Social Responsibility to domestic and foreign companies, from small to very large ones in the fields of
industry, construction, and management systems, aiming at creating added value for clients through

Editor’s Note:
The year 2008 will be remembered in China with lots of key words:
Olympics, Wenchuan Earthquake, Melamine, 30 th Anniversary of
Reform and Opening-up and Social Responsibility. It is truly an
extraordinary year for China. Coincidently, the year 2008 also marks
the 180 th anniversary of Bureau Veritas (BV) and the new launching of
its Chinese name “必维” (originally “法国国际检验局”), which means
determination and impartiality. In addition, the year 2008 also marks
the 15 th year since BV Industry and Facilities (registered as Bureau
Veritas Consulting Co., Ltd.) entered China. Coincidences as they are,
they point to a trend destined to happen. These chance happenings
make BV people acutely aware of the social responsibilities and
missions we have taken on.
As the partner of many well-known domestic and overseas companies,
BV Industry and Facilities will join hands with more clients to play a
vanguard role in promoting QHSE and social Responsibility in China
and continue to move forward with confidence.

Financial Crisis
is like a Process of Baptism
Spring comes and goes, and the season changes. It is the Law of Nature. Economic development also has its own law. The
global economy, after a booming cycle, is now encountering a harsh winter. Business, like people, hates unexpected shocks,
and many businesses have “caught cold” in face of the sudden cold wave. This climate change has forced many enterprises
to meet the challenges of seeking immediate solutions to the problems of how to cope and then get rid of the “cold” and to
pull through the economic crisis.
Financial crisis is like a process of baptism, and whether a company can come through the crisis depends not only on its
struggle against an unfavorable environment but also its fight for self-improvement. Despite the deepening impact of the
financial crisis and the weakening demand in the market, a few well-known domestic manufacturers have handled it with
great confidence and wisdom. These companies continued to move forward and take initiatives to open up new markets and
make quick strategic adjustments. Meanwhile, they have improved their capability for independent innovation to achieve
sustainable business development whilst increasing international brand awareness. Therefore, despite the financial crisis,
companies with advanced management, own brands and intellectual property rights can prevail in dealing with risks and
sustain business growth.
The year 2008 marks the 30 th anniversary of China’s reform and opening-up. China has achieved significant progress in the
last three decades, but many Chinese manufacturers are still at the lower end of the value chain. As their business size
expands, problems such as limited resources, market restraints and poor management surfaced quickly to make their old
business model increasingly unsustainable, and many companies are facing challenges in terms of Quality, Health & Safety,
Environment (QHSE) and Social Responsibility. The recent melamine scandal is a fresh reminder of the reality in China.
However, many businesses have also learnt from the case that companies have to enhance innovation, brand value and
internal management to implement the QHSE and Social Responsibility management system to sustain business growth.
In fact, sustainable development has already become a hot topic in the business world. At present, a number of well-known
Chinese and foreign companies have adopted QHSE and Social Responsibility as a key benchmark to measure its sustainable
development capabilities, and put it into practice. However, for most companies, it is still a new issue for their development.
Nevertheless, as a Chinese saying goes, a huge tree that fills one’s arms grows from a tiny seedling; a nine-storey tower
rises from a heap of earth; and a thousand miles journey starts with the first step. In face of the financial crisis, we believe
that more and more companies should care more about their performance of QHSE and Social Responsibility and put them
into practice to make them integral parts of the corporate culture and brand image. Such an incorporation will improve brand
value, increase competitiveness and truly realize sustainable business development.

TLS (Transportation Logistic Service) of Bureau
Veritas (BV) attended “Transport Logistic China
2008” held from June 17 to 19, 2008 at Shanghai
New international Expo Center. The exhibition
covered 15,000 square meters of demonstration
area and attracted 11,000 visitors from 66
countries and regions.
During the exhibition, BV TLS had sound interactions
with established clients, and conducted sound
communications and exchanges with many new
clients and friends. The potential partners said
on the occasion that they expected opportunities
to have deep contacts and cooperation with BV in
the future.

Certification for UK Dover Port
Recently, Bureau Veritas (BV) Certification has
conducted ISO 14001: 2004, the international
standard certification for EMS (Environment
Management System) of UK Dover Port.
Dover Port is a busy port and its EMS covers
all activities and services from Dover Port to
territorial waters. At this important commercial
and tourist center, port business will surely
have some impact on the ecology, so it is
extremely important to monitor the EMS of the
port. The acquisition of the certificate not only
demonstrates the “green” image of the port, but
also marks Dover Port’s compliance with the
clients’ quality requirements.

The Handling Equipment Department of Bureau
Veritas (BV) attended bauma China 2008 from
November 25 to 28, 2008 at Shanghai New
International Expo Center, demonstrating its
strong confidence in the rapidly developing
mechanical machinery inspection and
certification service.

BV Attenting the 2 nd Annual China Urban Rail Summit
The 2 nd Annual China Urban Rail Summit was held at Shanghai Marriott Hotel Hongqiao from
September 9 to 10, 2008. The summit, based on China and facing the world, is a grand event on
international cooperation and technical innovation of the rail transit industry.
The summit provided an information platform for strategic decision-making of the rail transit
industry and attracted hundreds of VIPs from relevant organizations and enterprises, such
as government and other departments concerned, world top-level rail transit operators and
equipment suppliers.
At the summit, Bureau Veritas (BV) established relations with domestic metro companies in
Guangzhou, Chengdu, Tianjin and Shenzhen and overseas metro companies of Copenhagen and
Singapore and exchanged ideas with them. Dr. Nicola DEL VALLE from BV Spain delivered an
introductory speech about Barcelona Metro Line 9 that attracted a lot of attention.

Selection Campaign
A grand TV awarding ceremony was held on December 3, 2008, in
Shanghai half a year after the launching of the selection campaign
“2008 First Financial Daily- Chinese CSR Enterprises” with the
theme of “Responsibility Creates the Future”.
Bureau Veritas (BV), as the world’s authoritative inspection and
certification group, on the invitation of First Financial Daily, tracked
and monitored the entire awarding event and made selections in
the capacity of an independent third-party institution and judge. Mr.
Qin Shuhan, BV’s Senior Vice President delivered a speech at the
awarding ceremony on behalf of the panel.

On November 7, 2008, Mr. Wang Dexue,
Deputy Director of the State Administration
of Work Safety and Minister of the National
WorkPlace Emergency Management Center
met with a delegation led by Mr. Qin
Shuhan, Bureau Veritas (BV) Senior Vice
President in Beijing.
The attendants in the meeting also
included relevant leaders of International
Cooperation Department and Supervision &
Inspection Department of the State
Administration of Work Safety. During the meeting, Mr. Qin Shuhan introduced basic
profile of the company, especially safety management practice and its practical
experience. Mr. Wang Dexue thanked BV for its contribution to work safety in the
relevant Chinese industries and briefly introduced the work of the State Administration
of Work Safety. He said that onshore oil field is the direct supervision object of the
State Administration of Work Safety, and expected to strengthen relations with three
major petroleum enterprises such as China National Petroleum Corporation (CNPC),
China Petroleum & Chemical Corporation (CPCC) and China National Offshore Oil
Corporation (CNOOC), so as to ensure work safety and realize long-term stability.

vision; and ‘further developing the home port while expanding
to the world’ is our main strategy.
In five years, through the implementation of the Yangtse
River Strategy, the Northeast Asia Strategy and the
Internationalization Strategy, SIPG will maintain a sustained,
healthy and fairly fast growth of its container-related
businesses, secure major breakthroughs in the transshipment
business, and establish and reinforce Shanghai’s position as an
international shipping center.
SIPG will also implement its Internationalization Strategy. To
this end, it will foster its capability of international operations,
improve its levels of international management, and gradually
form a cross-regional and multinational operational pattern
that is geared both to the domestic and international markets.

BV Express:As is known to all, you attach great importance
to invention and innovation and are honored as the
“Invention King” for having successively won a number of
domestic and international invention patents and prizes.
What key role do you think invention and innovation play
in the development of Shanghai Port and its growth into
an international shipping center?
Mr. Bao: China’s reform and opening up has injected infinite
vitality into Shanghai Port, which has become the world’s
largest port and second-largest container port through rapid
development in recent years. This year, Shanghai Port achieved
a cargo output of 580 million tons and a container output of 28
million TEUs, both coming out at the top in the world again.
These achievements are attributable to support from all sides,
including a number of shipping companies and partners like BV.
To become an international shipping center, we shall not
only keep ahead in container output in the world, but also be
technologically vigorous and innovative, only in this way will
we gain greater influence, be a driving force in the industry.
SIPG has established a special technical center, with a total
of over 300 engineers and technicians involved in scientific &
technological innovation and there are over 60 research
achievements made every year. Over the years, our scientific and
technological innovation has offered strong technical support
to the development of Shanghai Port, in the form of intelligent
container management technology, automated unmanned
container yards, bulk automation equipment, full-automatic
ship loaders and unloaders, as well as our current system
for full time online monitoring of container logistics; these
technologies greatly increase the container loading & unloading
efficiency and the safety and transparency of container logistics.
Furthermore, independent innovation has played a significant
role in energy and cost saving. Particularly in these years, with
China’s increasing attention paid to energy saving and emission
reduction, we have saved energy and cost by 50% and 75%
respectively as a result of constant and deepened scientific and
technological innovation. In the future, we will keep on walking
the path of scientific and technological innovation and take new
steps in intelligent and automated technologies to achieve the
goal of becoming a “global outstanding port operator”.
BV Express:Port services are characterized by territory
and monopoly. What is the significance of SIPG still
highlighting individualized service brand though?
Mr. Bao: The essence of modern logistics is to provide
individualized end-to-end services tailored to different
customers. To establish the brand image of Shanghai Port, we
take “Customer and Quality First” as the service philosophy.
In this respect, we extend our services to the upstream and
downstream of loading and unloading concurrently and present
integrated individualized services tailored to customers. Besides,
Shanghai Port specially set up SIPG Logistics, and integrated,
with port service as the core, all logistics-related services such
as shipping agency, cargo agency, warehousing, truck transport
and barge transport, thus enabling us to extend our services and
benefit our clients on saving cost, reducing inventory, ensuring
safety and increasing efficiency. The integrated individualized
services also make our clients feel it is more convenient and
enable SIPG to build up a top port service brand and become a
global outstanding port operator. In the future, we will continue
making great efforts in this respect and hope to keep the
leadership in the world.
BV Express:What did SIPG do for the strategic
objective of becoming a multinational port operator?
Mr. Bao: First as Shanghai Port Authority, SIPG gradually
separated governmental functions from enterprise management
and with Chinese opening up and initialising reform, it became
a real enterprise. Unlike the names of other port companies
with the similar background, the name of SIPG contains the
word “International”. Why did SIPG acquire the current name
then? This is because the Shanghai Municipal Government had
a strong intention to build Shanghai Port into a multinational
port operator. We are also working hard towards the objective.
Shanghai Port has been developing rapidly and has shifted from
a single regional operation port to a trans-regional one with
our concerted efforts. For example, we have developed a lot
of port businesses through strong partnerships with the ports
of Chongqing, Wuhan, Jiujiang, Changsha, Nanjing, etc. in the
past two or three years, thus accelerating to accomplish the
“Yangtze River Strategy”. Moreover, we have currently set out
for internationalization and have made some progress on the
discussion with Zee-brugge Port of Belgium on the issue of joint
investment. And I hope we can make a historical step towards
globalization in 2009.
BV Express:Could you introduce the current operation
of Yangshan Deepwater Port? What major impact will
the completion of the port have on SIPG’s development?
Mr. Bao: What I want to share with you is that Phase 1, 2 and 3A
of Yangshan Deepwater Port came up to our expectation with
an output of 8.2 million TEUs in 2008. With the completion of
Phase 3B in late 2008, the 5.8-kilometer port coastline was fully
integrated to form a peculiarly spectacular landscape. Currently,
Phase 4 is also in preparation.
The completion of Yangshan Deepwater Port is of great
significance to SIPG’s development, because it serves as a new
real deepwater port of Shanghai Port. It can berth the world’s
largest container ships of various types in every 24 hours, which
is a great leap for Shanghai Port.
BV Express:What are the key factors that make SIPG
trust BV’s services more and more and assign more
construction supervision tasks to BV?
Mr. Bao: Though a number of international famous third-party
inspection institutions and companies hoped for involvement
in Yangshan Deepwater Port project, we chose BV in view of

III of Yangshan Deepwater Port has been completed, and BV is
also the witness to the whole construction of the project, the
success of which is also partly ascribable to BV’s efforts. On the
construction site of each phase, we could see the busy figures of
BV’s engineers. The port equipment supervised by BV has played
a significant role in the functioning and efficiency of Yangshan
Deepwater Port. So far, no problem regarding equipment has
occurred. So I would also like to take this opportunity to extend
my heartfelt thanks to BV for its great contribution to Yangshan
Deepwater Port project.
BV Express:How do you feel about BV’s port crane
construction supervision service during the cooperation
between SIPG and BV?
Mr. Bao: With limited time available, and much equipment to
purchase, there were some unexpected problems in the later
part of Phase 1 of Yangshan Deepwater Port. With concerted
efforts from many sides, Phase 1 was finally completed
successfully. In Phase 2, we resolutely put BV in a much more
important place. Therefore, we did much better in Phase 2,
Phase 3A and Phase 3B, and gradually accumulated much
precious experience. During the process, we cooperated with BV
better and better in all aspects and were impressed by its great
and professional services. Additionally, we are now expecting
new cooperation with BV in Phase 6 and 7 of Waigaoqiao and
Phase 4 of Yangshan Deepwater Port. Hopefully, as a world
famous third-party inspection institution, BV will continue to
support and participate in the development of Shanghai Port. In
the future, we also hope for deeper cooperation with BV in more
fields for mutual promotion and common development.

Ms. Tian: Yes, Yongmao will continue to implement this
strategy and expand the overseas markets. The cooperation
with overseas agents has benefited us in many ways. Firstly,
we have learned a lot about the western management style on
marketing and sales from many well-known overseas agents;
secondly, as the agents have a good knowledge of the local
culture and environment, they have superior advantages in
marketing activities compared with us. So we don’t need to
put extra energy or resources into the overseas markets but
to focus on product development to make our products more
competitive in the international markets.
BV Express:Could you share with us what Yongmao
Construction Machinery has achieved in bauma
Shanghai this time?
Ms. Tian: We have achieved a lot in each bauma exhibition
either in domestic ones or in overseas ones. On one hand, we
learnt a lot about the demands and tendencies of the domestic
and overseas markets. Secondly, we had nice exchanges
with many clients in the exhibition and received many orders.
Thirdly, by contacting the key clients from home and abroad
and knowing their future demand, we have had a clear vision of
our future product development. Finally, our entire sales force
has learned a lot and gained great experience at the exhibition.
BV Express:Why did Yongmao Construction

describe the cooperative relationship between

Ms. Tian: Compared with other companies in the industry, I

of Beacon?
Mr. Cheng: Beacon Intermodal Leasing ("Beacon"), a global
container leasing company funded by the BTMUCC (a branch
office wholly owned by Mitsubishi Bank Ltd.), registered in
Boston of US and started operation formally in October, 2007.
Beacon aims to integrate the professional container leasing
service with financial investment and provide the best container

containers has reached 110,000 TEU and the order volume of
reefer containers has reached 7,000 TEU.

About RSQAS:
In view of China's rapid development in its chemical industry, more and more international
players in this sector are concerned with chemical transportation safety issues in the country.
Riding on the back of great success of "Safety Quality Assessment System (SQAS)" in Europe,
the Association of International Chemical Manufacturers (AICM) decided to introduce the
RSQAS to China.
What is RSQAS?
RSQAS refers to a universal assessment system that takes into account indicators of quality,
safety, security, and environmental protection of logistics service providers, by which an
independent auditor carries out a standard assessment with universal questionnaires.
Having accomplished pertinent training and qualifications, a RSQAS auditor confers certificates
from the Association of International Chemical Manufacturers (AICM), and the promotion of
RSQAS in China is also powerfully supported by the European Chemical Industry Council.
The RSQAS provides an assessment tool on the management system for quality, safety, and
environmental protection of logistics providers, and each independent assessment engineer
uses the same standard questionnaire. By this way, chemical companies are exempted from
heavy burdens of separate and repetitive assessment work. The RSQAS axes unnecessary
dialogues between services providers and chemical companies, so logistics service providers
are also relieved from heavy burdens of constant tests and assessments.
How to do RSQAS assessment?
Any Logistics Service
Providers (LSP) are
allowed to request
RSQAS assessment.
Within 30 days, a final RSQAS report
will be submitted to the database.
Another round of assessment is
usually required after two years.
Logistics
service providers
designate a
qualified RSQAS.
The LSP will receive a notification when
the RSQAS report has been submitted.
Background:
Most of the reefer containers are built in China
now. The reefer machine manufacturers are
moving to China or other countries nearby
to reduce the cost. Daikin and Thermo King
have opened their factory in Suzhou with the
production of more than 10,000 units each year.
Maersk also has opened a reefer machinery
manufacturer—StarCool in Qingdao. The
annual production output of reefer machines
has increased by almost 10 percent on average
during each of the past five years.
To assure the best quality and performance
of the reefer machinery, more and more
manufacturers and buyers are aware of the
importance of third-party inspection nowadays.

Market for the First Time!

In the second half of 2007, Hangzhou
Comansa Jie Construction Machinery Co.,
Ltd, a domestic well-known tower crane
manufacturer, planned to export its new
type of crane CJ 290 to the Singapore
market. However, to enter the Singapore
market, they knew that they must obtain the
certification of the Ministry of Manpower
(“MOM”) of Singapore. Only in this way can
they export their cranes to the Singapore
market successfully.
Though facing some challenges, Hangzhou
Comansa Jie Construction Machinery Co.,
Ltd. didn’t withdraw due to the difficulties.
Through comparison and measurement,
they decided to cooperate with BV to seek
for a breakthrough to solve the problems.
In order to help Hangzhou Comansa
Jie Construction Machinery Co., Ltd.
break the export bottleneck, BV China,
as having the advantage of the global
resources, promptly asked BV Singapore
for assistance in acquiring information
about MOM. After BV Singapore received
the message, they provided BV China with
technical requirement files of the MOM
immediately. Then, BV China completed
the drawing examination and verification,
controlling safety elements and function
testing by complying with MOM technical
requirements under the assistance and
guidance of BV Singapore. Finally, according
to the strict requirement of MOM, BV
gave reports and issued the inspection
certificate and helped Hangzhou Comansa Jie
Construction Machinery Co., Ltd. obtain the

‘CBN - Chinese CSR Enterprises Selection Campaign 2008’
A grand TV award ceremony was held on December 3 in
Shanghai half a year‘s launching of CBN - Chinese CSR
Enterprises Selection Campaign 2008 with the theme of
