legal actions from tortuous acts, curb peculation losses, and means to lower costs and<br />

frequencies of accidents.<br />

13. The jurisdiction=s insurance coverage program is based upon <strong>the</strong> basic objective of<br />

lowest possible cost balanced against acceptable claims, service record, safety<br />

engineering services, an insurance company=s capacity, and depth of experience in<br />

servicing <strong>municipal</strong>ities.<br />

14. Risk retention activities are structured on <strong>the</strong> least cost principle of securing maximum<br />

protection.<br />

15. Risk avoidance (or elimination) is a control means which <strong>the</strong> <strong>municipal</strong>ity uses only<br />

when <strong>the</strong> total costs (or estimated cost) of a program (proposed program) are (will be)<br />

prohibitively expensive, particularly when compared with <strong>the</strong> costs of providing o<strong>the</strong>r<br />

services.<br />

16. The <strong>municipal</strong>ity=s funding for its risk management program is structured so that <strong>the</strong><br />

jurisdiction obtains <strong>the</strong> lowest reasonable direct cost for risk funding, that sufficient<br />

money is available (or access to it) to meet <strong>the</strong> worst possible loss, and that means exist<br />

to provide maximum stability of funding costs over time.<br />

17. The governing body has adopted and disseminated to appropriate personnel internal<br />

operating procedures for <strong>the</strong> risk management program. These include procedures<br />

governing claims reporting, contract review, safety and filling deadlines and timetables.<br />
