The Chief Justice <strong>of</strong> <strong>the</strong> <strong>Virgin</strong> <strong>Islands</strong> <strong>Supreme</strong> <strong>Court</strong> speaks with <strong>the</strong><br />

President <strong>of</strong> <strong>the</strong> Conference <strong>of</strong> Chief Justices, <strong>the</strong> Honorable Christine<br />

Durham, prior to <strong>the</strong> opening ceremonies <strong>of</strong> <strong>the</strong> Midwinter Meeting in<br />

St. Thomas.<br />

HIGHLIGHTS OF MAJOR<br />

ACCOMPLISHMENTS IN<br />

SUMMARY<br />

• Achieved 132% clearance rate in case processing.<br />

• Successfully managed <strong>the</strong> reduced appropriation <strong>of</strong><br />

$6,916,174, ensuring that <strong>the</strong> <strong>Court</strong> met its statutory<br />

mandate effectively.<br />

• Completed renovations <strong>of</strong> No. 161B Crown Bay, St. Thomas,<br />

U.S. <strong>Virgin</strong> <strong>Islands</strong>.<br />

• Transitioned operations from No. 1000 Blackbeard’s Hill,<br />

St. Thomas, U.S. <strong>Virgin</strong> <strong>Islands</strong> to No. 161B Crown Bay, St.<br />

Thomas, U.S. <strong>Virgin</strong> <strong>Islands</strong>.<br />

• Completed state <strong>of</strong> <strong>the</strong> art audiovisual courtroom at No. 161B<br />

Crown, Bay St. Thomas, U.S. <strong>Virgin</strong> <strong>Islands</strong>.<br />

• Initiated renovations to <strong>the</strong> first floor <strong>of</strong> No. 18 Strand Street,<br />

Frederiksted, St. Croix, U.S. <strong>Virgin</strong> <strong>Islands</strong>.<br />

• Entered into a purchase agreement to procure 3.5 acres<br />

<strong>of</strong> land in Estate Golden Rock, Christiansted, St. Croix to<br />

construct a courthouse on St. Croix pursuant to law.<br />

• Implemented Phase II-Public Access <strong>of</strong> <strong>the</strong> Appellate Case<br />

Management System which enabled public access to <strong>the</strong><br />

<strong>Supreme</strong> <strong>Court</strong>’s docket.<br />

• Implemented Phase III-Chambers Processing Module <strong>of</strong><br />

<strong>the</strong> Appellate Case Management System which provides<br />

<strong>the</strong> justices with real time court data and facilitates <strong>the</strong> timely<br />

opinion processing.<br />

• Reviewed business processes to facilitate Phase-IV-Efiling <strong>of</strong><br />

<strong>the</strong> Appellate Case Management System.<br />

• Successfully implemented live streaming <strong>of</strong> <strong>Court</strong> sessions<br />

to <strong>the</strong> internet, with sessions <strong>the</strong>n being archived on<br />

<strong>the</strong> website.<br />

• Established <strong>the</strong> Commission on Judicial Conduct to<br />

administer a judicial discipline and incapacity system for<br />

judicial <strong>of</strong>ficers.<br />

• Adopted an Emergency Disaster Response Manual.<br />

• Initiated <strong>the</strong> development <strong>of</strong> <strong>the</strong> Continuity <strong>of</strong> Operations<br />

Plan (COOP) for <strong>the</strong> <strong>Supreme</strong> <strong>Court</strong> <strong>of</strong> <strong>the</strong> <strong>Virgin</strong> <strong>Islands</strong>.<br />

• Successfully hosted <strong>the</strong> Conference <strong>of</strong> Chief Justices for <strong>the</strong>ir<br />

Midwinter Meeting on January 30, <strong>2010</strong> to February 3, <strong>2010</strong>.<br />

• Filled fourteen (14) vacancies to facilitate improved court<br />

operations.<br />

• Held its first Summer Youth Employment Program,<br />

providing participants with valuable work experience,<br />

employment and social skills.<br />

• Trained court personnel in background investigations,<br />

courtroom security, tsunami disaster response, certified<br />

courtroom technology, Micros<strong>of</strong>t SharePoint, Micros<strong>of</strong>t<br />

Windows 2008 Administration, and Cisco switches<br />

and routers.<br />

• Completed <strong>the</strong> <strong>Supreme</strong> <strong>Court</strong> <strong>of</strong> <strong>the</strong> <strong>Virgin</strong> Island’s<br />

Strategic Plan.<br />

• Established relations with <strong>the</strong> Office <strong>of</strong> <strong>the</strong> Insular<br />

Superintendent in both districts to facilitate <strong>the</strong><br />

implementation <strong>of</strong> iCivics and Justice Files in<br />

<strong>the</strong> public school system.<br />

The three (3) heads <strong>of</strong> government, <strong>the</strong> Honorable John P. deJongh, Jr., <strong>the</strong><br />

Honorable Louis Patrick Hill, and <strong>the</strong> Honorable Rhys S. Hodge, share a<br />

light moment at <strong>the</strong> opening ceremonies <strong>of</strong> <strong>the</strong> Conference <strong>of</strong> Chief Justice<br />

Midwinter Meeting.<br />
