7. Self-insurance<br />

a. True self-insurance would require a reserve fund be established and dedicated to<br />

paying for claims awarded against <strong>the</strong> <strong>municipal</strong>ity.<br />

b. Professional risk management has to be a part of any self-insurance program<br />

c. Professional risk evaluation and risk financing as a function of self-insurance should<br />

occur. This usually requires outside assistance from professionals in <strong>the</strong> field to<br />

determine <strong>the</strong> level of exposure and <strong>the</strong> financing necessary to cover that exposure.<br />

d. Pennsylvania allows <strong>the</strong> following types of self-insurance:<br />

i. Workers= Compensation - contact <strong>the</strong> State Department of Labor and Industry,<br />

Workers= Compensation Bureau.<br />

Automobile - contact PENNDOT, Bureau of Motor Vehicles<br />

Liability - General, Public Officials and law enforcement liability is now<br />

Governments deciding to self-insure must show fiscal responsibility in order to<br />

8. Pooling<br />

a. In Pennsylvania since 1987<br />

b. Pooling is a form of self insurance. Municipal entities contribute into pool<br />

and share risks<br />

c. Pools may and should buy excess insurance to cover <strong>the</strong> catastrophic loss<br />

which may occur and drain <strong>the</strong> reserves of <strong>the</strong> pool.<br />

d. Advantages of pooling:<br />

i. Costs are based on actual loss histories of pool members, not national<br />

averages<br />

Pools have more sensitivity to <strong>municipal</strong> concerns<br />

Pools provide incentives for keeping losses down<br />

Pools provide assured availability in times of hard market<br />

v. Pools have a totally public orientation<br />

Interest earned stays within <strong>the</strong> pool<br />
