Recruiting experienced COD administrators and
line staff:
• Initially, there were very few individuals
available with experience in both fields
• Training requirements were/are high for D/A
and COD regulations
• Social service salaries are usually low

Once established COD program grew rapidly:
• Out stripped available staff
• Volume and intensity ‘burned’ staff out
• Constant ‘turn over’ of clients and staff
frustrating to continuity
• New ‘musts’ constantly being identified

Recommendations
Programs are ‘fee for service’:
• Some services are not reimbursable under
current system
• Reimbursements often don’t cover cost
• Simplify the regulatory process
• Simplify funding
• Continue to train and credential staff

• Reduce caseloads according to severity levels
and intensity of program
