Provision of Insurance in <strong>Disaster</strong> <strong>Recovery</strong> is an important risk management technique.<br />

Insurance provisions are very crucial to meet <strong>the</strong> losses in <strong>the</strong> aftermath of disasters.<br />

Even though <strong>the</strong> insurance cover cannot be regarded as a funding arrangement for<br />

disasters, it does act as a funding source to meet <strong>the</strong> exigencies caused by a calamity.<br />

We need an insurance system that common people, especially <strong>the</strong> rural poor could<br />

afford. There is a need for an insurance scheme that compensates for catastrophic<br />

income losses <strong>and</strong> is easily implemented. The Eleventh Finance Commission noted that<br />

schemes such as crop insurance could help individual farmers to recuperate <strong>the</strong>ir losses<br />

better. Insurance brings quality consciousness in <strong>the</strong> infrastructure <strong>and</strong> a culture of<br />

safety st<strong>and</strong>ards, as it insists on following building codes, norms, guidelines, quality<br />

material in construction etc. It enforces safety st<strong>and</strong>ards by bringing about accountability.<br />
