DEPARTMENT OF EDUCATION<br />

Although <strong>the</strong> Department’s primary mission is <strong>the</strong> maintenance and improvement of <strong>the</strong><br />

state’s public school system, <strong>the</strong> Department has programs effecting local governments. Its division<br />

of Academic Programs sponsors training classes in <strong>the</strong> protection and apprehension of persons<br />

driving while under <strong>the</strong> influence of alcohol. This program is designed for <strong>municipal</strong> police officers.<br />

The Library Development Division of <strong>the</strong> Department has programs which fiscally support<br />

eligible public libraries. These programs were designed to encourage local libraries to improve and<br />

broaden <strong>the</strong>ir delivery system.<br />

DEPARTMENT OF ENVIRONMENTAL PROTECTION (DEP)<br />

The Department of Environmental Protection is responsible for enforcing laws and<br />

regulations which prevent environmental pollution and degradation and acting as a trustee to<br />

guarantee <strong>the</strong> rights to a clean environment for all Pennsylvanians, including future generations.<br />

Programs of this department previously resided in <strong>the</strong> Department of Environmental Resources.<br />

In its capacity as protector of <strong>the</strong> environment, <strong>the</strong> Department has numerous programs<br />

impacting local government’s operations, including:<br />

• enforcing water quality standards.<br />

• regulating public water systems and new landfills.<br />

• training or certification programs for food inspectors and sewage and waterworks officers.<br />

• regulation of public bathing facilities.<br />

• grant programs for such as: flood control; rodent elimination; use of alternative vehicle fuels;<br />

sewage plant construction and operations; storm water and solid waste management.<br />

DEPARTMENT OF GENERAL SERVICES<br />

As <strong>the</strong> State’s purchasing agent, <strong>the</strong> Department is responsible for three procurement<br />

programs involving local governments: State-local cooperative purchasing; distribution of federal<br />

surplus property; and <strong>the</strong> sale of surplus state property. Details about <strong>the</strong>se programs appear in <strong>the</strong><br />

“PURCHASING” section of this MANUAL.<br />
