Give due attention to health, nutrition <strong>and</strong> hygiene in<br />

<strong>the</strong> long-term rehabilitation package for women <strong>and</strong><br />

Activate/reactivate <strong>the</strong> anganwadis, day-care centres,<br />

<strong>and</strong> old-age homes within <strong>the</strong> shortest possible time<br />

Set up at least one multi-purpose community centre<br />

out of distress. The cattle can be rehabilitated in ‘Goshalas’/‘Gosadans’.<br />

Provision of livestock insurance for farmers of <strong>the</strong> disaster affected area to enable<br />

<strong>the</strong>m to receive adequate compensation for <strong>the</strong> livestock lost, incapacitated or dead<br />

due to disasters.<br />

Generation of awareness on system of distribution of cash relief by state government<br />

for <strong>the</strong> loss of animals.<br />

Priority to reconstruction of damaged veterinary hospitals <strong>and</strong> artificial insemination<br />

centres.<br />

Introduction of cattle breed of high quality <strong>and</strong> resistance in <strong>the</strong> disaster-affected<br />

area so that better genetic stock could come up for <strong>the</strong> future.<br />

Setting up of permanent fodder bank in drought <strong>and</strong> flood affected areas to help <strong>the</strong><br />

livestock in disaster situations, in order to create fodder security.<br />

1.7 PSYCHOLOGICAL REHABILITATION<br />

Ano<strong>the</strong>r crucial dimension of disaster rehabilitation is psychological rehabilitation. Dealing with victim’s<br />

psychology is a very sensitive issue <strong>and</strong> must be dealt with caution <strong>and</strong> concern. The psychological<br />

trauma of losing relatives <strong>and</strong> friends, <strong>and</strong> <strong>the</strong> scars of <strong>the</strong> shock of disaster event can take much<br />

longer to heal than <strong>the</strong> stakeholders in disaster management often realize. Thus, counselling for stress<br />

management should form a continuous part of a disaster rehabilitation plan.<br />
