Basic Policy<br />

Training<br />

It is <strong>the</strong> intent of <strong>the</strong><br />

so far as possible, to hire employees who are fully<br />

qualified to perform <strong>the</strong> work for which <strong>the</strong>y are hired.<br />

However, recognizing that some jobs may require specialized knowledge or skill that<br />

cannot be found among applicants and that job requirements change over time so that<br />

additional knowledge and skill must be acquired, <strong>the</strong><br />

shall provide reasonable<br />

opportunities for employees to receive training that may be necessary to properly perform <strong>the</strong>ir<br />

duties.<br />

Employees are responsible for informing <strong>the</strong>ir supervisors of any duties <strong>the</strong>y are required to<br />

perform for which <strong>the</strong>y feel <strong>the</strong>y do not have sufficient training or for which <strong>the</strong>y feel additional<br />

training would improve <strong>the</strong>ir performance.<br />

Any training that <strong>the</strong><br />

determines to be mandatory shall be paid for by<br />

and time spent at such training shall be considered work time.<br />

Any training that <strong>the</strong><br />

determines to be desirable, but not absolutely required,<br />

shall be considered for full or partial payment by <strong>the</strong><br />

spent attending training, based on <strong>the</strong> importance of <strong>the</strong> training to <strong>the</strong> job, <strong>the</strong> employee's<br />

interest and commitment and ability to pay.<br />

Reimbursement for College-Level Training<br />

The<br />

will reimburse each employee for 50% of <strong>the</strong> cost of all college level<br />

courses required for a degree which is related to <strong>the</strong> employee's specific job classification upon<br />

completion of <strong>the</strong> course and upon providing <strong>the</strong><br />

with satisfactory evidence that <strong>the</strong><br />

employee has personally paid for <strong>the</strong> course and receivable final grade no lower than 2.0 (on a<br />

4.0 scale). The will not pay for college courses that are paid for by some o<strong>the</strong>r<br />

organization.<br />

The employee must present <strong>the</strong> academic program along with related career goals and<br />

objectives to <strong>the</strong> personnel committee of<br />

prior to <strong>the</strong> beginning of <strong>the</strong> course for<br />

approval. Due to <strong>the</strong> cost involved, <strong>the</strong> employee may be required to agree to continue<br />

employment with <strong>the</strong><br />

for a minimum of two years after successfully obtaining a<br />

degree, or to reimburse <strong>the</strong> for <strong>the</strong> costs of <strong>the</strong> college courses.<br />

Courses may be taken during normal work schedules, however <strong>the</strong> time away from work<br />

will be without pay, provided fur<strong>the</strong>r that <strong>the</strong> time will be credited toward service time.<br />

Management has <strong>the</strong> right to limit <strong>the</strong> number of courses to be taken during normal work time.<br />

Normally, no more than two courses will be permitted during any one semester.<br />
