A. COD Mission & Philosophy
1. Mission statement & program philosophy which
incorporates an understanding of the “Principles of
Successful Treatment” approved by the governing body
of the facility.
2. Description of treatment modalities that include
consensus & evidence-based practices for ageappropriate
co-occurring treatment.
3. Quality improvement plan that monitors compliance with
program philosophies, treatment modalities, and
consumer satisfaction with services.
4. Co-occurring program performance measures linked to
the quality improvement activities.
B. COD Screening
The program shall:
1. Develop written procedures for screening for cooccurring
issues.
2. Identify staff qualified to provide screening.
3. Document staff training on screening procedures.
4. Utilize screening instruments that identify both
psychiatric and substance use disorders
All of these must apply to an adolescent population when
that is the population served by the facility.
C. COD Assessment Process
The program shall:
1. Develop written procedures for a strength-based
assessment process for co-occurring disorders.
2. Identify staff qualified to complete the assessment
process for individuals with CODs. (staff qualifications
& training documented)
3. Document staff training on the co-occurring disorder
assessment process. (dates, times, outline of training,
attendance sheets)

4. Utilize assessment instruments that address both
psychiatric and substance use disorders. (written
rationale for the use of all assessment instruments -
including youth-appropriate ones when the target
population)
5. Develop protocols for referrals to enhanced cooccurring
services. (if not available in the community,
consultation with local experts should be contracted
and documented)
D. COD Program Content
In addition to current licensed activities, the program shall
identify and describe specific co-occurring disorder
services that, at a minimum, include:
1. Stage of Change Interventions,
2. Motivational Enhancement Interventions,
3. Contingency Management,
4. Individual and Group Interventions,

6. Mental Health and/or Addiction
Education,
7. Medication Education,
8. COD Education for Individuals &
Families
9. COD Relapse Prevention, and
10. Access to Self-Help Recovery
Resources.
