COSIG Co-Occurring Disorders Conference, Hershey PA, May 15-17, 2006 Prison Populations • Schizophrenia without alcoholism - 7.2% • Schizophrenia with alcoholism - 17.2% • Schizophrenia with earlier homicide-25.8% • In 1997, more than 2.5 million arrests were made for alcohol offenses and more than 1.5 million arrests for drug offenses. • At least half of the adults arrested for major crimes (homicide, theft, assault), and more than eight in ten arrested for drug offenses, tested positive for drugs at the time of their arrest. • About half of the state prison inmates and 40% of federal prisoners incarcerated for committing violent crimes report that they were under the influence of alcohol or drugs at the time of their offense. • Three-quarters of all prisoners in 1997 were involved with alcohol or other drug abuse in someway during the time leading up to their current offense. • In one-half to two-thirds of homicides and serious assaults alcohol was present in the offender, the victim or both. • Alcohol and other drugs are often involved in rape and other sexual assaults. • It is estimated that up to 60% of sexual offenders were under the influence at the time of their offense. • From 1985 to 1995, the proportion of drug offenders in state prisons increased from 9% to 23%. • Drug offenders have accounted for more than one-third of the growth in the state prison population and more than 80% of the increase in the number of federal prison inmates since 1985. 2
COSIG Co-Occurring Disorders Conference, Hershey PA, May 15-17, 2006 • Estimates are between 25% to 50% of drug dependent individuals have a lifetime comorbid psychiatric disorder. • While the comorbidity rates for major psychiatric disorders are significant for non-institutionalized drug dependent individuals, they are even higher for individuals in treatment programs and even higher for prison inmates. • National Epidemiologic Studies that included a sample of prison inmates, found a comorbidity rate of 90% for antisocial personality, schizophrenia, and bipolar disorder among inmates dependent on alcohol or other drugs. (Regier et al, 1990) • A national survey of adults on probation conducted by the Bureau of Justice Statistics (BJS) indicated that while 41% of all adult probationers had substance abuse treatment as a condition of probation, only 7% were required to have psychiatric or psychological counseling. (BJS,1997) Commonalities of Lifestyles • Strong sense of non-accountability • Most clearly evident in situations where the individual is confronted by the negative consequences of his or her drug use and criminal behavior. • Individuals lack confidence in their ability to get their wants and desires met without drugs or crime; they seem more confident in the lifestyle than they are themselves. 3
