This information was added to The Manual to assist <strong>the</strong> <strong>municipal</strong> <strong>secretary</strong> in<br />

becoming familiar with acts of legislation that are frequently <strong>reference</strong>d in local<br />

government. Those which are commonly <strong>reference</strong>d by <strong>the</strong>ir Act number are listed first,<br />

followed by a description of <strong>the</strong> topic of legislation thought to be of interest to <strong>the</strong> local<br />

government <strong>secretary</strong>.<br />

Agricultural Security Area Act: Provides for <strong>the</strong> creation of an Agricultural Security<br />

Area which affords protection to certain qualifying parcels of ground that are used for<br />

agricultural purposes.<br />

Americans with Disabilities Act: Prohibits discrimination against qualified disabled<br />

individuals in areas of employment, public transportation, public service and public<br />

accommodations. As with <strong>the</strong> case of most civil rights policies, <strong>the</strong> power of <strong>the</strong>se<br />

mandates is streng<strong>the</strong>ned by provisions for strong enforcement mechanisms. The<br />

Disabilities Act <strong>reference</strong>s provisions of <strong>the</strong> Civil Rights Act of 1964 as relevant to<br />

enforcement.<br />

Civil Rights Acts: Several Federal statutes, mostly enacted in <strong>the</strong> early 1960’s and in <strong>the</strong><br />

1980’s, outlawing discrimination in employment, housing, governmental procedures and<br />

policies, use of and access to facilities, etc., based upon race, color, creed, sex and national<br />

origin. Violations can be severe and costly.<br />

Clean and Green Tax Act: Permits a tax abatement for larger parcels of land.<br />

Cooperative Purchasing Act: An amendment to <strong>the</strong> State’s Administrative Code<br />

authorizing <strong>municipal</strong>ities to purchase off contracts entered into by <strong>the</strong> State for materials,<br />

supplies and equipment.<br />
