This program, The Local Piggyback Purchasing Program-L3P, is administered by <strong>the</strong><br />

Pennsylvania League of Cities and Municipalities under contract with <strong>the</strong> Department. To<br />

participate in L3P, a local government must adopt and file with <strong>the</strong> League a resolution requesting<br />

authorization to participate and pay an annual fee of $50. L3P members receive a quality checklist of<br />

products and services available from <strong>the</strong> piggyback arrangement as well as o<strong>the</strong>r types of purchasing<br />

information. This checklist on product availability can also be obtained from <strong>the</strong> Center for Local<br />

Government Services.<br />

The o<strong>the</strong>r two purchasing programs which are administered by <strong>the</strong> Departments of General<br />

Services deal with surplus properties. One involves surplus federal properties (vehicles, hand tools,<br />

electronics equipment, etc.) available to local governments. The o<strong>the</strong>r makes state surplus properties<br />

(tools, road equipment, furniture and typewriter, etc.) available for purchase by <strong>municipal</strong>ities.<br />
