Department of Public Welfare OMHSAS Medicaid $ - FFS - Managed Care ACT 152 BHSI CMHS Block Grant MH Licensing State Agencies SCAs MH/MR Department of Health BDAP SAPT Block Grant D&A Licensing Milestones Since 1997 Pennsylvania Departments of Health & Welfare collaboration: MISA Consortium County Pilot Projects COSIG award National Policy Academy COSIG Proposal • To affect statewide infrastructure change, building on existing resources, to support COD services • To create and test an approval process for providers to deliver co-occurring services • To develop a dedicated reimbursement mechanism for cooccurring services • To ensure core and advanced training curriculums and credentials are available to support workforce development • To identify a menu of screening and assessment instruments for co-occurring service utilization • To develop a process for data integration for behavioral health Two fold- COSIG Approach • Workforce Development – Credential development – State wide training • Program Development -- Program credentialing process – Increase door, increase access, improve quality 10
COSIG Co-Occurring Disorders Conference, Hershey PA, May 15-17, 2006 Co-Occurring Disorder Advisory Committee CODAC Sub-Committee Structure Purpose of CODAC • Stakeholder input to: • To examine policy and program issues impacting co-occurring service delivery • To recommend program and policy changes to support infrastructure development for integrated co-occurring service delivery • To reach consensus and support the infrastructure development projects • Screening and Assessment • Workforce Development • Provider Credentialing/Certification • Data Integration • Reimbursement • Others as identified by CODAC Workforce Development • Training – • Core Curriculum and Advanced Skill Sets • Co-Occurring Disorder Professional Credential • Competency Based • Experience and training • Clinical Staff Co-Occurring Disorder Professional Credential • The Departments of Health & Welfare and the Pennsylvania Certification Board (PCB) convened a stakeholder workgroup to develop the cooccurring credential • Developed a scope of practice for co-occurring professionals and requirements to meet the scope • Developed tasks, skill sets, and knowledge areas • Two year stakeholder process • 1000+ credentialed in first year Program Certification • Establishes Co-Occurring Disorder Competency Approval Criteria via Bulletin • Voluntary certification process for licensed providers who wish to be identified as COD competent, sanctioned and endorsed by the state. • Goal- to move the entire behavioral health system toward the achievement of core competency to serve individuals with co-occurring psychiatric and substance use disorders - to have to have all licensed mental health and substance abuse facilities become certified over time.
