MODEL MUNICIPAL RECRUITING/HIRING ORDINANCE<br />

An ordinance of <strong>the</strong> _____________________ 1 of _________________ 2, _________________<br />

County, Pennsylvania, creating a <strong>municipal</strong> personnel system based on merit.<br />

1. INTRODUCTION<br />

Establishment of Rules -In accordance with <strong>the</strong> _____________ of <strong>the</strong> <strong>municipal</strong>ity, 2 <strong>the</strong> following<br />

rules and regulations and administrative provisions for personnel administration (hereinafter called<br />

"Rules") are established.<br />

2. GENERAL PROVISIONS<br />

Merit System -In accordance with <strong>the</strong> provisions of this ordinance, <strong>the</strong> Township's personnel system<br />

shall be based on merit.<br />

The <strong>municipal</strong>ity will, in its selection and hiring of new employees for positions, identify and employ<br />

<strong>the</strong> best available qualified candidates. The selection shall be based on merit and made through a<br />

job-related examination process. Examinations may be competitive or non- competitive; and written<br />

or non-written, depending on <strong>the</strong> qualifications of <strong>the</strong> position and at <strong>the</strong> discretion of <strong>the</strong> governing<br />

body and or chief administrator.<br />

General Personnel Policy -It shall be <strong>the</strong> policy of <strong>the</strong> Township that <strong>the</strong> following principles shall<br />

apply to <strong>the</strong> recruiting/hiring.<br />

a. Employment shall be free of political consideration.<br />

b. The <strong>municipal</strong>ity is an equal opportunity employer. There shall be no discrimination in<br />

employment on <strong>the</strong> basis of race, color, creed, religion, sex, age, national origin,<br />

political affiliation or physical condition.<br />

c. Positions having similar duties and responsibilities shall be classified and compensated<br />

for on a uniform basis.<br />

d. Just and equitable conditions of employment shall be established and maintained to<br />

promote efficiency and economy in Township government.<br />
