to critical problems during the development of the PDD (see box 44). If<br />
the project demonstrates that its combined baseline scenario is part of the<br />
list provided by ACM0006, then it may use this methodology. Otherwise,<br />
they may submit a new baseline scenario to the MP for approval (see box<br />
45). In addition, project proponents should check whether the procedures<br />
to calculate the emissions reductions stemming from the project apply to<br />
the project’s context. If the calculation methods provided by ACM0006 do<br />
not fully suit the context of the project, a revision or deviation should be<br />
requested.<br />
Box 44: Inaccurate assessment of the baseline scenario<br />
In the case of project 0552, “16 MW Bagasse based cogeneration plant”, the EB<br />
observed contradictions between the chosen baseline scenario – “existing unit(s)<br />
are only fired with biomass” – and the proposed project scenario – “cogeneration<br />
plant uses bagasse as fuel … along with some coal co-fired”. In turn, the project<br />
was not able to use the approved methodology and was subsequently withdrawn<br />
from the <strong>CDM</strong> pipeline.<br />
