COSIG Co-Occurring Disorders Conference, Hershey PA, May 15-17, 2006 MISA Continuum of Care Treatment Assessment Intensive Outpatient Outpatient Case Management Challenges Although MISA is an integrated project, funding streams remain distinct between mental health and drug/alcohol. This affects provider billing practices, data collection, and analysis of outcomes. MISA continuum is limited due to dual licensing requirement for providers. Few Board certified Child/Adolescent Psychiatrists available to provide direct services. Resource Coordination Administrative Intensive Challenges Medical Assistance requires ASAM for drug/alcohol treatment authorization and placement despite mental health diagnosis/classification. Formulating procedures to insure simultaneous assessment of psychiatric and addictive disorders. Accomplishments Providing Integrated services for adolescents within the framework of Mental Health and Drug and Alcohol Confidentiality Regulations. – Successful implementation of the targeted MISA Services – Expansion of MISA continuum – Integrated Assessment Protocols at CIU and BSU – Integrated SAP assessments – Integrated assessments at Youth Center as part of County Integrated Children’s Services Plan (ICSP) Development and implementation of appropriate, comprehensive continuing care plans, despite limited MISA provider network. Accomplishments Partnership with the Berks County Medicaid managed care entity for enhanced rates and inclusion of MISA screen in CCBHO contracts. Solidified the relationship between the Single County Authority, The Council On Chemical Abuse, and the Berks County Mental Health/Mental Retardation Program. Increased public and provider awareness of co-occurring disorders and integrated treatment models. 2

COSIG Co-Occurring Disorders Conference, Hershey PA, May 15-17, 2006 History BLAIR COUNTY’S CO-OCCURRING MENTAL HEALTH AND SUBSTANCE USE DISORDERS INITIATIVE Project Activities 2006 • Project planning began in early 2000 • Application submitted in May 2001 • Funding awarded in August 2001 • Became part of the SAMHSA CO-SIG Grant in 2003 Project Vision Project Mission • Persons with mental health & substance use disorder have the opportunity to exercise choice & control in their lives, supported by a system of recovery that integrates mental health & drug & alcohol services into a behavioral health system of care. • “Blair County stakeholders” will implement a plan to integrate mental health & drug & alcohol services into a behavioral health system of care for “persons with cooccurring disorders”. Phase I: Acquire an understanding of the Comprehensive, Continuous, Integrated System of Care (CCISC) Model which describes: System Level Change Efficient Use of Existing Resource Incorporation of Best Practice Principles Use of an Integrated Treatment Philosophy Phase II: Contracted with ZiaLogic, Dr. Ken Minkoff and Dr. Chris Cline, to provide advice & training on the implementation of the CCISC Model through consultation site visits: Training on the COD Services Enhancement Toolkits; COMPASS, CODECAT, CO-FIT Training on Principles, Consensus Document, Sample Case Studies and General Consultation on County Work Plan & Provider Action Plans, Use of the COMPASS Toolkit, Live Assessment Interview, Train-the Trainers, Pharmacology Presentation 1
