Message from the Vice-Chancellor<br />
It gives me great pleasure to welcome you to Indira Ganditt National Open<br />
University (<strong>IGNOU</strong>) and I congratulate you for deciding to pursue your<br />
studies thremgh the Open and Distance Learning (ODL) System adopted<br />
by the University. This Central University, established by an Act of<br />
Parliament, has the objective of providing higher education to all those<br />
who aspire for it<br />
The University is committed to excel in teaching, training, capacity building, scholarship, research<br />
and public service. <strong>IGNOU</strong> values the appropriate use of information and communication technologies<br />
and the satellite media to support quality teaching and learning. Self-instructional print material,<br />
audio and video programmes, radio broadcasts, Gyan Darshan Telecasts, face-toface counseling<br />
sessions, teleconferencing and interactive radio counseling, periodic assignments and project work<br />
constitute the teaching-learning methodology.<br />
<strong>IGNOU</strong> has constantly endeavoured to reach out to vulnerable groups in the society and contribute<br />
to the creation of inclusive societies where all members get the opportunity to exercise and enjoy all<br />
their rights and participate fully in community processes. Specifically, in context of persons with<br />
disabilities, <strong>IGNOU</strong> is proud to collaborate with the Rehabilitation Council of India to develop<br />
programmes in the disability sector. Our first initiative was the launching of the awareness-cumtraining<br />
Packages in Disability for parents and family members of persons with disabilities in the<br />
areas of mental retardation, visual impairment, hearing impairment and cerebral palsy. The<br />
Programmes, which were launched in 2006, have been received enthusiastically by the target group.<br />
The positive feedback received from the learners of the Awareness-cum- Training Packages in<br />
Disability guided <strong>IGNOU</strong> and RCI to create Certificate Programmes, which would enable the learner<br />
to develop the knowledge, attitude and skills, and acquire recognized qualifications, to work with<br />
young children with disabilities. This Certificate Programme in Early Childhood special Education<br />
Enabling Inclusion are in Cerebral Palsy, Mental Retardation, Visual Impairment, and Hearing<br />
Impairment.<br />
I hope that completing the Programme will enable you to have a positive influence on the lives of<br />
those you are associated with so that disability does not become a barrier to living a fulfilled and<br />
enriched life. The Certificate Programme will be implemented through <strong>IGNOU</strong> Regional Centres in<br />
coordination with select Organizations working in the field of disability. These organizations will<br />
function as Special Study Centres. This Prospectus will provide you the necessary information that<br />
will enable you to enroll for the Programme and complete it successfully.<br />

1. THE UNIVERSITY<br />
1.1 Introduction<br />
The Indira Gandhi National Open University was established by an Act of Parliament in 1985 to<br />

1.4 The Schools of Studies<br />
With a view to develop interdisciplinary studies, the University operates through its Schools of Studies.<br />
Each School is headed by a Director who arranges to plan, supervise, develop and organize its<br />

1.5 Academic Programmes<br />
The University offers both short-term and long-term programmes leading to Certificates, Diplomas and<br />
Degrees, which are conventional as well as innovative. Most of these programmes have been<br />
developed after an initial survey of the demand for such Programmes. They are launched with a view<br />
to fulfil the learner’s needs for:<br />

acquisition of professional qualifications,<br />
continuing education and professional development at work place,<br />
self-enrichment,<br />
diversification and updation of knowledge, and<br />
empowerment.<br />
1.6 Course Preparation<br />
Learning material is specially prepared by teams of experts drawn from different Universities and<br />
specialized Institutions in the area spread throughout the country as well as in-house faculty.<br />
These materials are scrutinized by the content experts, supervised by the instructors/unit designers<br />
and edited by the language experts at <strong>IGNOU</strong> before they are finally sent for printing. Similarly,<br />
audio and video cassettes are produced in consultation with the course writers, in-house faculty<br />
and producers. The material is previewed and reviewed by the faculty as well as outside experts<br />
and edited/modified, wherever necessary, before they are finally dispatched to the students, Study<br />
Centres and Telecast through Gyan Darshan.<br />
1.7 Credit System<br />
The University follows the ‘Credit System’ for most of its programmes. Each credit in our system<br />
is equivalent to 30 hours of student study comprising all learning activities (i.e. reading and<br />
comprehending the print material, listening to audio, watching video, attending counselling sessions,<br />
teleconference and writing assignment responses). Thus, a 4-credit course involves 120 hours of<br />
study. This helps the learner to know the academic effort he/she has to put in, to successfully<br />
complete a course. Completion of an academic programme (Degree or Diploma) requires successful<br />
completion of the assignments, practical projects and the term-end examination of each course<br />
in a programme.<br />

1.8 Support Services<br />
In order to provide individualized support to its learners, the University has a large number of Study<br />
Centres, spread throughout the country. These Study Centres are co-ordinated by Regional Centres<br />
and Recognised Regional Centres. At the Study Centres, the learners interact with the Academic<br />
Counsellors and other learners, refer to books in the Library, watch/listen to video/ audio programmes<br />
and interact with the Coordinator on administrative and academic matters. The list of Regional and<br />
Study Centres is given in this handbook. Support services are also provided through Work Centres,<br />
Programme Study Centres, Skill Development Centres and Special Study Centres.<br />
1.9 Programme Delivery<br />
The methodology of instruction in this University is different from that of the conventional Universities.<br />
The Open University system is more learner-oriented and the learner is an active participant in the<br />
pedagogical (teaching and learning) process. Most of the instructions are imparted through distance<br />
education methodology and face-to-face mode as per the requirement.<br />
The University follows a multimedia approach for instruction, which comprises:<br />
a) Self Instructional Written Material: The printed study material (written in self-instructional<br />
style) for both theory and practical components of the programmes is supplied to the learners<br />
in batches of blocks for every course (on an average 1 block per credit). A block which<br />
comes in the form of a booklet usually comprises 3 to 6units.<br />
b) Audio-Visual Material Aids: The learning package contains audio and video CDs which<br />
have been produced by the University for better clarification and enhancement of understanding<br />
of the course material given to the learners. A video programme is normally of 25-30<br />
minutes duration. The video cassettes are screened at the study centres during specific<br />
sessions which are duly notified for the benefit of the learners.<br />
The video programmes are telecast on National Network of Doordarshan and Gyan Darshan.<br />
All Gyan Vani stations are broadcasting curriculum based audio programmes. In addition,<br />
some selected stations of All India Radio are also broadcasting the audio programmes.<br />
Learners can confirm the dates for the programmes from their study centres. The information<br />
is also provided through the university website.<br />
c) Counselling Sessions: Normally counselling sessions are held as per schedule drawn by the<br />
Study Centres. These are mostly held non-working hours of the host institutions where the<br />
study centres are located. Attendance in 80% of counselling sessions is compulsory.<br />
d) Teleconferences: Live teleconferencing sessions are conducted via satellite through interactive<br />
Gyan Darshan Channelas as well as simulcasted on ‘Edusat’ channel from the University<br />
studios at EMPC, the schedule of which is made available at the study centres.<br />
e) Practical/Project Work: the Certificate Programme has a compulsory component of Project<br />
Work. As a part of the Project Work, you will be expected to carry out various practical<br />
papers with the young children with cerebral palsy/mental retardation/visual impairment/<br />
hearing impairment throughout the year. A Project Manual will be provided along with the<br />
Study Materials to help you do the Project Work.<br />

1.10 Evaluation System<br />
The system of evaluation in <strong>IGNOU</strong> is also different from that of conventional universities. <strong>IGNOU</strong> has<br />
a multi-tier system of evaluation.<br />
1. Self-assessment exercises within each unit of study.<br />
2. Continuous evaluation mainly through assignments which are tutor-marked have to be submitted<br />
for evaluation at the Programme Study Centres.<br />
3. The Term-End Examinations.<br />
4. Project Work which will be evaluated at Programme Study Centres and <strong>IGNOU</strong> Headquarter.<br />
The evaluation of learners depends upon various instructional activities undertaken by them. A learner<br />
has to write assignment responses compulsorily before taking term-end examination from time to time<br />
to complete an academic programme. A learner has to submit TMA responses to the Coordinator of<br />
the Study Centre concerned to which s/he is attached. A learner should keep duplicate copies of<br />
assignment responses of TMA that may be required to be produced at SR&E Division on demand.<br />
Term-end examination is conducted at various examination centres spread all over the country and<br />
abroad in June and December.<br />

1.11 Term-End Examination and Payment of Examination Fees<br />
The University conducts Term-end Examination twice a year in the months of June & December.<br />
Students will be permitted to appear in term-end examination subject to the conditions that<br />
registration for the courses, in which they wish to appear is valid, minimum time to pursue these<br />
courses is elapsed and they have also submitted the required number of assignment( s), if any,<br />
in those courses by the due date.<br />
Students can also submit on-line examination form as per guidelines through <strong>IGNOU</strong> website at<br />
www.ignou.ac.in<br />
Examination fee @Rs.60/- per course is required to be paid either through online payment<br />
gateway, cash deposit on designated banks and also through demand drafts.<br />

2. INTRODUCTION TO THE REHABILITATION<br />
COUNCIL OF INDIA<br />
The Rehabilitation Council of India (RCI) was set up as a registered society in 1986. Subsequently,<br />
the Parliament enacted the Rehabilitation Council of India Act 1992, and on 22 nd June 1993, the<br />
Rehabilitation Council of India became a Statutory Body. The responsibility of the Council is to<br />
create 16 categories of professions to cater to the needs of persons with disabilities. The categories<br />
are as under:<br />

2. Clinical Psychologists<br />
3. hearing and Ear Mould Technicians<br />
4. Rehabilitation Engineers and Technicians<br />
5. Special Teachers for educating and training the Handicapped<br />
6. Vocational Counsellors, Employment Officers and Placement Officers<br />
7. Multi-purpose Rehabilitation Therapists Technicians<br />
8. Speech Pathologists<br />
9. Rehabilitation Psychologists<br />
10. Rehabilitation Social Workers<br />

RCI has the twin responsibility of standardizing and regulating the training of personnel and<br />
professional in the field of rehabilitation and special education.<br />
Some specific objectives of RCI are as follows:<br />

To recognise institutions/organisations/universities running Master’s Degree/Batchelor’s<br />
Degree/P.G. Diploma/Diploma/Certificate Programmes in the field of rehabilitation of persons<br />

To recognise Degree/Diplomas/Certificates awarded by foreign universities/institutions on<br />
reciprocal basis;<br />
To promote research in rehabilitation and special education;<br />
To encourage continuing education in the field of rehabilitation and special education by<br />
way of collaboration with organisations working in the field of disability.<br />

3. NATIONAL CENTRE FOR DISABILITY STUDIES<br />
(NCDS)<br />
Disability is a perennial global phenomenon. More than 600 million population in the world are<br />
affected by physical, mental or sensory impairments. More than 400 million persons with disabilities<br />
are concentrated in rural and inaccessible parts of developing countries like India, amidst appalling<br />
poverty, isolation and frustration. If this projection is accepted as a yardstick to ascertain the<br />
quantum of persons incapacitated by various disabling situations in our country, the problem<br />
seems, to be of colossal magnitude. Over 100 million are conservatively projected to have been<br />
in the grip of disability in some or other ways.<br />
Numerous persons with disabilities are faced with a vast array of problems and barriers in their<br />
routine lives which include physical, architectural, educational, employment, social adjustment,<br />
discrimination and unhealthy attitude.<br />
Against this background and in order to achieve the goal of universalisation of education and also<br />
higher education (i.e., teaching, training, research, extension and good governance, as specified<br />
by the <strong>IGNOU</strong> Statute,.), the National Centre for Disability Studies was established to undertake<br />
plethora of academic, research, extension and awareness activities for empowering the persons<br />
with disabilities and create a society that is friendly for them.<br />

To organize conferences, seminars, symposia and training workshops at national, regional<br />
and international levels on issues of contemporary significance for persons with disabilities<br />
and people who matter to them;<br />
To publish monographs, journals, research studies, teaching and self instructional materials<br />
as well as an Indian encyclopaedia on diverse aspects of Disability.<br />
To promote and co-ordinate the teaching, research and extension programs on Disability in the<br />
universities, national institutes and academic institutions of higher education within India and in<br />
neighbouring SAARC countries.<br />

4. INTRODUCTION TO THE CERTIFICATE<br />
PROGRAMMES IN EARLY CHILDHOOD SPECIAL<br />
EDUCATION ENABLING INCLUSION<br />
4.1 The Programme<br />
The Certificate Programmes in Early Childhood Special Education Enabling Inclusion a<br />
collaborative programmes of the Indira Gandhi National Open University (<strong>IGNOU</strong>) and<br />
Rehabilitation Council of India (RCI). The Certificate programmes are being developed in four<br />
areas Cerebral Palsy, Mental Retardation, Visual Impairment and Hearing Impairment.<br />
4.2 Aims and Objectives of the Programme of Study<br />
This Certificate Programmes will equip you with the knowledge, attitudes, strategies and skills<br />
to foster the all round development of young children with Cerebral Palsy, Mental Retardation,<br />
Hearing Impairment and Visual Impairment and have a positive influence on their lives. This<br />
certificate programme will enable you to work as a member of an interdisciplinary team providing<br />
early intervention and education to children with disabilities up to the age of 6 years, in a various<br />
settings, such as inclusive set ups, integrated set ups and special schools. The aim is to enable<br />
you to participate in the creation of an inclusive society that facilitates the full participation of<br />
children with disabilities and their families through networks and appropriate supports in a<br />
barrier-free environment.<br />
The certificate Programme will equip you to provide inputs to children with cerebral palsy,<br />
mental retardation, hearing impairment and visual impairment for early intervention and education.<br />
The specific objectives of the Programme are:<br />

.To develop an understanding about disability and an attitude of empathy and sensitivity<br />
towards persons with disabilities;<br />
To be aware of the importance of prevention and early detection of disabilities and to be able<br />
to screen children for disabilities and provide referral;<br />
To develop the conviction that a child with disability can learn and benefit from early<br />
intervention and education;<br />
To learn the strategies, methods and skills of providing early intervention, training and<br />
education to children so as to foster children’s all round development including development<br />
of physical, motor, cognitive, language, socio-emotional and personal care abilities;<br />
To develop the skills of creating networks and partnerships with families of children with<br />
disabilities and professionals working for them;<br />
To know the various educational options and to facilitate the inclusion of the children in the<br />
home, school and community; and<br />
To adapt the physical, social and teaching-learning environment so as to provide the required<br />
support to the children to develop their potential, acquire concepts and develop abilities.<br />
4.3 Programme Content and Structure<br />
The Programme comprises two Theory Courses and one Project Work with three parts. Each<br />
Programme is 24 credits. The ration of Theory Courses and Project Work is 50:50. This works<br />
out to 12 credits of theory and 12 credits of Project Work. In terms of hours, it is 360 hours of<br />
theory and 360 hours of practicum. The theory Courses and Project Work are compulsory.<br />

Medium of Instruction and Examination<br />
The CESE is offered by the university through the medium of English and Hindi. At present printed<br />
course material and assignments are sent to learner in the medium of English. Later on it would be<br />
translated in Hindi. Learner may submit the assignments and attempt the term-end examination in both<br />
the languages.<br />
4.4 Duration<br />
The minimum duration of the programme is one year and the maximum duration is three years it means<br />
learners can take up to three years to complete the programme.<br />
4.5 Programme Fee<br />
The Programme fee is Rs. 4500/-. This includes Participation in counselling sessions and the guidance<br />
for Project Work that will be provided by the Programme Study Centres.<br />
4.6 Eligibility Criteria<br />
Minimum qualification to enrol in this Programme is 10 th class pass from a recognise Board with<br />
minimum of 50% marks. People with higher qualifications are also eligible to enrol for the<br />
programme. 70% of the seats are reserved for parents and family members of children with<br />
disabilities, persons with disabilities, those being at least two years of experience of working with<br />
person with disabilities and those who have completed any one of the Awareness-cum-Training<br />
Packages in Disability (Cerebral Palsy, Mental Retardation, Visual Impairment and Hearing<br />
Impairment). 30% of the seats are open for general candidates. This 70% reservation is besides<br />
the standard reservation of sets as per Government of India rules. Due to limited seats, if more<br />
than 25 candidates apply in a particular academic session for attachment at a particular Programme<br />
Study Centre, then short-listing will be carried out by the Regional Centre, based on the eligibility<br />
criteria.<br />
4.7 Registration and Enrolment<br />
For either the July or January session, you have to register for the Programme through the<br />
Regional Centre in your area. Buy/download the Application Form, attach a demand draft of Rs.<br />
100/- in favour o <strong>IGNOU</strong> payable at the city where your Regional Centre is located and deposit<br />
the Application Form at Regional Centre. The address of the Regional Centres is given at<br />
Annexure 1.<br />
Incomplete Application Forms and Forms received after due date will not be considered.<br />
If the Form has been downloaded through the website, then along with the registration fee Rs.<br />
100/- include the cost of the Prospectus and send a draft of Rs. 200/-. If the cost of the<br />
Prospectus is not included in the demand draft, the Application Form will not be entertained.<br />
The Application Forms will be short-listed on the basis of the eligibility criteria mentioned<br />
above. Short-listed candidates will be given an offer for enrolment by email and post. They will<br />
have to deposit the Programme Fees of Rs.4500/- at <strong>IGNOU</strong> Regional Centre by the given date<br />
in the offer letter to enrol for the Programme. The fees have to be deposited through a demand<br />
draft in favour of <strong>IGNOU</strong>, payable at the city where the Regional Centre is the located. If<br />
Programme Fee is not deposited within the due date or is an incorrect amount, the offer<br />
of enrolment will stand cancelled.<br />
Candidates not short-listed for July session will have to reapply for the next session. The registration<br />
fee is not refundable.<br />

4.8 Dispatch of Printed Study Material<br />
The full set of study material for each student enrolled with a particular Programme Study Centre will<br />
be dispatched in one lot to the Programme Study Centre. In case of non-receipt of study materials,<br />
contact the Programme Study Centre. This dispatch will be made within 6-8 weeks of the last date of<br />
depositing the Programme Fees. Along with the study material, you will also receive the Programme<br />
Guide and Assignments. If any thing is missing please ask for it. If you do not get the material in time,<br />
write to Regional Director of the <strong>IGNOU</strong> Regional Centre of your region. The contact details of<br />
Regional Centres activated for the Programme is provided at Annexure B.<br />
4.9 Time Schedule for the Programme<br />
The University offers a lot of flexibility and openness in completion of a Programme Study. You can<br />
take full advantage of this flexibility. You can finish this programme in one year if you clear all the Theory<br />
Papers and all components of Project Work. If you are not able to complete the Programme within<br />
this period, you can take a maximum of three years to complete it. It would be better if you plan your<br />
study in a systematic way.<br />
When you enrol you will receive study materials and assignments. The assignment will be based on the<br />
Theory Papers OCDF- 001, OCD-001, OCD-002, OCD-003 and OCD-004.<br />
Completion of Theory Course would involve studying the printed Blocks, components of the assignments,<br />
and appearing in Term-End Theory Examination. If you do not submit the assignment for a Theory<br />
Course meant for that academic year, you will have to ask for a fresh set of assignment in the beginning<br />
of the next year, submit them according to the schedule and appear in the Term-End Examination for<br />
that Theory Course. You will not be allowed to take the Term-End Examination for a Theory Course,<br />
till you finish the related assignments.<br />
Completing the Project Work involves carrying out Practical Activities related to each of the three<br />
components of the Project Work, developing and submitting the Project File and appearing for the<br />
Term-End Project Evaluation for each component.<br />
Through proper planning, you can finish this Programme according to your convenience within 3 years.<br />

5. UNIVERSITY RULES<br />
The University reserves the right to change the rules from time to time. However, latest rules will be<br />
applicable to all the students irrespective of the year of registration.<br />
5.1 Educational Qualifications Awarded By Private Institutions<br />
Any educational qualification awarded by the Private Universities established under the provisions of<br />
the “Chhattisgarh Niji Kshetra Vishwavidyalaya (Sathapane Aur Viniyaman), Adhiniyam, 2002” are<br />
non-existent and cannot be made the basis of admission to higher studies with <strong>IGNOU</strong>.<br />
5.2 Incomplete and Late Applications<br />
Incomplete application form(s)/Re-registration form(s), received after due date or having wrong options<br />
of courses or electives or false information, will be summarily rejected without any intimation to the<br />
learners. The learners are, therefore, advised to fill the relevant columns carefully and enclosed copies<br />
of all the required certificates duly attested by a Gazetted Officer. The admission form duly completed<br />
along with its enclosures is to be submitted to the Regional Director concerned ONLY on or<br />
before the due date. The application form sent to other offices of the University will not be considered<br />
and the applicant will have no claim whatsoever on account of this.<br />
5.3 Validity of Admission<br />
Learners offered admission have to join on or before the due dates specified by the University. In case<br />
they want to seek admission for the next session, they have to apply afresh and go through the<br />
admission process again.<br />
5.4 ‘Walk in Admission’ for all Advertised Programmes<br />
The University has introduced Walk-in-admission facility, with effect from July 2008 for all Programmes<br />
except for the management, B.Ed. Programmes. The admission for these programmes will remain open<br />
round the year. Therefore, the candidates may submit the application forms as per the following<br />
schedule to concerned Regional Centre.<br />

Students who are already enrolled in a programme of one year or longer duration can also simultaneously<br />
register themselves for any certificate programme of 6 months duration. However, if there is any clash<br />
of dates of counselling or examination schedule between the two programmes taken, University will not<br />
be in a position to make adjustment.<br />
5.6 Re-Registration<br />
Learners are advised to submit the Re-Registration forms only at the respective Regional Centre and<br />
nowhere else. If any student sends the Registration/Re-Registration forms at wrong places and thereby<br />
misses the scheduled date and consequently a semester/year, he/she will have no claim on the University<br />
for regularisation.<br />

5.7 Re-admission<br />
The students who are not able to clear their programme within the maximum duration can take<br />

For re-admission the student has to make pro-rata fee for each incomplete course. The details of<br />
pro-rata fee and the Re-admission Form is available at the Regional Centres and also in the<br />
Website for the courses which they have not been able to complete. For further details, please<br />
see the website.<br />
The student who fails to pay the prescribed full programme fee during the maximum duration<br />
of the Programmes shall have to pay full fee for the missed years in addition to pro-rata course<br />
fee for re-admission.<br />
5.8 Reservation<br />
The University provides reservation of seats for Scheduled Castes, Scheduled Tribes, non-creamy<br />
layer of OBC. War Widows, Kashmiri Migrants and Physically Handicapped learners, as per the<br />
Government of India rules, for admission to its various programmes.<br />
5.9 Scholarships and Reimbursement of Fee<br />
The learners belonging to reserved Categories, viz. Scheduled Castes, Scheduled Tribes and<br />
Physically Handicapped have to pay the full fee at the time of admission to the University along<br />
with other general category candidates.<br />
The learners belonging to above categories admitted to <strong>IGNOU</strong> Programme(s) are eligible for<br />
Government of India Scholarships. They are advised to collect Scholarship form the Directorate<br />
of Social Welfare or from the Office of the Social Welfare Officer, of their state, fill it up and<br />
submit the duly completed Scholarship Form to the Regional Director at the Regional Centre (Where<br />
he/she stand admitted/registered for the programme, he/she applied for admission) for necessary<br />
certification by the Regional Director.<br />
After the above certification, the Scholarship Form be collected from the Regional Centre and resubmitted<br />
at the office of the Social Welfare Officer or Directorate of Social Welfare in their State, as<br />
the case may be , for scholarship or reimbursement of Programme Fee.<br />

Scholarship scheme of National Centre for Promotion of Employment of Disabled People (NCPEDP)<br />
for Post Graduate level programmes is applicable to the students of this University also. Such students<br />
are advised to apply to awarding authority.<br />
5.10 Fee Concession<br />
This fee concession is not applicable for the PG Certificates, PG Diploma and Ph.D Programmes.<br />
The students taking admission for the agriculture Diploma and Certificate programmes except for PG<br />
Certificate, PG Diploma and Ph.D Programme shall be eligible for the fee concession as per the<br />
following criteria:<br />
a) all the candidates from rural areas shall be entitled for 50% fee concession subject to production<br />
of domicile certificate;<br />
b) the urban students below the poverty line may be given a 50% fee concession subject to production<br />
of an income certificate.<br />
5.11 Refund of Fee<br />
Fee once paid will not be refunded under any circumstances. It is also not adjustable against any other<br />
programme of this University. However, in cases where University denies admission, the programme fee<br />
will be refunded after deduction of registration fee through A/c Payee Cheque only by concerned<br />
Regional Centre.<br />
5.12 Study Material and Assignments<br />
The University sends study materials and assignments wherever prescribed to the students by registered<br />
post and if a student does not receive the same for any reason whatsoever, the University shall not be<br />
held responsible for that. In case a student wants to have assignments, he can obtain a copy of the same<br />
from the Study Centre or Regional Centre or may download it from the <strong>IGNOU</strong> website: www.ignou.ac.in.<br />
In case of non-receipt of study material learners are required to write to concern Regional Centre,<br />
<strong>IGNOU</strong>.<br />
5.13 Counselling and Examination Centre<br />
All study centres, Programme study centres, special study centres are not Examination centres. Practical<br />
Examination need not necessarily be held at the centre where the learner has undergone counselling or<br />
practical. Regular counselling sessions will be conducted at the learner support centres provided the<br />
number of learners for a particular course is equal to or more than 10. If the number is less than 10<br />
then in place of regular counselling, intensive counselling sessions will be held which essentially means<br />
that 40% of the numbers of prescribed counselling sessions are to be conducted within a week’s time.<br />
5.14 Change/Correction of Address and Study Centres<br />
There is a printed card for change/correction of address and change of Study Centre which is dispatched<br />
along with the study material. In case there is any correction/change in the address, the learners are<br />
advised to make use of proforma provided in the Programme Guide and send it to the Regional<br />
Director concerned who will forward the request after verifying the student’s signature to SRD Division,<br />
Maidan Garhi, New Delhi - 110068. Requests received directly at SRD New Delhi will not be<br />
entertained. The form of change of address can also be downloaded from <strong>IGNOU</strong> Website<br />
www.ignou.ac.in. Learners are advised not to write letters to any other officer in the University<br />
in this regard. Normally, it takes 4-6 weeks to effect the change. Therefore, the learners are<br />
advised to make their own arrangements to redirect the mail to the changed address during<br />
this period. In case a change of Study Centre is desired, the learners are advised to fill the proforma<br />
and address it to the Regional Centre concerned. Since counselling facilities are not available for all<br />
Programmes at all the centres, learners are advised to make sure that counselling facilities are available,<br />
for the subject he/she has chosen, at the new centre opted for. Request for change of Study Centre<br />

is normally accepted subject to availability of seat for the programme at the new centre asked for.<br />
Change of Address and Study Centre are not permitted until admissions are finalized. Similarly,<br />
change of Study Centre is not permissible in programmes where practical components are<br />
involved.<br />
5.15 Change of Region<br />
When a learner wants transfer from one region to another, he/she has to write to that effect to the<br />
Regional Centre from where he/she is seeking a transfer marking copies to the Regional Centre<br />
where he/she would like to be transferred to. Further, he/she has to obtain a certificate from the<br />
Coordinator of the Study Centre from where he/she is seeking transfer regarding the number of<br />
assignments submitted. The Regional Director from where the learner is seeking the transfer will transfer<br />
all records including details of fee payment to the new Regional Centre under intimation to the Registrar,<br />
SR&E Division and the learner. For change of Region in practical oriented Programmes like computer<br />
programmes, B.Sc. etc., ‘No Objection Certificate’ is to be obtained from the concerned Regional<br />
Centre/Study Centre where the learner wishes his/her transfer.<br />
In case any learner is keen for transfer from Army/Navy/Air Force Regional Centre to any other<br />
Regional Centre of the University during the cycle/session, he/she would have to pay the fee-share<br />
money to the Regional Centre. In case the learner seeks transfer at the beginning of the session/cycle<br />
the required programme course fee for the session/cycle shall be deposited at the Regional Centre.<br />
However, the transfer shall be subject to availability of seats wherever applicable.<br />
5.16 Foreign Students<br />
Foreign students residing in India are eligible to seek admission in <strong>IGNOU</strong> programmes who have valid<br />
student visa for the minimum duration of the programme. Such students are required to remit the fee<br />
at par with foreign students (fee structure of foreign students could be downloaded from the website<br />
www.ignou.ac.in). Admission of foreign students residing in India will be processed by the International<br />
Division of the University after ensuring their antecedents from the Ministry of External Affairs/Ministry<br />
of Human Resource Development. Programmes with limited number of seats are not offered for foreign<br />
students.<br />
5.18 Term-end Examination<br />
The learner is instructed to refer to the Tables given on Page no. 12 before submitting Examination<br />
Form for appearing in the June as well as December Term-end examination. A learner should not<br />
apply for appearing at the Term-end examinations of any course without getting re-registered/readmission<br />
for the same. The result would be withheld in such cases.<br />
5.19 Official Transcripts<br />
The University provides the facility of official transcripts on request made by the learners on plain paper<br />
addressed to Registrar (SED), <strong>IGNOU</strong>, Maidan Garhi, New Delhi–110 068. A fee of Rs.200/- per<br />
transcript payable through DD in favour of <strong>IGNOU</strong> is charged for this purpose. The students are<br />
required to pay Rs.400/- in case of request for sending transcript outside India.<br />
5.20 Disputes on Admission & other University matters<br />
The place of jurisdiction of filing of suit, if necessary, will be only New Delhi/Delhi.<br />
5.21 Recognition<br />
<strong>IGNOU</strong> Degrees/Diplomas/Certificates are recognized by all member Universities of Association of<br />
India Universities (AIU) and are at par with Degrees/Diplomas/Certificates of all Indian Universities/<br />
Institutions, as per UGC Circular letter no. F.1-52/2000(CPP-II) dated 5th May, 2004, AIU Circular<br />
No. EV/11(449/94/176915-177115 dated January 14, 1994 & AICTE Circular No. AICTE/Academic/<br />
MOU-DEC/2005 dated May 13, 2005. (See Annexure-I, II & III)<br />

5.23 INFORMATION REGARDING <strong>IGNOU</strong> POLICY FOR THE<br />
PREVENTION, PROHIBITION AND PUNISHMENT OF SEXUAL<br />
HARASSMENT OF WOMEN<br />
The Indira Gandhi National Open University, in adherence with the guidelines of the Supreme Court<br />
of India has evolved a specific policy and procedures to combat sexual harassment in the workplace.<br />
In compliance with the mandate of the Supreme Court Judgement, <strong>IGNOU</strong> adopts this policy to<br />
prevent, prohibit and punish sexual harassment of women at the workplace. <strong>IGNOU</strong> is committed to<br />
providing for all women who fall within its jurisdiction, including its academic, non-academic staff and<br />
students, a place of work and study free from sexual harassment, intimidation and exploitation.<br />
For further information regarding the policy, definition of sexual harassment, rules and procedures<br />
approved by <strong>IGNOU</strong>, students may visit the <strong>IGNOU</strong> website (www.ignou.ac.in). In case of any<br />
incidents of sexual harassment, students may contact any member of the <strong>IGNOU</strong> Committee Against<br />
Sexual Harassment (ICASH) at the headquarters in New Delhi, the Regional Services Division Committee<br />
Against Sexual Harassment (RSDCASH- overseeing committee for all Regional Centres) or the Regional<br />
Centre Committee Against Sexual Harassment (RCCASH) at their nearest regional centre. The ACASH<br />
(Apex Committee Against Sexual Harassment) will serve as the final appellate body for all complaints.<br />

In order to further extend learner support services to its geographically distributed student population<br />
who are pursuing various IT and Non-IT related Degree, Diploma and Masters programme, the<br />
university has recently established the Campus Placement Cell (CPC). The mission and endeavour of<br />
CPC is to enhance and facilitate the process of <strong>pros</strong>pecting suitable employment opportunities that are<br />
commensurate with the personal profiles of our learners. All students interested in seeking the assistance<br />
of CPC for procuring suitable job opportunities are requested to send their current resume/biodata to<br />

RULES & REGULATIONS FOR EARLY DECLARATION Of RESULTS<br />
1. Request for early declaration of results will be entertained for final semester/year or maximum of<br />
4 backlog courses only, subject to the following conditions:-<br />

The student has been selected for higher study/employment and statement of marks/grade<br />
card is required to be produced to the institute by a particular date, which is before the prescribed<br />
dates of declaration of the University’s results.<br />

2. Application for early declaration, for the reasons such as to apply for recruitment/higher study/post<br />

RULES & REGULATIONS FOR RE-EVALUATION OF ANSWER SCRIPTS<br />
1. The request for re-evaluation by the student must be made before 31 st March for December TEE<br />
and 30 th September for June TEE or within one month of declaration of results, whichever is later.<br />
2. The date of declaration of result will be calculated from the date on which the result are placed on<br />
the <strong>IGNOU</strong> website.<br />
3. After re-evaluation, the better of the two scores of original marks/grade and marks/grade after reevaluation<br />
will be considered.<br />
4. The revised marks/grade after re-evaluation shall be communicated to the student on receipt pf reevaluation<br />
result and result of re-evaluation will also made available on the <strong>IGNOU</strong> website at<br />
www.ignou.ac.in. The minimum time required for re-evaluation shall be 30 days from the date of<br />
receipt of application.<br />
5. Re-evaluation is permissible in TEE only and not in the Project Dissertation Practicals/Lab courses,<br />
Workshops, Assignments & Seminar etc.<br />

RULES & REGULATION FOR IMPROVEMENT IN DIVISION/ CLASS<br />
1. The improvement of marks/grades is applicable only for the Bachelor’s/Master’s Degree<br />
Programmes, who have completed the programme. The eligibilityis as under:-<br />
a) The students of Bachelor’s/Master’s degree programmes who fall short of 2% marks to<br />
secure 2 nd and 1 st division.<br />
b) The students of Master’s degree programmes only, who fall short of 2% marks to secure<br />
overall 55% marks.<br />
2. Onlyone opportunitywill be given to improve the marks/grade.<br />
3. The improvement ispermissibleonlyin theorypapers.Noimprovementispermissiblein Practicals/<br />
Lab courses, Projects, Workshops andAssignments etc.<br />
4. Under the Provision of improvement, a maximum of 25% of the maximum credits required for<br />
successful completion of a programme shall be permitted.<br />
