Shared Concerns
The Departments of Health and Public
Welfare, since 1997, have worked
collaboratively to develop a statewide
system of care for persons having cooccurring
psychiatric and substance use
disorders, with the objective of providing
the most appropriate care, understanding
that neither set of disorders is primary or
secondary to the other.
Background (COSIG Executive Report)
• 1997-99 Mental Illness & Substance Abuse
Consortium (joint participation by OMHSAS and
DOH)
• 5 county pilot projects with 2 year evaluation
• Co-occurring State Incentive Grant (COSIG)
– Develop permanent statewide infrastructure to
support co-occurring service delivery
– Co-occurring State Advisory Committee (CODAC)
• 5 sub-committees (Screening & Assessment; Provider
Approval; Workforce Development; Data Integration;
Reimbursement)
Objectives in Bulletin: to…
• Move the entire BH system toward achieving
core competencies for serving persons with
CODs who are already in facility programs;
• Provide the framework for delineating objective
criteria for defining COD Competency;
• Describe the process for licensed facilities to
achieve COD Competency;
• Provide direction for County MH/MR programs
and SCAs in supporting development of COD
Competent programs in all facilities.
