Also to be published in September, 1997, is a Municipal Accounting Manual for Small<br />

Pennsylvania Boroughs and Townships. This <strong>manual</strong> is a hands-on handbook dealing with basic<br />

<strong>municipal</strong> accounting principles and procedures.<br />

This handbook, The Municipal Secretary=s Desktop Reference Manual is also one of <strong>the</strong> newest<br />

in <strong>the</strong> Committee=s series.<br />

In addition to <strong>the</strong>se several handbooks, <strong>the</strong> <strong>Southwestern</strong> Pennsylvania Commission=s Local<br />

Government Projects Committee has prepared and published a number of administrative and<br />

operational standards. Areas covered by <strong>the</strong>se standards are those common to many local<br />

governments: general governance and leadership, financial management, personnel management,<br />

police, fire, parks and recreation, public works, planning and land use control, emergency medical<br />

services, emergency management, ethics in government, records management and risk management.<br />

In recognition of <strong>the</strong> many small boroughs and townships in <strong>the</strong> State, <strong>the</strong> Projects Committee has<br />

prepared special standards in <strong>the</strong> areas of general governance, finance and personnel.<br />

To accompany <strong>the</strong>se 16 sets of standards, <strong>the</strong> Committee has prepared a series of <strong>reference</strong> <strong>manual</strong>s.<br />

The purpose of this series is to provide <strong>manual</strong>s to assist local government officials in implementing<br />

<strong>the</strong> standards. Each <strong>manual</strong> provides illustrations, models, suggested readings and contacts related to<br />

several areas covered by <strong>the</strong> standards. The standards for each area are made an integral part of <strong>the</strong><br />

Reference Manual for <strong>the</strong> particular function or administrative activity.<br />

The standards and <strong>reference</strong> <strong>manual</strong>s are available from <strong>the</strong> <strong>Southwestern</strong> Pennsylvania<br />

Commission, Suite 2500, 425 Sixth Avenue, Pittsburgh, PA 15219-1852. Local officials are urged<br />

to obtain <strong>the</strong>se publications for <strong>the</strong>ir libraries.<br />
