19 <strong>of</strong> 24<br />

Special conditions.<br />

1. The tenderer shall submit the specification and the details for pro<strong>of</strong> <strong>of</strong> ownership/ hiring arrangement <strong>of</strong> the gantries /<br />

portal cranes etc. intended to be used for loading/Unloading sleepers and fabrication work along with their tender document in<br />

order to ensure the availability <strong>of</strong> such gantries/portal with them without which their tender may not be considered.<br />

2. Contractor/s must ensure that connected activities with PQRS work at site i.e. laying <strong>of</strong> fabricated sleepers/panels with<br />

service rail and changing <strong>of</strong> rail should be done at the rate <strong>of</strong> 5TKM per month for which arrangement must be done within the<br />

D.O.C. period.<br />

3. Contractor/s have to provide at his own cost one DOT telephone with STD facilities & dynamic locking arrangement at<br />

Base depot or nearest PWI/AEN’s <strong>of</strong>fice as per instruction <strong>of</strong> Engineer in-charge for communication with the <strong>of</strong>ficials<br />

during the course <strong>of</strong> the execution <strong>of</strong> entire work. The payment <strong>of</strong> bill <strong>of</strong> the <strong>of</strong>ficials call has to be borne by the<br />

contractor/s at his own cost.<br />

4. Contractor/s has to provide one Road vehicle (4 wheeler) in good running condition with driver having proper and valid<br />

license at his own cost for inspection <strong>of</strong> site by Rly. Officials during the course <strong>of</strong> execution <strong>of</strong> entire work. The cost <strong>of</strong><br />

fuel/consumables, tools and plants have to be borne by the contractor/s.<br />

5. The work is to be done as per relevant paras <strong>of</strong> INDIAN RAILWAY PERMANENT WAY MANNUAL, 1986 & 2004.<br />

6. The work has to be carried out as per the advice <strong>of</strong> AEN In-charge/PWI In-charge or his representative at site.<br />

7. The rate should include the cost <strong>of</strong> all consumables, tools and plants, cost <strong>of</strong> unqualified and qualified labour, all taxes.<br />

8. The rates <strong>of</strong> work also include supplying greasing and oil and greasing <strong>of</strong> fish plate and oiling <strong>of</strong> nuts & bolts. This is to be<br />

done during block section working.<br />

9. While working, requirement or track machine regarding safety and its operational constraints are to be kept in mind and<br />

met with without any extra payment.<br />

10. Dismantling <strong>of</strong> released track panel including dismantling <strong>of</strong> all components /fittings / fastening, welded keys etc. <strong>of</strong> the<br />

track and stacking them properly in stack <strong>of</strong> serviceable scrap materials with load <strong>of</strong> 300 m including all ascent, descent,<br />

crossing <strong>of</strong> track. This includes assisting in unloading <strong>of</strong> track panels with PQRS portal, if required.<br />

11. PQRS portals, operated and portals consumables will be supplied by the Railway for block working .The work at base will<br />

be done by the contractor’s portal.<br />

12. Released fish plates,. Compound fish plates, nuts & bolts, short pieces <strong>of</strong> rail up to 4 mtrs. Length <strong>of</strong> any section will have<br />

to be returned to PWI’s stores. Movement <strong>of</strong> PQRS rake may be made use for this purpose.<br />

13. Complete through Rail Renewal <strong>of</strong> existing rails will include removing and placing <strong>of</strong> released rail to outside, away from<br />

running track on cess and pairing and butting <strong>of</strong> new rails, greasing <strong>of</strong> fish plates, oiling <strong>of</strong> bolts and provision <strong>of</strong> adequate<br />

gap at rail end. A new rail has to be provided along with compound fish plates and contractors has to be lead the<br />

compound fish plate and Rail to SITU the days work at site.<br />

14. Fabrication <strong>of</strong> track panels at BASE WILL BE WITH PRC SLEEPER AND SERVICE RAIL (90R/52Kg.) <strong>of</strong> approx. 13<br />

metre length with sleeper density varying from M+7 to M+9 where M is the length <strong>of</strong> rail in metre.<br />

15. Linking <strong>of</strong> AT trace will be <strong>of</strong> 52Kg/60Kg (Single Rail to 20 Rail panels) at site <strong>of</strong> PQRS work with 3400 mm gauge,<br />

outside and concentric with the existing running track and at base, it will be 90R/52Kg (Single Rail to 3 Rail panels) with<br />

3400 mm gauge or an appropriate gauge as suitable to the contractor’s portals, outside and concentric with the existing<br />

running track, for which the required CST-9 plate/wooden blocks, fittings/fastenings will provided by Railway at its own<br />

store.<br />

16. Proper squaring and spacing <strong>of</strong> the sleeper is to be ensured by the contractor without any extra payment <strong>of</strong> all stage.<br />

17. All existing track, sleeper and fittings would be counted by the contractor along with PWI Incharge before starting <strong>of</strong> work<br />

and then must be deposited with Railway. Any theft or shortage <strong>of</strong> w shortage would be the responsibility s <strong>of</strong> contractor<br />

and necessary amount would be deducted from contractor’s bill.<br />

18. Contractor should provide one set welder with gas cutter and supply <strong>of</strong> sufficient oxygen & DA Gas cylinders for<br />

emergency work at base and at PQRS site in Block section through out contract period.<br />
