• Project planning began in early 2000
• Application submitted in May 2001
• Funding awarded in August 2001
• Became part of the SAMHSA CO-SIG
Grant in 2003
Project Vision
Project Mission
• Persons with mental health & substance
use disorder have the opportunity to
exercise choice & control in their lives,
supported by a system of recovery that
integrates mental health & drug & alcohol
services into a behavioral health system of
care.
• “Blair County stakeholders” will implement
a plan to integrate mental health & drug &
alcohol services into a behavioral health
system of care for “persons with cooccurring
disorders”.
Phase I: Acquire an understanding of the
Comprehensive, Continuous, Integrated System
of Care (CCISC) Model which describes:
System Level Change
Efficient Use of Existing Resource
Incorporation of Best Practice Principles
Use of an Integrated Treatment Philosophy
Phase II: Contracted with ZiaLogic, Dr. Ken
Minkoff and Dr. Chris Cline, to provide advice
& training on the implementation of the CCISC
Model through consultation site visits:
Training on the COD Services Enhancement
Toolkits; COMPASS, CODECAT, CO-FIT
Training on Principles, Consensus Document, Sample
Case Studies and General Consultation
on County Work Plan & Provider Action Plans, Use of the
COMPASS Toolkit, Live Assessment Interview, Train-the
Trainers, Pharmacology Presentation
