Project Proposal
For Services and Systems
Integration for Persons with Cooccurring
Mental Health and
Substance Abuse Disorders (MISA)
Introduction
Mercer County is located in Northwest
Pennsylvania along the Ohio border and the
corridors of Interstate Routes 79 and 80.
The County covers 672 square miles and is
considered a mixed urban/rural county with
a population of 122,254. The densest
urban area is Shenango Valley, which
consists of a cluster of small cities and
boroughs. Nearly 40% of the County’s
population lives in the Shenango Valley
which is within 20 miles of the greater
Youngstown-Warren, Ohio area.
Effective July 1, 1998, Mercer County
integrated the administration, coordination
and delivery of all publicly funded Drug and
Alcohol, Mental Health and Mental
Retardation services within the authority of
the private, nonprofit Mercer County
Behavioral Health Commission, Inc.
(MCBHC).

Mercer County Behavioral Health
Commission, Inc. is the Single County
Authority in Mercer County. Mercer County
began the Pilot in January 2002, and by
December 2005 had 385 consumers (81%)
enrolled in our program with a total of 477
consumers completing the SIIP. Not all
were able to come into the Pilot because of
incarceration, relocation, unable to contact,
etc.
