3.7.3. Capacity build<strong>in</strong>g<br />

3.7.3.1. Promote <strong>in</strong>tervention plann<strong>in</strong>g and implementation by community<br />

participation<br />

Effective fam<strong>in</strong>e prevention calls for more than rush<strong>in</strong>g food to beneficiaries at <strong>the</strong><br />

last m<strong>in</strong>ute on <strong>the</strong> basis <strong>of</strong> <strong>in</strong>disputable nutritional pro<strong>of</strong> that under-fives are starv<strong>in</strong>g<br />

(Masefield 2000). Masefield also argues that if we wish to understand fam<strong>in</strong>es, we should not<br />

concentrate on identify<strong>in</strong>g a sudden shock to food entitlement, but look more to a past history<br />

<strong>of</strong> entitlement decl<strong>in</strong>e for vulnerable communities, after which even a micro-shock can <strong>in</strong>duce<br />

large changes <strong>in</strong> <strong>the</strong> survival prospects <strong>of</strong> <strong>the</strong> very poor.<br />

It is not only good technical understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> cause and effects <strong>of</strong> <strong>malnutrition</strong><br />

that will make a sound NNS, but also political commitment at all levels <strong>of</strong> society.<br />

Communities have to be mobilized via nutrition-focused food security programs, <strong>in</strong>clud<strong>in</strong>g<br />

<strong>the</strong> safety net program. Local community mobilizers can be used. These mobilizers should be<br />

those respected members <strong>of</strong> <strong>the</strong> community who voluntarily jo<strong>in</strong> <strong>the</strong> effort to promote<br />

development programs with<strong>in</strong> <strong>the</strong> community. These programs, <strong>in</strong> turn, should be <strong>in</strong>tegrated<br />

with well-designed nutritional goals. NGOs will be better placed to work with community<br />

mobilizers s<strong>in</strong>ce any remuneration to <strong>the</strong> mobilizers can be formulated <strong>in</strong> a project context<br />

that last until <strong>the</strong> project fulfills its goal i.e., hav<strong>in</strong>g a well-mobilized community with selffooted,<br />

susta<strong>in</strong>able awareness and commitment to be a nutrition secure community.<br />

Facilitators can be part <strong>of</strong> government’s extension program. They may have received an<br />

<strong>in</strong>tegrated health and home economics tra<strong>in</strong><strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g on <strong>the</strong> preparation <strong>of</strong> nutrient-dense<br />

food from sources available with<strong>in</strong> <strong>the</strong> community. The current education and extension<br />

approach which produces large numbers <strong>of</strong> TVET graduates annually can use <strong>the</strong> students <strong>in</strong><br />

<strong>the</strong>ir practicum sessions to do nutrition focused awareness creation campaigns and teach<strong>in</strong>gs<br />

at community level.<br />

3.7.3.2. Promote rural-agricultural entrepreneurship<br />

The promotion <strong>of</strong> agricultural entrepreneurship is key for <strong>the</strong> future youth <strong>of</strong> rural<br />

areas specifically those who may want to stay around <strong>the</strong>ir communities through start<strong>in</strong>g a<br />

small bus<strong>in</strong>ess. In this regard, <strong>the</strong> Farmers Tra<strong>in</strong><strong>in</strong>g Centers would be envisaged to serve as<br />

permanent exhibition centers, as well as serv<strong>in</strong>g to provide advisory services, <strong>in</strong>formation (i.e.<br />

Tele-centre), skill tra<strong>in</strong><strong>in</strong>g, demonstrations and entrepreneurship tra<strong>in</strong><strong>in</strong>g. Thus, each FTC<br />

shall provide tra<strong>in</strong><strong>in</strong>g for farmers <strong>in</strong> <strong>the</strong> area <strong>of</strong> entrepreneurship <strong>in</strong> a parallel fashion to<br />

tra<strong>in</strong><strong>in</strong>g provided on agricultural production and process<strong>in</strong>g, as well as market<strong>in</strong>g-oriented<br />

courses that ensure <strong>the</strong> establishment <strong>of</strong> nutritionally secure communities.<br />

Entrepreneurship development can also enhance <strong>the</strong> <strong>in</strong>come generat<strong>in</strong>g ability <strong>of</strong> <strong>the</strong><br />

poor households who fail to procure a nutritionally balance diet due to low <strong>in</strong>comes. Capacity<br />

build<strong>in</strong>g <strong>in</strong> this regard requires activities such as skills tra<strong>in</strong><strong>in</strong>g; cultivation <strong>of</strong> an antidependency<br />

entrepreneurial sprit; experience exchanges; familiarization and enhanced use <strong>of</strong><br />

mass media; as well as develop<strong>in</strong>g work<strong>in</strong>g relationships between formal banks and rural<br />

f<strong>in</strong>ancial <strong>in</strong>stitutes to promote small and micro enterprises. The follow<strong>in</strong>g activities need to be<br />

scaled up.<br />

• Establish and use vocational tra<strong>in</strong><strong>in</strong>g centers and FTCs.<br />

• Promote amateur <strong>the</strong>ater clubs.<br />

• Establish rural youth, culture and sport centers.<br />

• Organize farmer-to-farmer visits.<br />

• Organize trade fairs.<br />

• Organize field days.<br />
