THE PENNSYLVANIA<br />

LOCAL ROADS PROGRAM<br />

The Pennsylvania Local Roads Program, commonly referred to as LTAP (Local Technical<br />

Assistance Program) is <strong>the</strong> only organization in Pennsylvania whose sole function is to transfer road<br />

and bridge technology to Pennsylvania <strong>municipal</strong>ities. LTAP is sponsored by <strong>the</strong> Pennsylvania<br />

Department of Transportation, <strong>the</strong> Federal Highway Administration and <strong>the</strong> Pennsylvania State<br />

University, and operates in partnership with <strong>the</strong> Center for Local Government Services.<br />

LTAP offers a variety of services to assist local governments. Services are provided at no<br />

charge to <strong>the</strong> <strong>municipal</strong>ity. These services include, but are not limited to:<br />
