MUNICIPAL REFERENCE LIBRARY<br />

Foreword<br />

The annotated bibliography is a selected list of books in five functional areas impacting upon<br />

<strong>the</strong> position of a borough or township <strong>secretary</strong>. These areas covered by <strong>the</strong> listings are: finance,<br />

personnel, risk management, records management, and general governance.<br />

Because of its scope of coverage, this listing should be viewed as a nucleus of <strong>the</strong> types of<br />

materials which should be readily available in a <strong>municipal</strong> building. These several citations<br />

represent <strong>the</strong> beginnings of a <strong>municipal</strong> <strong>reference</strong> library.<br />

If <strong>the</strong> <strong>municipal</strong>ity does not have a <strong>reference</strong> library, it is suggested that steps be taken to<br />

create one. If a library exists, inventory its collection to determine its adequacy.<br />

The publications issued by <strong>the</strong> State=s Local Government Service Center (formerly <strong>the</strong><br />

Department of Community Affairs) are free. The materials published by <strong>the</strong> national organizations<br />

are available for a modest charge. In some instances, <strong>the</strong>re is a discount if one is a member of <strong>the</strong><br />

publishing organization.<br />
