coord<strong>in</strong>ates <strong>the</strong> different implement<strong>in</strong>g m<strong>in</strong>istries and public agencies, as well as private,<br />

NGO, and donor sector participants.<br />

3.7.1.2. Advocacy and awareness creation<br />

In <strong>the</strong> past, absence <strong>of</strong> a strong advocacy and awareness creation movement seems to<br />

contribute to <strong>the</strong> weak l<strong>in</strong>k between food and nutrition policy and strategy formulation and<br />

implementation <strong>in</strong> <strong>Ethiopia</strong>. Advocacy campaigns by concerned government, NGOs, and<br />

bilateral and multi-lateral UN and o<strong>the</strong>r agencies should be encouraged and <strong>the</strong> needed<br />

support provided. Advocacy work around policymak<strong>in</strong>g organs, as well as awareness creation<br />

among <strong>the</strong> different technicians and practitioners <strong>in</strong> agriculture, health, food process<strong>in</strong>g<br />

<strong>in</strong>dustries, and social-<strong>in</strong>frastructure and service provision m<strong>in</strong>istries and agencies as well as<br />

private sector and NGOs should be embarked upon.<br />

The immediate focus <strong>in</strong> terms <strong>of</strong> advocacy and awareness creation should revolve<br />

around <strong>the</strong> follow<strong>in</strong>g two issues. First, advocacy efforts need to address <strong>the</strong> grave<br />

malnourishment problem affect<strong>in</strong>g <strong>in</strong>fants, young children, and women, s<strong>in</strong>ce <strong>the</strong>se<br />

<strong>in</strong>dividuals hold <strong>the</strong> future sources <strong>of</strong> prosperity for <strong>the</strong> nation. Secondly, advocacy should<br />

seek to elim<strong>in</strong>ate <strong>the</strong> food-bias and conv<strong>in</strong>ce agricultural pr<strong>of</strong>essionals that address<strong>in</strong>g <strong>the</strong><br />

food utilization aspect <strong>of</strong> <strong>the</strong> FSS is not sufficient to achieve a national and regional goal <strong>of</strong><br />

nutrition security and build<strong>in</strong>g a healthy and active society.<br />

3.7.1.3. The need for NNS to <strong>in</strong>tegrate food, car<strong>in</strong>g and health activities<br />

<strong>Ethiopia</strong> is <strong>the</strong> second most severely affected by <strong>malnutrition</strong> worldwide (Kaluski et<br />

al. 2002). Its National Nutrition Strategy <strong>the</strong>refore needs to encompass cross-cutt<strong>in</strong>g issues<br />

<strong>in</strong>volv<strong>in</strong>g key stakeholders work<strong>in</strong>g <strong>in</strong> many different sectors and development programs. The<br />

strategy should be based on identified nutrition priorities and take effective actions towards<br />

<strong>the</strong>se, to not only protect and enhance <strong>the</strong> nutritional wellbe<strong>in</strong>g <strong>of</strong> <strong>Ethiopia</strong>’s population, but<br />

also to achieve each <strong>in</strong>dividual’s potential <strong>of</strong> healthy and productive life.<br />

NNS has to <strong>in</strong>corporate improved food security at national, regional, community and<br />

household levels among its priority areas <strong>of</strong> action. The nutrition strategy shall have a strong<br />

component <strong>of</strong> food-based <strong>in</strong>terventions among its car<strong>in</strong>g and health components. Accord<strong>in</strong>g<br />

to Ruel and Lev<strong>in</strong>, among o<strong>the</strong>rs, food-based <strong>in</strong>terventions aim to (a) <strong>in</strong>crease <strong>the</strong> production<br />

and availability <strong>of</strong> and access to foods rich <strong>in</strong> vitam<strong>in</strong> A and iron through <strong>the</strong> promotion <strong>of</strong><br />

home production; (b) <strong>in</strong>crease <strong>the</strong> <strong>in</strong>take <strong>of</strong> foods rich <strong>in</strong> vitam<strong>in</strong> A and iron through nutrition<br />

education, communication, social market<strong>in</strong>g, and behavior change programs to improve<br />

dietary quality among vulnerable groups, and (c) <strong>in</strong>crease <strong>the</strong> bioavailability <strong>of</strong> vitam<strong>in</strong> A and<br />

iron <strong>in</strong> <strong>the</strong> diet ei<strong>the</strong>r through home preservation or process<strong>in</strong>g techniques (Ruel and Lev<strong>in</strong><br />

2000).<br />

3.7.1.4. The need for conditional policy<br />

The <strong>Ethiopia</strong>n nutrition strategy should not only overcome <strong>the</strong> food bias <strong>of</strong> past<br />

policy, but also overcome <strong>the</strong> conceptual problem <strong>of</strong> fix<strong>in</strong>g <strong>the</strong> determ<strong>in</strong>ants <strong>of</strong> nutritional<br />

status to rural-agricultural households. The urban-rural as well as <strong>the</strong> production-supply and<br />

access to food and non-food components <strong>of</strong> <strong>the</strong> nutrition security determ<strong>in</strong>ants should be well<br />

conta<strong>in</strong>ed <strong>in</strong> <strong>the</strong> strategy.<br />

In this regard, <strong>the</strong> <strong>Ethiopia</strong>n government should adopt a conditional policy<br />

formulation process to <strong>in</strong>troduce dynamism to food <strong>in</strong>security and <strong>malnutrition</strong> <strong>assessment</strong>,<br />

analysis and prompt <strong>in</strong>tervention. This can be done by empower<strong>in</strong>g and enabl<strong>in</strong>g local<br />

governments both <strong>in</strong> terms <strong>of</strong> allocation <strong>of</strong> f<strong>in</strong>ancial and human resources and <strong>in</strong> allow<strong>in</strong>g<br />

<strong>the</strong>m to work toge<strong>the</strong>r with <strong>the</strong> private sector, NGOs and donors. The policy process should<br />

allow for flexibility <strong>in</strong> implement<strong>in</strong>g development programs focus<strong>in</strong>g on education,<br />

<strong>in</strong>dustrialization, water supply, sanitation, transportation, and communication, particularly<br />

when <strong>the</strong> <strong>in</strong>tegrated food and nutrition components built <strong>in</strong>to <strong>the</strong> programs are important.<br />
