A NEW FIVE-YEAR PLAN<br />

Knowledge Transfer <str<strong>on</strong>g>and</str<strong>on</strong>g> Partner Relati<strong>on</strong>s Department<br />

engaged in extensive c<strong>on</strong>sultati<strong>on</strong> with stakeholders <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

partners as groundwork for <str<strong>on</strong>g>the</str<strong>on</strong>g> Institute’s next <str<strong>on</strong>g>research</str<strong>on</strong>g><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> expertise program. As recommended by <str<strong>on</strong>g>the</str<strong>on</strong>g> External<br />

Evaluati<strong>on</strong> Committee, <str<strong>on</strong>g>the</str<strong>on</strong>g> new plan will span five years<br />

ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than three to ensure a better fit with <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>research</str<strong>on</strong>g><br />

cycles.<br />

To this end, <str<strong>on</strong>g>the</str<strong>on</strong>g> IRSST increased <str<strong>on</strong>g>the</str<strong>on</strong>g> number of its meetings<br />

with its various parties, during which it collected <str<strong>on</strong>g>the</str<strong>on</strong>g>ir<br />

feedback <strong>on</strong> very specific <str<strong>on</strong>g>research</str<strong>on</strong>g> issues, while noting<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>ir main c<strong>on</strong>cerns <str<strong>on</strong>g>and</str<strong>on</strong>g> needs in terms of knowledge. This<br />

formula promoted more in-depth exchanges that became a<br />

major source of inspirati<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> development of <str<strong>on</strong>g>the</str<strong>on</strong>g> 2012-<br />

2016 five-year plan.<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> storage) all had <str<strong>on</strong>g>the</str<strong>on</strong>g> opportunity to propose possible<br />

avenues of <str<strong>on</strong>g>research</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> to offer <str<strong>on</strong>g>the</str<strong>on</strong>g>ir comments about <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

main <str<strong>on</strong>g>research</str<strong>on</strong>g> directi<strong>on</strong>s suggested by <str<strong>on</strong>g>the</str<strong>on</strong>g> IRSST.<br />

By focusing <strong>on</strong> open communicati<strong>on</strong> channels <str<strong>on</strong>g>and</str<strong>on</strong>g> close<br />

links with its partners, <str<strong>on</strong>g>the</str<strong>on</strong>g> Institute thus ensured that this<br />

new five-year plan would meet its partners’ expectati<strong>on</strong>s<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> address <str<strong>on</strong>g>the</str<strong>on</strong>g>ir preventi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> occupati<strong>on</strong>al rehabilitati<strong>on</strong><br />

c<strong>on</strong>cerns.<br />

A NEW INSTITUTIONAL<br />

EVALUATION<br />

For <str<strong>on</strong>g>the</str<strong>on</strong>g> sec<strong>on</strong>d time in <str<strong>on</strong>g>the</str<strong>on</strong>g> IRSST’s history, <str<strong>on</strong>g>the</str<strong>on</strong>g> performance<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> relevance of its activities were evaluated by an external<br />

evaluati<strong>on</strong> committee. Chaired by Gilles Dussault, director<br />

of <str<strong>on</strong>g>the</str<strong>on</strong>g> Health Systems Unit at <str<strong>on</strong>g>the</str<strong>on</strong>g> Institute of Hygiene <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Tropical Medicine, Universidade Nova in Portugal, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

committee is composed of Paul Demers, director of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Occupati<strong>on</strong>al Cancer Research Centre in Ontario, Michel<br />

Dumoulin, executive director at <str<strong>on</strong>g>the</str<strong>on</strong>g> Nati<strong>on</strong>al Research<br />

Council of Canada, Jacques Frém<strong>on</strong>t, director of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Internati<strong>on</strong>al Higher Educati<strong>on</strong> Support Program of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Open Society Foundati<strong>on</strong>s in New York, <str<strong>on</strong>g>and</str<strong>on</strong>g> Harri Vainio,<br />

director general of <str<strong>on</strong>g>the</str<strong>on</strong>g> Finnish Institute of Occupati<strong>on</strong>al<br />

Health (FIOH).<br />

After examining an assessment of <str<strong>on</strong>g>the</str<strong>on</strong>g> 2006-2010 period<br />

prepared by <str<strong>on</strong>g>the</str<strong>on</strong>g> IRSST, <str<strong>on</strong>g>the</str<strong>on</strong>g> External Evaluati<strong>on</strong> Committee<br />

(EEC) carried out its m<str<strong>on</strong>g>and</str<strong>on</strong>g>ate by holding numerous<br />

discussi<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> interviews with members of <str<strong>on</strong>g>the</str<strong>on</strong>g> Institute’s<br />

governing bodies <str<strong>on</strong>g>and</str<strong>on</strong>g> staff, external <str<strong>on</strong>g>research</str<strong>on</strong>g>ers, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

partners.<br />

In <str<strong>on</strong>g>the</str<strong>on</strong>g> fall of 2011, <str<strong>on</strong>g>the</str<strong>on</strong>g> ECC submitted its evaluati<strong>on</strong> report,<br />

including comments <str<strong>on</strong>g>and</str<strong>on</strong>g> suggesti<strong>on</strong>s. It found that <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Institute’s missi<strong>on</strong> was still relevant <str<strong>on</strong>g>and</str<strong>on</strong>g> that its c<strong>on</strong>tributi<strong>on</strong> to<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> health <str<strong>on</strong>g>and</str<strong>on</strong>g> well-being of Québec workers was “unique.”<br />

The ECC described <str<strong>on</strong>g>the</str<strong>on</strong>g> Institute’s 2006 launch of a strategic<br />

watch department <str<strong>on</strong>g>and</str<strong>on</strong>g> OHS statistical surveillance service<br />

as a major c<strong>on</strong>tributi<strong>on</strong> in terms of its capacity to establish<br />

<str<strong>on</strong>g>research</str<strong>on</strong>g> priorities <str<strong>on</strong>g>and</str<strong>on</strong>g> document needs. It recognized that<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> IRSST has a highly qualified <str<strong>on</strong>g>and</str<strong>on</strong>g> committed staff, as<br />

well as a broad network of external collaborators. However,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> IRSST must take prompt <str<strong>on</strong>g>and</str<strong>on</strong>g> comprehensive acti<strong>on</strong> to<br />

ensure <str<strong>on</strong>g>the</str<strong>on</strong>g> grooming of <str<strong>on</strong>g>the</str<strong>on</strong>g> next generati<strong>on</strong> of <str<strong>on</strong>g>research</str<strong>on</strong>g>ers<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> managers needed as a result of <str<strong>on</strong>g>the</str<strong>on</strong>g> staff retirements<br />

anticipated in <str<strong>on</strong>g>the</str<strong>on</strong>g> short <str<strong>on</strong>g>and</str<strong>on</strong>g> medium terms. This finding led<br />

to <str<strong>on</strong>g>the</str<strong>on</strong>g> recommendati<strong>on</strong> to reduce, merge, or drop certain<br />

<str<strong>on</strong>g>research</str<strong>on</strong>g> fields in order to prevent <str<strong>on</strong>g>the</str<strong>on</strong>g> loss of a critical mass.<br />

The EEC also advocated modifying <str<strong>on</strong>g>the</str<strong>on</strong>g> organizati<strong>on</strong>al<br />

structure to clarify lines of authority.<br />
