Fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r to an <strong>on</strong>going reflecti<strong>on</strong>, c<strong>on</strong>sultati<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
informati<strong>on</strong>-m<strong>on</strong>itoring process <strong>on</strong> this <str<strong>on</strong>g>the</str<strong>on</strong>g>me, a document<br />
defining an instituti<strong>on</strong>al positi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> exploring possible<br />
avenues of <str<strong>on</strong>g>research</str<strong>on</strong>g> was submitted to <str<strong>on</strong>g>the</str<strong>on</strong>g> Scientific<br />
Divisi<strong>on</strong>. An epidemiologist was recruited in 2009 to<br />
support this occupati<strong>on</strong>al cancer <str<strong>on</strong>g>research</str<strong>on</strong>g>. She was<br />
invited by CAREX Canada to sit <strong>on</strong> its scientific committee<br />
<strong>on</strong> occupati<strong>on</strong>al exposure to carcinogenic agents.<br />
During this time, studies aimed at painting an overall<br />
picture of exposure to carcinogens in <str<strong>on</strong>g>the</str<strong>on</strong>g> workplace<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> at estimating <str<strong>on</strong>g>the</str<strong>on</strong>g> number of cases of occupati<strong>on</strong>al<br />
cancers in Québec c<strong>on</strong>tinued, as did an epidemiological<br />
study <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> causes of cancer-related deaths of workers<br />
in <str<strong>on</strong>g>the</str<strong>on</strong>g> n<strong>on</strong>-ferrous metal smelting <str<strong>on</strong>g>and</str<strong>on</strong>g> refining industry. A<br />
literature review <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> carcinogenicity of trichloroethylene<br />
(TCE) was published, <str<strong>on</strong>g>and</str<strong>on</strong>g> a review of <str<strong>on</strong>g>the</str<strong>on</strong>g> literature <strong>on</strong><br />
occupati<strong>on</strong>al cancers <str<strong>on</strong>g>and</str<strong>on</strong>g> shipyard workers was carried<br />
out for <str<strong>on</strong>g>the</str<strong>on</strong>g> Workplace Health, Safety <str<strong>on</strong>g>and</str<strong>on</strong>g> Compensati<strong>on</strong><br />
Commissi<strong>on</strong> (WHSCC) of Newfoundl<str<strong>on</strong>g>and</str<strong>on</strong>g>-Labrador. This<br />
study enlightened <str<strong>on</strong>g>the</str<strong>on</strong>g> Commissi<strong>on</strong> about <str<strong>on</strong>g>the</str<strong>on</strong>g> possible<br />
links between <str<strong>on</strong>g>the</str<strong>on</strong>g> occupati<strong>on</strong>al exposure of workers in<br />
shipyard-related trades <str<strong>on</strong>g>and</str<strong>on</strong>g> various types of cancer.<br />

DEVELOPING OHS-RELATED<br />
ECONOMIC INDICATORS AND ANALYSES<br />
The work begun <strong>on</strong> developing OHS-related ec<strong>on</strong>omic<br />
indicators gave rise to two studies. The first involved<br />
carrying out a literature review to obtain an overview of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
current status of knowledge <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> estimati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> direct<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> indirect costs of occupati<strong>on</strong>al injuries. The authors<br />
identified, defined, <str<strong>on</strong>g>and</str<strong>on</strong>g> classified <str<strong>on</strong>g>the</str<strong>on</strong>g> comp<strong>on</strong>ents of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
costs related to occupati<strong>on</strong>al injuries <str<strong>on</strong>g>and</str<strong>on</strong>g> described <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
different methods that can be used to estimate <str<strong>on</strong>g>the</str<strong>on</strong>g>se costs.<br />
The sec<strong>on</strong>d study tested <str<strong>on</strong>g>the</str<strong>on</strong>g> feasibility of developing<br />
ec<strong>on</strong>omic indicators by producing a profile of <str<strong>on</strong>g>the</str<strong>on</strong>g> costs of<br />
occupati<strong>on</strong>al injuries in <str<strong>on</strong>g>the</str<strong>on</strong>g> mining sector. Despite <str<strong>on</strong>g>the</str<strong>on</strong>g> fact<br />
that it would be difficult to carry out such exhaustive surveys<br />
for all ec<strong>on</strong>omic activity sectors, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>research</str<strong>on</strong>g>ers believed<br />
that even by limiting <str<strong>on</strong>g>the</str<strong>on</strong>g>mselves to <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>on</strong>ly data available,<br />
it would still be possible to come up with estimates<br />
representative of total injury costs for each ec<strong>on</strong>omic<br />
activity sector. In fact, a study is currently being c<strong>on</strong>ducted<br />
to explore <str<strong>on</strong>g>the</str<strong>on</strong>g> possibility of applying <strong>on</strong>e ec<strong>on</strong>omic indicator<br />
for occupati<strong>on</strong>al injuries to all industries, allowing <str<strong>on</strong>g>the</str<strong>on</strong>g>se<br />
injuries <str<strong>on</strong>g>the</str<strong>on</strong>g>n to be classified in order of importance based<br />
<strong>on</strong> costs.<br />
FACTORING IN THE IMPACT<br />
OF CLIMATE CHANGE ON OHS<br />
A working group was formed <str<strong>on</strong>g>and</str<strong>on</strong>g> a study carried out for <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
purposes of drawing up an overall picture of <str<strong>on</strong>g>the</str<strong>on</strong>g> possible links<br />
between climate change <str<strong>on</strong>g>and</str<strong>on</strong>g> OHS, developing a strategy<br />
for promoting nati<strong>on</strong>al <str<strong>on</strong>g>and</str<strong>on</strong>g> internati<strong>on</strong>al reflecti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
cooperati<strong>on</strong>, identifying <str<strong>on</strong>g>the</str<strong>on</strong>g> priority issues, <str<strong>on</strong>g>and</str<strong>on</strong>g> proposing<br />
avenues for future <str<strong>on</strong>g>research</str<strong>on</strong>g>. The IRSST also collaborated<br />
with <str<strong>on</strong>g>the</str<strong>on</strong>g> World Health Organizati<strong>on</strong> in this regard.<br />
The IRSST met with members of <str<strong>on</strong>g>the</str<strong>on</strong>g> Commissi<strong>on</strong><br />
nati<strong>on</strong>ale sur la participati<strong>on</strong> des travailleuses et<br />
travailleurs expérimentés de 55 ans ou plus (C55+).<br />
The Institute took <str<strong>on</strong>g>the</str<strong>on</strong>g> opportunity to provide an<br />
overview of work-related injuries by age group <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
highlighted <str<strong>on</strong>g>the</str<strong>on</strong>g> factors having an impact <strong>on</strong> older<br />
workers’ participati<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> workforce. It also pointed<br />
out that <str<strong>on</strong>g>the</str<strong>on</strong>g> age questi<strong>on</strong> should be tackled bearing in<br />
mind that pers<strong>on</strong>al development c<strong>on</strong>tinues throughout<br />
a pers<strong>on</strong>’s working life. For its part, <str<strong>on</strong>g>the</str<strong>on</strong>g> C55+ is<br />
interested in <str<strong>on</strong>g>the</str<strong>on</strong>g> IRSST’s work <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> transfer of skills<br />
from experienced to new workers.<br />
