a dynamic process of<br />

economic development‖ (Midgley, 1995, p. 25). The basic requirements for atta<strong>in</strong><strong>in</strong>g a condition of<br />

<strong>social</strong> well-be<strong>in</strong>g are ―the management of <strong>social</strong> problems, the meet<strong>in</strong>g of needs, and the<br />

enhancement of opportunities‖ (Midgley, 1995, p. 13). 20 Midgley, perhaps its lead<strong>in</strong>g theorist,<br />
