Industry and Facilities (I&F) Division is one of the four operation platforms of Bureau Veritas 

in China, which is the world’s leading inspection and certification group. It provides conformity 

assessment and technical consulting services related with QHSE&SA (Quality, Health, Safety, 

Environment, and Social Accountability) to Chinese domestic as well as multinational companies 

in the fields of industry, construction, and management systems, aiming at creating added value 

for clients through assistance in risk management and performance optimization.

PREFACE 

While more and more attention is being paid to important topics such as 

energy saving, environmental protection and greenhouse gas emissions, 

Bureau Veritas as an organization dedicated in the field of QHSE & 

SA (Quality, Health, Safety, Environment and Social Accountability) will 

continue to make great efforts to ensure exercising CSR (Corporate 

Social Responsibilities) beneficial to business organizations' sustainable 

growth, common society and overall human kind eventually. 

The Industry & Facilities division of BV Group has been established in 

China for 15 years. We have made significant accomplishment in these 

years and celebrate it as a major milestone. Looking forward, We strongly 

believe that we will carry on the momentum, continue to develop in new 

areas and eventually achieve greater success. 

As a very important action, we have just created a new Chinese name for 

our group, which is pronounced as ‘Bi Wei’ in Chinese spelling, indicating 

our strong willingness to protect the 

interests of all important stakeholders 

in an impartial way. It also marks 

a major step forward made by the 

group towards continued localization 

in this important country. With this 

Chinese brand name newly created 

and widely promoted, we believe 

it will help significantly to 

make the name of BV well 

recognized, which will in 

turn support the future

Wonderful Development 

How time flies as Bureau Veritas China Industry 

& Facilities Division meets its 15 th birthday! 

As a matter of fact, BV's operation in China can 

be dated back to 1882, but it had to move its 

office to Hong Kong because of frequent armed 

conflicts across China's mainland. Later on, BV 

decided to send two of its Hong Kong based 

container surveyors to China's mainland for 

long-term mission in 1993 in view of its evergrowing 

business volume, which marked a 

significant comeback in more than 110 years. 

Since its establishment in 1987, the ISO9000 

standard derived from BS (British Standard) 

5750 has been through several rounds of 

revisions, now a key for enterprises in both 

China and other parts of the world to convince 

clients and win market shares. After returning to 

China’s mainland in 1993, BV briskly captured 

such a market opportunity, and issued the first 

batch of ISO9000 certificates to more than 200 

renowned companies in China, which set a 

firm foothold for BVQI (a band of management 

system certification belonged to BV, renamed 

as BV Certification in 2007) on the local market. 

Riding on the back of its extensive recognition 

in China, BV reopened its Shanghai Office, 

and assumed integrated operation for its 

four divisions, making an ideal platform for 

business development. In an effort to overcome 

logistic barriers resulted from differences in 

container structures and specifications among 

all countries, BV China initiated the container 

classification and inspection service, and has 

remained a market leader since then. BV 

accounts for more than 50% of the market 

shares in all categories – dry container, reefer 

and tank container. Meanwhile, other new 

services were introduced to, or even created in 

the country. 

Heeding to the government's call for “two 

fundamental transformations”, players in 

China's petrochemical industry started to 

emphasize on internal management and quality 

control as of 1996, and entered a period of 

vigorous development. At the same time, their 

counterparts abroad were also experiencing 

a wave of adjustment in industrial structure. 

To ensure that the entire petrochemical 

industry follow prescribed quality management 

standards, and avoid catastrophic risks specific 

to this industry, BV classification and inspection 

service in this field have been upgraded from 

a minor business in its early stage to a leading 

business of its Industry and Facilities Division, 

covering the entire value chain in petrochemical 

industry. BV extended its classification and 

inspection service to the burgeoning construction 

field in 1999, thanks to its insight on importance 

of quality of construction materials. Today, BV 

services are applied to the entire life cycle of 

any construction project, many of its clients 

being renowned enterprises and organizations 

in both China and other parts of the world, 

including L'Oreal, Carrefour, and Saint-Gobain. 

Most of these clients are still having pleasant 

cooperation with BV. 

The Chinese Communist Party's 14th National 

Plenary in 1992 adopted a policy to make 

Shanghai a center for international economy, 

finance, and trade, which further consolidated 

the city's economic status in Northeast Asia. 

In view of this as well as propeller effect of 

Northeast Asia to the world economy, BV 

decisively moved its headquarters for Northeast 

Asian operation to Shanghai in 1997. 

Wind power has been one of the fastest growing 

energy sectors all over the world in the past 

decade, with an annual growth of 29 percent. 

As wind power generator manufacturers keep 

outsourcing their production processes, quality 

issue is catching more and more attention. 

BV launched a high-profile campaign into the 

wind power field in 1998 by providing shop 

inspection service to Vestas, the largest wind 

power equipment manufacturer in the world. 

BV’s major clients today also include Gemasa, 

Suzulon, Nordex, and Huarui. 

Having acquired Beijing Ping'an Technology 

Inspection Company in late 1990s, BV started 

ASME services in China, and then expanded 

its business scope to include CE, MC, and 

IBR services. Several years of development 

has brought BV to the leading position in the 

industry. Considering the importance of the 

Industry and Facilities Division within BV and 

its broad development perspective in China, 

BV launched the Bureau Veritas Consulting 

(Shanghai) Co., Ltd. in 2000, as a business 

platform of Bureau Veritas China Industry & 

Facilities Division. 

During 1999 and 2005, BV joined hands with 

the Electric Department of France incorporating 

a supervisory company (BV/EDF Consortium) 

monitoring the manufacturing of 14 hydropower 

generators by 14 plants from eight countries for 

the left wing of the Three-Gorge Dam Project. 

This was doubtlessly a win-win solution, which 

ensured the smooth manufacturing and delivery 

of Three-Gorge generators at contractors 

from all over the world; and enabled BV to 

consolidate its leading position in hydropower 

inspection and certification services. This also 

gave birth to the Bureau Veritas China Industry 

& Facilities Division. No sooner than that, BV 

offered all-around inspection and certification 

services to the Qinshan Nuclear Power Station, 

ensuring smooth cooperation among Chinese 

and overseas contractors in replacing top 

cover of reactors, reckoned as a significant 

development in the field of nuclear power 

inspection. 

Thanks to Chinese government's powerful 

support, the country's engineering machinery 

export recorded annual growth of more than 

50% in recent years. Amid conflict between 

exports and trade and technological barriers, 

quality became a top concern. To facilitate 

exports from China, BV timely offered thirdparty 

inspection services on product standard 

compliance: in addition to internationally 

accepted standards, these services also cover 

regional-specific standards such as ASME of 

the United States, CE of the European Union, 

thus becoming keys to markets in Europe, US, 

and other countries. 

BV started to deal with issues of quality, 

safety, health, and environment in the railway 

sector in early 19th century. In 2004, BV 

provided inspection and certification service 

for Venezuela sourcing 445 cargo wagons 

from China, marking its official presence in the 

market of railway equipment verification. To 

date, BV has been providing comprehensive 

services in inspection, certification, and 

consulting in railway paving, railway engines, 

and signal systems. Railway construction 

is one of the most important missions for 

national economy and people’s life, and engine 

inspection is the most critical issue. In addition 

to exploring railway engine inspection market 

abroad, BV will actively seek its opportunities 

in China, and to ensure healthy industrial 

development with perfect quality inspection, 

certification, and risk management system. 

Amid economic globalization and improvement 

in China’s manufacturing technologies, sourcing 

from China is becoming a popular consideration 

of multinationals in their operation. However, 

lingual and cultural differences, deviations 

in understanding of norms on products and 

technologies, and supplier credibility often make 

the road so “bumpy” for overseas procurers. 

Responding to such a situation, BV introduced 

in 2007 the global sourcing service, providing 

one-stop service package that range from 

market research, order placement, to supplier 

management and development in line with 

the principles of fairness and independence. 

While exploring for better returns, the global 

sourcing service team will continue to serve as 

the “landing squad”, building brand attraction for 

BV's downstream inspection and certification 

services. 

Immediately after the May 12 earthquake in 

Wenchuan, BV sent its surveyors to the ground 

zero for building evaluation along with its 

generous donation. This convincingly reflected 

BV's determination to abide by its social 

responsibility. BV China's social responsibilityrelated 

services include certifications in line 

with SA8000, ETI, ICTI, and WARP, through 

which the company performs professional 

verification on different clients' CSR reports, or 

provides second-party verification service for to 

international buyers. With social responsibility 

catching more and more attention, BV China 

has as its mandate not only to provide 

social responsibility certification for Chinese 

enterprises aiming to open up international

market. More importantly, the company puts 

social responsibility issue high on its own 

agenda, and conforms to it as an integral rule 

for corporate administration. 

For the sake of faster localization, BV China will 

put all its operational entities, as of November 

2008, under the umbrella of Biwei International 

Verification Group. The official inauguration 

of “Biwei” brand (sound translation of “BV” 

in Chinese) will further promote BV’s brand 

awareness and recognition. With universal 

support from the branding system, BV China is 

expected to have more splendid achievements. 

Since 1993, Bureau Veritas China Industry 

& Facilities Division, along with the other 

three divisions of BV (Marine, Consumer 

Products Services and Government Services 

& International Trade) have heeled the pulse of 

the market closely all the way and performed 

remarkably. Its business operation platform 

Bureau Veritas Consulting (Shanghai) Co., 

Ltd. consists of three departments (Industry 

Department, Building & Facilities Department 

and Certification Department). 

Bureau Veritas China Industry & Facilities Division 

originated on the date of BV's comeback to China, 

rose from frog-leaping development in market 

economy, and will soar with opportunities 

enabled by economic globalization. Fifteen 

years of market sensitiveness and unrelenting 

endeavors, globalized operations, and rich 

industrial experiences lent their hands to BV's 

leading position in the fields of quality, health,

Established in June 1995, Shanghai CIMC Reefer Containers 

Co., Ltd. (SCRC) is a Sino-foreign joint venture specialized 

in research, development, and manufacturing of international 

standard reefer containers, reefer and thermostat devices 

for special trucks, and parts and components for special 

containers. SCRC markets its own products, and also provides 

consulting and maintenance services. 

With increasing liberalization of international trade, 

improvement of manufacturing technologies and 

reduction of further shipping cost, the demand for reefer 

containers in the coming few years is expected 

to rise, and SCRC will also maintain its industry 

leading position. 

BV Express: SCRC was founded in 1996, but started to 

make profit in the next year. The more than one decade 

of development has turned the company into a globally 

leading reefer container manufacturer. So what is behind 

the great success? 

Mr. Deng:Quality means almost everything to a product 

and is our primary focus. With quality assurance and client 

satisfaction, we win more and more orders and long-term 

partnerships. 

If compared with dry containers, reefer container manufacturing 

demands higher technologies. Ever since the foundation of 

the Company, we keep learning and innovating, which has 

resulted in 39 patent right applications including 32 practical 

new models, and 7 inventions, 22 of them already granted. We 

also introduced 12 patents from Germany. All the Company's 

products are patented ones. We has been dubbed “High and 

New Enterprise of Shanghai” since 2000, and our Technology 

Center for Reefer Container Transportation Equipment was 

also certified as a “Corporate Technology Center at Municipal 

Level of Shanghai”. Through a great deal of experiments and 

tests, we were able to design and introduce new products 

on a continued basis, which also contributed substantially 

to the company’s capacity for independent development 

and international competition. These factors all consolidated 

SCRC's leading position among its overseas counterparts. 

BV Express:How do you think BV as a third-party 

inspection body helps ensure your product 

quality, and boost your technological 

innovation capacity? 

Mr. Deng:In terms of statutory inspection and non-statutory 

inspection, we cannot avoid cooperation with third-party 

inspection bodies. 

Statutory inspection should be a minimum standard, wherein 

third-party certification indicates that certain products are safe 

enough not to threaten public properties and security. The 

enterprises and the third-party inspection body both have their 

responsibilities to jointly improve product quality. 

As for non-statutory inspection, we are obliged to meet all 

additional requirements of our clients, as well as their higher 

expectations. Clients who impose diversified requirements on 

certain criteria for different containers utilities also want the 

products to be environmental friendly. So there are no such 

ISO standards covering all possible criteria, as most of them 

are customized. Under this situation, we manufacturers need to 

work with third-party inspection bodies to put things together. 

As for technical innovation, third party inspection bodies provide 

training and consulting services to help us in product innovation. 

BV Express: What steps have been taken by SCRC so far 

in terms of quality, health, safety, environment, and social 

accountability (QHSE & SA)? 

Mr. Deng:Founded in 1982, SCRC has become an industry 

leader over more than two decades of hard working, who is 

known for its thorough consideration on social accountability. 

First of all, we have to make sure that our products quality; 

secondly, we pin much importance to environmental protection. 

We obtained ISO14000 certificate in 2000, which indicates 

that all our gas and solid waste, as well as other harmful 

emissions have met the national standard. As the standard 

is being revised annually, we have to continuously improve 

our environmental solutions to live up to it. For example, we 

recently installed an incineration system helped reduce the 

burden of solid waste shipment from the plant to points of 

concentration, which leads to a cut in labor and vehicle cost. 

Besides the emphasis on our own social accountability, we also 

want to set a role model for players in other industries.

Based at the port of Le Havre, France, GMP specializes in 

the business of stevedoring. The company is a subsidiary 

of Portsynergy SAS and the joint venture of P&O Ports 

and CMA CGM. 

BV Express:Could you please give a brief introduction of 

the cooperation background between GMP and BV China? 

Mr. Edouard:Cranes play a vital role in today's competitive 

shipping industry. With port turn-around times staying the 

same even as container ships continue to grow in size, the 

outward reach and speed of quay side cranes are important 

considerations in the determination of shipping routes. In 

2004, GMP announced plans for a new two-berth Terminal 

de France, part of Le Havre's “Port 2000” expansion initiative. 

The development of these facilities, needs a €100 million 

investment, included the purchase of six super post-panamax (1) 

gantry cranes from Shanghai Zhenhua Port Machinery Co., Ltd. 

(ZPMC), capable of handling the merchandise of the world's 

largest container ships. Because they were to be manufactured 

in China and imported to France, GMP needed to ensure that 

the cranes complied with European and French norms before 

shipment. Quality and safety standards would also have to be 

met during the cranes installation in Le Harve. 

BV Express:Why did GMP choose BV as the Shop Inspection 

Service provider for post-panamax gantry manufactured in 

China? 

Mr. Edouard:Based on the good cooperation in other 

projects, GMP contacted Bureau Veritas' Shanghai team in 

September 2004 for assistance with the ZPMC order. The 

project then became a true bi-continental collaboration. 

Amongst the largest ever manufactured, ZPMC's super postpanamax 

gantry cranes are designed to lift two 40-foot (70 

tons) containers in tandem. Weighing 1,760 tons, and with a 

35-meter base, each crane has an outreach allowing it to load 

and unload a 22-container-wide vessel. The acquisition of six 

of these massive machines was thus a valuable addition to 

GMP's infrastructure at Le Harve port; ensuring that they would 

completely comply with the imperative requirements of France 

and European countries.. 

First, experts from Bureau Veritas France traveled to China to 

oversee norms compliance during the manufacturing process 

at ZPMC's factory. Then, back in Le Harve, Bureau Veritas 

teams were on-site and ready to continue their work when 

the first shipment of three cranes arrived from Shanghai in 

October 2005. Adhering to a tight schedule that the first crane 

would be put into service in March 2006,Bureau Veritas teams 

monitored the quality of the entire installation, from machinery 

and electricity compliance to testing the completed cranes, all 

the while ensuring workers' safety. 

BV Express:What is the benefit that GMP enjoyed from 

BV service on this project? 

Mr. Edouard:Worldwide presence truly has its tremendous 

benefits, as Bureau Veritas' international clients can attest. 

Although Bureau Veritas France had worked with GMP in the 

past, this contract came about through the positive relationship 

that had been established between Bureau Veritas Chia and 

P&O Ports on other key projects. Indeed, Bureau Veritas' global 

resources allowed for seamless monitoring throughout the 

entire operation, from ZPMC's factory in China to the Terminal 

de France quays. Quality, safety and norms compliance were 

thus ensured at all stages of construction. In addition, potential 

problems were resolved effectively as soon as they were 

brought to light, resulting in the reduction of long-term costs.

BV Express:Could you please give a brief introduction of 

the background of the cooperation between Euromax and BV 

China? 

Mr. Rob:In 2001, we started the Euromax project and I was alone 

responsible for equipment purchase, delivery and acceptance 

by the Operations team. In 2004, we signed the contract with 

Shanghai Zhen Hua Port Machinery Co., Ltd (ZPMC), but before 

that we already made an extensive quality assurance plan which 

describes clearly how to proceed in case we had to purchase the 

cranes from China. The suggestion from our shareholders was 

to put more efforts in quality inspection if we had to purchase the 

cranes in China. 

At that point of time, Euromax consisted 50% of P&O Nedlloyd (1) 

and 50% of ECT (2) (belonging to Hutchison (3) ), with whom we had 

several discussions on how we could carry out the whole exercise. 

During this time we collected a lot of information on the various 

service providers in the field of Quality inspections. 

What we really were looking for was a Third-Party Inspector who 

could act like an integral part of Euromax that would work in close 

cooperation while maintaining its independence. At the same time 

it was Important for us to have inspection done not only in China 

but also in Rotterdam. We went out for a Tender and the Request 

for Proposal was sent to 3 parties of which one was BV. 

Working Together 

Just as One Team 

We found that BV could provide services in China and in 

Europe while others could only provide the services at only 

one of the locations. BV came up with the best and most 

economical solution. Our shareholder Hutchison's also strongly 

recommended BV, as they had already worked in close 

cooperation with BV in the past and were very satisfied with BV. 

BV Express:What are the benefits Euromax enjoyed with BV? 

Mr. Rob:First of all, it is the advantage of BV's international 

network. We used BV local people in Rotterdam and here in 

China also. I don’t think any other company could deliver this 

service for cranes. Of course, if we work with local people, 

communication becomes easier at both the ends. For example, 

a BV Chinese surveyor can communicate with the local people 

from ZPMC and exactly say what is not good and what will 

have to be changed. So for Euromax to communicate with BV 

Rotterdam personnel becomes easier. 

Second, we treat BV as an inspection department of Euromax. 

We fully trust and rely on BV, because it is a very important job 

that BV is doing for us. They are our eyes and ears. 

Third, it is the different levels of communication between 

Euromax and BV that has helped throughout the project. The 

first layer is on the work floor; the second layer is the middle 

management; the third layer is on the higher management level, 

which is good for different levels of escalation of problems. 

BV Express:How do you view BV's contribution to the Port 

Industry? 

Mr. Rob:There are two ways of inspecting for cranes at this 

moment: one is used by that big companies like APMT (4) who 

have many terminals worldwide, have their own inspection 

team; the other way is to work with a third party inspection 

partners like we do. BV's different regional offices frequently 

exchange knowledge and work very closely with each other, 

which is also very important for us. I understand that BV is 

the biggest at this moment for crane inspection and is very 

experienced in port industry and crane technology.

BV Express:As the leading company in cosmetics 

industry, why does L'Oreal put so much effort into QHSE & 

SA? Could you please talk about the relationship between 

construction projects and QHSE & SA in L'Oreal? 

Mr. Marceau:Thank you for your question! It is a huge 

question, but actually a quite simple answer. As you know, 

we want to have high quality products, safe products, healthy 

products and environmental products. We think the best 

way to produce such kind of products is to have the right 

working environment, meaning high standard factories, high 

performance labs, and nice office spaces. This is also the key 

to enable us to recruit high level people. Thus, we can manage 

to have high quality results eventually. All is linked. 

Regarding our construction projects, we can not afford to 

have discrepancies nor different expectations between what 

happens on our construction sites and what happens in our 

production plants, in our offices and inside our products: all 

our expectations, requirements and behavior are and have to 

be about quality, safety, security, environmental and energy 

savings. This is also our social accountability and commitment 

towards our employees. 

BV Express:What do you think is the role of third-party 

inspection certification bodies regarding the QHSE & SA 

of L'Oreal construction projects? 

Mr. Marceau:I think the role of the third party becomes more 

and more important on construction projects, because these 

people have an independent eye and knowledge of the local 

market and habits, especially BV as a QHSE & SA service 

provider. Since BV construction dept was established in China, 

many construction projects have been carried out with BV, 

including Suzhou factory, R&D development labs, etc. Our 

partnership now goes beyond just a contract service. 

BV Express:What are the L'Oreal China development 

plans or implementations for future construction projects 

in terms of QHSE & SA? 

Mr. Marceau:For many years, safety and security have been 

a major concern to us. I think that, for health and environment, 

we can go further than what has been implemented until now. 

We surely would like to go further in particular on environment 

& energy savings development axes. 

As an example, LEED (1) is one of the standards that we are 

interested in, especially for new construction projects. We are 

implementing this LEED approach every time it is possible 

now. As an example, our next R&D labs – under construction 

currently – undertook all measures 2 years ago to design 

labs to be LEED certified (we target Gold level, but it is a daily 

fight…). If we can get the Gold certification, we would be the first 

one in Shanghai and the second one in China. I am personally 

happy to see that L'Oreal is a kind of pioneer in the green 

building approach in China. However, whatever the name of the 

building certification is, our approach is all about quality. 

We have to continue developing our approach with BV 

assistance, and to get more knowledge and benchmarks from 

other Asian countries and from other multinational companies 

on that topic. 

BV Express:As you mentioned, for the existing plants 

& buildings, how does L'Oreal China do in energy saving? 

Mr. Marceau:We undertake actions on our existing building 

to improve the energy savings. For example, we create 

new openings in a façade to bring more natural daylight in 

a warehouse, we install some sensors for lighting control to 

reduce electricity consumption. We have to also consider the 

maintenance issues and to have a long-term vision. A proper 

design is a design for the future, for a building, which has a 

30-40 years life... 

I specially appreciate BV, because it has a very good understanding 

of the safety and environmental issues, not only with regards to 

Chinese standards. Besides, every time there is an emergency 

on one of our sites, BV is always promptly responsive to our 

needs or concerns. Taking the 05/12 Wenchuan earthquake 

case as example, BV inspected our facilities in Sichuan 

thoroughly within a very short time after the earthquake. That is 

one of the reasons why we have been keeping our partnership 

with BV.

As a matter of fact, OGP started its business 

in the year of 1997 and has gone through 

a history of 11 years. Till now, we have 

accomplished almost 100 projects of various 

kinds and conducted extensive cooperation 

with numerous entity owners in China, Britain, 

Kuwait, France, Kenya, etc. The business of 

OGP over the past 11 years involves onshore 

and offshore oil exploration and development, 

petroleum chemical industry and refinery, 

natural gas processing plants, LNG terminals, 

offshore production platforms and onshore 

terminals, etc. OGP provides such services as 

ASME and CE certification, HSE consultancy, 

third-party equipment inspection, design 

audition, on-site safety and quality control, risk 

analysis, RBI, PED and QRA, etc. 

In recent years, OGP has enjoyed stable growth 

and provided HAZOP analysis for multiple 

projects, including DAC PX Project of Sinopec 

in Xiamen, NIOC arak Refinery and NIOC 

Tabiriz Project of Iran. Since the upstream 

services of Bureau Veritas are excellent and 

matured, we are focusing our business on 

developing the downstream safety services. 

During the process, we have created some 

leading services in China, including SIL and 

QRA. Besides the downstream services, we 

are also dealing with some of the upstream 

services such as shop inspection and on-spot 

assessment for oilfield equipment. 

Of all OGP services, what is worthy of mentioning 

is QHSE services of LNG terminal. OGP 

initiated its LNG business when it went into 

cooperation with Fujian LNG terminal in late 

2005. At the time, our service scope was 

relatively narrow, mainly testing and inspecting 

the manufacturing of two tanks. In 2007, OGP 

entered into a contract with Shanghai LNG 

terminal, undertaking the tasks such as the 

inspection for the technology and apparatus, 

inspection and approval for the design, quality 

control and outsourcing (equipment acquisition 

and global test) of three tanks in the terminal. 

Between 2006 and 2007, OGP business in 

LNG terminals enjoyed rapid growth and our 

business framework has been basically formed, 

with our turnover hitting the record. During that 

period, Fujian LNG terminal, Tangshan LNG 

terminal, Shenzhen LNG terminal and Zhuhai 

LNG terminal, with no exception, all chose the 

BV services. Since 2006, OGP business in 

LNG terminals has grown enormously. By 2008, 

we have played a leading role in this field and 

participated in almost all relevant fields in China. 

Recently, BV has signed third party certification 

service contracts for 3 offshore projects, namely, 

BZ19-4, BZ3-2 and adjustment of SZ36-1 

Phase I. Besides, we have taken other tasks, 

including hazard assessment of marine pipes 

and platforms of Shengli oilfield, third-party 

shop inspection and certification for CNOOC 

marine crude oil pipes in Huizhou of Guangdong 

Province, quality and HSE control for onsite 

construction as well as facility inspection 

for 500 gas stations of Total Sinochem Oil 

Co., Ltd. in China. We plan to expand our 

offshore business scope, undertaking services 

ranging from design review, on-site monitoring, 

manufacturing equipment commissioning to 

quality and safety control so that we can ensure 

that everything conforms with the standards 

and laws before the project goes into operation. 

At the same time, we will further consolidate 

and expand our inspection services for LNG 

terminals. 

When we look back into the development of 

OGP, we find the number of both our staff and 

contracts have substantively increased, with 

excellent performance achieved. Between 

2006 and 2008, the number of our staff has 

quadrupled and the number of our contracts 

has doubled. In 2006 and 2007, we over fulfilled 

our turnover quota, laying a sound foundation 

for the future turnover growth. Up to now, our 

work has been carried out systematically and 

the majority of our quota set for 2008 have 

been accomplished. The brilliance in past and 

the achievement at present bring us great 

confidence to face new challenges. We are 

confident that by making efforts persistently,

When I was in Paris and taking an MBA program, 

I started my work at BV Head Office in 2005 

first as an intern, and then became a formal 

employee in 2006. At the year end, I was 

transferred to the Bureau Veritas China Industry 

& Facilities Division, mainly responsible for 

the business development of global sourcing 

service. At the beginning, BV's business along 

the global sourcing chain was still limited to 

the quality control after order placement; the 

services prior to order placement were just at 

stage of conceptualization. The most important 

task then, was to promote the BV Global 

Sourcing (Global Sourcing Service) concept 

and its business advantages in full scale. 

Looking back, we've got some key milestones in 

the history of GSS (BV Global Sourcing Services): 

* Setting up the Global Sourcing Team in November 

2006; 

* Signing the first contract with a German textilemachinery 

manufacturer in May 2007; 

* Starting cooperation with Shell China Sourcing, 

in August 2007, which remains a key client of ours 

till today; 

* Winning a sourcing service contract with Airbus 

in May 2008; 

The business volume of GSS meanwhile was 

increased by 15 times. Our goal for this year 

is to achieve a 30-fold growth, certainly which 

requires greater efforts. 

Global sourcing service is intended to help 

international buyers overcome the challenges 

that result from insufficiency of market 

information, cultural and business environment 

difference and the misunderstanding of 

production norms and technical specifications, 

etc. In the whole sourcing process, finding 

the right suppliers is the foremost issue to be 

solved. And this is exactly where the core value 

of GSS lies. 

We work closely with sourcing departments of 

multinational corporations, and provide them 

with comprehensive sourcing services and 

supports, which range from preliminary market 

analysis, supplier searching, until product quality 

control and supplier management afterwards. 

Throughout its 180-year history, BV has actually 

been an active player in the global supply chain. 

Therefore, providing global sourcing service 

is consistent in nature with BV's traditional 

services, i.e. inspection and certification, and it 

enables BV services to cover the entire sourcing 

process that involves buyers, suppliers, and 

facility owners: 

For buyers, we help understand whether it is 

appropriate to source certain products from 

China and what international or local regulations 

are applicable to the products to be purchased, 

by conducting product and supply market 

analysis. Afterwards, we search for suitable

During fabrication of the purchased goods, we 

also send our surveyors for shop inspection to 

ensure product quality until the shipment. 

For suppliers, we continuously put high-quality 

suppliers into BV's supplier database through 

market research and on-site investigation, and 

then recommend them to overseas buyers 

through BV's global network. In view of everincreasing 

global and local regulations and 

certification standards on products, BV has 

been steadily tracking down changes in such 

regulations and standards, and providing 

Chinese suppliers with various certification 

services. In addition, we perform design review, 

testing, inspection and issue third-party reports 

to ensure the suppliers and their exported 

products may obtain global recognition. 

For owners of facilities like plants, power stations, 

and buildings, BV provides comprehensive 

quality control and project management 

services that range from project preparation, 

commissioning, to operation, including design 

review, equipment sourcing consulting, quality 

control, project supervision, and periodic 

inspection and maintenance for in-service 

equipment. 

Actually, the global sourcing service was created 

by BV China, and made available only in China. 

This is because global sourcing usually focuses 

on low-cost countries, and that China with its 

unique advantages in product quality and cost 

has become the largest global manufacturing 

base. In the past decade, China sourcing has 

been concentrated in consumer goods, which 

dominated the country’s foreign trade. However, 

in the past five years, increasing number of 

international buyers came to source industrial 

products such as valves, piping, pressure 

vessels, and steel structures, which provides a 

good chance for BV global sourcing services 

in China. 

Challenges have been ubiquitous across the 

entire development of global sourcing. We have 

to keep improving ourselves at every link of 

such process: market research and production 

regulation consulting, searching for suppliers, 

supplier assessment and audit, shop inspection 

during fabrication. It is proven by practice that 

the introduction of global sourcing service not 

only has expanded BV service capabilities 

along the global supply chain, but also has built
