Locational aspects of development projects decided on <strong>the</strong> basis of hazard <strong>and</strong> vulnerability analysis<br />
of a given area should be a part of <strong>the</strong> risk reduction strategy of NGOs. They must know where<br />
to locate <strong>the</strong>ir development projects. NGOs should conduct a hazard <strong>and</strong> vulnerability analysis of<br />
a given area <strong>and</strong> take <strong>the</strong> results into consideration, while deciding <strong>the</strong> physical locations of <strong>the</strong>ir<br />
developmental projects. For example, a housing scheme floated by an NGO should check if its<br />
housing project is located in a flood prone area or on a seismically active fault line. If so, <strong>the</strong> NGO<br />
may consider relocation of <strong>the</strong> project or may like to integrate additional disaster resistant construction<br />
techniques in <strong>the</strong>ir housing projects, instead of altering <strong>the</strong> project sites.<br />

NGOs have <strong>the</strong> opportunity to integrate DRR during management of various phases of<br />
<strong>the</strong>ir project cycle. In a project cycle, <strong>the</strong> typical phases consist of Project<br />
Conceptualization, Appraisal, Financing, Implementation <strong>and</strong> Evaluation. In between<br />
<strong>the</strong> phases of conceptualization <strong>and</strong> appraisal, NGOs have opportunities of looking at<br />
<strong>the</strong> project from <strong>the</strong> DRR point of view. They can verify that <strong>the</strong>ir project does not<br />
increase vulnerability to any disaster <strong>and</strong> assess <strong>the</strong> opportunity to see if <strong>the</strong>ir project<br />
can be a means of reducing any risk of a future disaster. A mass housing project integrated<br />
with multi-hazard disaster resistant planning <strong>and</strong> technology can be a medium of future<br />
disaster risk reduction. However, <strong>the</strong> same project, if not integrated with DRR concern,<br />
may invite more damage to lives <strong>and</strong> properties during any occurrence of disaster.<br />
1.3.3 International Organizations<br />
NGOs in India work in close coordination with <strong>the</strong> international agencies. The financial aid for<br />
natural disasters should be released through main channels, as disasters impose a huge strain on<br />
country’s financial <strong>and</strong> o<strong>the</strong>r resources. In such a situation, it is m<strong>and</strong>atory to have clear-cut<br />
principles with regard to <strong>the</strong> rehabilitation process.<br />
There are different international agencies like <strong>the</strong> UN that are engaged in <strong>the</strong> assistance work related<br />
to reduction of natural disasters. The pre-disaster <strong>and</strong> post-disaster recovery process, usually<br />
consist of a series of distinct, but interrelated programmes e.g., for financial grants, building materials,<br />
technical equipment, rehabilitation, food for work, <strong>and</strong> also assistance in <strong>the</strong> future development.<br />

It is <strong>the</strong> world’s largest humanitarian organization. Its main mission,<br />
