investment mission of private businessmen who would accompany<br />

him to the Seminar and, during the trip, meet with American<br />

businessmen. Part of the objective was to stimulate the Thai<br />

private sector to take the investment initiative and try to<br />

work out with American companies such things as licensing<br />

arrangement contracts and even joint ventures. The final plan<br />

evolved as a result of a series of letters and telegrams between<br />

AID/W and USOM/Bangkok, on the one hand, and Dr. Amnuay in Bangkok<br />

and Paul Sithi-Amnuai in New York on the other hand. Paul Sithi-<br />

Amnuai, Resident Manager for Bangkok Bank Ltd. in New York had<br />

been asked by Dr. Amnuay to represent the Board of Investment<br />

and to become his coordinator with AID/W and CIPM for the details<br />

of the program arrangements.<br />

As already mertioned, it was Dr. Amnuay's idea originally<br />

to bring 3-4 Thai businessmen with him but then the number was<br />

increased to 15.<br />

It soon mushroomed to around 30 at which time<br />

the listing was closed. Approximately twice as many more Thai<br />

businessmen expressed an interest in joining the Mission but,<br />

it was felt that a larger group would unnecessarily complicate<br />

arrangements and not be feasible.<br />

At the request of USOM/Bangkok, AIDiJ prepared Project<br />

Implementation Order/Technical Services (PIO/T), No. 493-161-3­<br />

80256. This became the basis for the contract with CIPM.<br />
