“Request for guidance: Application of AM0015 (and AMS-I.D) in Brazil” 230<br />

asked for the following two deviations: (i) electricity system boundary for Brazil<br />

be restricted to National Electricity System Operator (ONS), and (ii) average<br />

plant efficiency of power plants by fuel types be used in stead of actual fuel<br />

consumption. These two deviations are due to the fact that (i) the ONS dataset<br />

does not include power plants that are locally dispatched and the data for the<br />

remaining plants is not publicly available, and (ii) the fuel consumption data of<br />

the relevant power plants is not publicly available.<br />

The first deviation was accepted based on the following justifications:<br />

• ONS represents about 80% of the total installed capacity; and<br />

• The remaining plants outside ONS were unlikely to be affected by the<br />

project because they were operating based on power purchase agreements<br />

which were not under control of the dispatch authority, or located in noninterconnected<br />

systems to which ONS has no access. 231<br />

The second deviation was not accepted for calculation of the BM emission factor<br />

because it would not lead to conservative estimation of emission reductions.<br />

Instead, the EB recommended the use of conservative proxy for power plant<br />

efficiencies to calculate the BM emission factor for grid electricity in Brazil:<br />

• Combined cycle gas turbine power plants: 50%<br />

• Open cycle gas turbine power plants: 32%<br />

• Sub-critical coal power plants: 33%<br />

• Oil based power plant sub-critical oil boiler: 33%<br />
