There was a complete unanimity of thought among<br />

academics, parliamentarians, policy makers,<br />

entrepreneurs and civil society representatives that<br />

higher education and research have a fundamental<br />

role in building economy of any country and that<br />

Pakistan is no exception. The one-day national<br />

st<br />

conference entitled “Setting Standards for 21<br />

Century Pakistan” held recently assembled these<br />

key stakeholders who discussed how university<br />

research should be strongly linked to the industry as<br />

well as society, which will ultimately lead to<br />

strengthening the country's overall economy.<br />

Over 30 universities from all over Pakistan<br />

showcased their research projects during an<br />

exhibition held alongside the conference, which was<br />

organized by the <strong>Higher</strong> <strong>Education</strong> <strong>Commission</strong>.<br />

Sardar Muhammad Latif Khosa, Governor Punjab,<br />

was the chief guest in the plenary session of the<br />

conference entitled “Universities building Pakistan”.<br />

Other speakers included Dr. Javaid R. Laghari,<br />

Chairperson <strong>HEC</strong>, Mr. Jan Muhammad Khan Jamali,<br />

Deputy Chairman, Senate of Pakistan, Qazi<br />

The conference participants agreed that a<br />

knowledge-based society and its economic growth<br />

are completely dependent on the generation of<br />

intellectual capital which is itself dependent on<br />

higher education. It is expected that discussion<br />

among different stakeholders will provide an<br />

impetus leading to a national pledge to be taken to<br />

promote university-community and universityindustry<br />

linkage and technology transfer for building<br />

a strong Pakistan.<br />

Speaking on the occasion, the Governor appreciated<br />

the idea of showcasing the achievements of higher<br />

education institutions and their contribution in<br />

building socio-economic infrastructure of the<br />

country. He was hopeful that the event will lead to a<br />

national consensus on how to salvage the economic<br />

situation and image of Pakistan through a strong<br />

network of higher education set up which in turn is<br />

able to develop a culture for its surrounding<br />

communities and is able to serve local as well as<br />

national community at large.<br />

The Governor stated that he strongly feels that the<br />

agriculture based universities of Pakistan can<br />

provide a strong base to boost a culture of use of<br />

innovative research for growth of agriculture in<br />

Pakistan. Similarly, in other segments of the national<br />

economy such as energy and textiles and services<br />

universities are the only potential source of building<br />

a strong economy and nation as a whole. He<br />

emphasized the role of universities building Pakistan<br />

cannot be treated casually.<br />

Dr. Laghari said that academics have an important<br />

role to play in the development of the country. He<br />

said that universities have three major challenges in<br />

st<br />

the 21 century, which include building economy,<br />

building communities and building leadership. He<br />

emphasized that there is an urgent need of<br />

technology transfer by the universities. Lamenting<br />

that there was not enough money to support higher<br />

education in the country, he said that in the<br />

developed world at least four percent of the GDP is<br />

allocated for education of which around 30 per cent<br />

goes to higher education. “If we have to move<br />

forward and stand tall in the comity of nations, there<br />

must be a higher percentage of allocation to<br />

education, especially higher education.”<br />

Speaking in the inaugural session of the conference,<br />

Dr. Atta-ur-Rahman said that only those countries of<br />

the world are progressing who have exploited their<br />

human resource and invested in education. He said<br />

that experiences of developed world show that<br />

economic growth is directly proportional to the<br />

university research, adding that development of<br />

South Korea is an excellent example for countries<br />

like Pakistan. Dr. Atta stressed that an illiterate<br />

population is the biggest problem for any country.<br />

Dr. Samar Mubarakmand said that Pakistan needs a<br />

contribution from engineers and scientists to<br />

develop and refine the processes for conversion of<br />

coal gas to diesel and separation of copper, gold,<br />

silver and cobalt from ores through efficient means.<br />

He lauded the role of universities in producing<br />

competent scientists and researchers. The<br />

esteemed scientist was highly optimistic that the<br />

country would be on the way to progress through<br />

using its minerals resources. He said that the<br />

expansion of higher education is seen as a<br />

necessary condition for integration of national<br />

economies into an increasingly sophisticated and<br />

interconnected world economy.<br />

Qazi Muhammad Asad Khan said that the output<br />

from universities needs to be incorporated into<br />

public policy. He also underlined the need of change<br />

in attitude of industry towards universities, adding<br />

that there is a dire need for the universities to<br />

understand their role seriously and develop such<br />

programmes and initiatives that directly support the<br />

government for increasing products and patents<br />

from Pakistan.<br />

Appreciating the research showcased by the<br />

universities, Ms Shahnaz Wazir Ali said, “I wish our<br />

parliamentarians and policy makers were here to<br />

see the wonderful work done by our young<br />

researchers. She said that this was long overdue as<br />

a direct link between academia and industry should<br />

be developed for the strategic planning and growth<br />

in the right direction.<br />

Dr. Sohail Naqvi said that the basic objective of this<br />

conference and exhibition was to provide a forum<br />

for interaction of key stakeholders. “We wanted to<br />

provide a platform to universities to showcase their<br />

research and let the industry, business leaders and<br />

other stakeholders know about the potential and<br />

capacity of our universities for overall economic<br />

growth of the country,” he added.<br />

Ms. Maria Sultan said that we are going through a<br />

phase of both transition and turmoil so we have to<br />

look towards that niche or institution that can help<br />

us come out of this situation by setting standards for<br />

st<br />

21 century education as well as ensuring that they<br />

are met. She said that knowledge always come<br />

through integration, which can be ensured if<br />

politicians, academicians, scientists and industrialist<br />

realize its significance.<br />

The exhibition showcased projects initiated in<br />

various universities of the country that have already<br />

demonstrated significant commercial potential<br />

addressing the needs of the industry. Some of the<br />

<strong>HEC</strong> scholar Muhammad Arshad<br />

has won Best Poster Award<br />

during a competition held at the<br />

School of Chemistry, University<br />

of Bath, England, UK in which 30<br />

p o s t g r a d u a t e s t u d e n t s<br />

participated.<br />

The title of the poster was<br />

“Highly Selective Sulfur Ylide<br />

M e d i a t e d A s y m m e t r i c<br />

Epoxidations and Aziridinations<br />

Using an Inexpensive Chiral<br />

Sulfide; Applications to the<br />

Synthesis of Quinine and<br />

Quinidine.” Quinine is a wellknown<br />

anti-malarial drug and its<br />

synthesis is considered a<br />

challenging task.<br />

Arshad, who was pursuing PhD<br />

under Split PhD Programme, has<br />

returned to Pakistan and is<br />

working as Assistant Professor<br />

at the Institute of Chemistry,<br />

University of the Punjab in<br />

Lahore under Interim Placement<br />

for Fresh PhDs Programme of<br />

<strong>HEC</strong>.<br />

Arshad's field of research is<br />

more relevant to the medicinal<br />

chemistry and pharmaceutical<br />

industry. He has also written<br />

two articles in reputed journals<br />

of England which have been<br />

highlighted as a significant<br />

contribution in Chemistry both<br />

by Royal Society of Chemistry<br />

(RSC) and American Chemical<br />

Society (ACS) in their monthly<br />

magazines.<br />

His supervisor Prof. Varinder K.<br />

Aggarwal, commenting on his<br />

research work remarked, “I<br />

received the best referee's<br />

comments I have ever had for<br />

any paper that I have submitted.<br />

The referees were very<br />

recognised its importance in the<br />

asymmetric epoxidation.”<br />

U n d e r H E C ' s S p l i t P h D<br />

Programme, Pakistani scholars<br />

have the opportunity to<br />

undertake a part of their PhD at<br />

Pakistani higher educational<br />

institutions and some part in<br />

reputed foreign universities from<br />

a c a d e m i c a l l y a d v a n c e d<br />

countries. So far, 86 scholars<br />

have been awarded scholarship<br />

under the scheme, out of which<br />

52 scholars have returned and<br />

j o i n e d t h e i r p a r e n t<br />

organizations.<br />

<strong>HEC</strong> Scholar in China Publishes 12 Articles in One Year<br />

<strong>HEC</strong> scholar Waheed S. Khan,<br />

pursuing his PhD studies in the<br />

School of Materials Science and<br />

Engineering at Beijing Institute<br />

of Technology, China, has<br />

published 12 research articles,<br />

from March 2010 to April <strong>2011</strong>,<br />

in the accredited journals of<br />

most prestigious publishers like<br />

Elsevier, IOP, ACS, RSC, etc.<br />

Waheed is pursuing studies<br />

under Overseas Scholarship<br />

Scheme (Phase-I). His area of<br />

research is Nanoscience and<br />

Nanotechnology with special<br />

emphasis on zinc and cadmium<br />

based nanomaterials with novel<br />

nanostructures. Waheed, who<br />

will complete his studies in<br />

A u g u s t t h i s y e a r, h a s<br />

appreciated the role of his<br />

supervisor Prof. Chuanbao Cao,<br />

for his support and guidance.<br />

He has also thanked <strong>HEC</strong> for<br />

giving him an opportunity to<br />

show his potential and earn this<br />

honour.<br />

emphasizes on synthesis,<br />

characterization, growth<br />

mechanism and<br />

properties of<br />

group IIB i.e.<br />

with novel structures. I have<br />

developed new preparative<br />

approaches for obtaining zinc<br />

nitride in interestingly new and<br />

novel nanostructures such as<br />

nanoneedles, nanotowers,<br />

nanowires, nanobrushes, hollow<br />

structures etc. I have also<br />

investigated its hydrogen<br />

absorption properties not<br />

reported earlier in addition to<br />

other features,” says Waheed.<br />

Qazi Asad, Minister for <strong>Higher</strong><br />

<strong>Education</strong>, Khyber Pakhtunkhwa<br />

has said that the <strong>Higher</strong><br />

<strong>Education</strong> <strong>Commission</strong> (<strong>HEC</strong>) is<br />

playing a vital role in promoting<br />

research culture in the country.<br />

KPK Minister for HE Commends<br />

<strong>HEC</strong> Initiatives in Province<br />

He was addressing the closing<br />

ceremony of a six-day workshop<br />

on Research Methodology and<br />

Skills recently organized under<br />

the auspices of <strong>HEC</strong>'s English<br />

Language Teaching Reforms<br />

(ELTR) project Phase II, in<br />

collaboration with the College of<br />

Home Economics, University of<br />

Peshawar.<br />

The English Language and<br />

Social Sciences faculty from the<br />

host college as well as colleges<br />

of nearby areas attended the<br />

workshop, which was aimed to<br />

equip the participants with latest<br />

techniques of research, and<br />

their orientation in major areas<br />

of research and its paradigms.<br />

The Minister emphasized the<br />

need for research in Social<br />

Sciences to resolve community<br />

problems. He appreciated the<br />

<strong>HEC</strong> scholar Sehat ullah has completed his PhD from<br />

Université d'Evry Val d'Essonne, France. Sehatullah<br />

was awarded scholarship under the scheme<br />

“MS/MPhil Leading to PhD Scholarships for Teachers<br />

of Weaker Universities.”<br />

He completed his research work entitled "Multimodal<br />

Assistance for Collaborative 3D Interaction:<br />

Study and Analysis of Performance in Collaborative<br />

Work". This was a joint project of IBISC<br />

(Informatique, Biologie Intégrative et Systèmes<br />

Complexes) Lab Université d'Evry Val d'Essonne<br />

and LISA (Laboratoire d'Ingénierie et Systèmes<br />

Automatisés) Lab Université d'Angers, France.<br />

During this research work, he published three<br />

articles in international journals and nine papers in<br />

efforts of <strong>HEC</strong> and reiterated the<br />

need to conduct similar<br />

programmes in other parts of<br />

the province as well. Dr. Naseem<br />

delivered lectures on Plagiarism<br />

a n d i n t r o d u c e d t o t h e<br />

participants the “Turnitin”<br />

software, which is used to detect<br />

plagiarism. Mr. Musa Hassan,<br />

Project Manager, ELTR and Mr.<br />

Bashir Khan, Assistant Director,<br />

Statistics <strong>HEC</strong> conducted<br />

sessions on tools of data<br />

c o l l e c t i o n a n d a n a l y s i s ,<br />

Sciences (SPSS).<br />

Scholar from University of Malakand<br />

Completes PhD from France<br />

the proceedings of reputed international<br />

conferences. He has also displayed some part of his<br />

work in public events like science festival 2009 in<br />

Angers France. Before getting admission in Master 2<br />

(Research), he completed two-month French<br />

language course in 2006. On successful completion<br />

of Master, Sehat was enrolled as a PhD Scholar<br />

under the supervision of Prof. Dr. Malik MALLEM.<br />

“French learning, contacts with French people,<br />

exposure to the culture played a very vital role in my<br />

personal and professional grooming. I offer my<br />

cordial thanks to <strong>HEC</strong> for its transparent process of<br />

selection for PhD studies in advanced countries”<br />

says Sehat, who has returned to Pakistan and his<br />

parent organization, University of Malakand.<br />

NBEAC Holds Training Session of Evaluators<br />

Lahore and Dr. Nasser Ali Khan, Director, Institute of<br />

Management Sciences, Peshawar.<br />

Dr. Nasser Ali Khan conducted the training on first<br />

Module, NBEAC Accreditation Procedure. The<br />

objective of this session was to clarify all the queries<br />

of Evaluators related to NBEAC and its accreditation<br />

process.<br />

The National Business <strong>Education</strong> Accreditation<br />

Council (NBEAC) organized the fourth Training<br />

Session of Evaluators at Peshawar, after three<br />

successful training sessions in Islamabad, Lahore<br />

and Karachi. The two-day session was aimed to train<br />

the Evaluators of Accreditation Inspection<br />

Committee to perform Peer Review Process during<br />

accreditation. Most of the public and private<br />

universities from KPK and Balochistan region<br />

participated in the training.<br />

Mr. Karamat Ullah Khan, Speaker, KPK Assembly was<br />

the chief guest at the closing ceremony. Speaking on<br />

the occasion, he appreciated the efforts of <strong>HEC</strong> to<br />

improve the quality of business education in the<br />

country. He suggested to create further<br />

opportunities for such type of training courses.<br />

The master trainers of the course included Dr.<br />

Mohammad Nishat, Vice Chairman NBEAC and<br />

Associate Dean, Institute of Business<br />

Administration, Karachi, Dr. Rasheed Kausar, Pro<br />

Rector, University of Management and Technology,<br />

Dr. Mohammad Nishat gave a comprehensive and<br />

interactive lecture on Self-Assessment Process. The<br />

session carried out fruitful and healthy discussion on<br />

preparation of Self-Assessment Report.<br />

Dr. Rasheed Kausar deliberated on Peer Review<br />

Process, its objectives and assessment procedures.<br />

He defined the standards to assess the proformae<br />

by AIC Evaluators.<br />

Mr. Farman Ullah Anjum, Director, <strong>HEC</strong> Regional<br />

Centre, Peshawar gave a brief presentation about<br />

achievements of <strong>HEC</strong> in KPK over the past few years.<br />

Mr. Fida Hussain, Director General, Quality<br />

Assurance Agency (QAA), <strong>HEC</strong> talked about the role<br />

of QAA to improve the quality of education in<br />

Pakistan. Mr. Ahtesham Ali Raja, Programme<br />

Manager (NBEAC) was also present on the occasion.<br />

The trainings proved to be a beneficial step towards<br />

strengthening the efforts of NBEAC and <strong>HEC</strong> to train<br />

the evaluators to conduct the evaluation process.<br />

Advanced level training by a foreign expert will also<br />

be organized this year.<br />

600 Medical Students in Cuba to<br />

Spend Summer Vacations in Pakistan<br />

T h e H i g h e r E d u c a t i o n<br />

<strong>Commission</strong> (<strong>HEC</strong>) is facilitating<br />

600 Pakistani medical students<br />

in Cuba to spend their summer<br />

vacations in Pakistan. The<br />

second batch of students, which<br />

has completed two years of<br />

medical study along with a<br />

comprehensive course in<br />

Spanish and has started their<br />

third year of classes, will spend<br />

their summer vacation in<br />

Pakistan starting from July 2 till<br />

September 18, <strong>2011</strong>. Currently,<br />

910 Pakistani students are<br />

pursuing medical studies in<br />

Cuba on scholarships provided<br />

by the Government of Cuba.<br />

The first batch of students has<br />

completed three years of<br />

medical study along with a<br />

comprehensive course in<br />

Spanish and has started their<br />

fourth year of classes. These<br />

students spent their vacation in<br />

Pakistan in 2009. <strong>HEC</strong> had made<br />

the travel arrangements.<br />

After the October 2005<br />

e a r t h q u a k e , t h e C u b a n<br />

Government offered 1000<br />

scholarships for Pakistani<br />

nationals for pursuing graduate<br />

s t u d i e s i n G e n e r a l<br />

C o m p rehensive M e d i c i n e<br />

(Equivalent to MBBS) in Cuba.<br />

The programme is mutually<br />

f u n d e d b y b o t h t h e<br />

Governments. Cuba is providing<br />

tuition fees, books, free laundry,<br />

Halal food, lodging, health<br />

i n s u r a n c e a n d o t h e r<br />

expenditures, while Pakistan is<br />

providing monthly stipend and<br />

two return air tickets.<br />

Universities Provided Plagiarism Detection Service<br />

<strong>HEC</strong> Disposes of 78 Plagiarism Cases, 17 under Review<br />

A total of 95 plagiarism cases have been reported to<br />

the <strong>Higher</strong> <strong>Education</strong> <strong>Commission</strong> since 2006, out of<br />

which 78 are closed after proper investigation by the<br />

respective university/institution while 17 cases are<br />

under process and universities have been advised to<br />

take appropriate action against guilty faculty<br />

members through Plagiarism Standing Committee.<br />

As per policy, every university constitutes a<br />

Plagiarism Standing Committee comprising three<br />

senior professors, one subject expert and one <strong>HEC</strong><br />

nominee, and a student representative if case<br />

pertains to any student. Universities are given 90<br />

days to investigate and send findings to the <strong>HEC</strong>. In<br />

case a university is not taking any action, <strong>HEC</strong><br />

Plagiarism Standing Committee blacklists those<br />

faculty members on the <strong>HEC</strong> website and they are<br />

not entitled for any financial benefit from <strong>HEC</strong>. Their<br />

Plagiarism Policy to punish those who are involved in<br />

these practices and create awareness about<br />

Plagiarism. Plagiarism Policy was circulated among<br />

the public and private sector universities for<br />

implementation, after getting approval of the same<br />

from <strong>Commission</strong>.<br />

<strong>HEC</strong> has provided Plagiarism Detection Service<br />

(Turnitin) to all public sector and a few private sector<br />

universities, to facilitate them for efficient<br />

implementation of the plagiarism policy. This is<br />

online service which helps in identifying similarities<br />

with online content i.e. material available on the<br />

internet. During 2009, almost 45000 documents<br />

were checked through this tool while from June<br />

2010 to March 6, <strong>2011</strong> almost 63000 documents<br />

were checked through this service.<br />

After establishment of <strong>HEC</strong>, criteria for faculty<br />

appointment were revised and research component<br />

was made mandatory for appointment/promotion.<br />

Due to lack of facilities and poor writing skills,<br />

researchers chose to reproduce already published<br />

<strong>HEC</strong> is also providing training to use this tool for the<br />

purpose of capacity building at universities. The<br />

ultimate objective of creating quality research can<br />

only be achieved with the help of all the<br />

stakeholders.<br />

<strong>HEC</strong> Professor Presents 2 Papers in Int'l Conference<br />

Dr. Ali M. Hashmi, <strong>HEC</strong> Foreign Professor at King<br />

Edward Medical University, Lahore presented two<br />

papers at the recently held 8 International<br />

Neuropsycon, the annual international conference<br />

of the Academic Department of Psychiatry and<br />

Behavioral Sciences. The three-day conference was<br />

attended by hundreds of psychiatrists, neurologists,<br />

psychologists and academicians from Pakistan,<br />

Ireland, Scotland, the United Kingdom and<br />

Australia. The theme of the conference was<br />

“Optimizing Psychiatric Care and Rehabilitation for<br />

Victims of Psychotrauma”.<br />

His first paper entitled 'Touched with Fire: Borderline<br />

Personality Disorder' was based on a paper<br />

published by Dr. Hashmi and his colleagues in the<br />

USA in 2010 in the American journal “Current<br />

Psychiatry”. His second paper entitled “Sleep<br />

Disorders, Sleepiness and Psychiatric Illness” is also<br />

the basis for Sleep Research currently being<br />

conducted under Dr. Hashmi's supervision at the<br />

Department of Psychiatry in collaboration with the<br />

University of Minnesota School of Medicine and the<br />

Minneapolis VA Healthcare System, USA.<br />

A graduate of KEMU (1991), Dr. Hashmi is trained in<br />

Psychiatry at Baylor College of Medicine in Houston,<br />

USA. He is a Diplomate of the American Board of<br />

Psychiatry and Neurology (1999, recertified 2010)<br />

and was formerly Medical Director of Mid-South<br />

Health Systems in Jonesboro, Arkansas (USA).<br />

FFHP Instrumental in Raising Academic<br />

and Research Standards<br />

A total of 316 foreign professors have joined the<br />

universities of Pakistan over the past seven years,<br />

under Foreign Faculty Hiring Programme (FFHP) of<br />

<strong>Higher</strong> <strong>Education</strong> <strong>Commission</strong> of which 136 are<br />

currently serving in various institutions while<br />

remaining have left after completing their tenure.<br />

FFHP was launched in November 2003 to recruit<br />

highly-qualified faculty from abroad for rendering<br />

services in graduate research programmes in<br />

different public sector universities/institutions. The<br />

institutions have duly benefited from these scholars<br />

where they have been engaged in bringing<br />

international level research environment, quality<br />

supervision of graduate students, developing<br />

linkages with international educational institutions.<br />

Since the inception of the programme, the foreign<br />

professors have published more than 2000 research<br />

papers in international journals and have presented<br />

approximately 1150 papers in international<br />

conferences/symposium. They have proven<br />

instrumental in raising academic and research<br />

standards of higher education institutions.<br />

Resultantly, numerous foreign professors have been<br />

retained by different institutions, such as Institute of<br />

Space Technology and Lahore University of<br />

Management Sciences under their own aegis.<br />

More than 800 students (414 MS, 188 MPhil, 243<br />

PhD) have completed their degrees under the<br />

supervision of these professors, while 218 MS, 233<br />

MPhil and 308 PhD students are currently pursuing<br />

their studies under supervision of the foreign<br />

professors. The European Mathematical Society<br />

(EMS) has acknowledged Abdus Salam School of<br />

Mathematical Sciences (ASSMS) as the “Emerging<br />

Regional Centre of Excellence” for its contribution to<br />

research at international level due to the constant<br />

research endeavors of the foreign professors.<br />

Other contributions of foreign professors include<br />

launching of NUST Centre of Virology and<br />

Immunology (NCVI) for advanced research in the<br />

field of Virology and Immunology, Panjwani Centre<br />

for Molecular Medicine and Drug Research is also<br />

making headway in the field of medical research,<br />

Institute of Space Technology has become pioneer<br />

in generating shock waves at wind speed of over<br />

1000 miles per hour inside the continuously<br />

operated Supersonic Wind Tunnel (SSWT), and the<br />

research work conducted at National Institute for<br />

Biotechnology and Genetic Engineering (NIBGE)<br />

has gained international significance.<br />

Dr. Muhammad Aslam Noor, a graduate from Brunel<br />

University, UK and an expert in the field of Physics<br />

has more than 200 papers to his credit since he<br />

joined COMSATS Institute of Information<br />

Technology, Islamabad along with supervision of 20<br />

MSc, 18 MPhil and two PhD students. Prof. Yaseen<br />

Iqbal, who joined FFHP in November 2005 has<br />

managed to propel a culture of research in Applied<br />

Sciences at Department of Physics, University of<br />

Peshawar. Number of PhD enrolment has increased<br />

significantly since the joining of Dr. Yaseen who has<br />

supervised eight PhD students. He has also been<br />

engaged in development of Materials Connection<br />

Centre under Pak-US S&T Cooperative Programme.<br />

Dr. Yosry Abdel-Hafiez Elsayed Mashal has devised<br />

Tribology Machine Surface Profilometer and<br />

Travelling Microscope which is first of its type with<br />

new machines designed for high accuracy and<br />

extreme quality. Dr. Abad Ali Shah at Department of<br />

Computer Science, University of Engineering and<br />

Technology, Lahore established Bioinformatics<br />

Laboratory where different projects of<br />

Bioinformatics and Brain Informatics are in progress<br />

including one project of Broad Institute of MIT, USA.<br />

Dr. Moinuddin Ahmed who received his PhD from<br />

University of Auckland, New Zealand has been<br />

extensively engaged in research activities at Federal<br />

Urdu University of Arts and Technology, Karachi. A<br />

few of the research projects include weed<br />

management, dendrochronology potential of some<br />

pine tree species of Pakistan and various topics of<br />

plant ecology, population dynamics and multivariate<br />

analysis of vegetation community.<br />

The progress of the foreign professors is appraised<br />

annually (and biannually) and only those professors<br />

are retained who excel in at least one of the<br />

identified performance criterion. Previously, the<br />

foreign professors who did not perform satisfactorily<br />

were terminated. Similarly any complaint regarding<br />

their performance is thoroughly inquired.<br />

artist once grown up. Here in<br />

PIFD, grownups are nurtured to<br />

excel and blossom into artists<br />

and professionals and live their<br />

dreams. Their designs are not<br />

only their ideas but they are<br />

taught all the steps from design<br />

sketching, to cutting, pattern<br />

making, draping till the final<br />

stitching and display of the<br />

product, be it apparel, jewellery<br />

or footwear.<br />

technical skills for creating<br />

products for the mature global<br />

for training which is the foremost<br />

Federation of Fashion Designers<br />

in 1927. PIFD works with them<br />

intensively to formulate a fouryear<br />

PIFD is further exploring training<br />

opportunities in ceramic and<br />

glassware in Italy and Sweden<br />

where Prof. Hina Tayyaba<br />

recently managed to negotiate<br />

training for faculty members and<br />

technical staff. The atmosphere<br />

at the Institute is of single<br />

minded and focused learning in<br />

a field where no one can be<br />

forced in and must definitely<br />

come with commitment and<br />

sheer love for the chosen<br />

rate of 100 per cent can be<br />

A meeting of the National Curriculum Revision<br />

Committee in Marine Sciences was recently held at<br />

<strong>HEC</strong> Regional centre, Karachi to finalize the draft<br />

curriculum.<br />

Dr. Pirzada Jamal Siddiqui, Director, centre of<br />

Excellence in Marine Biology, University of Karachi<br />

and Dr. Naureen Aziz Qureshi, Dean, University of<br />

Veterinary and Animal Sciences, Lahore Karachi<br />

acted as Convener and Secretary of the Committee,<br />

respectively.<br />

“Growing world population emphasizes the ability of<br />

our society to produce food, energy and water from<br />

oceans to help sustain our basic needs. Advances in<br />

technology, will improve our ability to derive food,<br />

drinking water and energy sources from the oceans<br />

and use the same for waste disposal, and<br />

transportation. Due to growing concern for<br />

protection and prudent use of our natural resources,<br />

there is an increasing need for skilled personnel who<br />

can organize and control the development of marine<br />

resources and activities,” he said.<br />

After consulting the existing curricula of Marine<br />

Sciences followed by local as well as foreign<br />

universities of technologically advanced countries,<br />

the Committee reviewed the courses, their contents<br />

and recommended books and suggested changes in<br />

the contents, text as well as reference books.<br />

After detailed deliberation a unified draft curriculum<br />

for BS four-year programme in Marine Science was<br />

The 15 meeting of the first batch of Quality<br />

Enhancement Cells was recently held at <strong>HEC</strong><br />

Regional Centre, Peshawar, wherein QECs discussed<br />

the implementation status of <strong>HEC</strong>'s self-assessment<br />

model at their respective universities. A training<br />

session for skill enhancement of the Cells in the field<br />

of quality education was also a part of the meeting.<br />

The closing session of the meeting was presided<br />

over by the Vice Chancellor, KPK Agricultural<br />

University, Peshawar. In his address, the Vice<br />

Chancellor emphasized the importance of quality in<br />

higher learning and shared his thoughts with regard<br />

to quality enhancement practices in his University.<br />

<strong>HEC</strong> through Quality Assurance Agency is actively<br />

involved in strengthening both internal and external<br />

assurance processes in the institutes of higher<br />

learning in the country. Improvement in the quality<br />

of higher education has been one of the core<br />

strategies of <strong>HEC</strong> since its inception.<br />

In this regard, a number of steps have been taken<br />

including the integration of the concept of quality<br />

assurance in higher learning to achieve enhanced<br />

levels of international compatibility. For this<br />

purpose, the internationally accepted best practices<br />

relating to both internal and external quality<br />

assurance have been introduced in the higher<br />

learning sector of the country and these involve<br />

where she presented her paper entitled “Clause<br />

quality criteria, processes and capacity building.<br />

Activities include programme self-assessment at<br />

one end to institutional performance review by<br />

peers at the other end.<br />

Internal quality assurance mechanism is being<br />

managed through Quality Enhancement Cells that<br />

are being established in a phased manner in all<br />

public and private universities. From the initial 10<br />

QECs established in 2005, the number has now<br />

increased to 84. The model of quality assurance put<br />

in place nationally in 740 programmes, so far, will<br />

encompass all the programmes of institutes of<br />

higher learning thereby helping in improving the<br />

programme quality and enhanced student learning.<br />

<strong>HEC</strong> has facilitated the universities by providing<br />

guidelines, trainings, awareness seminars and<br />

workshops. This initiative has gained such a<br />

momentum that now universities themselves are<br />

active on their own and are taking quality assurance<br />

of their academic programmes as one of their top<br />

priorities.<br />

Parallel to the internal quality assurance<br />

mechanism, <strong>HEC</strong> has also trained a group of Quality<br />

Enhancement Cells on QAA UK model of Institutional<br />

Performance Review.<br />

Air University Wins INSPIRE Grant<br />

receive £ 41,989, will administer a research project<br />

entitled "Development of a universal micro-sensor<br />

for the measurement of performance of power and<br />

energy systems."<br />

At the same time, it will facilitate the adoption of<br />

some of Cambridge University's specialist<br />

undergraduate and graduate level engineering<br />

NACTE Workshop/Seminar on<br />

Accreditation of Teacher <strong>Education</strong> Programmes<br />

A capacity building workshop on Accreditation of<br />

Teacher <strong>Education</strong> Programmes was recently<br />

organized by the National Accreditation Council for<br />

Teacher <strong>Education</strong> (NACTE) at Lahore in<br />

collaboration with UNESCO for the staff of teacher<br />

education institutions of Punjab and KPK.<br />

The purpose of the workshop was to guide and<br />

facilitate the staff of teacher education institutions<br />

to conduct internal evaluation of their own<br />

programmes, prepare self-evaluation report, and<br />

f a c i l i t a t e a n d p r e p a r e f o r e x t e r n a l<br />

audit/accreditation by NACTE.<br />

Dr. Allah Bakhsh Malik, Secretary, Literacy and Non-<br />

Formal <strong>Education</strong> was the chief guest on the<br />

occasion. While addressing the participants, he<br />

said, “Teachers are the agents of change and we<br />

must focus on their quality if we want to improve the<br />

quality of education.” He appreciated the efforts of<br />

NACTE to bring quality in teacher education.<br />

Dr. Munawar Mirza, Chairperson NACTE, explained<br />

the background of the Council's establishment, its<br />

mandate and benefits of accreditation. She<br />

explained how a national body like NACTE can<br />

facilitate uniformity of standards as envisioned in<br />

th<br />

18 amendment regarding entrusting standards of<br />

higher education and all professions to the national<br />

bodies.<br />

NACTE also conducted a one-day seminar on the<br />

awareness of Accreditation of Teacher <strong>Education</strong><br />

Programmes for improvement in quality at<br />

Islamabad. The participants from Islamabad,<br />

Punjab, KPK, Gilgit-Baltistan, and AJK attended the<br />

seminar. The main purpose was to sensitize the<br />

stakeholders including teacher education<br />

institutions, provincial authorities of teachers and<br />

media about quality of teacher education.<br />

Dr. Nazir Ahmed Sangi, Vice Chancellor, Allama Iqbal<br />

Open University was the chief guest. He highlighted<br />

the importance of quality in education. Dr.<br />

Munarwar Mirza, Chairperson NACTE, emphasized<br />

the importance of such seminars to bring awareness<br />

about the significance of accreditation of the<br />

teacher education programmes.<br />

Dr. Irshad A. Farukh, Secretary NACTE, shared<br />

mission, scope and TORs of the Council with the<br />

participants. Mr. Fida Hussain, Director General,<br />

Quality Assurance Agency, <strong>HEC</strong> gave a brief account<br />

on the activities of <strong>HEC</strong> in general and the role of<br />

QAA in particular in bringing quality in the higher<br />

education institutions.<br />

NACTE plans to conduct another such seminar in<br />

Karachi for Balochistan and Sindh regions in June<br />

<strong>2011</strong>.<br />

Course on Testing and Evaluation for<br />

College Faculty at Tandojam<br />

The first one-month course on<br />

Testing and Evaluation was<br />

organized by <strong>Higher</strong> <strong>Education</strong><br />

<strong>Commission</strong>'s English Language<br />

Teaching Reforms (ELTR)<br />

project under its Phase-II at<br />

Sindh Agriculture University<br />

(SAU), Tandojam. Twenty two<br />

college teachers of nearby areas<br />

attended the course.<br />

The main objective of the course<br />

was to enable teachers to<br />

understand the goals, concepts,<br />

principles and concerns of<br />

language testing, assessment<br />

and evaluation. It provided<br />

teachers an opportunity to<br />

design and construct useful<br />

language tests for assessment<br />

and evaluation.<br />

It also focused to align<br />

assessment procedures to the<br />

learning objectives of the new<br />

English curriculum for the fouryear<br />

undergraduate programme<br />

a n d t w o - y e a r m a s t e r s<br />

programme, train faculty to<br />

develop and adapt materials for<br />

assessing the four language<br />

skills and language/literature<br />

based text materials and, most<br />

importantly, create innovative<br />

assessment strategies for<br />

testing of teaching/ learning<br />

Dr. Iftikhar Hussain Bukhari has assumed the charge of Chairman, Department of Chemistry,<br />

Government College University, Faisalabad. After receiving his PhD in Inorganic Chemistry<br />

from Bahauddin Zakariya University, Multan in 2003, Dr. Bukhari did his Post-Doctoral<br />

Research from Saudi Arabia. He is Associate Secretary, Chemical Society of Pakistan (Punjab<br />

Chapter). He is also an <strong>HEC</strong> approved PhD Supervisor.<br />

University (QAU) Alumni<br />

officials and scholarship holders.<br />

The Association has awarded 36<br />

scholarships to the enrolled<br />

remote/hard areas of Pakistan in<br />

the fields of Social and Natural<br />

Sciences. These scholarships<br />

have been donated by senior<br />

alumni members.<br />

Through a recently signed<br />

Understanding, QAU and the<br />

Alumni Association agreed to<br />

extend cooperation for the<br />

benefit of present and old<br />

students of the University. It was<br />

decided that the Alumni<br />

Association would offer need<br />

based scholarships to the<br />

UAF Redevelops Wheat Thresher<br />

The University of Agriculture, Faisalabad (UAF) has<br />

redeveloped a wheat thresher by using the reverse<br />

engineering process, decreasing the cost of<br />

production at Rs. 50000 of the said machine and<br />

reducing 300 kilograms in its weight. It also saves<br />

1.5 liter of fuel per hour and work with improved<br />

efficiency.<br />

The University also redeveloped a wheat chopper<br />

reducing the prices of the chopper Rs. 75000 and<br />

decreasing 500 kilograms of its weight. The thresher<br />

and chopper aim at making the machines at par with<br />

international standards and to make it affordable for<br />

a common farmer. It was recently revealed at the<br />

inaugural ceremony of the machines at the Post<br />

Graduate Agricultural Research Station (PARS), UAF.<br />

Dr. Muhammad Ashfaq, Dean, Faculty of Agriculture<br />

was the chief guest.<br />

Dr. Muhammad Iqbal, Principal Investigator and<br />

Muhammad Azam Khan, co-PI from the University<br />

along with his team carried out the work under the<br />

project Skill Development Inverse Engineering Agri<br />

Machinery, UAF.<br />

Addressing the gathering, Dr. Ashfaq congratulated<br />

the researches and pinned hope that the<br />

researchers will put their best and will work to give<br />

the nations gifts of the more state-of-the-art<br />

Dr. Iqbal briefed the participants about the features<br />

of the said machines. Dispelling the impression that<br />

heavy-weight thresher is more efficient, he stressed<br />

the need to dismantle the idea and urged the<br />

participants to determine the efficiency purely on<br />

the basis of science.<br />

UAF Project to Improve<br />

Quality of Processed Fruit<br />

The University of Agriculture,<br />

Faisalabad (UAF) is working on a<br />

research project for the<br />

development and optimization<br />

of edible coatings for food<br />

applications with objective to<br />

improve the quality and shelf life<br />

of whole and minimally<br />

processed fruit.<br />

In this regard, Dr. Masood Sadiq<br />

Butt and his team at the National<br />

Institute of Food Science and<br />

Technology (NIFSAT), UAF are<br />

engaged in an <strong>HEC</strong> sponsored<br />

research project, in which fresh<br />

fruit like apple, mango,<br />

strawberry, melon and apricot<br />

will be subjected to an array of<br />

edible coating treatments<br />

primarily with the aim to<br />

i m p r o v e t h e n u t r i t i o n a l<br />

attributes and extend the shelf<br />

life of fresh horticultural<br />

produce.<br />

The project will be an attempt to<br />

serve the farmer community to<br />

reap more profit from their crop<br />

by the export of fruit that in<br />

other case would go waste due<br />

to their perishable nature and<br />

v u l n e r a b i l i t y t o w a r d s<br />

environmental extremes.<br />

The essence of this research<br />

project is to reduce the losses in<br />

the fresh commodities thereby<br />

facilitating the stakeholders<br />

related to fruit business, and<br />

u l t i m a t e l y f a r m e r s a n d<br />

c o n s u m e r s w i l l b e t h e<br />

beneficiaries.<br />

The findings of instant<br />

investigation will encourage<br />

growers, processors and<br />

exporters to divert towards the<br />

novel technique of edible<br />

coating to extend the shelf life of<br />

fruit which in turn help generate<br />

foreign exchange.<br />

Dr. Altaf Shaikh Joins Isra University as Pro-Vice Chancellor<br />

Prof. Dr. Altaf Ali G. Shaikh has joined Isra University, Islamabad as Pro-Vice Chancellor. A PhD in<br />

Semi-Conductor Physics from Germany, Dr. Shaikh has over 38 years of experience of teaching,<br />

research and administration. He was a professor at University of Sindh, Jamshoro when he was<br />

appointed as Director General at erstwhile University Grants <strong>Commission</strong> (UGC) and he retired<br />

from <strong>HEC</strong> as Member (Academics). He also headed various Boards of Secondary <strong>Education</strong>. He<br />

is also Member of the Board of Trustees of the Pakistan Science Foundation, Islamabad.<br />

Quaid-e-Azam University<br />

Twenty two scholarships have been allocated<br />

to the Quaid-e-Azam University (QAU),<br />

Islamabad, under a recent agreement signed<br />

between USAID and <strong>Higher</strong> <strong>Education</strong><br />

<strong>Commission</strong> for the MBA session <strong>2011</strong>.<br />

The scholarship programme for session <strong>2011</strong><br />

is focused toward students belonging from<br />

rural areas especially the female students.<br />

The University Diagnostic Laboratory (UDL), University of<br />

Veterinary and Animal Sciences (UVAS), Lahore organized<br />

a one-month training programme entitled “Laboratory<br />

Assisted Disease Diagnostic Techniques” for professionals<br />

working under Central Veterinary Diagnostic Laboratory<br />

(CVDL), Livestock Department, Government of Sindh.<br />

These professionals were from several of its branches<br />

established in Tando Jam, Korangi and Landi, Karachi,<br />

Mithi, Noushero Feroze, Tharparker and Larkana.<br />

Dr. Aslam Pervez Umrani, Director, CVDL admired the role<br />

of <strong>HEC</strong> in funding UDL where state-of-the-art modern<br />

diagnostic facilities are available for farmers' help and for<br />

training purposes. He showed keen interest in acquiring<br />

UDL expertise in vaccine production and disease<br />

diagnostics for further improvement of Sindh's livestock<br />

sector, which is badly affected by emerging and reemerging<br />

infectious diseases of livestock and poultry.<br />

Speaking at the inaugural session, Dr. Masood Rabbani,<br />

Director, UDL described the objectives of the training. He<br />

said that such trainings will help the trainees in improving<br />

their practical skills in field of veterinary disease<br />

diagnostics.<br />

The participants were trained in workable models of<br />

running a disease diagnostic laboratories, good laboratory<br />

practices (GLPs), laboratory management system (ISO<br />

17025), International Standards for Bio-Risk Management<br />

CWA 15793, Clinical Hematology, Blood Chemistry, Faecal<br />

and Blood Parasite detection, Histopathology of Tissues,<br />

Performance of ELISA for detection antibodies against<br />

FMDV / Brucella abortus, Cell Culture Technique, Isolation<br />

of bacterial isolates, PCR for Confirmation of Mycoplasma<br />

gallisepticum, and Bioinformatics.<br />

<strong>HEC</strong>, in partnership with the US Government,<br />

initiated a Merit and Needs Based Scholarship<br />

programme, which aims to provide assistance<br />

to talented but needy students who are<br />

unable to continue their higher education<br />

because of financial disadvantages. These<br />

scholarships are available since 2004 in the<br />

field of Business Administration and<br />

Agriculture at 11 participating universities/<br />

institutions including QAU.<br />

To review the progress of already enrolled<br />

students under the programme, a delegation<br />

of USAID and <strong>HEC</strong> visited QAU. The<br />

delegation included Ms. Asima Rahman<br />

<strong>Education</strong> Management, <strong>Education</strong> Specialist<br />

USAID and Ms. Khola Arooj, USAID along with<br />

<strong>HEC</strong> officials. The monitoring team also noted<br />

the issues being faced by the scholarship<br />

beneficiaries and assured the early solution of<br />

their issues.<br />

Speaking on the occasion Dr. Masoom<br />

Yaseenzai, Vice Chancellors QAU said that this<br />

is the excellent opportunity for those talented<br />

students especially females who are unable to<br />

continue their higher education because of<br />

financial problems.<br />

The Quaid-e-Azam University is one of the<br />

participating universities, from where 66<br />

needy students have received scholarships<br />

for MBA and 49 have successfully completed<br />

their degree under this programme. To date,<br />

the programme has awarded 1,341<br />

scholarships to financially needy students.<br />

The goal of the programme is to award a total<br />

of 1,807 scholarships through the eight year<br />

life of the project.<br />

construct 50 houses of local<br />

material bamboo, lime, mud and<br />

stone, with the help of<br />

community participation.<br />

flood affected people under the<br />

heritage foundation and<br />

architect for humanity, met Dr.<br />

consisting of 27 volunteer<br />

Control, respectively.<br />

In the first session, Dr. Aftab Mohsin spoke on the<br />

surveillance and monitoring of HCV in Pakistan. He<br />

said Pakistan needs to acquire the Integrated<br />

speakers in the second session. He spoke about<br />

novel approaches for new treatment development<br />

and stressed upon the need to develop a non-toxic<br />

molecule inhibitors, immunomodulators and nucleic<br />

acid-base were in the pipeline.<br />

industrial mobilisation and other<br />

related reasons, the developing<br />

countries like Pakistan have<br />

become susceptible to health<br />

concerns.<br />

The swift rise in cases of<br />

Hepatitis C Virus (HCV) has<br />

already rung the alarm bells. It is<br />

therefore imperative that well<br />

thought-out efforts, both at<br />

individual and institutional<br />

levels, be made to eradicate this<br />

growing nuisance from the<br />

country.”<br />

epidemiology pattern and<br />

frequency distribution of HCV in<br />

Pakistan.<br />

He said that the specific<br />

objective of this study was to<br />

f i n d o u t t h e frequency<br />

distribution of Hepatitis C Virus<br />

in the country. He said that the<br />

changed HCV genotype pattern<br />

might have direct impact on HCV<br />

disease outcome and new<br />

therapeutic strategies may be<br />

Seminar on Nuclear Reactors at CAMP<br />

The Centre for Advanced Mathematics and Physics<br />

(CAMP), National University of Sciences and<br />

Technology, Islamabad organized a seminar on<br />

Nuclear Reactors. Dr. Khalid Rashid, a visiting faculty<br />

member at CAMP, was the resource person.<br />

Dr. Rashid has worked at Pakistan Atomic Energy<br />

<strong>Commission</strong> (PAEC) as Senior and Principal<br />

Scientist. His talk entitled “How Safe is Nuclear<br />

Power” was about the current issue of the threats<br />

from the nuclear radiations from Japanese nuclear<br />

power plants due to recent earthquake and tsunami.<br />

He also talked about Pakistani nuclear power plants,<br />

and discussed the harmful effects of use of sea<br />

water to get rid of nuclear waste in Japan. He said<br />

that the use of sea water for cooling, after the<br />

destruction of Japanese earthquake resistant<br />

cooling systems by tsunami, will ultimately affect<br />

the human beings by entering the food chains.<br />

significance of awareness of<br />

indicate that out of 77<br />

respondents only 38 per cent<br />

doctors are fully aware of this<br />

service whereas only 10.7 per<br />

cent referred patients to<br />

Occupational Therapy. The<br />

study emphasized on the need<br />

of proactive collaboration<br />

Therapists and doctors in the<br />

clinical field in order to get<br />

enhanced rate of referral to<br />

Occupational Therapy so that<br />

the patients with disability can<br />

Virtual University's 2 Convocation held at<br />

Rawalpindi, Karachi and Lahore<br />

The Virtual University of Pakistan organized the<br />

second convocation at three different locations i.e.<br />

Rawalpindi, Karachi and Lahore to facilitate the<br />

graduates in their respective areas. About 3000<br />

graduates who did their Bachelors and Masters from<br />

the University in Fall 2009 and Spring 2010 were<br />

awarded degrees on the occasion. Lap tops, gold<br />

medals and merit certificates were awarded to high<br />

achievers and distinctive graduates.<br />

In his welcome address, Dr. Naveed A. Malik, Rector,<br />

Virtual University highlighted the achievements of<br />

the University and emphasized the need to work<br />

selflessly for progress and betterment of the<br />

country. He said that enrolment in the University<br />

shows growth in every semester and current<br />

student strength stands at over 70,000. “This<br />

underlines the significant contribution of the Virtual<br />

All Pakistan Inter University<br />

Challenge held at IST<br />

The Institute of Space Technology (IST) recently<br />

organized the IST All Pakistan Inter-University<br />

challenge <strong>2011</strong>. The Institute has a history of<br />

organizing Twin City Inter University challenge for<br />

the last three years.<br />

Over 600 students of 40 universities from all over<br />

Pakistan participated in the event, which provided<br />

an opportunity to the students to interact, compete<br />

and share their ideas with each other.<br />

Pakistan Institute of Engineering and Applied<br />

Sciences (PIEAS), Islamabad won the bilingual<br />

declamation competition in both English and Urdu<br />

categories. NUST Business School, Islamabad,<br />

COMSATS Islamabad and EME College clinched first<br />

positions in the respective gaming contests of the E-<br />

Gaming competition, a demonstration of virtual<br />

skills of youth. The best documentary title went to<br />

the University of Gujrat.<br />

University of the Punjab, Lahore and PIEAS stood<br />

first in Essay Writing Competition, English and Urdu,<br />

respectively. University of the Punjab also won the<br />

title of All Rounder Quiz Competition.<br />

International Disaster<br />

Management Exhibition at UoP<br />

A two-day International Disaster Management<br />

Exhibition was held at the University of Peshawar<br />

wherein 66 stalls from various national and<br />

international disaster management organizations<br />

were on display for creating awareness about<br />

disaster management and take benefit from people<br />

at work and professionals of disaster management.<br />

The exhibition was jointly organized by University of<br />

Peshawar, UNDP and National Disaster Management<br />

Authority.<br />

Toshihiro Tanaka, Country Director, UNDP<br />

inaugurated the exhibition. Addressing the<br />

ceremony, he applauded the National Disaster<br />

Management Authority for its leadership from the<br />

onset of the 2010 floods and for its successful<br />

formulation and passing of the Disaster<br />

Management bill.<br />

He said that disasters in Pakistan have push more<br />

and more people in vulnerable conditions. “At this<br />

juncture, the response to disaster can have<br />

profound impact on long term recovery, especially<br />

for those who are already among the most<br />

vulnerable,” he added.<br />

Conference at<br />

SZABIST Karachi<br />

Shaheed Zulfikar Ali Bhutto Institute of Science<br />

and Technology (SZABIST) held the 17 National<br />

Research Conference (NRC) at its Karachi<br />

campus. Over 80 research papers on<br />

Management, Social Sciences, Economics and<br />

Computing were presented by scholars from all<br />

over Pakistan in six parallel sessions.<br />

Dr. Atta-ur-Rahman, Ex Chairman <strong>HEC</strong>, was the<br />

chief guest. Speaking on the occasion, he said<br />

that a nation could not progress by building<br />

dams, structures or powerhouses but by<br />

investing in its children.<br />

He added that science is the most important<br />

discipline for research, followed by social<br />

s c i e n c e s a n d t h e n i n n o va t i o n a n d<br />

entrepreneurships.<br />

Appreciating the initiative of research by private<br />

universities, he said this needs to be encouraged<br />

as hardly any research is being done by the<br />

private sector in the country. He cited the<br />

example of the United States where the private<br />

sector does most of the research.<br />

Dr. Amanat Ali Jalbani, Vice President, SZABIST<br />

said that education is the key to development<br />

and lays foundation for economic growth. He<br />

mentioned that research is a capability<br />

development tool for the educationist,<br />

researchers and students.<br />

Dr. Mustaghis ur Rahman, Technical Chair of the<br />

NRC and the Coordinator of the MS/PhD<br />

programme at SZABIST, said that SZABIST<br />

started its MS and PhD programme in the year<br />

2000 and since then research is a regular part of<br />

the Institute's curriculum even at Bachelor and<br />

Master level.<br />

He further said the University has a bi-annual<br />

journal “Journal of Independent Studies and<br />

Research (JSIR)” that publishes 20-25 best<br />

selected and peer-reviewed papers annually.<br />

The University of Veterinary and<br />

Animal Science (UVAS) held its<br />

third convocation recently.<br />

Dr. Muhammad Nawaz, Vice<br />

Chancellor, UVAS said that the<br />

distinction of the first Islamic<br />

World veterinary university<br />

which deals with the veterinary<br />

science subjects. He said that<br />

university has got tremendous<br />

improvement as against last<br />

convocation when only five<br />

scholars earned PhD, “today 26<br />

scholars are being conferred<br />

PhD degrees.”<br />

DUHS Seminar on Insulin Therapy<br />

The National Institute of Diabetes and<br />

Endocrinology (NIDE), Dow University of Health<br />

Sciences (DUHS), Karachi recently organized a<br />

seminar on “Insulin Therapy” to create awareness<br />

among the masses. Prof. Ghulam Asghar Channa,<br />

Registrar, College of Physicians was the chief guest.<br />

The scientific session was addressed by renowned<br />

Diabetologists and Endocrinologists, Prof. M. Zaman<br />

Shaikh and Prof. Muhammad Masroor.<br />

In his welcome address, Prof. Masood Hameed<br />

Khan, Vice Chancellor, DUHS said that proper<br />

control of diabetes can prevent or delay the longterm<br />

complications. He stressed the need for<br />

concerted and coordinated efforts towards<br />

preventing diabetes and minimizing its<br />

consequences at patient, community and<br />

government levels.<br />

Prof. Zaman Shaikh, Director NIDE, highlighted the<br />

role of insulin, explaining that Insulin Therapy aims<br />

to replicate the normal physiological insulin<br />

response. He said that insulin is essential not only<br />

for the health of diabetics, but is needed to save life<br />

of persons with type 1 diabetes. He stressed that<br />

much awareness is needed for the proper and<br />

accurate use of insulin. He informed the audience<br />

that Analogue Insulin which controls sugar after diet<br />

is also available in the markets now.<br />

“In near future, insulin can be used in the form of<br />

tablets, capsules, spray and inhalers.” While<br />

educating the audience on the control of diabetes,<br />

Prof. Masroor said that Insulin is an effective<br />

medication for the diabetic patients as compared to<br />

oral medicines, but most patients have phobia in its<br />

usage.<br />
