Editor’s Note:<br />

The year 2008 will be remembered in China with lots of key words:<br />

Olympics, Wenchuan Earthquake, Melamine, 30 th Anniversary of<br />

Reform and Opening-up and Social Responsibility. It is truly an<br />

extraordinary year for China. Coincidently, the year 2008 also marks<br />

the 180 th anniversary of <strong>Bureau</strong> <strong>Veritas</strong> (BV) and the new launching of<br />

its Chinese name “必维” (originally “法国国际检验局”), which means<br />

determination and impartiality. In addition, the year 2008 also marks<br />

the 15 th year since BV Industry and Facilities (registered as <strong>Bureau</strong><br />

<strong>Veritas</strong> Consulting Co., Ltd.) entered China. Coincidences as they are,<br />

they point to a trend destined to happen. These chance happenings<br />

make BV people acutely aware of the social responsibilities and<br />

missions we have taken on.<br />

As the partner of many well-known domestic and overseas companies,<br />

BV Industry and Facilities will join hands with more clients to play a<br />

vanguard role in promoting QHSE and social Responsibility in China<br />

and continue to move forward with confidence.<br />

Opening Speech<br />

Financial Crisis<br />

is like a Process of Baptism<br />

Spring comes and goes, and the season changes. It is the Law of Nature. Economic development also has its own law. The<br />

global economy, after a booming cycle, is now encountering a harsh winter. Business, like people, hates unexpected shocks,<br />

and many businesses have “caught cold” in face of the sudden cold wave. This climate change has forced many enterprises<br />

to meet the challenges of seeking immediate solutions to the problems of how to cope and then get rid of the “cold” and to<br />

pull through the economic crisis.<br />

Financial crisis is like a process of baptism, and whether a company can come through the crisis depends not only on its<br />

struggle against an unfavorable environment but also its fight for self-improvement. Despite the deepening impact of the<br />

financial crisis and the weakening demand in the market, a few well-known domestic manufacturers have handled it with<br />

great confidence and wisdom. These companies continued to move forward and take initiatives to open up new markets and<br />

make quick strategic adjustments. Meanwhile, they have improved their capability for independent innovation to achieve<br />

sustainable business development whilst increasing international brand awareness. Therefore, despite the financial crisis,<br />

companies with advanced management, own brands and intellectual property rights can prevail in dealing with risks and<br />

sustain business growth.<br />

The year 2008 marks the 30 th anniversary of China’s reform and opening-up. China has achieved significant progress in the<br />

last three decades, but many Chinese manufacturers are still at the lower end of the value chain. As their business size<br />

expands, problems such as limited resources, market restraints and poor management surfaced quickly to make their old<br />

business model increasingly unsustainable, and many companies are facing challenges in terms of Quality, Health & Safety,<br />

Environment (QHSE) and Social Responsibility. The recent melamine scandal is a fresh reminder of the reality in China.<br />

However, many businesses have also learnt from the case that companies have to enhance innovation, brand value and<br />

internal management to implement the QHSE and Social Responsibility management system to sustain business growth.<br />

In fact, sustainable development has already become a hot topic in the business world. At present, a number of well-known<br />

Chinese and foreign companies have adopted QHSE and Social Responsibility as a key benchmark to measure its sustainable<br />

development capabilities, and put it into practice. However, for most companies, it is still a new issue for their development.<br />

Nevertheless, as a Chinese saying goes, a huge tree that fills one’s arms grows from a tiny seedling; a nine-storey tower<br />

rises from a heap of earth; and a thousand miles journey starts with the first step. In face of the financial crisis, we believe<br />

that more and more companies should care more about their performance of QHSE and Social Responsibility and put them<br />

into practice to make them integral parts of the corporate culture and brand image. Such an incorporation will improve brand<br />

value, increase competitiveness and truly realize sustainable business development.<br />

TLS (Transportation Logistic Service) of <strong>Bureau</strong><br />

<strong>Veritas</strong> (BV) attended “Transport Logistic China<br />

2008” held from June 17 to 19, 2008 at Shanghai<br />

New international Expo Center. The exhibition<br />

covered 15,000 square meters of demonstration<br />

area and attracted 11,000 visitors from 66<br />

countries and regions.<br />

During the exhibition, BV TLS had sound interactions<br />

with established clients, and conducted sound<br />

communications and exchanges with many new<br />

clients and friends. The potential partners said<br />

Certification for UK Dover Port<br />

Recently, <strong>Bureau</strong> <strong>Veritas</strong> (BV) Certification has<br />

conducted ISO 14001: 2004, the international<br />

standard certification for EMS (Environment<br />

Management System) of UK Dover Port.<br />

Dover Port is a busy port and its EMS covers<br />

all activities and services from Dover Port to<br />

territorial waters. At this important commercial<br />

and tourist center, port business will surely<br />

have some impact on the ecology, so it is<br />

extremely important to monitor the EMS of the<br />

port. The acquisition of the certificate not only<br />

demonstrates the “green” image of the port, but<br />

also marks Dover Port’s compliance with the<br />

clients’ quality requirements.<br />

The Handling Equipment Department of <strong>Bureau</strong><br />

<strong>Veritas</strong> (BV) attended bauma China 2008 from<br />

November 25 to 28, 2008 at Shanghai New<br />

BV Attenting the 2 nd Annual China Urban Rail Summit<br />

The 2 nd Annual China Urban Rail Summit was held at Shanghai Marriott Hotel Hongqiao from<br />

September 9 to 10, 2008. The summit, based on China and facing the world, is a grand event on<br />

international cooperation and technical innovation of the rail transit industry.<br />

The summit provided an information platform for strategic decision-making of the rail transit<br />

industry and attracted hundreds of VIPs from relevant organizations and enterprises, such<br />

as government and other departments concerned, world top-level rail transit operators and<br />

equipment suppliers.<br />

At the summit, <strong>Bureau</strong> <strong>Veritas</strong> (BV) established relations with domestic metro companies in<br />

Guangzhou, Chengdu, Tianjin and Shenzhen and overseas metro companies of Copenhagen and<br />

Singapore and exchanged ideas with them. Dr. Nicola DEL VALLE from BV Spain delivered an<br />

introductory speech about Barcelona Metro Line 9 that attracted a lot of attention.<br />

Selection Campaign<br />

A grand TV awarding ceremony was held on December 3, 2008, in<br />

Shanghai half a year after the launching of the selection campaign<br />

“2008 First Financial Daily- Chinese CSR Enterprises” with the<br />

theme of “Responsibility Creates the Future”.<br />

<strong>Bureau</strong> <strong>Veritas</strong> (BV), as the world’s authoritative inspection and<br />

certification group, on the invitation of First Financial Daily, tracked<br />

and monitored the entire awarding event and made selections in<br />

the capacity of an independent third-party institution and judge. Mr.<br />

Qin Shuhan, BV’s Senior Vice President delivered a speech at the<br />

awarding ceremony on behalf of the panel.<br />

Deputy Director of the State Administration<br />

of Work Safety and Minister of the National<br />

WorkPlace Emergency Management Center<br />

met with a delegation led by Mr. Qin<br />

Shuhan, <strong>Bureau</strong> <strong>Veritas</strong> (BV) Senior Vice<br />

President in Beijing.<br />

The attendants in the meeting also<br />

included relevant leaders of International<br />

Cooperation Department and Supervision &<br />

<strong>Inspection</strong> Department of the State<br />

Administration of Work Safety. During the meeting, Mr. Qin Shuhan introduced basic<br />

profile of the company, especially safety management practice and its practical<br />

experience. Mr. Wang Dexue thanked BV for its contribution to work safety in the<br />

relevant Chinese industries and briefly introduced the work of the State Administration<br />

of Work Safety. He said that onshore oil field is the direct supervision object of the<br />

State Administration of Work Safety, and expected to strengthen relations with three<br />

major petroleum enterprises such as China National Petroleum Corporation (CNPC),<br />

China Petroleum & Chemical Corporation (CPCC) and China National Offshore Oil<br />

Corporation (CNOOC), so as to ensure work safety and realize long-term stability.<br />

In five years, through the implementation of the Yangtse<br />

River Strategy, the Northeast Asia Strategy and the<br />

Internationalization Strategy, SIPG will maintain a sustained,<br />

healthy and fairly fast growth of its container-related<br />

businesses, secure major breakthroughs in the transshipment<br />

business, and establish and reinforce Shanghai’s position as an<br />

international shipping center.<br />

SIPG will also implement its Internationalization Strategy. To<br />

this end, it will foster its capability of international operations,<br />

improve its levels of international management, and gradually<br />

form a cross-regional and multinational operational pattern<br />

to invention and innovation and are honored as the<br />

“Invention King” for having successively won a number of<br />

domestic and international invention patents and prizes.<br />

What key role do you think invention and innovation play<br />

in the development of Shanghai Port and its growth into<br />

an international shipping center?<br />

Mr. Bao: China’s reform and opening up has injected infinite<br />

vitality into Shanghai Port, which has become the world’s<br />

largest port and second-largest container port through rapid<br />

development in recent years. This year, Shanghai Port achieved<br />

a cargo output of 580 million tons and a container output of 28<br />

million TEUs, both coming out at the top in the world again.<br />

These achievements are attributable to support from all sides,<br />

including a number of shipping companies and partners like BV.<br />

To become an international shipping center, we shall not<br />

only keep ahead in container output in the world, but also be<br />

technologically vigorous and innovative, only in this way will<br />

we gain greater influence, be a driving force in the industry.<br />

SIPG has established a special technical center, with a total<br />

of over 300 engineers and technicians involved in scientific &<br />

technological innovation and there are over 60 research<br />

achievements made every year. Over the years, our scientific and<br />

technological innovation has offered strong technical support<br />

to the development of Shanghai Port, in the form of intelligent<br />

container management technology, automated unmanned<br />

container yards, bulk automation equipment, full-automatic<br />

ship loaders and unloaders, as well as our current system<br />

for full time online monitoring of container logistics; these<br />

technologies greatly increase the container loading & unloading<br />

efficiency and the safety and transparency of container logistics.<br />

Furthermore, independent innovation has played a significant<br />

role in energy and cost saving. Particularly in these years, with<br />

China’s increasing attention paid to energy saving and emission<br />

reduction, we have saved energy and cost by 50% and 75%<br />

respectively as a result of constant and deepened scientific and<br />

technological innovation. In the future, we will keep on walking<br />

the path of scientific and technological innovation and take new<br />

steps in intelligent and automated technologies to achieve the<br />

goal of becoming a “global outstanding port operator”.<br />

and monopoly. What is the significance of SIPG still<br />

highlighting individualized service brand though?<br />

Mr. Bao: The essence of modern logistics is to provide<br />

individualized end-to-end services tailored to different<br />

customers. To establish the brand image of Shanghai Port, we<br />

take “Customer and Quality First” as the service philosophy.<br />

In this respect, we extend our services to the upstream and<br />

downstream of loading and unloading concurrently and present<br />

integrated individualized services tailored to customers. Besides,<br />

Shanghai Port specially set up SIPG Logistics, and integrated,<br />

with port service as the core, all logistics-related services such<br />

as shipping agency, cargo agency, warehousing, truck transport<br />

and barge transport, thus enabling us to extend our services and<br />

benefit our clients on saving cost, reducing inventory, ensuring<br />

safety and increasing efficiency. The integrated individualized<br />

services also make our clients feel it is more convenient and<br />

enable SIPG to build up a top port service brand and become a<br />

global outstanding port operator. In the future, we will continue<br />

making great efforts in this respect and hope to keep the<br />

leadership in the world.<br />

BV Express:What did SIPG do for the strategic<br />

objective of becoming a multinational port operator?<br />

Mr. Bao: First as Shanghai Port Authority, SIPG gradually<br />

separated governmental functions from enterprise management<br />

and with Chinese opening up and initialising reform, it became<br />

a real enterprise. Unlike the names of other port companies<br />

with the similar background, the name of SIPG contains the<br />

word “International”. Why did SIPG acquire the current name<br />

then? This is because the Shanghai Municipal Government had<br />

a strong intention to build Shanghai Port into a multinational<br />

port operator. We are also working hard towards the objective.<br />

Shanghai Port has been developing rapidly and has shifted from<br />

a single regional operation port to a trans-regional one with<br />

our concerted efforts. For example, we have developed a lot<br />

of port businesses through strong partnerships with the ports<br />

of Chongqing, Wuhan, Jiujiang, Changsha, Nanjing, etc. in the<br />

past two or three years, thus accelerating to accomplish the<br />

“Yangtze River Strategy”. Moreover, we have currently set out<br />

for internationalization and have made some progress on the<br />

discussion with Zee-brugge Port of Belgium on the issue of joint<br />

investment. And I hope we can make a historical step towards<br />

globalization in 2009.<br />

BV Express:Could you introduce the current operation<br />

of Yangshan Deepwater Port? What major impact will<br />

the completion of the port have on SIPG’s development?<br />

Mr. Bao: What I want to share with you is that Phase 1, 2 and 3A<br />

of Yangshan Deepwater Port came up to our expectation with<br />

an output of 8.2 million TEUs in 2008. With the completion of<br />

Phase 3B in late 2008, the 5.8-kilometer port coastline was fully<br />

integrated to form a peculiarly spectacular landscape. Currently,<br />

Phase 4 is also in preparation.<br />

The completion of Yangshan Deepwater Port is of great<br />

significance to SIPG’s development, because it serves as a new<br />

real deepwater port of Shanghai Port. It can berth the world’s<br />

largest container ships of various types in every 24 hours, which<br />

is a great leap for Shanghai Port.<br />

BV Express:What are the key factors that make SIPG<br />

trust BV’s services more and more and assign more<br />

construction supervision tasks to BV?<br />

Mr. Bao: Though a number of international famous third-party<br />

inspection institutions and companies hoped for involvement<br />

construction site of each phase, we could see the busy figures of<br />

BV’s engineers. The port equipment supervised by BV has played<br />

a significant role in the functioning and efficiency of Yangshan<br />

Deepwater Port. So far, no problem regarding equipment has<br />

occurred. So I would also like to take this opportunity to extend<br />

my heartfelt thanks to BV for its great contribution to Yangshan<br />

Deepwater Port project.<br />

BV Express:How do you feel about BV’s port crane<br />

construction supervision service during the cooperation<br />

between SIPG and BV?<br />

Mr. Bao: With limited time available, and much equipment to<br />

purchase, there were some unexpected problems in the later<br />

part of Phase 1 of Yangshan Deepwater Port. With concerted<br />

efforts from many sides, Phase 1 was finally completed<br />

successfully. In Phase 2, we resolutely put BV in a much more<br />

important place. Therefore, we did much better in Phase 2,<br />

Phase 3A and Phase 3B, and gradually accumulated much<br />

precious experience. During the process, we cooperated with BV<br />

better and better in all aspects and were impressed by its great<br />

and professional services. Additionally, we are now expecting<br />

new cooperation with BV in Phase 6 and 7 of Waigaoqiao and<br />

Phase 4 of Yangshan Deepwater Port. Hopefully, as a world<br />

famous third-party inspection institution, BV will continue to<br />

support and participate in the development of Shanghai Port. In<br />

the future, we also hope for deeper cooperation with BV in more<br />

fields for mutual promotion and common development.<br />

put extra energy or resources into the overseas markets but<br />

with many clients in the exhibition and received many orders.<br />

About RSQAS:<br />

In view of China's rapid development in its chemical industry, more and more international<br />

players in this sector are concerned with chemical transportation safety issues in the country.<br />

Riding on the back of great success of "Safety Quality Assessment System (SQAS)" in Europe,<br />

the Association of International Chemical Manufacturers (AICM) decided to introduce the<br />

RSQAS to China.<br />

What is RSQAS?<br />

RSQAS refers to a universal assessment system that takes into account indicators of quality,<br />

safety, security, and environmental protection of logistics service providers, by which an<br />

independent auditor carries out a standard assessment with universal questionnaires.<br />

Having accomplished pertinent training and qualifications, a RSQAS auditor confers certificates<br />

from the Association of International Chemical Manufacturers (AICM), and the promotion of<br />

RSQAS in China is also powerfully supported by the European Chemical Industry Council.<br />

The RSQAS provides an assessment tool on the management system for quality, safety, and<br />

environmental protection of logistics providers, and each independent assessment engineer<br />

uses the same standard questionnaire. By this way, chemical companies are exempted from<br />

heavy burdens of separate and repetitive assessment work. The RSQAS axes unnecessary<br />

dialogues between services providers and chemical companies, so logistics service providers<br />

are also relieved from heavy burdens of constant tests and assessments.<br />

BV Holding CSR Report Certification Seminar and Training<br />

The first seminar based on corporate sustainability/<br />

corporate social responsibility report certification was<br />

successfully held by BV in July, 2008 at Zhongyou Hotel in<br />

Shanghai. The seminar was attended and supported greatly<br />

by Mr. Joshua from the representative office of International<br />

Standard Association of AA1000 in China and Mr. Weidong<br />

Zhou, director of Business for Social Responsibility China.<br />

The customer’s feedback and replying call after the<br />

seminar indicated that they not only learnt a lot about<br />

BV’s comprehensive series of certification and valueadded<br />

services, but also gained new knowledge of quality<br />

management.<br />
