EDITORIAL<br />

Please do not forget the Club’s Annual General Meeting on Saturday 28 July 2007<br />

at the Clubrooms starting at 2:00pm. If you cannot be there please fill out and<br />

submit a proxy form to make sure your views are represented. This meeting was<br />

formally notified to all members in the last Haven. Please refer to the last Haven for<br />

the agenda. Extra copies of the last Haven have been placed in the magazine rack<br />

in the clubrooms just in case you have mislaid your copy. Extra Committee<br />

nomination forms and proxy forms have been placed in this copy of the Haven.<br />

A second Notice of a Motion for the AGM drafted by Steve Vines has also been<br />

included in this copy of the Haven.<br />

Since publication of the June Haven we have had one club member disagree with<br />

the committee recommendation to not offer any further loan agreement moorings.<br />

The committee wish to make it known that although the committee unanimously<br />

supports this recommendation it is still only a recommendation and members are<br />

welcome to speak against and vote against this motion at the AGM.<br />

Once more, please support the club by attending the July Cabaret, and please<br />

remember to buy your tickets well before the event so that we can plan the catering.<br />

We would hate to run out of food because everybody bought tickets too late.<br />

Mark Redman has resigned as bar manager as he is taking an extended holiday.<br />

Currently the committee are sharing around the duties of bar manager. The main<br />

elements of the job are the procurement of bar stock and rostering of volunteer<br />

members for bar duty. The club will pay for your training in the Responsible Serving<br />

of Alcohol, which is required before starting the job. This job is a volunteer position<br />

and you do not have to be a member of the committee. If you would like to<br />

volunteer and you believe you have the time and ability to do the job, please<br />

approach the committee.<br />

Committee Structure Review<br />

At last years AGM the membership instructed the committee to undertake a review<br />

of the structure of the current committee. The process began with discussion at<br />

several committee meetings and continued with a workshop open to all members<br />

early in May. The ideas generated at the workshop were then distributed to all<br />

committee members and workshop participants along with a suggested committee<br />

structure. Thereafter all members were given the opportunity to provide input.<br />

As a consequence of this consultation process a formal notice of a motion to be put<br />

at the forthcoming Annual general Meeting is contained herein.<br />

Notice of a motion to be put to the members at the forthcoming AGM<br />

That the relevant parts of the constitution of the St Kilda Boat Club be amended to<br />

provide for a changed committee structure and associated quorum requirements.<br />

The relevant parts to read thus:<br />

11.3 The committee shall be comprised of the Officers of the club pursuant to rule<br />

10.1, except the Public Officer, and six other Committee members all of whom shall<br />

be full members of the Club, and be eligible for appointment. The Committee shall<br />

be represented by the following positions: Commodore, Vice Commodore,<br />

Secretary, Treasurer, Mooring Master, Development and Maintenance Officer,<br />

Communications Officer, Social Officer, On Water Activities and Safety Officer and<br />

up to two Ordinary Committee members.<br />

14.4 A quorum for a Committee meeting shall be the greater of 4 members or half<br />

the number of filled committee positions, rounded down in the event of an uneven<br />

number, plus one.<br />

The motion is proposed by Steve Vines and seconded by Dean Charlesworth.<br />

The following is a dot point list noting the issues raised during the consultation<br />

process.<br />

• The SKBC committee structure remains essentially unchanged from the club’s<br />

inception 40 years ago, despite significant socio/political changes over this<br />

time.<br />

• The current SKBC committee structure is an entirely function based one that<br />

limits opportunities for members who would like to contribute but are reluctant<br />

to take on a functional role in the first instance.<br />

• While the majority of the current committee positions are clearly appropriate<br />

some of the functional committee positions are not reflective of current<br />

realities.<br />

• To some extent the issues that gave rise to the request from the AGM for a<br />

review process can be tackled using existing provisions of the constitution. In<br />

particular the provision for the appointment of sub-committees and the cooption<br />

of persons to assist on particular projects.<br />

• To move forward will require amendments to the SKBC constitution.<br />

The effect of this change would be twofold. Firstly the outdated functional roles will<br />

be revamped and secondly positions are created to allow for committee positions<br />

not specifically described by function. A further point worth noting is that however<br />

the Committee ends up being structured its ability to form subcommittees of<br />

members to address specific issues should be clearly understood and exercised<br />

where appropriate.<br />

Please make every effort to make it to the AGM and get involved in discussing this<br />

motion.<br />

POWER<strong>BOAT</strong> NEWS<br />

The winners of the yearly biggest fish for 06 to 07 are as follows:<br />

Please note that trophies will be presented at the cabaret on July 14 th by the<br />

Commodore.<br />

There have been a few whiting caught over the last 3 weeks but only small numbers<br />

over the legal length of 31cm. Next year should be good as there are plenty of fish<br />

between 28 and 31cm to throw back.<br />

I hope to catch up with you at the Xmas in July Cabaret.<br />

GALLEY NEWS<br />

Guest cooks are still most welcome. Shelby Basset will be guest cook on 20th of<br />

July with cottage pie on the menu. Rumor has it that Steve and Sandra are cooking<br />

up a special very soon. A special thanks to those who assist in cleaning up<br />

Friday night’s dishes.<br />

SAILING NEWS<br />

Hi everyone sorry about the pause in on the water club<br />

activities. A car accident can sure disrupt ones life. Although<br />

my injuries were not life threatening, the inconvenience of not<br />

being able to drive work and play has a compounding effect<br />

when you are self-employed without much insurance. Things<br />

are looking brighter now and I am looking forward to the Xmas<br />

in July Cabaret and I shall bring some friends.<br />

I thought I would start the races off again with a warm up race<br />

on Sunday 15 th July and do some serious planning at our next<br />

sail group meeting, so do come along on Friday 6 th of July.<br />

Ahoy - The first in a series of four letter words commonly exchanged by skippers as their boats<br />

approach one another<br />

Bar - Long, low lying navigational hazard, usually awash, found at river mouths and harbour<br />

entrances, where it is composed of sand or mud, and ashore, where it is made of mahogany or some<br />

other dark wood. Sailors can be found in large numbers around both.<br />

Boom - A Laterally mounted spar to which a sail is fastened, used during jibing to shift crew<br />

members to a fixed, horizontal position.<br />

Bulkhead - Discomfort suffered by sailors who drink too much.<br />

Cabin - A cramped, closet like compartment below decks where crew members may be stored – on<br />

their sides if large or on end if small – until needed.<br />

Calm - Sea condition characterised by the simultaneous disappearance of the wind and the last cold<br />

beer.<br />

Channel - Narrow stretch of deep or dredged waterway bordered by buoys or markers that separates<br />

two or more grounded boats.<br />

Current - Tidal flow that carries a boat away from its desired destination or toward a hazard.<br />

Fitting Out - Series of maintenance tasks performed on boats ashore during good weather<br />

weekends in spring and summer months to make them ready for winter storage.<br />

Flipper - Rubber swimming aid worn on the feet. Usually available in two sizes, 3 and 17.<br />

Flotsam - Anything floating in the water from which there is no response when an offer of a<br />

cocktail is made.<br />

Fluke - The portion of an anchor that digs securely into the bottom: also, any occasion when this<br />

happens on the first try.<br />

Galley - Ancient: Aspect of seafaring associated with slavery.<br />

Modern: Aspect of seafaring associated with slavery.<br />

Gear - Generic term for any pieces of boating equipment that can be forgotten in the back seat or<br />

boot of a car, left behind on a pontoon, soaked in the bottom of a dinghy or lost over the side of the<br />

boat.<br />

Gimbals - Movable mountings often found on shipboard lamps, compasses etc which provide<br />

dieting passengers an opportunity to observe the true motions of the ship in relation to them, and<br />

thus prevent any recently ingested food from remaining in their digestive systems long enough to be<br />

converted into unwanted calories.<br />

Grounding - Embarrassing situation in which a sailor returns to shore without leaving his boat.<br />

Hatch - An opening in a deck leading to the cabin below with a cover designed to let water in while<br />

keeping fresh air out.<br />

Hull speed - The maximum theoretical velocity of a given boat through the water, which is 1.5<br />

times the square root of its waterline length in feet, divided by the distance to port in miles, minus<br />

the time in hours to sunset cubed.<br />

Jibe - Course change which causes the boom to sweep rapidly across the cockpit; also, frequent<br />

type of comment made by observers of this manoeuvre.<br />
