Industry and Facilities (I&F) Division is one of the four operation platforms of <strong>Bureau</strong> <strong>Veritas</strong><br />

in China, which is the world’s leading inspection and certification group. It provides conformity<br />

assessment and technical consulting services related with QHSE&SA (Quality, Health, Safety,<br />

Environment, and Social Accountability) to Chinese domestic as well as multinational companies<br />

in the fields of industry, construction, and management systems, aiming at creating added value<br />

PREFACE<br />

While more and more attention is being paid to important topics such as<br />

energy saving, environmental protection and greenhouse gas emissions,<br />

<strong>Bureau</strong> <strong>Veritas</strong> as an organization dedicated in the field of QHSE &<br />

SA (Quality, Health, Safety, Environment and Social Accountability) will<br />

continue to make great efforts to ensure exercising CSR (Corporate<br />

Social Responsibilities) beneficial to business organizations' sustainable<br />

growth, common society and overall human kind eventually.<br />

The Industry & Facilities division of BV Group has been established in<br />

China for <strong>15</strong> years. We have made significant accomplishment in these<br />

years and celebrate it as a major milestone. Looking forward, We strongly<br />

believe that we will carry on the momentum, continue to develop in new<br />

areas and eventually achieve greater success.<br />

As a very important action, we have just created a new Chinese name for<br />

our group, which is pronounced as ‘Bi Wei’ in Chinese spelling, indicating<br />

our strong willingness to protect the<br />

interests of all important stakeholders<br />

in an impartial way. It also marks<br />

a major step forward made by the<br />

group towards continued localization<br />

in this important country. With this<br />

Chinese brand name newly created<br />

and widely promoted, we believe<br />

it will help significantly to<br />

make the name of BV well<br />

recognized, which will in<br />

turn support the future<br />

development and growth<br />

of the group in China very<br />

Wonderful Development<br />

How time flies as <strong>Bureau</strong> <strong>Veritas</strong> China Industry<br />

& Facilities Division meets its <strong>15</strong> th birthday!<br />

As a matter of fact, BV's operation in China can<br />

be dated back to 1882, but it had to move its<br />

office to Hong Kong because of frequent armed<br />

conflicts across China's mainland. Later on, BV<br />

decided to send two of its Hong Kong based<br />

container surveyors to China's mainland for<br />

long-term mission in 1993 in view of its evergrowing<br />

business volume, which marked a<br />

significant comeback in more than 110 years.<br />

Since its establishment in 1987, the ISO9000<br />

standard derived from BS (British Standard)<br />

5750 has been through several rounds of<br />

revisions, now a key for enterprises in both<br />

China and other parts of the world to convince<br />

clients and win market shares. After returning to<br />

China’s mainland in 1993, BV briskly captured<br />

such a market opportunity, and issued the first<br />

batch of ISO9000 certificates to more than 200<br />

renowned companies in China, which set a<br />

firm foothold for BVQI (a band of management<br />

system certification belonged to BV, renamed<br />

as BV Certification in 2007) on the local market.<br />

Riding on the back of its extensive recognition<br />

in China, BV reopened its Shanghai Office,<br />

and assumed integrated operation for its<br />

four divisions, making an ideal platform for<br />

business development. In an effort to overcome<br />

logistic barriers resulted from differences in<br />

container structures and specifications among<br />

all countries, BV China initiated the container<br />

classification and inspection service, and has<br />

remained a market leader since then. BV<br />

accounts for more than 50% of the market<br />

shares in all categories – dry container, reefer<br />

and tank container. Meanwhile, other new<br />

services were introduced to, or even created in<br />

the country.<br />

Heeding to the government's call for “two<br />

fundamental transformations”, players in<br />

China's petrochemical industry started to<br />

emphasize on internal management and quality<br />

control as of 1996, and entered a period of<br />

vigorous development. At the same time, their<br />

counterparts abroad were also experiencing<br />

a wave of adjustment in industrial structure.<br />

To ensure that the entire petrochemical<br />

industry follow prescribed quality management<br />

standards, and avoid catastrophic risks specific<br />

to this industry, BV classification and inspection<br />

service in this field have been upgraded from<br />

a minor business in its early stage to a leading<br />

business of its Industry and Facilities Division,<br />

covering the entire value chain in petrochemical<br />

industry. BV extended its classification and<br />

inspection service to the burgeoning construction<br />

field in 1999, thanks to its insight on importance<br />

of quality of construction materials. Today, BV<br />

services are applied to the entire life cycle of<br />

any construction project, many of its clients<br />

being renowned enterprises and organizations<br />

in both China and other parts of the world,<br />

including L'Oreal, Carrefour, and Saint-Gobain.<br />

Most of these clients are still having pleasant<br />

cooperation with BV.<br />

The Chinese Communist Party's 14th National<br />

Plenary in 1992 adopted a policy to make<br />

Shanghai a center for international economy,<br />

finance, and trade, which further consolidated<br />

the city's economic status in Northeast Asia.<br />

In view of this as well as propeller effect of<br />

Northeast Asia to the world economy, BV<br />

decisively moved its headquarters for Northeast<br />

Asian operation to Shanghai in 1997.<br />

Wind power has been one of the fastest growing<br />

energy sectors all over the world in the past<br />

decade, with an annual growth of 29 percent.<br />

As wind power generator manufacturers keep<br />

outsourcing their production processes, quality<br />

issue is catching more and more attention.<br />

BV launched a high-profile campaign into the<br />

wind power field in 1998 by providing shop<br />

inspection service to Vestas, the largest wind<br />

power equipment manufacturer in the world.<br />

BV’s major clients today also include Gemasa,<br />

Suzulon, Nordex, and Huarui.<br />

Having acquired Beijing Ping'an Technology<br />

Inspection Company in late 1990s, BV started<br />

ASME services in China, and then expanded<br />

its business scope to include CE, MC, and<br />

IBR services. Several years of development<br />

has brought BV to the leading position in the<br />

industry. Considering the importance of the<br />

Industry and Facilities Division within BV and<br />

its broad development perspective in China,<br />

BV launched the <strong>Bureau</strong> <strong>Veritas</strong> Consulting<br />

(Shanghai) Co., Ltd. in 2000, as a business<br />

platform of <strong>Bureau</strong> <strong>Veritas</strong> China Industry &<br />

Facilities Division.<br />

During 1999 and 2005, BV joined hands with<br />

the Electric Department of France incorporating<br />

a supervisory company (BV/EDF Consortium)<br />

monitoring the manufacturing of 14 hydropower<br />

generators by 14 plants from eight countries for<br />

the left wing of the Three-Gorge Dam Project.<br />

This was doubtlessly a win-win solution, which<br />

ensured the smooth manufacturing and delivery<br />

of Three-Gorge generators at contractors<br />

from all over the world; and enabled BV to<br />

consolidate its leading position in hydropower<br />

inspection and certification services. This also<br />

gave birth to the <strong>Bureau</strong> <strong>Veritas</strong> China Industry<br />

& Facilities Division. No sooner than that, BV<br />

offered all-around inspection and certification<br />

services to the Qinshan Nuclear Power Station,<br />

ensuring smooth cooperation among Chinese<br />

and overseas contractors in replacing top<br />

cover of reactors, reckoned as a significant<br />

development in the field of nuclear power<br />

inspection.<br />

Thanks to Chinese government's powerful<br />

support, the country's engineering machinery<br />

export recorded annual growth of more than<br />

50% in recent years. Amid conflict between<br />

exports and trade and technological barriers,<br />

quality became a top concern. To facilitate<br />

exports from China, BV timely offered thirdparty<br />

inspection services on product standard<br />

compliance: in addition to internationally<br />

accepted standards, these services also cover<br />

regional-specific standards such as ASME of<br />

the United States, CE of the European Union,<br />

thus becoming keys to markets in Europe, US,<br />

and other countries.<br />

BV started to deal with issues of quality,<br />

safety, health, and environment in the railway<br />

sector in early 19th century. In 2004, BV<br />

provided inspection and certification service<br />

for Venezuela sourcing 445 cargo wagons<br />

from China, marking its official presence in the<br />

market of railway equipment verification. To<br />

date, BV has been providing comprehensive<br />

services in inspection, certification, and<br />

consulting in railway paving, railway engines,<br />

and signal systems. Railway construction<br />

is one of the most important missions for<br />

national economy and people’s life, and engine<br />

inspection is the most critical issue. In addition<br />

to exploring railway engine inspection market<br />

abroad, BV will actively seek its opportunities<br />

in China, and to ensure healthy industrial<br />

development with perfect quality inspection,<br />

certification, and risk management system.<br />

Amid economic globalization and improvement<br />

in China’s manufacturing technologies, sourcing<br />

from China is becoming a popular consideration<br />

of multinationals in their operation. However,<br />

lingual and cultural differences, deviations<br />

in understanding of norms on products and<br />

technologies, and supplier credibility often make<br />

the road so “bumpy” for overseas procurers.<br />

Responding to such a situation, BV introduced<br />

in 2007 the global sourcing service, providing<br />

one-stop service package that range from<br />

market research, order placement, to supplier<br />

management and development in line with<br />

the principles of fairness and independence.<br />

While exploring for better returns, the global<br />

sourcing service team will continue to serve as<br />

the “landing squad”, building brand attraction for<br />

BV's downstream inspection and certification<br />

services.<br />

Immediately after the May 12 earthquake in<br />

Wenchuan, BV sent its surveyors to the ground<br />

zero for building evaluation along with its<br />

generous donation. This convincingly reflected<br />

BV's determination to abide by its social<br />

responsibility. BV China's social responsibilityrelated<br />

services include certifications in line<br />

with SA8000, ETI, ICTI, and WARP, through<br />

which the company performs professional<br />

verification on different clients' CSR reports, or<br />

provides second-party verification service for to<br />

international buyers. With social responsibility<br />

catching more and more attention, BV China<br />

has as its mandate not only to provide<br />

social responsibility certification for Chinese<br />

enterprises aiming to open up international<br />

market. More importantly, the company puts<br />

social responsibility issue high on its own<br />

agenda, and conforms to it as an integral rule<br />

for corporate administration.<br />

For the sake of faster localization, BV China will<br />

put all its operational entities, as of November<br />

2008, under the umbrella of Biwei International<br />

Verification Group. The official inauguration<br />

of “Biwei” brand (sound translation of “BV”<br />

in Chinese) will further promote BV’s brand<br />

awareness and recognition. With universal<br />

support from the branding system, BV China is<br />

expected to have more splendid achievements.<br />

Since 1993, <strong>Bureau</strong> <strong>Veritas</strong> China Industry<br />

& Facilities Division, along with the other<br />

three divisions of BV (Marine, Consumer<br />

Products Services and Government Services<br />

& International Trade) have heeled the pulse of<br />

the market closely all the way and performed<br />

remarkably. Its business operation platform<br />

<strong>Bureau</strong> <strong>Veritas</strong> Consulting (Shanghai) Co.,<br />

Ltd. consists of three departments (Industry<br />

Department, Building & Facilities Department<br />

and Certification Department).<br />

originated on the date of BV's comeback to China,<br />

rose from frog-leaping development in market<br />

economy, and will soar with opportunities<br />

enabled by economic globalization. Fifteen<br />

years of market sensitiveness and unrelenting<br />

endeavors, globalized operations, and rich<br />

industrial experiences lent their hands to BV's<br />

leading position in the fields of quality, health,<br />

safety, environment, and social accountability.<br />

Established in June 1995, Shanghai CIMC Reefer Containers<br />

Co., Ltd. (SCRC) is a Sino-foreign joint venture specialized<br />

in research, development, and manufacturing of international<br />

standard reefer containers, reefer and thermostat devices<br />

for special trucks, and parts and components for special<br />

containers. SCRC markets its own products, and also provides<br />

consulting and maintenance services.<br />

With increasing liberalization of international trade,<br />

improvement of manufacturing technologies and<br />

reduction of further shipping cost, the demand for reefer<br />

containers in the coming few years is expected<br />

to rise, and SCRC will also maintain its industry<br />

leading position.<br />

BV Express: SCRC was founded in 1996, but started to<br />

make profit in the next year. The more than one decade<br />

of development has turned the company into a globally<br />

leading reefer container manufacturer. So what is behind<br />

the great success?<br />

Mr. Deng:Quality means almost everything to a product<br />

and is our primary focus. With quality assurance and client<br />

satisfaction, we win more and more orders and long-term<br />

partnerships.<br />

If compared with dry containers, reefer container manufacturing<br />

demands higher technologies. Ever since the foundation of<br />

the Company, we keep learning and innovating, which has<br />

resulted in 39 patent right applications including 32 practical<br />

new models, and 7 inventions, 22 of them already granted. We<br />

also introduced 12 patents from Germany. All the Company's<br />

products are patented ones. We has been dubbed “High and<br />

New Enterprise of Shanghai” since 2000, and our Technology<br />

Center for Reefer Container Transportation Equipment was<br />

also certified as a “Corporate Technology Center at Municipal<br />

Level of Shanghai”. Through a great deal of experiments and<br />

tests, we were able to design and introduce new products<br />

on a continued basis, which also contributed substantially<br />

to the company’s capacity for independent development<br />

and international competition. These factors all consolidated<br />

SCRC's leading position among its overseas counterparts.<br />

BV Express:How do you think BV as a third-party<br />

inspection body helps ensure your product<br />

quality, and boost your technological<br />

innovation capacity?<br />

Mr. Deng:In terms of statutory inspection and non-statutory<br />

inspection, we cannot avoid cooperation with third-party<br />

inspection bodies.<br />

Statutory inspection should be a minimum standard, wherein<br />

third-party certification indicates that certain products are safe<br />

enough not to threaten public properties and security. The<br />

enterprises and the third-party inspection body both have their<br />

responsibilities to jointly improve product quality.<br />

As for non-statutory inspection, we are obliged to meet all<br />

additional requirements of our clients, as well as their higher<br />

expectations. Clients who impose diversified requirements on<br />

certain criteria for different containers utilities also want the<br />

products to be environmental friendly. So there are no such<br />

ISO standards covering all possible criteria, as most of them<br />

are customized. Under this situation, we manufacturers need to<br />

work with third-party inspection bodies to put things together.<br />

As for technical innovation, third party inspection bodies provide<br />

training and consulting services to help us in product innovation.<br />

BV Express: What steps have been taken by SCRC so far<br />

in terms of quality, health, safety, environment, and social<br />

accountability (QHSE & SA)?<br />

Mr. Deng:Founded in 1982, SCRC has become an industry<br />

leader over more than two decades of hard working, who is<br />

known for its thorough consideration on social accountability.<br />

First of all, we have to make sure that our products quality;<br />

secondly, we pin much importance to environmental protection.<br />

We obtained ISO14000 certificate in 2000, which indicates<br />

that all our gas and solid waste, as well as other harmful<br />

emissions have met the national standard. As the standard<br />

is being revised annually, we have to continuously improve<br />

our environmental solutions to live up to it. For example, we<br />

recently installed an incineration system helped reduce the<br />

burden of solid waste shipment from the plant to points of<br />

concentration, which leads to a cut in labor and vehicle cost.<br />

Besides the emphasis on our own social accountability, we also<br />

want to set a role model for players in other industries.<br />

BV Express:Could you please give a brief introduction of<br />

the cooperation background between GMP and BV China?<br />

Mr. Edouard:Cranes play a vital role in today's competitive<br />

shipping industry. With port turn-around times staying the<br />

same even as container ships continue to grow in size, the<br />

outward reach and speed of quay side cranes are important<br />

considerations in the determination of shipping routes. In<br />

2004, GMP announced plans for a new two-berth Terminal<br />

de France, part of Le Havre's “Port 2000” expansion initiative.<br />

The development of these facilities, needs a €100 million<br />

investment, included the purchase of six super post-panamax (1)<br />

gantry cranes from Shanghai Zhenhua Port Machinery Co., Ltd.<br />

(ZPMC), capable of handling the merchandise of the world's<br />

largest container ships. Because they were to be manufactured<br />

in China and imported to France, GMP needed to ensure that<br />

the cranes complied with European and French norms before<br />

shipment. Quality and safety standards would also have to be<br />

met during the cranes installation in Le Harve.<br />

BV Express:Why did GMP choose BV as the Shop Inspection<br />

Service provider for post-panamax gantry manufactured in<br />

China?<br />

Mr. Edouard:Based on the good cooperation in other<br />

projects, GMP contacted <strong>Bureau</strong> <strong>Veritas</strong>' Shanghai team in<br />

September 2004 for assistance with the ZPMC order. The<br />

project then became a true bi-continental collaboration.<br />

Amongst the largest ever manufactured, ZPMC's super postpanamax<br />

gantry cranes are designed to lift two 40-foot (70<br />

tons) containers in tandem. Weighing 1,760 tons, and with a<br />

35-meter base, each crane has an outreach allowing it to load<br />

and unload a 22-container-wide vessel. The acquisition of six<br />

of these massive machines was thus a valuable addition to<br />

GMP's infrastructure at Le Harve port; ensuring that they would<br />

completely comply with the imperative requirements of France<br />

and European countries..<br />

First, experts from <strong>Bureau</strong> <strong>Veritas</strong> France traveled to China to<br />

oversee norms compliance during the manufacturing process<br />

at ZPMC's factory. Then, back in Le Harve, <strong>Bureau</strong> <strong>Veritas</strong><br />

teams were on-site and ready to continue their work when<br />

the first shipment of three cranes arrived from Shanghai in<br />

October 2005. Adhering to a tight schedule that the first crane<br />

would be put into service in March 2006,<strong>Bureau</strong> <strong>Veritas</strong> teams<br />

monitored the quality of the entire installation, from machinery<br />

and electricity compliance to testing the completed cranes, all<br />

the while ensuring workers' safety.<br />

BV Express:What is the benefit that GMP enjoyed from<br />

BV service on this project?<br />

Mr. Edouard:Worldwide presence truly has its tremendous<br />

benefits, as <strong>Bureau</strong> <strong>Veritas</strong>' international clients can attest.<br />

Although <strong>Bureau</strong> <strong>Veritas</strong> France had worked with GMP in the<br />

past, this contract came about through the positive relationship<br />

that had been established between <strong>Bureau</strong> <strong>Veritas</strong> Chia and<br />

P&O Ports on other key projects. Indeed, <strong>Bureau</strong> <strong>Veritas</strong>' global<br />

resources allowed for seamless monitoring throughout the<br />

entire operation, from ZPMC's factory in China to the Terminal<br />

de France quays. Quality, safety and norms compliance were<br />

thus ensured at all stages of construction. In addition, potential<br />

problems were resolved effectively as soon as they were<br />

brought to light, resulting in the reduction of long-term costs.<br />

BV Express:Could you please give a brief introduction of<br />

the background of the cooperation between Euromax and BV<br />

China?<br />

Mr. Rob:In 2001, we started the Euromax project and I was alone<br />

responsible for equipment purchase, delivery and acceptance<br />

by the Operations team. In 2004, we signed the contract with<br />

Shanghai Zhen Hua Port Machinery Co., Ltd (ZPMC), but before<br />

that we already made an extensive quality assurance plan which<br />

describes clearly how to proceed in case we had to purchase the<br />

cranes from China. The suggestion from our shareholders was<br />

to put more efforts in quality inspection if we had to purchase the<br />

cranes in China.<br />

At that point of time, Euromax consisted 50% of P&O Nedlloyd (1)<br />

and 50% of ECT (2) (belonging to Hutchison (3) ), with whom we had<br />

several discussions on how we could carry out the whole exercise.<br />

During this time we collected a lot of information on the various<br />

service providers in the field of Quality inspections.<br />

What we really were looking for was a Third-Party Inspector who<br />

could act like an integral part of Euromax that would work in close<br />

cooperation while maintaining its independence. At the same time<br />

it was Important for us to have inspection done not only in China<br />

but also in Rotterdam. We went out for a Tender and the Request<br />

for Proposal was sent to 3 parties of which one was BV.<br />

Working Together<br />

Just as One Team<br />

We found that BV could provide services in China and in<br />

Europe while others could only provide the services at only<br />

one of the locations. BV came up with the best and most<br />

economical solution. Our shareholder Hutchison's also strongly<br />

recommended BV, as they had already worked in close<br />

cooperation with BV in the past and were very satisfied with BV.<br />

BV Express:What are the benefits Euromax enjoyed with BV?<br />

Mr. Rob:First of all, it is the advantage of BV's international<br />

network. We used BV local people in Rotterdam and here in<br />

China also. I don’t think any other company could deliver this<br />

service for cranes. Of course, if we work with local people,<br />

communication becomes easier at both the ends. For example,<br />

a BV Chinese surveyor can communicate with the local people<br />

from ZPMC and exactly say what is not good and what will<br />

have to be changed. So for Euromax to communicate with BV<br />

Rotterdam personnel becomes easier.<br />

Second, we treat BV as an inspection department of Euromax.<br />

We fully trust and rely on BV, because it is a very important job<br />

that BV is doing for us. They are our eyes and ears.<br />

Third, it is the different levels of communication between<br />

Euromax and BV that has helped throughout the project. The<br />

first layer is on the work floor; the second layer is the middle<br />

management; the third layer is on the higher management level,<br />

which is good for different levels of escalation of problems.<br />

BV Express:How do you view BV's contribution to the Port<br />

Industry?<br />

Mr. Rob:There are two ways of inspecting for cranes at this<br />

moment: one is used by that big companies like APMT (4) who<br />

have many terminals worldwide, have their own inspection<br />

team; the other way is to work with a third party inspection<br />

partners like we do. BV's different regional offices frequently<br />

exchange knowledge and work very closely with each other,<br />

which is also very important for us. I understand that BV is<br />

the biggest at this moment for crane inspection and is very<br />

experienced in port industry and crane technology.<br />

BV Express:As the leading company in cosmetics<br />

industry, why does L'Oreal put so much effort into QHSE &<br />

SA? Could you please talk about the relationship between<br />

construction projects and QHSE & SA in L'Oreal?<br />

Mr. Marceau:Thank you for your question! It is a huge<br />

question, but actually a quite simple answer. As you know,<br />

we want to have high quality products, safe products, healthy<br />

products and environmental products. We think the best<br />

way to produce such kind of products is to have the right<br />

working environment, meaning high standard factories, high<br />

performance labs, and nice office spaces. This is also the key<br />

to enable us to recruit high level people. Thus, we can manage<br />

to have high quality results eventually. All is linked.<br />

Regarding our construction projects, we can not afford to<br />

have discrepancies nor different expectations between what<br />

happens on our construction sites and what happens in our<br />

production plants, in our offices and inside our products: all<br />

our expectations, requirements and behavior are and have to<br />

be about quality, safety, security, environmental and energy<br />

savings. This is also our social accountability and commitment<br />

towards our employees.<br />

BV Express:What do you think is the role of third-party<br />

inspection certification bodies regarding the QHSE & SA<br />

of L'Oreal construction projects?<br />

Mr. Marceau:I think the role of the third party becomes more<br />

and more important on construction projects, because these<br />

people have an independent eye and knowledge of the local<br />

market and habits, especially BV as a QHSE & SA service<br />

provider. Since BV construction dept was established in China,<br />

many construction projects have been carried out with BV,<br />

including Suzhou factory, R&D development labs, etc. Our<br />

partnership now goes beyond just a contract service.<br />

BV Express:What are the L'Oreal China development<br />

plans or implementations for future construction projects<br />

in terms of QHSE & SA?<br />

Mr. Marceau:For many years, safety and security have been<br />

a major concern to us. I think that, for health and environment,<br />

we can go further than what has been implemented until now.<br />

We surely would like to go further in particular on environment<br />

& energy savings development axes.<br />

As an example, LEED (1) is one of the standards that we are<br />

interested in, especially for new construction projects. We are<br />

implementing this LEED approach every time it is possible<br />

now. As an example, our next R&D labs – under construction<br />

currently – undertook all measures 2 years ago to design<br />

labs to be LEED certified (we target Gold level, but it is a daily<br />

fight…). If we can get the Gold certification, we would be the first<br />

one in Shanghai and the second one in China. I am personally<br />

happy to see that L'Oreal is a kind of pioneer in the green<br />

building approach in China. However, whatever the name of the<br />

building certification is, our approach is all about quality.<br />

We have to continue developing our approach with BV<br />

assistance, and to get more knowledge and benchmarks from<br />

other Asian countries and from other multinational companies<br />

on that topic.<br />

BV Express:As you mentioned, for the existing plants<br />

& buildings, how does L'Oreal China do in energy saving?<br />

Mr. Marceau:We undertake actions on our existing building<br />

to improve the energy savings. For example, we create<br />

new openings in a façade to bring more natural daylight in<br />

a warehouse, we install some sensors for lighting control to<br />

reduce electricity consumption. We have to also consider the<br />

maintenance issues and to have a long-term vision. A proper<br />

design is a design for the future, for a building, which has a<br />

30-40 years life...<br />

I specially appreciate BV, because it has a very good understanding<br />

of the safety and environmental issues, not only with regards to<br />

Chinese standards. Besides, every time there is an emergency<br />

on one of our sites, BV is always promptly responsive to our<br />

needs or concerns. Taking the 05/12 Wenchuan earthquake<br />

case as example, BV inspected our facilities in Sichuan<br />

thoroughly within a very short time after the earthquake. That is<br />

one of the reasons why we have been keeping our partnership<br />

with BV.<br />

LEED (1) :The Leadership in Energy and Environmental Design (LEED)<br />

Green Building Rating System is a voluntary, consensus-based rating system<br />

for developing high-performance, sustainable buildings. LEED addresses<br />

all building types and emphasizes state-of-the-art strategies in five areas:<br />

sustainable site development, water savings, energy efficiency, materials and<br />

resources selection, and indoor environmental quality.<br />

As a matter of fact, OGP started its business<br />

in the year of 1997 and has gone through<br />

a history of 11 years. Till now, we have<br />

accomplished almost 100 projects of various<br />

kinds and conducted extensive cooperation<br />

with numerous entity owners in China, Britain,<br />

Kuwait, France, Kenya, etc. The business of<br />

OGP over the past 11 years involves onshore<br />

and offshore oil exploration and development,<br />

petroleum chemical industry and refinery,<br />

natural gas processing plants, LNG terminals,<br />

offshore production platforms and onshore<br />

terminals, etc. OGP provides such services as<br />

ASME and CE certification, HSE consultancy,<br />

third-party equipment inspection, design<br />

audition, on-site safety and quality control, risk<br />

analysis, RBI, PED and QRA, etc.<br />

In recent years, OGP has enjoyed stable growth<br />

and provided HAZOP analysis for multiple<br />

projects, including DAC PX Project of Sinopec<br />

in Xiamen, NIOC arak Refinery and NIOC<br />

Tabiriz Project of Iran. Since the upstream<br />

services of <strong>Bureau</strong> <strong>Veritas</strong> are excellent and<br />

matured, we are focusing our business on<br />

developing the downstream safety services.<br />

During the process, we have created some<br />

leading services in China, including SIL and<br />

QRA. Besides the downstream services, we<br />

are also dealing with some of the upstream<br />

services such as shop inspection and on-spot<br />

assessment for oilfield equipment.<br />

Of all OGP services, what is worthy of mentioning<br />

is QHSE services of LNG terminal. OGP<br />

initiated its LNG business when it went into<br />

cooperation with Fujian LNG terminal in late<br />

2005. At the time, our service scope was<br />

relatively narrow, mainly testing and inspecting<br />

the manufacturing of two tanks. In 2007, OGP<br />

entered into a contract with Shanghai LNG<br />

terminal, undertaking the tasks such as the<br />

inspection for the technology and apparatus,<br />

inspection and approval for the design, quality<br />

control and outsourcing (equipment acquisition<br />

and global test) of three tanks in the terminal.<br />

Between 2006 and 2007, OGP business in<br />

LNG terminals enjoyed rapid growth and our<br />

business framework has been basically formed,<br />

with our turnover hitting the record. During that<br />

period, Fujian LNG terminal, Tangshan LNG<br />

terminal, Shenzhen LNG terminal and Zhuhai<br />

LNG terminal, with no exception, all chose the<br />

BV services. Since 2006, OGP business in<br />

LNG terminals has grown enormously. By 2008,<br />

we have played a leading role in this field and<br />

participated in almost all relevant fields in China.<br />

Recently, BV has signed third party certification<br />

service contracts for 3 offshore projects, namely,<br />

BZ19-4, BZ3-2 and adjustment of SZ36-1<br />

Phase I. Besides, we have taken other tasks,<br />

including hazard assessment of marine pipes<br />

and platforms of Shengli oilfield, third-party<br />

shop inspection and certification for CNOOC<br />

marine crude oil pipes in Huizhou of Guangdong<br />

Province, quality and HSE control for onsite<br />

construction as well as facility inspection<br />

for 500 gas stations of Total Sinochem Oil<br />

Co., Ltd. in China. We plan to expand our<br />

offshore business scope, undertaking services<br />

ranging from design review, on-site monitoring,<br />

manufacturing equipment commissioning to<br />

quality and safety control so that we can ensure<br />

that everything conforms with the standards<br />

and laws before the project goes into operation.<br />

At the same time, we will further consolidate<br />

and expand our inspection services for LNG<br />

terminals.<br />

When we look back into the development of<br />

OGP, we find the number of both our staff and<br />

2006 and 2008, the number of our staff has<br />

quadrupled and the number of our contracts<br />

has doubled. In 2006 and 2007, we over fulfilled<br />

our turnover quota, laying a sound foundation<br />

for the future turnover growth. Up to now, our<br />

work has been carried out systematically and<br />

the majority of our quota set for 2008 have<br />

been accomplished. The brilliance in past and<br />

When I was in Paris and taking an MBA program,<br />

I started my work at BV Head Office in 2005<br />

first as an intern, and then became a formal<br />

employee in 2006. At the year end, I was<br />

transferred to the <strong>Bureau</strong> <strong>Veritas</strong> China Industry<br />

& Facilities Division, mainly responsible for<br />

the business development of global sourcing<br />

service. At the beginning, BV's business along<br />

the global sourcing chain was still limited to<br />

the quality control after order placement; the<br />

services prior to order placement were just at<br />

stage of conceptualization. The most important<br />

task then, was to promote the BV Global<br />

Sourcing (Global Sourcing Service) concept<br />

and its business advantages in full scale.<br />

Looking back, we've got some key milestones in<br />

the history of GSS (BV Global Sourcing Services):<br />

* Setting up the Global Sourcing Team in November<br />

2006;<br />

* Signing the first contract with a German textilemachinery<br />

manufacturer in May 2007;<br />

* Starting cooperation with Shell China Sourcing,<br />

in August 2007, which remains a key client of ours<br />

till today;<br />

* Winning a sourcing service contract with Airbus<br />

in May 2008;<br />

The business volume of GSS meanwhile was<br />

increased by <strong>15</strong> times. Our goal for this year<br />

is to achieve a 30-fold growth, certainly which<br />

requires greater efforts.<br />

Global sourcing service is intended to help<br />

international buyers overcome the challenges<br />

that result from insufficiency of market<br />

information, cultural and business environment<br />

difference and the misunderstanding of<br />

production norms and technical specifications,<br />

etc. In the whole sourcing process, finding<br />

the right suppliers is the foremost issue to be<br />

solved. And this is exactly where the core value<br />

of GSS lies.<br />

We work closely with sourcing departments of<br />

multinational corporations, and provide them<br />

with comprehensive sourcing services and<br />

supports, which range from preliminary market<br />

analysis, supplier searching, until product quality<br />

control and supplier management afterwards.<br />

Throughout its 180-year history, BV has actually<br />

been an active player in the global supply chain.<br />

Therefore, providing global sourcing service<br />

is consistent in nature with BV's traditional<br />

services, i.e. inspection and certification, and it<br />

enables BV services to cover the entire sourcing<br />

process that involves buyers, suppliers, and<br />

facility owners:<br />

For buyers, we help understand whether it is<br />

appropriate to source certain products from<br />

China and what international or local regulations<br />

are applicable to the products to be purchased,<br />

by conducting product and supply market<br />

analysis. Afterwards, we search for suitable<br />

suppliers, and conduct supplier investigation.<br />

During fabrication of the purchased goods, we<br />

also send our surveyors for shop inspection to<br />

ensure product quality until the shipment.<br />

For suppliers, we continuously put high-quality<br />

suppliers into BV's supplier database through<br />

market research and on-site investigation, and<br />

then recommend them to overseas buyers<br />

through BV's global network. In view of everincreasing<br />

global and local regulations and<br />

certification standards on products, BV has<br />

been steadily tracking down changes in such<br />

regulations and standards, and providing<br />

Chinese suppliers with various certification<br />

services. In addition, we perform design review,<br />

testing, inspection and issue third-party reports<br />

to ensure the suppliers and their exported<br />

products may obtain global recognition.<br />

For owners of facilities like plants, power stations,<br />

and buildings, BV provides comprehensive<br />

quality control and project management<br />

services that range from project preparation,<br />

commissioning, to operation, including design<br />

review, equipment sourcing consulting, quality<br />

control, project supervision, and periodic<br />

inspection and maintenance for in-service<br />

equipment.<br />

Actually, the global sourcing service was created<br />

by BV China, and made available only in China.<br />

This is because global sourcing usually focuses<br />

on low-cost countries, and that China with its<br />

unique advantages in product quality and cost<br />

has become the largest global manufacturing<br />

base. In the past decade, China sourcing has<br />

been concentrated in consumer goods, which<br />

dominated the country’s foreign trade. However,<br />

in the past five years, increasing number of<br />

international buyers came to source industrial<br />

products such as valves, piping, pressure<br />

vessels, and steel structures, which provides a<br />

good chance for BV global sourcing services<br />

in China.<br />

Challenges have been ubiquitous across the<br />

entire development of global sourcing. We have<br />

to keep improving ourselves at every link of<br />

such process: market research and production<br />

regulation consulting, searching for suppliers,<br />

supplier assessment and audit, shop inspection<br />

during fabrication. It is proven by practice that<br />

the introduction of global sourcing service not<br />

only has expanded BV service capabilities<br />

along the global supply chain, but also has built<br />

ties between international buyers and Chinese<br />

suppliers, thus created added-value for them.<br />

We once helped in finding equipment maintenance<br />

service providers in China for Airbus aircraft<br />

assembling lines; provided equipment sourcing<br />

assistance and product inspection for Alstom<br />

hydropower project in China; carried out quality<br />

control and project management for Heiniken<br />

brewery tanks sourcing project in China…<br />

Undoubtedly, the Global Sourcing Service has<br />

achieved a fair operation scale, and its business<br />

scope is also expanding. As BV “landing squad”<br />

to embark the global supply chain business,<br />

GSS is expected to build up brand preference<br />

for BV inspection and certification services in<br />

downstream sectors and ensure successful<br />

sourcing projects from foreign clients with<br />

quality control along the whole process.<br />

In the future, we will keep holding the values of<br />

independence, fairness, and professionalism,<br />

and expect to help Chinese enterprises to<br />

further integrate into the global supply chain and<br />

contribute more to the development of global<br />

sourcing and foreign trade.<br />
